October 2, 2014

I. CALL TO ORDER Nella Barker called the meeting to order at 6:04 pm. Kileen Granata conducted a roll call. BOARD MEMBERS PRESENT: STAFF PRESENT: Nella Barker Amelia Shelley Bruce Strasinger Wilma Paddock Michael Weerts Jerry Morris Marilee Rippy Dan Michelson Sandi Kister Sue Schnitzer Todd Anderson Kileen Granata BOARD MEMBERS EXCUSED: GUESTS PRESENT: Bill Lamont Angie Davlyn Dana Barker CONSENT ITEMS FOR APPROVAL: Minutes of the September 4, 2014 library board meeting, and the August 28, 2014 to September 25, 2014 general fund claims, and the August 28, 2014 to September 22, 2014 asset report were presented for board approval. A motion to approve the consent items was made by Weerts and seconded by Kister. Motion Passed. Ayes; Barker; Kister; Rippy; Strasinger; Weerts. COMMITTEE REPORTS Finance Committee: August 2014 income was 118% of budget ($277, 997 actual and $234,715 budgeted) while expenses were 99% of budget ($309,476 actual and $312,273 budgeted). There was a net loss of $31,479. Year to date income was 105% of budget ($4,509,697 actual and $4,309,701 budgeted) while expenses were 97% of budget ($3,107,558 actual and $3,195,816 budgeted). There was a net income of $1,402,139. Total cash assets, as of August 31, 2014, total $9,942,309 compared to last month at $10,023,722. Before the refund, sales tax revenue in June 2014 was $228,123, which was 3% higher than revenue in June 2013. With the refund, sales tax revenue in June 2014 was $205,070, which was 7% lower than revenue in June 2013. FACILITIES Jerry created a list of potential volunteer opportunities for facilities maintenance or repair and sent it to United Way. They are looking for projects for 200 workers who would like to use their time to help communities.

Carbondale- Glass has been breaking on the building in Carbondale. Jerry and Amelia are investigating this situation. Solar in Carbondale is ready to begin collecting energy. Glenwood- Contractors are continuing to work on the carpet issue. New Castle- Roof repair complete. Silt- The patio concrete that was cracking has been fixed. Rifle- Jerry continues to look for companies to begin construction on the new meeting room. Parachute- The roof is being repaired. The energy issues with the building are being worked on. GENERAL ITEMS Strategic Vision and Marketing Plan update: During the next month, Amelia would like a team to help review the draft in order to finalize by the end of October. 2015 Budget: The 2015 Budget will be submitted for acceptance to the Board of County Commissioners on October 6. 2014 Budget Adjustment: The 2014 Budget Adjustment will be submitted to the Board of County Commissioners for acceptance on Oct. 6. Employee Handbook: The Board discussed a few items and some revisions were made. A motion to approve the Employee Handbook with revisions was made by Weerts and seconded by Rippy. Motion Passed. Ayes; Barker; Kister; Rippy; Strasinger; Weerts. Employee Advancement Criteria Progress Report: Marilee mentioned that we need to make sure the budget reflects how much we spend on training. Amelia discussed her calculations and a need to finalize numbers for 2015 for the training budget. Manager’s Report – Sue: The book drop and sorter seems to be working now. Two new staff members have been added to the Glenwood Springs team. Programming for kids and adults is up. Sue has been working closely with local entities to help strengthen the partnerships in her community. From a back to school event for teachers, Sue made connections with a couple teacher who brought in over 200 middle schooler’s to the library. Monthly music in the Glenwood Springs Library will start on Sunday’s with local musicians. DIRECTOR’S REPORT RFL proposal – Amelia submitted a proposal to Roaring Fork Leadership to work with GCPLD on creating a marketing campaign around getting local businesses to accept library cards for discounts during February 2015 for Library Lover’s Month. GCE proposal – Garfield Clean Energy has asked the Board to reconsider their decline for funds this year. The Board has asked for a clarification of what GCE would provide in exchange. Refund update – The County Attorney has not been able to review the audit documents yet but will let Amelia know when he does.

 JOB TITLE: 

 Treasurer (Board Member) 

CONSTITUENTS:  The taxpayers and the people served by the Garfield County Public Library District (GCPLD).   

RESPONSIBILITIES:  In cooperation with the Executive Director and Assistant Director of Administration, ensures that the Library District maintains adequate and appropriate financial records and makes recommendations to the Board on the acquisition and disbursement of funds.  

  Understands basic accounting principles and funding sources. 

Aware of all written board approved fiscal policies and the basic financial procedures used by the Library District 

Understands financial accounting for nonprofit organizations  Serves as the chair of the finance and budget committees  Manages, with the finance committee, the board's review of and 

action related to the board's financial responsibilities 

Works with the Executive Director to establish GCPLD financial policies and reviews them on an annual basis, updating as needed.  Strives to ensure adequate funding levels for library operations and maintains a clear picture of the GCPLD’s financial situation. 

Helps the Executive Director respond to questions that other Trustees may have about Library District finances or the audit 

Requests funding from outside sources when necessary  Reviews financial reports of current income and expenses monthly 

In cooperation with the Finance Officer, provides annual budget to the board for members' approval. 

Works with the Executive Director and the Assistant Director of Administration to ensure that appropriate financial reports are made available to the board on a timely basis.

RESOLUTION 14-025

Resolution accepting a $7,438.00 Mini-Grant from the Garfield County Federal Mineral Lease District to purchase program materials for a code camp at the Silt Branch Library.

WHEREAS, the Garfield County Public Library District Board of Trustees supports the Garfield County Public Library District’s Garfield County Federal Mineral Lease District mini-grant application to purchase program materials for a code camp at the Silt Branch Library.

A. WHEREAS, the Garfield County Public Library District is a political subdivision of the State of Colorado, and therefore an eligible applicant of funds awarded by the Garfield County Federal Mineral Lease District (“GCFMLD”); and

B. WHEREAS, the Garfield County Public Library District has received a Mini-Grant Agreement letter for

$7,438.00 for the purchase of program materials for a code camp at the Silt Branch Library; and

C. WHEREAS, the Garfield County Public Library District supports that it will complete the project supported by these funds;

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES THAT:

1. The above recitals are hereby incorporated as findings by the Board of Trustees.

2. The Board of Trustees accepts Contract 14-FM-01.

3. The Board of Trustees agrees to the completion of the project and the submission of a Final Report on

or before October 15, 2015.

4. The Board of Trustees of the Garfield County Public Library District authorizes the expenditure funds necessary to meet the terms and obligations of the Grant Agreement with the GCFMLD prior to being reimbursed for any related project expenses.

5. The Board of Trustees hereby authorizes the Executive Director to sign a Grant Agreement with the

GCFMLD.

BRANCH NARRATIVES – September, 2014  CARBONDALE Programs:  Our fall programming is in full swing with Tuesdays After School, Maker Space Wednesdays, iPad lab on Thursdays, Bilingual Storytime, Family Storytime, Toddler / Lapsit Storytime, Ukulele, Writer's Workshop, Songwriters, First Wednesday Book Club, and Loteria.  Our new programs include How to Brew Your Own Beer which used hops grown here at the library.  This program had 9 attendees and was well received.  The other new program is Sensory Storytime which is for kids on the autism spectrum.  We had a family travel from Eagle to attend as we are the only place offering programs for autistic children.      Volunteers:  We were able to recruit some new volunteers to help with DVD cleaning and newspaper storage.  Kileen came down to help with training.  We had lower numbers than last month which is due to less community service volunteers.     Training and staffing: John attended the MUG conference and came back excited about Reader's Advisory.  He also picked up some good tips for using Sierra.  Jeannine attended the CLEL conference which focused on early childhood learning.     Outreach: Jeannine and I visited CMS, RFHS and hosted tours here at the library for Ross Montessori.  This is the most interaction we have ever had with the schools.  Ross plans to bring classes a couple times a week to check out books.  I gave research presentations to 4 8th grade classes, highlighting the library databases such as Opposing Viewpoints in Context.    GLENWOOD SPRINGS Programming:  Our biggest September program was our One Year Anniversary Celebration on Saturday 9/13. We had music on the plaza with Defiance Stringband and Let Them Roar as well as chalk art, and cake at noon. We also had snacks in the lobby and activities for kids in the meeting room. Attendance was around 150 people and there were no leftovers. Adult program highlights were the Alaska Armchair Traveler program and the first meeting of our book club facilitated by local writer Claudia Putnam. For Children and Teens, we resumed our storytime schedule of four storytimes per week (musical, preschool, toddler, Spanish), monthly Paws to Read, and weekly Wii Wednesdays.  Volunteers: Ten volunteers logged over 71 hours.  They helped with cleaning discs, the book sale, shelving, and book repairs.  Training and Staffing: Staffing ‐ Abby resigned for family reasons.  Training ‐ Jordan did her second round of Vu‐Find training for our staff. Darla attended MUG in Grand Junction, 9/12‐13. Leslie attended the Fall Youth Services workshop in Grand Junction on 9/29 to get a head start on planning for 2015 SRP. AT the end of the month Stephen came to our branch and met with Rachel and I to go over iPad procedures and MineCraft.  Community Outreach:  Community outreach once again extended into the community and schools. Leslie went to the Sopris Elementary School Back to School night where she spoke with families and teachers and handed out library card applications and program flyers. We began our Wednesday Enrichment classes at Glenwood Springs Middle School (Songwriting) and Sopris Elementary (Design and Make taught by Leslie and Maggie). The entire 7th grade class from GMS visited the library, in two

groups of 90‐100 students each. Amelia and Leslie gave tours and facilitated a library scavenger hunt. We issued several library cards to students and teachers. I attended the September Chamber After Hours, spoke at a Glenwood Rotary meeting, and attended a meeting of Club Rotario.   SILT Programming:  This month we had a number of different programs for adults including a crochet basics class, a coffee history and tasting program, and the Alaskan Adventure lecture.  Additionally, we partnered with the school district and held a technology fair to show off our technology and educational resources to parents and kids.  We had nearly 50 attendees.   Volunteers:  We were able to highlight our wonderful volunteer Leslie in the Page by Page newsletter this quarter.  She has been helping out for over a year now and has been a great help to us by doing a variety of tasks like shelving and even weeding our flower bed.  This year we have gotten more interest from the high school seniors looking to complete their service hours.  Normally they wait until the last couple months of the school year to do it!  Training and Staffing: September is typically a tight month for staffing due to vacation requests and this year was no different.  We have received 5 I‐pads for in‐library use.  Stephen has come to install the management system and train us on the process of how to manage them.  I have been able to help out at the New Castle branch as acting manager since Ann Honchell has retired.   Community Outreach: This fall we are a collection point for a community wide coat drive.  Martha from Literacy Outreach has been doing Tuesday morning classes at our branch for her Hispanic students.  I was able to give them a tour of our building and explain the services we provide to that group.  This month has been a good month for library card sign‐ups and renewals.  NEW CASTLE  Programs: The annual Friends of the New Castle Library Book Sale and Silent Auction was held Sept. 5 and 6, to great success. Over the two days we had around 350 people in and sold over $1,700 in goods. Our school age program Fridays at your Library starting on the 12th, with different Fridays being tech day (ipads, etc.), Hobbit Day (with snacks, crafts and the movie) and decoupage boxes. Our family movie night saw 20 people in attendance to enjoy the Lego Movie.   Volunteers: Thanks to all the help from the Friends of the Library at the book sale, we had 101.5 volunteering hours. We also had our regular volunteers who help with calling holds, shelving, sorting book sale books and preparing books to be shipped to Better World Books.  Training and staffing: Ann Honchell retired on Sept 12, 2014; and we are currently working on filling the position.   

Community Outreach:  Lora Samson went and spoke at a “Super Seniors” group in New Castle about the services the Library offers especially for seniors. Several of the attendees have been in since to receive tech help and get new library cards. Christy Nilsson helped in the unveiling of the Youth Art Project, which teens helped start in April, at the parade for Burning Mountain Days. Diane Webster made some school visits to local grade schools at the end of the month.

RIFLE Programs: Alaskan traveler and author Jim Hale visited the Rifle library as one of his Garfield County Library lecture and book tours. The small in numbers and yet very attentive crowd stayed after enjoying conversation.  Working with Rifle Library staff, Admin Tech staff, Kileen and Amelia, we were open after hours hosting one of the RE‐2 and Garfield Libraries joint Technology nights.   Over 50 children and their parents attended to learn about the MADlab, library databases, volunteer opportunities, program offerings as well as School District technology.    Volunteers:  Now that school is back in session we are adjusting to the rhythm of daily life with our 4 day school week.  Fridays @Your Library (F@YL) programming has begun and we are relying on our volunteers to help.  Miss Betty Tucker will continue her volunteer art sessions once a month as part of our new Friday programming.  We have some new Middle School volunteers who will work with Amy and Rebecca to provide programming for the older siblings of families who attend the Friday morning Raising a Reader Satellite Bilingual Storytime and Red book bag trade out.  Training and Staffing: We have been trained in the operation of and are now circulating IPads for in library use.  We have two Chrome Books staff is training on and using to coach the occasional interested patron with.  MADlab is now open consistent hours! Rifle staff is training with Stephen and each other to refresh ourselves in the software and hardware.  I was coached by Stephen and Laura in how to 3D print a replacement queen chess piece missing from our library chess set.  It has been a great talking tool to explain how the 3D printer works.  Community Outreach:  We hosted the second literacy night celebration with Wamsley Elementary School.  Teachers took over the library, provided meal for school families and manned reading level stations where students and their families celebrated reading.  Library staff was present to waive over $400.00 in fines celebrating children who had reached their reading goals.  We also promoted September free library card replacements, and handed out all new library cards for the Kindergartener class as well as students new to the area. It was a fun evening of controlled chaos as over 300 attendees filled both floors of the library.  PARACHUTE Programs: Megan and Kim began teaching a fall series of computer classes that will continue through early November.  We will re‐assess technology instruction for the winter.  We welcomed a new duo, Sweet Wednesday, to perform for us and 18 people attended.  The Life Leadership workshop did not pan out so well and we cancelled it after two sessions.  The presenter was gracious and willing to try again in the future.  Marie and over 20 little girls and their families got fancy at a Saturday afternoon Fancy Nancy Tea Party!   Volunteers: We logged 32 volunteer hours this past month with 9 volunteers. Our devoted adult volunteers continue to help with calling holds, removing our recyclables and homebound delivery. A few of our high school volunteers returned to help with donations and other special projects.  Training and staffing: We hired a new 15‐hour Library Assistant, Zachary.  Megan and I have started training and he is an enthusiastic addition to our team. Marie joined other YS Coordinators in Denver for the Colorado Libraries for Early Literacy conference.  She has returned with new ideas to incorporate into story‐times.

Community Outreach: New school‐year outreach is slow to start, but Marie was able to attend the elementary school's (grades 2‐5) Back to School Night and dropped off card applications with the preschool and kindergarten classes.  SUPPORT SERVICES Tech Services, Acquisitions and Collection Development:  Michelle processed about 600 items during the month.  Michelle finalized packaging and distribution of 6 more Storytime kits with books and aids purchased with the Early Lit grant to Youth Services Librarians. Michelle began the process of updating standing orders for 2015, prepping spreadsheets for all lists for all branches.    Training: Michelle attended a webinar class with Amy, on cataloging: “Comparing AACR2 to RDA”.  Michelle and Amy attended the Marmot User Group conference on September 11&12, sessions on Sierra print templates, VuFind, statistics, and reader’s advisory, among others.  Amy attended the CAL Leadership Institute in Longmont which begins a year long exploration of leadership followed by a two year commitment to be involved with library leadership within Colorado.  Outreach: Michelle substituted for Rifle’s storytime on Sept 10.  Michelle filled in at Rifle desk twice during the month, for short periods. Michelle assisted Zee in updating several of the spreadsheets she uses for tracking employee hours and assignments. Amy visited Silt, Rifle, and Carbondale for collection development training. Amy provided some training for Mesa County Libraries staff on the use of the Sierra Acquisitions module. Amy visited Eagle Valley Public Libraries to give them a day long training in the Sierra Acquisitions module. Amy participated in the branch manager interviews for the New Castle branch manager position.  Digital Services Department Training and Staffing:  Stephen finalized the roll out of the circulating iPads, providing training for staff at each branch on how to circulate them and how to get apps installed. Jordan completed training at all branches on VuFind2014 (the new online catalog). Response on the redesign from staff was very enthusiastic (“You finally did everything we asked for!”).  Community Outreach:  Jordan and Stephen (along with Kileen, and Amelia) partnered with RE‐2 to host Technology Fairs for Parents and Students at all of the branches in the RE‐2 school district (Rifle, Silt, and New Castle). The goal of the fairs was to provide an opportunity for families with school‐aged children to learn about how to use technologies from the library and school district to ensure a successful school year. The fairs were a mixed bag in terms of success, but we learned a number of lessons and are hoping to provide the fairs again next year, perhaps for all libraries in the district. For outreach to the library community, Jordan hosted the first Marmot Digital Repository Task Force meeting and presented on digital repositories at the annual Marmot User Group meeting.  Technology:  Jordan launched the new online catalog, VuFind2014, and the majority of staff and patrons are very happy with the new website. Stephen completed preparations for opening the MADlab to additional programming as well as open hours. Patrons will now be able to use the space for their own projects as well as create their own designs and print on the 3D printer.
