DISCUSSION:
The classification of Program Assistant II was established by the Civil Service Commission in July 2006. A position in this classification applies specific program knowledge and administrative, secretarial, and clerical skills in support of a County office. Herminia Marley was hired in the Program Assistant I position on January 1, 2007 and promoted to Program Assistant II on February 1, 2008. She has been performing responsibility beyond the current classification level of Program Assistant II. Herminia and her supervisor, Manuel Perez, Corrections Director, are requesting a classification review of the position. Tyson Pogue, Sheriff, supports the request.
Based on the information provided, there is evidence that Herminia is performing duties at a higher level than the Program Assistant II level. Therefore, based on the reported duties and conversation with the employee and administrator, Human Resources is recommending the following to the Civil Service Commission:
• Reallocate the position from Program Assistant II to Senior Program Assistant per County Code Section 2.57.060, Rule 3-10, subsection (d).
• Grant Herminia Marley direct status to the position of Senior Program Assistant per County Code Section 2.57.060, Rule 3-11, subsection (b)(3).

BACKGROUND The classification of Program Assistant II was established by the Civil Service Commission in July 2006. A position in this classification applies specific program knowledge and administrative, secretarial, and clerical skills in support of a County office. Herminia was hired in the Program Assistant I position on January 1, 2007 and promoted to Program Assistant II on February 1, 2008. She has been performing responsibility beyond the current classification level of Program Assistant II. Herminia and her supervisor, Manual Perez, Corrections Director, are requesting a classification review of the position. Tyson Pogue, Sheriff, supports the request. ANALYSIS The Program Assistant II positions primary functions consist of the following:
1. Performs a wide variety of specialized technical and advanced level clerical work including maintaining accurate and detailed records and logs, verifying accuracy of information, researching discrepancies, and recording information.
2. Plans, organizes, and carries out assignments and special projects related to assigned area of responsibility.
3. Responds to specific and technical requests for information and assistance from the public, County staff, and representatives of other organizations.
4. Interprets regulations, procedures, policies, systems, rules, and precedents in response to inquiries and complaints.
5. Researches and gathers information to provide accurate answers and information. 6. Resolves concerns and complaints. 7. Ensures follow up to unanswered inquires.
In the position, Herminia serves as a lead for the reception area of the Corrections Division and performs the more complex and difficult duties of the office. Additional functions that this position is responsible for are:

• Ensures proper coverage of reception desk when a staff member is absent. • Assigns work activities and projects to the reception staff; ensures staff is productive. • Coordinates and maintains the Board and State of Community Corrections (BDCC) training
program. • Maintains confidential reports, training plans, budget, and statistics for yearly audit. • Responds to escalated calls/complaints forwarded from the reception staff. Directs the reception
staff when needed. • Exercises independent judgement.
Herminia has an essential role to ensure that the Corrections Division runs smoothly by supporting various levels of staff and that proper training is completed and recorded. RECOMMENDATION Based on the information provided, there is evidence that Herminia is performing higher level duties than the Program Assistant II level. Therefore, based on the reported duties and conversations with the employee and administrator, Human Resources is recommending the following to the Civil Service Commission:
• Reallocate the position from Program Assistant II to Senior Program Assistant per County Code Section 2.57.060, Rule 3-10, subsection (d).

Reallocation Process
November 2020
Step One: Complete and submit the Position Description Questionnaire (PDQ).
This will initiate the review. Human Resources staff will review the information contained in the questionnaire to determine if a deeper analysis is warranted.
Step Two: Desk Audit (if necessary) If needed, Human Resources staff will observe employee’s functions/duties. May consist of follow-up questions during the observations or clarifications regarding information submitted on PDQ.
Step Three: Follow-up Meeting (if necessary) Human Resources staff may reach out to employee, or direct administrator for any additional clarification before drafting analysis report.
Step Four: Analysis Report Human Resources staff will evaluate the information collected from the PDQ, desk audit, and follow-up meeting and prepare an analysis report. The report will include a recommendation indicating what classification specification the duties performed appropriately fall within and an explanation on the basis on that recommendation. The employee, administrator, and Human Resources Director will receive a copy of the report before it is presented to Civil Service Commission. The appropriate union will also be notified of the reclassification request and recommendation.
Step Five: Civil Service Commission Hearing The reclassification recommendation will be presented to the Civil Service Commission, which will hold a hearing. The employee must be in attendance to present their case on why they believe they should be reclassified. At the hearing, the supervisor and union will have the opportunity to be heard as well. The Civil Service Commission will then make a finding to approve or reject the reclassification request, which will then go to the Board of Supervisors for approval.
Step Six: Board of Supervisors The reclassification request recommendation from Civil Service Commission will be presented to the Board of Supervisors for approval. If the Board of Supervisors approve the reclassification request, the reclassification will be effective the 1st of the month that the Board of Supervisors approval meeting (ex: if Board of Supervisors meeting is 12/19 and approved the reclassification request, the reclassification will be effective 12/1). There is no appeal process for any reclassification requests that did not get approved.

DEFINITION
Under general supervision (Program Assistant I) or direction (Program Assistant II), to apply specific program
knowledge and administrative, secretarial, and clerical skills in support of a County office; to coordinate assigned
programs, projects, and services with other County departments, divisions, and outside agencies; to provide
specialized departmental or program information and assistance to the public; and to do related work as required.
SUPERVISION EXERCISED
Program Assistant I
May exercise technical and functional supervision over clerical staff.
Program Assistant II
Exercises technical and functional supervision over clerical staff.
DISTINGUISHING CHARACTERISTICS
Program Assistant I--This is the entry level in the Program Assistant class series. Positions at this level usually
perform most of the duties required of the positions at the Program Assistant II level, but are not expected to
function with the same amount of program knowledge or skill level and usually exercise less independent discretion
and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and
fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.
Since this class is often used as a training class, employees may have only limited program knowledge. Program
Assistant I is distinguished from general clerical classifications by the application of specific program knowledge
particular to the operation of the assigned department or division.
Program Assistant II--This is the full journey level in the Program Assistant class series. Positions at this level are
distinguished from the Program Assistant I level by the performance of the full range of duties as assigned, working
independently, applying well developed program knowledge, and exercising judgment and initiative. Positions at
this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of
the operating procedures and policies of the work unit. Program Assistant II is distinguished from general clerical
classifications by the application of well developed and comprehensive specialized program knowledge particular to
the operation of the assigned office or program such as agricultural commission, agricultural extension, building
inspection, district attorney, environmental health, family court services, family support, planning, probation, public
guardian, risk management/health benefits, roads, superior court, veterans service, vital statistics, or welfare program
and office knowledge. Employees at this level typically apply specialized program knowledge to self-direct the
administrative, secretarial, or clerical tasks that are essential to the accomplishment of the office's desired services or
products. Positions in this class series are flexibly staffed and positions at the Program Assistant II level are
normally filled by advancement from the Program Assistant I level with three years of experience at the Program
Assistant I level. When filled from the outside, the employee is required to have prior related experience which
allows the employee to meet the qualification standards for the Program Assistant II level.

SUPERVISION EXERCISED Exercise technical and functional supervision over clerical staff. DISTINGUISHING CHARACTERISTICS This is the advanced journey level in the Program Assistant class series. Positions at this level are distinguished from the next lower classification level of Program Assistant I/II by the complexity and difficulty of the work performed. Positions at this level possess a significant level of specialized, technical or functional expertise beyond that expected at the journey level. Positions at this level require highly specialized knowledge, abilities, skills, and experience, and often exercise independent judgment in the performance of their duties. DISCUSSION:
The Community and Economic Development Department - Building Division is
proposing to create the classification of Building Permit Services Manager to plan,
manage, and oversee the Building permit functions of the department.
The proposed salary range for Building Permit Services Manager is proposed to be set
at Range 330.
The amended Classification Plan for the Community and Economic Department -
Building Division is as follows:
1. Amend the Classification Plan by adding the class of Building Permit Services
Manager within the Community and Economic Department - Building Division.
2. Adopt the Classification Specification for Building Permit Services Manager .
3. Set the salary range for Building Permit Services Manager at Range 330 (MB2
0120) $6,914.24 - $8,404.30 per month ($82,970.91 - $100,851.65 annually).
4. Designate the Building Permit Services Manager as overtime exempt, pursuant
to the Fair Labor and Standards Act.
5. Allocate the above-referenced classification to the Mid-Management Unit for
bargaining purposes.

DEFINITION
Under general direction, plans, manages and oversees Building & Fire Safety Division staff responsible for processing building permit applications; ensure the timely processing of all building permit applications and responses to applicants; assist in developing and implementing unit goals and process improvements; and provide assistance on difficult, technical and specialized projects; to act as coordinator for new development as it pertains to the Building Division; to interpret, enforce and apply the provisions of the Building Code of the State of California, as well as other applicable Federal and/or local entities; and to do related work as required.
DISTINGUISHING CHARACTERISTICS This is a single-position classification reporting to the Deputy Director. The primary responsibility of this position is the daily administration and coordination of building permit Services and Plan Review functions of the Department Building & Fire Division. The incumbent is responsible for planning, developing, implementing, and evaluating division goals, programs, policies, and procedures.

Exercises direct supervision over professional and technical staff.
EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES • Plans, directs, manages and oversees under the supervision of the Deputy Director the functions, programs,
and operations of the Building & Fire Safety Division of the Community and Economic Development Department; interprets, applies and enforces the provisions of the Building Code of the State of California, as well as other applicable Federal and/or local entities; analyzes, reviews and prepares policies and procedures in order to clarify the application of the Building Code provisions; acts as coordinator for new development.
• Selects, directs, supervises, trains, and evaluates assigned staff; assists with the development and administration of assigned budget, preparation of budget requests, and control of expenditures; oversees the preparation of and prepares reports and presentations on activities of the Building Division.
• Represents the department to the public, community organizations, and other government agencies in matters relating to the Building Division; assists in the oversight of and participates in the development and implementation of Engineering Department Building Division goals, objectives, policies and priorities for the Building Division; interprets and explains department programs, policies, and activities related to the Building Division.
• Assesses and recommends solutions to complex problems affecting the Building Division operations and functions; oversees the administration of building inspections, building codes, and building safety; inspects projects in the field; oversees the issuance of necessary notices or orders to ensure compliance with the Building Code of the State of California; maintains official records pertaining to the issuance of permits, reports of inspections and notices; coordinate responses timely responses to applicant inquiries on application status and other requests for information; oversee maintenance and performance of applicable software used by staff, including the appropriate capture, reporting and maintenance of data.
