Agenda for the meeting to discuss Revision of LTA quantum in respect of
Kudgi STPS
1. LTA pertaining to Kudgi STPS
a. KSEB vide letter dated 25-09-2017 (ANNEXURE A) had stated that with installed capacity
of 2400 MW and Normative Auxiliary Consumption of 5.75 %, the ex-bus capability of
Kudgi STPS works out to only 2262 MW. Accordingly, share of the beneficiaries needs to be
analyzed. It was also stated that as per Clause (6) of CERC (Sharing of ISTS Charges and
Losses) third amendment, 2015, in case the commissioning of a generating station or a unit
thereof is delayed, the generator shall be liable to pay withdrawal charges corresponding to
its long Term Access from the date the LTA is granted by CTU becomes effective.
b. 36th
CCM opined that NTPC (applicant) may have to approach CTU for surrender of
additional capacity. It shall be required to relinquish the capacity in accordance with the
Connectivity Regulations.
c. NTPC (Applicant) was requested to approach CTU for revising the LTA quantum by
relinquishing the excess LTA quantum of 130.49 MW.
d. SRPC vide letter dated 03.01.2018 had taken up the issue with NTPC. NTPC vide letter
dated 02.01.2018 (ANNEXURE B) had taken up the issue of LTA revision to 2,262 MW
(against the granted LTA of 2392.49 MW) with COO, CTU.
e. Further, NTPC, vide letter dated 7.2.2018 (ANNEXURE C), requested beneficiaries to take
up the matter with CTU for revision/relinquishment of LTA for Kudgi STPS.

Attention is invited to the corrigendum to the RTA for the month of
August 2OL7 dated 5.g.L7 under the reference cited No.1 wherein it is mentioned
that the corrigendum is issued subsequent to the letter of CTU for including the
entire LTA quantum of Kudgi STPS of 2392.49MW and in that the MW apportioned
to Kerala by CTU is 123.21MW.
On scrutiny it is seen that the quantum of 2392.49 MW is exceeding the ex-bus
capability of the station. Also on examining the LTA granted by cTU is for
23gZ.4gMW and the quantum against Kerala is given as 119.18 MW. With Installed
Capacity of 2400MW (BO0*3) and Normative Auxiliary consumption of 5.75olo, the
Ex-Bus capability of Kudgi is only 2262MW. Hence the corresponding share of Kerala
is only 101.63MW. Further the power evacuated through Karnataka sTU is also to
be considered while finalising the LTA quantum'

Only one unit at Kudgi has declared commercial operation. The COD of other two
units are delayed. As per clause (6) of CERC (Sharing of ISTS charges and losses)
