The indicators to determine satisfactory progress toward achieving the mission shall be: 1. 2012-14 WIAA Executive Board Goals 2012-13

BOARD MEMBERS PRESENT: President Harlan Kredit (District 1), Vice President Ken Lindgren (District 9),Craig Olson (District 2), Ed Ploof (District 3), Tim Graham (District 4), Rich Rouleau (District 5), Mike Ottis (District 6), Joe Feist (District 7), Al Falkner (District 8), Eric McCurdy, (Region A), Wendy Malich (Region B), Russ Brown representing Pam Veltri (Region C), and Leta Meyer (At-large). EXECUTIVE BOARD WORK SESSION WIAA EXECUTIVE BOARD GOALS The Board reviewed eight potential goals and prioritized them for the 2012-13 school years. ACCOMODATIONS WIAA legal counsel John Olson recommended that all language regarding specific days of the week in the handbook be deleted. The Board discussed at length Sabbath accommodations at state events, as well as the resulting impact on league and District/Regional qualifying events. SUB-COMMITTEE MEETINGS Each of the board sub-committees met for one hour following the work session and prior to the opening of the meeting. CALL TO ORDER WIAA Executive Board President Harlan Kredit convened the Executive Board meeting at 1:55 PM on Sunday, September 23, 2012. Vice President Ken Lindgren led the Board in the Pledge of Allegiance. District Reports: Each Board member gave a summary report of recent activities or issues within his/her respective district. District 1: Harlan Kredit reported that Mr. Colbrese attended the last meeting; the WIAA fall workshop on August 27, which is combined with the District 1 awards luncheon, went well; a Leadership Training Institute (LTI) will be offered on October 31 in Everett; an

ACEP course will be offered next month; District 1 now has an updated Website; and the district tournament formats have been approved. District 2: Craig Olson reported that there are new athletic directors at three Kingco League schools and six of the Metro League schools; the Northshore School District will now include ninth graders at the high school in basketball only. Eric McCurdy added that District 2 representatives are encouraged to attend the October 31 LTI class in Everett. District 3: Ed Ploof reported that Mr. Colbrese attended the last meeting; the 2A, 3A and 4A boys tennis qualifying tournaments, previously held during the spring, will now be completed in the fall in order to avoid AP testing conflicts; there are several new athletic directors in District 3; league and District 3 procedures are being reviewed as a result of the appeal to enter the girls basketball playoffs by Port Townsend High School; and more school districts are converting from 10 – 12 to 9-12 high schools. District 4: Tim Graham reported that a workshop was held in August for the new athletic directors in District 4; LTI 502 costs are being covered by District 4 for all interested athletic administrators; a committee has been formed to resolve some ongoing WOA issues; the WIAA reimbursement will be used to cover the Recruiting, Training, Observing (RTO) fees for each of the schools in District 4. Wendy Malich added that she appreciated the opportunity to attend the District 4 summer retreat and the last district 4 meeting. District 5: Rich Rouleau reported that Mr. Colbrese attended the last meeting; there was discussion regarding the proposed ejection suspension appeal process; there is ongoing concern about officials not filling out the ejection reports accurately and in a timely manner; sport committee chairs will oversee district qualifying events; the reimbursement amount was determined; a committee has been formed to review the District 5 constitution and Standard Operating Procedures. District 6: Mike Ottis reported that District 6 has not met since last spring, but the new District 6 Website is up and running. He added that during the upcoming meeting, district tournament formats and sites will be determined. District 7: Joe Feist reported that Mr. Colbrese attended the last meeting where there was discussion regarding allocations and the gluing process; District 7 now has a new Website; and that the Bi-County League has been renamed to the Northeast 2B League. District 8: Al Falkner reported that all principals recently met and added that there has been a fifty percent (50%) turnover just among the principals over the past two years; District 8 now has a new Website; the Thursday game day at Albi Stadium with radio and TV coverage has been positive; the schools that participated in the Kickoff Classic at Roos Field at Eastern Washington University felt it was a good experience and that they appreciated the opportunity; there was discussion about the new penalty review process and classification committee findings. District 9: Ken Lindgren reported that a league meeting was held following the WIAA fall workshop in Pomeroy; there are seven new athletic directors in District 9 (out of 17); the fall tournament dates and sites have been determined; a meeting is upcoming regarding

potential combining with other districts for postseason access; the eligibility process was reviewed; the football penalty rule implemented last year by District 9 schools was revisited and will be continued for the 2012 season (for one game suspension following four penalties.) CONSENSUS ISSUES Malich/Ottis moved to approve the agenda and the consensus items. MOTION PASSED. AFFILIATE GROUP REPORTS WASHINGTON ASSOCIATION OF ASSOCIATION OF WASHINGTON MIDDLE LEVEL PRINCIPALS (AWMLP) - Jo Ann Carbonetti shared that the middle level principals will meet during the upcoming AWSP fall conference. Each year AWSP selects one or two topics in which to concentrate; technology and leadership will be the focus topics this year. WASHINGTON STATE SCHOOL DISTRICTS ASSOCIATION (WSDDA) – Nancy Merrill distributed a white paper with “talking points” regarding proposed I-1240 legislation regarding charter schools. WSSDDA is opposed to the legislation due to the lack of local control (no local school board of control.) WASHINGTON FEDERATION OF INDEPENDENT SCHOOLS (WFIS) – Ross Hjelseth reported that the WFIS Board recently met, with the next meeting scheduled for December. He shared that 41 out of 50 states last year dealt with legislation tied to school choice issues (in addition to charter schools), that there has been a change in accredidation criteria, and there was an extended discussion regarding classifications. Ed Laulainen informed the board members that Ross has recently been appointed to the America Football Coaches Association National Committee. FINE ARTS – WASHINGTON MUSIC EDUCATORS ASSOCIATION – Kevin Paustian provided the following reports: Forensics (report provided by Mike Burton) The all Coaches Meeting will be on September 15th at Federal Way High School President is Lois Gorne and major points to be discussed will be the Calendar of Tournaments, Novice Debate Topic List, and State Tournament recommendations to the WIAA Rule Change proposals for the spring meeting. Anyone interested in starting a speech and debate program can contact Mike Burton, [email protected], or at 206-660-4720. Mr. Burton is willing to come to a school to assist in getting a program started. Drama (report provided by Laurie Levine) The Teacher In-Service will be at Garfield High School in Seattle on October 12 at 8:00am and college Auditions will be on October 13 at Roosevelt High School in Seattle at 8:00am. If any drama person (Thespian or not) is interested in participating as a teacher of a student, they can go on the Washington Thespian home page (washingtonthespians.org/events) for deadlines, cost and contact information. Drama’s Individual Events Festival will be at Lewis and Clark High School in Spokane on January 7, 2013, and at Olympia High School on February 9, 2013. The February 9 date may conflict with some districts Solo/Ensemble Auditions. If there is a conflict,

please contact Kristina Cummings at Olympia High and she will try to work around scheduled times. Adjudication training for both sites will be on January 5, 2013. For $15.00 per person, at 7:00 pm on November 5, Roosevelt High School in Seattle will host a workshop called Defying Gravity/Making Magic with cast members from the musical – Wicked. Arts Time (which includes dance, performing arts, visual arts and music) is scheduled for Jan. 19 and 20, 2013. More information will be provided during the December meeting. Music (report provided by Kevin Paustian) The WMEA Board has received five solo and ensemble contest rule change proposals that it will accept, amend or reject at their November meeting. Those accepted or amended will then be forwarded to the WIAA Board for consideration. Auditions for Junior All-State will close on October 12, 2012. Auditions for high school All-State and All-Northwest groups will close on October 5, 2012.

The Music Matters license plate project has been passed by the Legislature and signed into law by Governor Chris Gregoire. All funds raised will benefit music education at any specific high school requested, provided the school is on the approved list. Any accredited school music teacher (grades K-12, public or private) can apply for the school’s music department or music booster group to receive these designated funds. Parents, driving students and others will hopefully be proud to display Music Matters license plates on their cars, and the funds raised can supplement music programs (go to www.wmea.org for more information.)

Mr. Colbrese shared that he recently met with state Lois Gorne, manager for the state debate championships, who requested the Board approve public forum as a state debate topic for the state championships. Malich/Falkner moved to approve public forum, in lieu of Lincoln Douglas, as a topic for state debate, beginning with the 2013 state debate championships. MOTION APPROVED. WASHINGTON STATE COACHES ASSOCIATION (WSCA) – Ed Laulainen reported that the board held their annual retreat in August. The Board is currently researching additional funding opportunities for all-state contests and scholarships. WSCA currently provides 15 $1000 scholarships to students, three to five scholarships to students who are student teaching. Scholarship recipients must have parents who are WSCA members. He added that only WSCA members should be coaching WSCA approved all-state games, but sometimes non-members are selected. Based on input from football coaches, he handed out the position paper developed by the football coaches association with recommended guidelines designed to protect student-athletes and schools from injury and liability. Ed Ploof added that this issue was addressed during the Summer Study Committee meeting. Leta Meyer added that Ed was recently honored in that Kelso stadium has been renamed Laulainen Stadium. WASHINGTON SECONDARY SCHOOL ATHLETIC ADMINISTRATORS ASSOCIATION (WSSAAA) – Dave Tikker congratulated Tim Graham in that he will be honored during the upcoming national conference with the citation award. New district 9 Rick Hamilton of Dayton is now the representative for District 9. Three one-day westside

workshops for middle school athletic directors are in the planning stages. Mr. Tikker complimented both the WIAA and WOA for developing the clause in the recently adopted WIAA/WOA agreement which allows middle schools to use non-registered officials. Mr. Tikker also reported that a subcommittee will review the monthly calendar on the WIAA Website as a for providing some training/mentoring for new athletic director. Mike McKee is the new president and will attend WIAA Board meetings when possible. Mr. McKee shared that he appreciates the opportunity to be involved. WASHINGTON OFFICIALS ASSOCIATION (WOA) – Todd Stordahl reported that the observation portion of the new Recruiting/Training/Observing (RTO) is in place in all WIAA Districts. He has met with the selected observers in football, soccer and volleyball and together they developed the procedures for observing contest officials. Observers have a pass with their photo on it for identification purposes. They will arrive unannounced at a site and will meet with the game officials after the contest. He explained that he and Mr. Colbrese are developing a model for WIAA’s oversight of the process and fiscal reporting. He encouraged all members to send game videos to the WOA through “game share” via “Hudl” (a Website developed for the purpose of exchanging game tapes.) Local associations and boards are also promoting the program with the schools they service. WASHINGTON ASSOCIATION OF SCHOOL ADMINISTRATORS (WASA) – Mark Venn reported that he and Mr. Colbrese are working on an agenda for the upcoming Superintendent’s Advisory Committee. He added that while educational groups have taken positions against the charter school amendment, there appears to be enough support for it to pass. He believes, if it passes, that it could have a major impact on WIAA rules. AUDIENCE Mike Lewis, Selah High School Athletic Director and Central Washington Athletic Conference (CWAC in Districts 5 and 6) President; Eric Davis, Ellensburg High School Athletic Director; and Kent Andersen, District 5 Director. Mr. Lewis shared that the Great Northern League (GNL in District 7) requested to combine with the CWAC as per WIAA handbook rule 25.2.8.. As a result, the GNL and the CWAC have attempted to determine a state qualifying process. The GNL developed a proposal which was denied by the CWAC. GNL then appealed to the District Director Appeals Board. With GNL having one allocation and CWAC with three allocations this year and two and two next year for both, the District Directors recommended in the team sports to flip the allocations to two and two this year, one and three next year, and that the two leagues resolve the issue for 2013-14 (with the same allocations.) Mr. Lewis shared, however, that the CWAC does not support that decision and is now appealing to the WIAA Executive Board to overturn that decision. He added that the leagues felt differently on whether or not a number one team (#1) should be guaranteed to host a qualifying event, and if a number one team could be “protected” when a District has only one allocation, and that the CWAC superintendents determined that, because travel is an issue, regional tournaments would not be held due to financial considerations. Joe Feist commended the District Directors for the time devoted to this issue. He added that he believes individual events should be run similar to wrestling in the regional format, where the best athletes have the opportunity to advance. John Miller shared that

the two districts involved had reached an impasse and appealed to the District Directors for assistance. Feist/Olson moved to accept the CWAC appeal to overturn the recommendation of the District Directors. MOTION APPROVED. Feist/Brown moved that in team sports where allocations are three and one, CWAC #4 will travel to GNL #1 and that GNL #2 will travel to CWAC #3. MOTION APPROVED. NOTE: The December work session will be devoted to the broader discussion regarding regional tournaments in cross country and track and field. AUDIENCES – SCHOOLS WITH FIVE OR MORE EJECTIONS FOR THE PAST TWO YEARS Davis High School - Bob Stanley, Athletic Director Mt. Stanley summarized the recently revised sportsmanship focus at Davis High School, which includes a communication strategy for new students and parents. The athletic director will meet with the parent/guardian of any student ejected or involved in a fight at school; an all-school assembly will be held prior to “big” games to cover the administrations expectations of the student participants and fans; a Just Play Fair! banner is now hanging in the gym and sportsmanship P.A. scripts will be read prior to every game. Coaches are also being encouraged to end every practice with motivational speeches to “be a better person.” Peninsula High School - Tim Winter, Principal, and Phil Willenbrock, Athletic Director Mt. Winter shared that the school emphasis on sportsmanship includes a focus on character, service and leadership. He added that a new athletic director brings a fresh perspective to the school, and Mr. Willenbrock will be teaching a new leadership class for freshmen. He also reported that the boys soccer coaches were not rehired this year in order to realign the school’s action plan; that specific sportsmanship issues will be addressed; that he and Mr. Willenbrock will work with coaches to identify athletes who may need additional guidance; that any student ejected will be required to complete the NFHS sportsmanship course; and that, in addition to “athlete of the week” recognition, Monday morning announcements will highlight a positive aspect of sportsmanship displayed in a contest played during the previous week. Garfield High School – Lenora Lee, Athletic Director, and Ed Haskins, Assistant Athletic Director Ms. Lee emphasized that Garfield High School does not condone unsportsmanlike actions. She added that the athletic administration has been redesigned at Garfield High School. Mr. Haskins summarized the school’s athletic sportsmanship improvement plan, which reemphasizes the central role of sportsmanship and includes a focus on the roles and responsibilities of parents at events. The plan will help students to focus on “who we are” and not on “what we do.” A sportsmanship recognition program has been developed to coincide with athletic and academic performance and a partnership has been cultivated with the Positive Coaching Alliance (http://www.positivecoach.org/). AUDIENCE – STATE WRESTLING COACHES Bob Frennd, Kelso High School; Craig Hanson, East Valley High School, Spokane; Kevin McNulty, Ilwaco High School – The wrestling coaches asked that a Washington State Dual Wrestling Championship be held in conjunction with the current Mat Classic (individual) State Wrestling Championships at the Tacoma Dome. championships, for both boys and girls team championships, could be held on Thursday, beginning at 1 PM and ending that same evening, with Mat Classic on Friday and Saturday, or hold Mat Classic on Thursday and Friday, with the dual championships on Saturday. Eight teams would compete in each classification, with three matches for each wrestler. The “average” athlete who is part of a qualified team, would be able to compete in a state championship event, rather than only the individuals that qualify. A team could bring as many as 20 wrestlers in order to fill out all weight classes. They agreed that adding another day may increase travel costs per school, but felt the benefits outweighed the cost. Ed Laulainen added that the WSCA executive board supports the wrestling coaches for their background work in developing the proposal and supports them in their proposal. Discussion focused on recent decisions by the Board in which tournament sites and formats have been changed in order to reduce travel expenses for schools that participate. Feist/Graham moved to approve a team dual wrestling championship to be held in conjunction with Mat Classic. MOTION DENIED. SUB-COMMITTEE REPORTS Finance Subcommittee: Ken Lindgren informed the Board that ticket sales from the 2012 Kickoff Classic were down from last year, but expenses were also down. He indicated that Leah Francis would make the financial report on behalf of the subcommittee. Calendar/Culminating Events Subcommittee: Leta Meyer presented the request of the boys and girls basketball coaches association to conduct an open draw for all 16 teams that qualify for the state basketball tournaments as a means of eliminating the potential for unethical coaching practices (intentionally losing a district game as a means of playing a more “desirable” team in the regional round. Board members felt that an open draw would be in direct conflict of minimizing travel expenses where possible for the qualified schools, and could pair teams from the same district to play again in the regional round. Feist/Rouleau moved to approve the 16-team open draw for regional basketball a requested by the boys and girls basketball coaches associations. MOTION FAILED. Meyer/Ploof moved to not release/publish the draws in any sport until all teams have qualified. MOTION APPROVED. Feist/Lindgren moved to reconsider the decision to not post the draws in any sport. MOTION APPROVED. Revote on the original motion to not release/publish the draws in any sport until all teams have qualified. MOTION APPROVED. NOTE: The draws in football, soccer and baseball will continue to be posted as in previous years; the draws in volleyball, softball and tennis will be posted on the Sunday prior to the state championships in those sports. Feist/Malich moved on first reading that basketball brackets not be posted until all teams have qualified. MOTION APPROVED. 1/B/2B Girls Soccer: Mr. Barnes shared that the 1B/2B girls soccer has been an 8-entry state event for the past two years. 18 teams are needed for an 8-entry tournament, but only 17 schools were offering 1B and 2B girls soccer at the end of the three-week window. He added that, since league and district qualifying events are already in place in anticipation of the 8-entry tournament, the staff recommended to provide a 4-entry 1B/2B state championship for this two-year cycle.

Meyer/Feist moved to waive 25.1.1.A and approve a 4-entry 1B/2B girls soccer tournament for one year only. Meyer/Feist moved to amend for the two year cycle. MOTION APPROVED. MOTION APPROVED for original motion. Potentially switching opponents for boys 1B/2B soccer: Mr. Smith shared that, with the eight-entry state bracket for 1B/2B soccer, and following the criteria to prevent travel across the mountains until the semi-finals, the top half of the bracket involves teams from Districts 1 and 2; the bottom half of the bracket involves teams from District 5, 6 and 9. Those districts represent just two leagues, so teams from the same league could be playing in the semifinal rounds, which would be a repeat of previous qualifying games. Brown/Olson moved that, since all four teams would be at the same site for semifinals (no additional travel), the staff develop draw criteria to redraw 1B/2B boys soccer to prevent teams from the same district playing each other in the semifinals. MOTION APPROVED. NOTE: Upon further review, it was determined that the teams from the same District could be split in the quarterfinals, so a redraw is not necessary. 4A Tennis – Ms. Adsit shared that, although Vancouver had hosted a state tennis tournament for several years, that community had asked for a hiatus from hosting. Ms. Meyer will check to determine if Vancouver is interested in bidding for the 2013 4A state tennis tournament. If Vancouver is interested, both Vancouver and Richland will be encouraged to bid on the tournament. If Vancouver is no longer interested, that tournament will remain at Richland for 2013 and 2014. Baseball – Ms. Meyer reported that since Safeco Field is not available this year, the 3A, 4A championships will be held at GESA Stadium in Pasco. The 1A, 2A will continue to be held at County Stadium in Yakima, and the 1B, 2B will continue to be held at Rotary Park in Ellensburg. While there were some concerns about the condition of the field at Rotary Park, event management believes some changes in upcoming field usage prior to the state championships will make for a better playing surface. Handbook Subcommittee: Tim Graham shared that there is a need to include specific numbers in WIAA handbook rule 18.17.0 (when sixth graders can be used to salvage middle level programs.) Graham/McCurdy directed the staff to write an amendment to include the maximum number of seventh and eighth graders participating in order to bring up sixth graders to salvage middle level programs. MOTION APPROVED. Mr. Colbrese reported that, as a result of an ongoing request by one community due to a situation involving last year’s postseason access in basketball, there is a need to clarify WIAA handbook rule 25.2.3, regarding final authority to determine the means for teams to qualify for postseason play. Falkner/Olson moved on FIRST READING to remove 25.2.3 as an editorial change, based on past practice and consistent interpretations, since districts have the authority to determine methods for qualifying for state. MOTION APPROVED. Based upon the recommendation from WIAA legal counsel, Graham/Olson moved to delete 25.6.0.1.c (Sunday participation) from the handbook. MOTION APPROVED.

As a means to better delineate responsibilities in notifying students regarding eligibility appeals, Mr. Miller recommended that “delivered” be replaced with “sent” in WIAA handbook rule 19.12.3. Ploof/Meyer moved to delete “delivered” and replace with “sent” in WIAA handbook rule 19.12.3. MOTION APPROVED. Mr. Graham shared that, although schools have been required for several years to have an administrator attend the WIAA fall workshops, there is no mention of that requirement in the WIAA Handbook. Graham/Malich moved to require schools to have a representative attend the fall workshop and to complete the online WIAA clinic, and that staff determine the placement of the wording in the 2013-14 WIAA handbook. MOTION APPROVED. FINANCIAL REPORTS Year-To-Date Ms. Francis reported that the Association is on the same track with last year. The only event that has been held to date has been the Kickoff Classic. She added that while expenses are considerably less than last year, so is revenue. Average ECKC attendance has been near 7,000 but this year it was only 2,800. 2012-13 Tournament Budgets Ms. Francis reported that there are not many changes from previous years, although the total is $30,000 less than last year. Basketball regionals will be less than last year due to fewer sites being utilized while there are slight increases for tournaments held in the bigger public facilities. Falkner/Malich moved to approve the year-to-date financial report and the 2012-13 tournament budgets. MOTION APPROVED. Update on Annual Auditor’s Review Ms. Francis informed the Board that the annual review will be completed by mid-October. It will be shared with Board in December and sent to member schools in January. Revenue Sharing Ms. Francis reported that the revenue share formula has changed for the 2012-13 school year. The new policy is based on a percentage method and will be distributed to the district director. Lindgren/Falkner moved to approve the new revenue share formula. MOTION APPROVED. RTO: $80,000 to pay to the WOA for the RTO program in its initial year. Lindgren/Falkner moved to bill the 1B, 2B and 1A schools $150 per school; $250 for each 2A, 3A, 4A schools. Mr. Falkner indicated that the proposal should impact all schools and that all schools would be contributing to the betterment of officiating across the state. MOTION APPROVED.

READINGS PENALTY CODE REVIEW Executive Director Colbrese shared that he presented the proposed penalty code during the district meetings that he attended to date. Assistant Director Smith added that the proposed penalty code was presented during the fall workshops and that reaction was positive, particularly in lieu of standardizing penalties across the state. The Penalty Review Council, which, when asked, would review violations and recommend penalties, would be established to assist member schools. Mr. Colbrese summarized the newly shaded section under 28.5.7 on page 72 in the handbook, in part to include language approved by the Representative Assembly (to allow leagues, districts and the WIAA to directly penalize a coach for violating a WIAA rule) and in part due to the passage of recent legislation (to prevent a team from being excluded from postseason opportunities when possible.) Tim Graham added that the potential to fine a school for violating a WIAA rule has always been in the handbook; the draft merely lists suggested fees/fines. Olson/Ploof moved to create a line item in the WIAA budget for “compliance and monitoring” for assessing and collecting of fines, with any monies collected to be used only for that purpose. MOTION APPROVED. Note: Similar language will also be included in the procedures regarding the penalty review code which will also be utilized by leagues, districts and the WIAA Executive Board. Ploof/Falkner moved to approve the penalty code on second, third reading and FINAL reading. MOTION APPROVED. Ploof/Feist moved that the penalty chart/grid be implemented retroactively with the beginning of the 2012-13 season. MOTION FAILED. Olson/McCurdy moved that the penalty chart/grid be implemented immediately. MOTION APPROVED. Note: The Penalty Code Review Panel will be determined as soon as possible. SUSPENSION APPEAL POLICY Mr. Smith shared that when the proposed suspension appeal policy was presented during the fall workshops, that many concerns had been raised about the implementation of the policy. Ploof/Rouleau moved to approve the suspension appeal policy on second, third and final reading. MOTION FAILED. Staff was directed to continue working with the individuals who submitted amendments to the Representative Assembly to assist in the development of a potential amendment on this issue. REQUEST FOR FACT-FINDING The Coastal B League has requested the WIAA conduct a fact-finding regarding the circumstances surrounding the eligibility status of a 2012 spring athlete. ACTIONS AS A RESULT OF REPORTS FROM SCHOOLS WITH EJECTIONS Falkner/McCurdy moved to approve the reports and sportsmanship plans presented by representatives from Davis High School, Peninsula High School and Garfield High School. MOTION APPROVED. APPROVAL OF BOARD GOALS/INITIATIVES As a result of the Board work session, Rouleau/Malich moved to approve the 2012-13 and 2013-14 board goals. MOTION APPROVED (ATTACHMENT #2). APPROVAL OF ALLOCATIONS AND DRAWS Mr. Barnes presented the 2012-14 fall allocations for review. Malich/Olson moved to approve the allocations as presented. MOTION APPROVED. (ATTACHMENT #3) FALL ACADEMIC SUSPENSION REVIEW Mr. Miller reported that this year September has five Saturdays, as opposed to only four Saturdays as in most years. As a result of the additional Saturday, the fall suspension period could prevent fall sports athletes from participating in one less contest than the rule had originally intended. District 1 schools requested to change the fall suspension date to end on September 22 instead of the final Saturday in September. Olson/Meyer moved to approve the request of District 1 schools to change the fall suspension date to end on September 22. MOTION APPROVED. DISTRICT 6 REQUEST – DISTRIBUTION IN SECOND YEAR WHEN DISTRICT HAS JUST ONE ALLOCATION Bruce Campbell summarized the request on behalf of District 6 to allot the single allocation to a District in a first year when a District has a total of three allocations over the two-year allocation cycle as a means to facilitate athletic directors in building schedules and allow Districts time to determine postseason qualifying events when combining allocations. Mr. Barnes took the Board through a sample allocation process, which demonstrated that the district with the greatest enrollment count receives the larger number of allocations during the first year of the cycle, when possible, and in balancing the allocations over a two-year period when possible, it might not be possible to designate the single allocation in the second year.. PLANNING 2012-13 Fall State Event Updates Mr. Colbrese passed around the fall tournament board signup sheet for board members to present awards during the upcoming fall tournaments (ATTACHMENT #4). Classification Committee Report Mr. Miller reported that the committee will submit amendments for the Board to consider proposing on behalf of the committee: 1) a four-year classification cycle; 2) counting students in grades 9-11; 3) alternative education students in schools that have a separate OSPI number would not be counted; 4) allocations would be for four years. Mr. Rouleau added that schools will be surveyed to determine how to divide schools into the designated classifications and to determine if the number of classifications should be different based on the sport. The survey results should be compiled prior to the December Board meeting.

VOLLEYBALL INVITATION/KICKOFF CLASSIC Ms. Adsit shared that Cheney High School was a fabulous facility for the 2012 Volleyball Invitational and that Jim Missel did an outstanding job in setting up that event. The seven schools that participated had expressed their appreciation for the event itself, and particularly that subvarsity teams had been invited as well. Mr. Barnes reported that Roos Field at Eastern Washington University was a good site for the Kickoff Classic, but that revenue was down considerably from previous years. He added that it has become increasingly difficult to secure teams to play in the event, since they typically are not willing to give up the home gate in order to participate. REPORTS, UPDATES AND OTHER INFORMATION JUST PLAY FAIR! Mr. Smith shared that the new ejection reporting system (with school athletic directors submitting the report directly through my.WIAA.com) seems to be working well. A copy of the submitted ejection report sent by the school is also forwarded to the District Director. Mr. Miller added that it appears that the number of ejections due to verbal abuse or violent conduct in football continues to increase, but that he was not recommending to change the suspension penalty at this time. Mr. Miller reported that he will oversee the Parent Committee and asked for nominations. That committee is slated to meet later this fall. ELIGIBILITY REPORT John Miller reported that the new eligibility process is working well at this point. The training of the eligibility committee members in August and September went very well. The eligibility chairs will meet in October to review the fall hearings and eligibility process overall. FALL WORKSHOP REPORT Mr. Smith reported that the tutorial for the updated WIAA Website was the major topic for this year’s workshops, but information relayed from the State auditor about issuing/selling and accepting passes during regular season contests generated the most discussion and questions. Mr. Colbrese added that the State auditor responded to a request from a single school and had asked the Association staff to relay the interpretation. A revision of that original interpretation has been sent to all schools. Mr. Smith shared that attendance at the workshops has been on the decline, which may or may not be the result of the workshops being held earlier this year than in previous. The dates were moved up at the request of the membership, primarily in order to provide athletic administrators with the tools to clear athletes for fall sports, but with the online eligibility clinic now in place, the staff asked if the earlier timing is now appropriate. Board members were asked to solicit input on the date for the December board meeting. Mr. Smith added that the next WIAA online clinic for athletic administrators will include WIAA general rules, and not just eligibility rules and situations. •       Ms.  Welsh  self-­‐reported  that  an  ineligible  Clover  Park  football  player  participated  in  four  games.  •       The   student-­‐athlete   enrolled   in   August   from  Maryland   with   only   a   report   card   from   the   previous    

semester.    He  was  listed  as  a  junior.  •       Ms.  Welsh  requested  transcripts  from  the  school  the  student  attended  in  Maryland.    The  transcripts       were  received  by  Clover  Park  on  October  23,  2012.  •       The  first  practice  the  student-­‐athlete  participated  in  was  on  September  10,  2012.  •       The  first  two  games  the  student-­‐athlete  played  he  provided  little  or  no  impact.    Clover  Park  admitted       the  student-­‐athlete  became  a  major  contributor  during  the  final  two  games.  •       In  a  conversation  with  the  student-­‐athlete  and  Mr.  Randall,  the  student  revealed  to  Mr.  Randall  that  

it  was  his   fifth  year   in  high  school.    The  coach   informed  the  athletic  director   the   following  Monday  that  a  violation  may  have  occurred.  (Later  the  school  discovered  it  was  the  student’s  sixth  year.)  

•     The   Clover   Park   AD   immediately   informed   Mr.   Nordi,   the   SPSL   President,   and   filled   out   the  appropriate  violation  report  form.  

•       The  student  left  a  portion  of  his  initial  enrollment  form  blank.    •       The  third  week  of  August  the  current  AD  was  offered  the  Clover  Park  position.    She  accepted  the  job  

in  the  last  week  of  August.  •       Mr.   Seaton   accepted   responsibility   for   the   lack   of   administrative   attention   to   these   details.   Mr.  

Seaton  acknowledged   that   the   review  of   policy   and  practices  would  be   revised.       The   form  will   be  changed  along  with  the  language.      

•       Mr.  Seaton  also  indicated  that  the  student  did  not  intentionally  mislead  the  coach  or  administrators.         The  student-­‐athlete  submitted  enrollment  papers  on  August  7,  but  did  not  participate  in  football  until       early  September.

 CLOVER  PARK’S  RECCOMMENDATION  In   recognizing   the   lack  of   foresight  by   the  Clover  Park  Administration,  Mr.  Seaton   recommended  Clover  Park  be  placed  on  a  two-­‐year  probation.      Following  the  presentation,  several  WIAA  Board  members  asked  questions.    Mr.  Kredit  thanked  the  school  members  and  dismissed  them  from  the  call.    BOARD  DISCUSSION  The  Board  held  a   lengthy  discussion,  which   included  comments  about   the  school’s   information  and  about  WIAA  rules.    

Ploof/Olson  moved  to  accept  the  Clover  Park  self-­‐imposed  sanction.  MOTION  FAILED.    Ploof/Graham  moved  to  place  Clover  Park  HS  on  a  two-­‐year  probation,  to  impose  a  fine  of  no  more  than  $1,000   for   oversight   monitoring,   and   to   clearly   define   the   athletic   eligibility   clearing   process,   which  includes   the   role  of   the  principal  and  a   training  plan   for  monitoring  by  November  7,  2012.     In  addition,  Clover  Park  HS  will  be  required  to  forfeit  two  games  (White  River  and  Franklin  Peirce)  and  will  be  required  to  have  WIAA  oversight  over  the  next  six  consecutive  seasons  with  each  of  those  oversights  requiring  one  athletic  director  and  another  administrator  other  than  the  athletic  director,  which  would  conclude  at  the  end  of  the  fall  season  of  2014.  MOTION  APPROVED

GREETING Mr. Kedit greeted and introduced the WIAA Executive Board. Mr. VanSickle introduced Jeff Schlect, parent of Sydney Schlect. UNIVERSITY PRESENTATION Mr. VanSickle presented the following:

• Sydney Schlect, Oaks Academy student, played during the 2011 and 2012 volleyball seasons for University High School.

• Mr. VanSickle was under the belief that Oaks Academy, a private school in Spokane, did not offer a volleyball program for its students.

• The public school of residence for Sydney Schlect is University High School. • Based upon a discussion with another parent of an Oaks Academy student with Mr. Miller, and a

subsequent phone call by Mr. Miller to Mr. VanSickle, it was discovered that Oaks Academy offers an interscholastic volleyball program for its students.

• Bruce Williams, Headmaster at Oaks Academy, has encouraged students to participate at their public school of residence since he believes Oaks Academy is an unaccredited/unapproved school and does not fall within the WIAA definition of a private school.

• Mr. VanSickle self-reported a violation because the school played an ineligible player for University High School’s volleyball program, but believed that extenuating circumstances should prevent forfeiture of any contests in which Sydney Schlect participated.

• Believing that an unapproved private school did not meet the WIAA definition of a private school, Mr. Schlect had recently enrolled Sydney Schlect as a registered home school student with the Central Valley School District. Home school students are eligible at their public school of residence.

• Oaks Academy has offered an interscholastic volleyball program, in the Mountain Christian League, for the past five years.

Following the presentation, Mr. VanSickle and Mr. Schlect responded to questions by WIAA Board members. Herb Rotchford added the status of Oaks Academy has been added to the next District 8 meeting agenda for clarification for all Spokane area schools.

Mr. Kredit thanked Mr. VanSickle, Mr. Schlect and Mr. Rotchford and dismissed them from the call. BOARD DISCUSSION The Board held a lengthy discussion, which included comments about the school’s information and about WIAA rules. Mr. Miller clarified that WIAA handbook rule 18.5.1 allows for a student who is a regular member of private school to participate on the interscholastic teams of his/her resident public school if the interscholastic activity is unavailable to the student in the private school. The rule does not specify “an approved private school” and has been consistently been interpreted to apply to any private school. Mr. Rouleau added that not all public schools are accredited by OSPI and all public schools are treated the same.

Ploof/Graham moved to place University High School on a two-year probation; that the athletic eligibility process, which would also include the role of the principal, be clearly defined and reported to the WIAA staff by November 7, 2012; and that University High School forfeit all 2012 contests in which Sydney Schlect participated. MOTION PASSED. The WIAA staff was also directed to meet with the headmaster at Oaks Academy to clarify WIAA rules.

All items below will also be discussed during the main meeting:

3. 2013 and 2014 Regional Basketball Sites and Draw Criteria - while WIAA handbook rule 25.2.1 requires all District qualifying events to be completed by midnight Saturday prior to the week of the state-level events, the Board waived the rule and allowed Districts to complete the final qualifying games on Tuesday (Tuesday, February 19, 2013)

2012-13 STATE BASKETBALL TOURNAMENT DRAW PROCEDURE

DRAW CRITERIA FOR REGIONALS 1. Due to the desire to minimize travel, westside and eastside teams shall not meet until the second round when

possible. During each year of a two-year allocation cycle, whenever allocations are similar, districts from either the

west side or the east side of the mountains will be rotated to determine which district(s) will travel across the mountains to play in the first round. If there is considerable difference in the allocations, the lowest seed from the district with the greatest number of allocations will travel across the mountains.

2. The eastside teams will be placed in the same quarter and/or half bracket when possible. 3. Eight teams will be designated as #1 teams and eight teams will be designated as #2 teams. 4. The "true" #1 teams from each WIAA District will be placed at the first round site hosted by that District.

a. If there are fewer than the required number of #1 teams, the #2 and possibly #3 team from the district(s) with the largest school factor will be used to complete the required first round #1 teams.

b. If there is a tie in the school factor between districts for additional #1 teams, the greater enrollment of the schools of the district shall determine the tiebreaker for the first year of the allocation cycle. The other district involved in the tie will receive the additional #1 team the second year.

5. Teams from the same district will not play each other during the first round when possible. When a District has five or more allocations, the 5th, 6th, etc. teams will go into the draw as potential opponents for the 1st, 2nd, etc, teams.

6. The teams that finish #1 and #2 from the same district will be drawn into the same quarter bracket when possible.

7. The #1 teams will be the home teams and the #2 teams will be the visiting teams (the designation in this description does not indicate their finish in the district qualifying event.)

8. FORMAT FOR REGIONALS #1 will play #2; loser is out, winner advances to the final state site

#1 9. GAME SCHEDULE FOR REGIONALS: The boys games will be played on Friday and the girls games will

be played on Saturday during the school years beginning with an odd number; the girls games will be played on Friday and the boys games will be played on Saturday during the school years beginning with an even number. When possible, Friday game times will be 6 PM and 8 PM; Saturday game times will be 4 PM and 6 PM.

1. Adding or deleting a sport during the first three weeks of a season during the first year of a two-year allocation cycle may effect a change in tournament allocations.

2. Adding or deleting a sport after the first three weeks of a season during the first year of a two-year allocation cycle will not change tournament allocations.

3. Violations of, or failure to comply with, the above procedures shall result in the following:

a. The first school violation will result in a probation warning to the individual school regarding all programs and a specific fine double the annual fee for the sport not reported for that school year.

b. The first league violation will place all schools in the league in that specific sport on probation.

c. The second school violation within the school year will result in denial of entry into District play-offs in all sports for that year.

d. The second league violation will result in a penalty assessed by the Executive Board in accordance with Article 27.0.0.

Management, sites, dates and other details for all regional and state tournaments shall be determined by the WIAA Executive Board.

Revenue from these tournaments shall accrue to WIAA as determined by the WIAA Executive Board.

Playoffs and tournaments shall be governed by regulations adopted by the WIAA Executive Board.

The 1B and 2B State Football Championships will be played in conjunction with other football championships at the selected championship site.

When there is an eight (8)-team football tournament to determine a state champion, the quarterfinals and semifinals will be played on consecutive weekends beginning the thirteenth week of the season.

2S.1.12 At the site of any WIAA State Tournament the advertising and or posting of signs and or the distribution of announcements shall be limited to only those events sanctioned or conducted by the WIAA. Any distribution of notices or announcements advertising non-WIAA events shall be prohibited at the site of any WIAA sponsored tournament.

DISTRICT REPRESENTATION IN STATE TOURNAMENTS - District representation in state tournaments shall be determined by the application of the Allocation Formula (Article 4.11.0), except as otherwise determined by the WIAA Executive Board as listed in each sports section.

In the event that a dispute arises within a WIAA District/Region involving the method of qualifying for state tournaments or state meets, final authority rests with the WIAA Executive Board.

Individuals and teams that qualify for a state qualifying event must compete unless exempted by the appropriate level.

By entering participants in a state championship event, each member school certifies that, barring injury, illness or unforeseen events, the team or individuals representing the school will participate in every competition that is part of that championship event, until the final conclusion of the event.

Any withdrawal or intentional forfeiture shall be considered a violation of WIAA rules and regulations, and shall be subject to penalties as determined by the WIAA Executive Board .

Any district not using allocations must notify the WIAA office at the beginning of that sport season. The WIAA Executive Board may reallocate unused allocations.

FOR DISTRICTS WITH ONLY ONE (1) ALLOCATION -If a District has only one (1) allocation in the first and/or second year of the allocation period, that District would be allowed to petition to the WIAA Executive Board for the opportunity to combine with another District to gain an additional allocation provided the minimum number of schools in the District offer the program in question . The number of schools that drive an allocation, plus one, will be the number needed to provide the opportunity for a second individual or team from a district to qualify for postseason play. The deadline for the appeal shall be two (2) weeks after the allocations have been finalized.

The combination agreement would specify that either District involved would have the potential to gain or to lose the allocation.

In the fall of 2012 the WIAA Executive Board discussed the idea of not posting state bracket draws prior to the start of the state tournaments. The conversation started because teams were reported to try to lose district tournament games in order to manipulate who and where they might play in the state tournament. This issue first came to light when we changed the basketball tournament to a regional format. It is perceived that some teams tried to lose district tournament games so that they could play on their home court, avoid potentially stronger opponents, or avoid traveling east or west of the Cascade Mountains. Similar assertions have been made against teams in several other sports. On behalf of the Northwest District One Board of Directors, I request that the WIAA Executive Board re-examine the idea of keeping brackets unpublished for the winter state tournaments and apply it to all future team state tournaments. It is my understanding that the Executive Board voted against keeping state bracket draws private primarily due to concerns over schools needing to plan for team travel. I believe that this issue can be addressed with the following steps.

1. After draws are completed and approved, WIAA staff can forewarn district directors that one or more of their teams may be required to travel over the mountains. This would pertain to football, soccer, basketball and baseball.

2. Post brackets the Sunday prior to the first state tournament game. 3. WIAA staff can block hotel rooms in the towns where state events might be held.

Because it is difficult to know exactly which towns will host state games, I suggest rooms be reserved in Everett, Seattle, Tacoma, Vancouver, Ellensburg, Yakima, Moses Lake, and Spokane. These cities are proximal to numerous possible playoff locations. Once the state knows where games will be played, unnecessary reservations can be cancelled.

4. If teams are traveling over the mountains, the following game days will be used for each sport to allow teams additional planning days.

a. Soccer: First round games will be played on Wednesday; Second round games will be played on Saturday.

b. Football: All games will be played on Saturday. c. Basketball: Regional games are currently played on Friday or Saturday d. Baseball: Regional games are currently played on Saturday

I believe the coaches should not try to manipulate games for the most advantageous situation. However, in the court of public opinion, few would see a problem with this practice if it guaranteed their team a better match up to allow for advancement in the state tournament. We need to do what we can to control the situation and eliminate the opportunity for coaches to act without integrity. Keeping state brackets private until the Sunday before the first state tournament game would help this. Thank you for your consideration.

Washington Solo and Ensemble ContestProposed Rule Changes

2014 Contests

Following are the proposed rule changes for 2014 regional and state solo and ensemble contests. The proposals listed were approved at the November 2012 WMEA Board meeting. As per our rule change process, accepted proposals go to the WIAA Executive Board for concurrence, amendment (which then come back for concurrence) or rejection.

Proposed new text is underlined and italicized.

Add the following to Rule 1.11.1 Participating students are required to be members of an appropriate large performing group accredited

class (band/percussion, orchestra, choir or show/jazz/madrigal ensemble) at their high school. Each stu-dent must be an active member in the division of competition as his/her primary participation in the class at the time of both the regional and state events. Exception: For ensembles only, students meeting eligi-bility in the Brass or Woodwind or Percussion Divisions may compete on any instrument category listed within any of those divisions. Students who qualify for the state solo contest in the piano, guitar and harp categories must be a member of one of the school’s ensembles mentioned above, though they do not have to play the piano, guitar or harp in that ensemble. Piano, guitar and harp soloists may also be eligible if members of an accredited piano, guitar or harp class at their high school.

RATIONALE: I have students volunteer to learn and perform on different instruments other than that of their primary exper-tise to fill a need in our band. For example, a student who previously played percussion in my group volunteered to learn and play French horn. (He had been a trumpet player at some point in his past.) While eligible to compete in the brass division, his true strength was as a percussionist and current rules would not allow him to join our percussion ensemble. I do not be-lieve we should prevent a student from competing on their stronger instrument because of doing what is best for their group. If they are in band, let them compete on any “band” instrument. Furthermore, I don’t have a problem allowing a flute player in my band to play in a sax ensemble if that’s an opportunity she/he wants to explore. Or a percussion or brass ensemble, for that matter. If the worry is a kid taking the place of a “legitimate” percussionist within the school, then that is something the director should handle. If the worry is that they will qualify at the expense of an ensemble composed of “legitimate” perform-ers from another school, I’d be worried that we’re limiting the educational opportunities for kids. Some of the uber-talented kids can grow from looking at new challenges.

Proposal Number 2Add the following to Rule 1.71.7 A student may qualify for the state contest in more than one instrumental solo category. If a student per-

forms in more than one solo category, he/she must perform different literature in each category. If indi-vidual students are in more than one ensemble, they must perform different literature in each ensemble. While vocalists may compete in more than one solo category at the region contest, they may not qualify for state in more than one solo category. If vocal soloists have a preference if chosen for state in more than one category, they must notify the region contest manager prior to their region event. However, final decision of which category they are assigned to sits with contest management.

RATIONALE: At one of our region events this past year, we had a sixteen member men’s vocal large ensemble perform a piece of music that four members of that large ensemble also performed as a quartet in the mens vocal small ensemble cat-egory. I do not believe it is the intent for students to perform the same music in multiple ensembles. We have a rule prevent-ing that from happening in solo categories, but we currently have no language preventing it from happening in ensemble categories. I believe we should have the same expectations for both solos and ensembles.
