a) Rerewhakaaitu Village Speed Reduction Rerewhakaaitu School students spoke to a power point presentation – Attachment 1 The Board commended the students on their excellent and well researched presentation.

b) Speed limit review and bylaw change process Darryl Robson spoke to a power point presentation - Attachment 2

After discussion, The Rural Community Board moved the following recommendation:

Resolved: That the Rural Community Board (RCB) supports and recommends to Rotorua Lakes Council there is a a review of the speed past Lake Rerewhakaaitu School. The Board support the review due to the safety concerns highlighted by the school.

This recommendation aligns with three of the Board’s Ten Year Objectives and strategy:

Infrastructure – to advocate for traffic-calming measures where requested.

Community Wellbeing- safe environments for our communities.

Community Partnerships – the Board working with the rural communities. Mrs Trumper said the Lake Rerewhakaaitu School’s presentation and the Board’s recommendation would be submitted to the Annual Plan for consideration. The meeting adjourned for afternoon tea at 1.55pm. The meeting reconvened at 2.15pm

c) LOGO/Sticker competition finalists and winners

Rob Griffiths spoke to a power point presentation – Attachment 3 On behalf of the Board, Mrs Trumper announced the winners: Winner: Dahlia Lovejoy, Mamaku School. This design depicted a bright and cheerful image of the rural community. 2nd runner up: Danuji Nayanthara Rathnayake, Mamaku School. This design incorporated the silver fern; tyre wheel; sun, earth, water and fire - elements of the rural environment. 3rd = Eilidh Mudie, Ngakuru School. This design was clever in the way if utilised the Board’s name. 3rd = Cuade Hall, Kaingaroa Forest School. This design incorporated the importance of wood in the rural district. 3. APOLOGIES Resolved: That the apologies from Mr Martin be received.

5. Community Board Conference Notes 11-13- April 2019 It was noted Mrs Trumper’s report was included in the minutes. 6. Public Forum Mamaku

The Board was acknowledged for their support in the community.

The bus service commences 1 July 2019.

Security cameras are to be installed in the village.

Roof maintenance for the Mamaku Hall is underway.

PC14 will be deferred until more investigation is undertaken.

The old railway truck has been resurfaced.

Maraeroa road intersection safety improvements.

Plans to use the Domain and other areas around Mamaku for the 125th anniversary.

Kaingaroa Forest Village

Cameras have been reinstated and have been operating for the past 2 weeks.

7. Reports 7.1 Chair Report Mrs Trumper advised the submission to the Bay of Plenty Regional Council has been lodged. Concerning Mamaku, Mrs Trumper has asked if the 13 property owners currently being charged for wastewater consent, be stopped until the wastewater review is completed. Mrs Trumper said she has been advised by Craig McKibben, Road Safe NZ, that the safety measures for Waiotapu should be started June 2019. With the speed review undertaken at Parekarangi and Golden Springs, the information gathered was only based on residential properties. Mrs Trumper has responded advising the Waiotapu Tavern now provides accommodation, catering for up to 20 overnight guest vehicles. There is also 25 bed backpacker accommodation. Waikite Thermal Springs caters for 100 overnight guests and is usually near capacity. There is familiar with the roads. Discussions with NZTA are on-going concerning the speed review. Mrs Trumper said she had attended a number of meetings – Paradise Valley, Federated Farmers, Mamaku Residents Association AGM, Ngongotaha Reference Group, Emergency Planning, and Stock Car Club – working on a plan to make the road safer. With the recent scrap metal collection at Mamaku; McCauley’s want to make this an annual event- free of charge and a collection to be planned for Reporoa. The Department of Conservation have said the fees at Rerewhakaaitu camp ground are now $10 per adult. DOC is now offering an attractive return for camp managers who will be able to keep 90% of the revenue in exchange for collecting the fees, cleaning etc. The camp ground’s normal turnover is about $60k. They are looking for an onsite camp manager during the busy summer season and a manager during the winter months. The Lake Okareka Community Association manages both the Council and DOC reserves and they utilise the fees for upgrades around the area.

Rotorua Rural Community Board Chair Report A small number of matters have arisen since the last Board meeting 1. BOPRC held their Annual Plan discussions. I attended a community event in Tauranga to find out more about the effects of the 'free bus' service wanted by Toi Ohomai and Waikato University. The additional rate, while only a small dollar value, was meaning communities without a current service were subsidising a small group. In discussion with both RLC and LCB I submitted the board did not support the public transport one year trial as presented. The transport option was ambiguous with little detail and I believed the policy required significantly more information before supporting. The Board supported a regional approach to rescue services being a centralised funding provider. So many of our communities use the lakes, beaches and mountains so there should be a rate to all. WRC introduced something similar in the LTP 2018. There were 4 options on Climate change and the question was, what level of priority BOPRC should focus. Priority one was to collaborate. The other area the Board submitted on was fees and charges. In the LTP in 2018, a fee was introduced to a small number of consent holders of wastewater systems in Mamaku. The Board has submitted this is suspended while options for wastewater are under investigation. 2. Meetings attended. Paradise Valley Federated Farmers MRA AGM Ngongotaha Reference group Emergency Planning Stockcar Club Scrap metal collection update / Waste / Recycling Security Cameras and options for further placements. 3.Strategy, Policy and Finance Committee The Government has reintroduced the 4 wellbeing’s into legislation. RLC will focus on these in planning and probably take the lead and facilitate. Funding for any policy should not be left to ratepayers.

4.Rerewhakaaitu Camp Grounds There are 2 DOC campgrounds which include 10 toilets. The fees at the Doc campgrounds are $10 per adult. There are 2 campgrounds in Rerewhakaaitu linked by a walking track. DOC offers an attractive return to Camp Managers who will be able to keep 90% of the revenue in exchange for fee collection, amenity cleaning, interacting with campers, lawn mowing and toilet vault emptying. In previous years, under successful management, the campground has turned over $60,000. Ideally DOC would like an on-site camp manager during the summer season as it has been beneficial to campers for this onsite oversight. During the winter a daily visit or every second day, to clean the toilets and interact with visitors is sufficient. Doc are open to either a community group managing the facilities, similar to the successful model at Lake Okareka or a single Manager. Rotorua Lakes Council also have campgrounds at Rerewhakaaitu and Lake Okaro. There is an opportunity to manage these in conjunction with the DOC grounds. A notice will go out to the community seeking expressions of interest.
