the Parks and Open Space Advisory Committee, with Readington Township for funds related to the open space acquisition of the DeLaney Property, in an amount not to exceed $15,000.00.

02. RESOLUTION - Authorizing final approval by the Board of Chosen Freeholders to purchase the DuBrow Farm development easement (37.55 acres) via a County Planning Incentive Grant (CPIG) Agreement between the County of Hunterdon, Township of Franklin, and the New Jersey State Agriculture Development Committee (SADC) in the amount of $267,705.00 (SADC: $163.597.50; County: $52,053.75; and Township of Franklin: $52,053.75). This resolution will also authorize to the Freeholder Director to sign any documents associated with this purchase.

06. RESOLUTION - Authorizing the Freeholder Director to sign on behalf of the County, a Discharge of Mortgage, with a lien in the amount of $24,307.23, for the property known as Block 9, Lot 5 in the Township of Union, Hunterdon County, State of New Jersey.

07. RESOLUTION - Approving the promotion of Charlie Pierman, III to the provisional title of Road Repair Supervisor, in the Division of Roads, of the Department of Public Works.

08. RESOLUTION - Approving the appointment of Logan Bodine to the title of Laborer 1, in the Division of Roads, of the Department of Public Works.

09. RESOLUTION - Approving the advancement of Sabrina Herron to the title of Registered Environmental Health Specialist within the Division of Health Services, of the Department of Health upon completion of her 12-month training period.

10. RESOLUTION - Acknowledging the return of Thomas Leone from the title of Interim Road Supervisor, to his regular title of Equipment Operator, and the receipt of a corresponding salary adjustment in accordance with title change.

11. RESOLUTION - Approving the appointment of Cassey Gabriel to the title of Registered Environmental Health Specialist Trainee, in the Division of Health Services, of the Department of Health.

XIII. GRANTS 01. RESOLUTION - Authorizing the Freeholder Director to sign on behalf of

the County, a Section 5310 Grant Application to New Jersey Transit for five (5) extended cutaway vehicles for Federal Fiscal Year 2018, in the total project cost of $376,500.00 (federal funds: $300,000.00, County Match $76,500.00) to assist in providing transportation for senior citizens and/or people with disabilities in Hunterdon county, New Jersey.

02. RESOLUTION - Authorizing the Hunterdon County Health Department to apply to the New Jersey Department of Health for a Communicable Disease Preparedness Grant in the amount of $95,000.00 (no county match required).

Squad to host a coin toss on Saturday, October 19, 2019 and Sunday, October 20, 2019 from 9:00 AM to 2:00 PM, with rain dates of Saturday, October 26, 2019 and Sunday, October 27, 2019.

02. RESOLUTION - Approving a request from St. Magdalen’s Roman Catholic Church to host a Holy Rosary prayer for America on Sunday, October 13, 2019 from 4:00 PM to 5:00 PM at the County Gazebo behind the County Administration Building in lieu of the Historic Courthouse steps.

03. RESOLUTION - Approving a request from the Milford Merchants Association for a temporary closure of County Route 519 on Sunday, October 27, 2019 at 1:00 PM for Milford Borough’s annual Halloween Parade.

STATE OF NEW JERSEY COUNTY OF HUNTERDON

PROCLAMATION WHEREAS, October is National Breast Cancer Awareness Month, since the program began; in 1985 mammography rates have more than doubled for women age 40 and older and breast cancer deaths have declined; and WHEREAS, National Breast Cancer Awareness Month remains dedicated to increasing public knowledge about the importance of early detection of breast cancer diagnosis and treatment; and WHEREAS, many women still do not utilize mammography at regular intervals even though research indicates it is the best available method of detection; and WHEREAS, the awareness campaign is sending out several key messages, most notably, the importance of early detection through annual mammography screening for women over 40; and WHEREAS, taking advantage of early detection methods such as mammography and clinical breast exams could help the breast cancer death rate drop by approximately 40%; and WHEREAS, the American Cancer Society has searched endlessly for a cure through vital research and has the mammoth task of educating our community and all Americans of the risks of breast cancer. Its many volunteers who offer support in the form of support groups, accommodations and transportation assistance, medical equipment and more. NOW, THEREFORE, BE IT PROCLAIMED, that the Board of Chosen Freeholders of the County of Hunterdon does hereby recognize October 2019 as Breast Cancer Awareness Month; and BE IT FUTHER PROCLAIMED, that the Hunterdon County Board of Chosen Freeholders urges all women and their families to get the facts about breast cancer and join in celebrating all successes and to memorialize lost battles.

RESOLUTION

WHEREAS, the County of Hunterdon created the Economic Development Grant Program for the purpose of providing funding to municipalities in Hunterdon County to achieve goals identified in the County Comprehensive Economic Development Strategy plan; and WHEREAS, the Economic Development Grant Program is operated and funding recommendations are made in accordance with the Hunterdon County Economic Development Grant Program guidelines adopted by the Board of Chosen Freeholders including a requirement for 10% in matching funds to be contributed by a municipality; NOW, THEREFORE, BE IT RESOLVED, that the Board of Chosen Freeholders of the County of Hunterdon does hereby award the Borough of Bloomsbury funding in the amount of $3,600.00 for the purpose of creating a municipal website.

STATE OF NEW JERSEY COUNTY OF HUNTERDON RESOLUTION County RFP #2019-15 WHEREAS, the County of Hunterdon has a need for contracting with a vendor to operate the Hunterdon County Consolidated Transportation System, known as The LINK; and WHEREAS, proposals were solicited through the competitive contracting process pursuant to N.J.S.A. 40A:11-4.1(k) WHEREAS, the Local Public Contracts Law pursuant to N.J.S.A. 40A:11-4.5(g) requires that the resolution authorizing the award of competitive contracts and the contract itself must be available for public inspection; and WHEREAS, County Counsel has verified that this meets the statute and regulations governing the award of said contracts; NOW, THEREFORE, BE IT RESOLVED, by the Hunterdon County Board of Chosen Freeholders as follows: 01. The Hunterdon County Board of Chosen Freeholders hereby accepts the terms as

specified in an agreement between the County of Hunterdon and Easton Coach Company of 1200 Conroy Place in Easton, PA 18040.

02. This contract is awarded through a competitive contracting process in accordance with

N.J.S.A. 40A:11-4.3-4.5, of the Local Public Contracts Law. 03. The County hereby accepts the fees for the basic services and specialized services

described in the agreement, in an amount not to exceed $2,407,125.00; using Acct. #0-01-20-0177-830.

04. The Director and the Clerk of the Hunterdon County Board of Chosen Freeholders are

hereby authorized to execute this agreement on behalf of the County. 05. The Clerk is hereby authorized and directed to publish the Notice of Contract Awarded in

the Hunterdon County Democrat.

STATE OF NEW JERSEY HUNTERDON COUNTY BOARD OF CHOSEN FREEHOLDERS RESOLUTION OF FINAL APPROVAL

DuBrow Farm WHEREAS, the County of Hunterdon may acquire a development easement in accordance with the State Agriculture Retention and Development Act, N.J.S.A. 4:1C-11 et. seq., the County Planning Incentive Grant Program, N.J.S.A. 4:1C-43.1, and the regulations thereunder; and WHEREAS, the County of Hunterdon submitted a County Planning Incentive Grant (PIG) Application in the 2018 Harvest funding round to the Hunterdon County Agriculture Development Board (CADB) and the State Agriculture Development Committee (SADC); and WHEREAS, the application provided for the proposed acquisition of a development easement for the property owned by Paula DuBrow, located at 567 Pittstown Rd., Pittstown, NJ; and designated as Block 42, Lot 1.01 in the Township of Franklin, County of Hunterdon, State of New Jersey; and WHEREAS, on June 27, 2019, the SADC certified the fair market value (CMV) of the development easement pursuant to N.J.A.C. 2:76-7.14 at $8,100.00 per acre on the DuBrow Farm in Franklin Township Block 42, Lot 1.01 -–with one dwelling opportunity consisting of: zero Residential Dwelling Site Opportunity (RDSO); zero existing dwellings in the Proposed Easement Area; zero severable exceptions; and one 4.5-acre non-severable exception limited to one future single family residential unit; resulting in approximately 33.05 net acres; and WHEREAS, on July 12, 2019, the landowner accepted the CMV of $8,100.00 per acre, conditioned upon all interested parties granting final approval for acquisition of a development easement; and providing for a commitment of funding pursuant to N.J.A.C. 2:76-17.16; and WHEREAS, on September 12, 2019, the CADB passed a resolution recommending that the Freeholder Board provide final authorization for the proposed acquisition of a development easement with an estimated cost sharing breakdown as follows (based on an estimated 33.05 acres), subject to:

a) The actual acreage to be covered by the development easement per the final survey which conforms to the farmland preservation program requirements, and

b) Any additional adjustments pursuant to State statute, rule, regulation, or policy;

State Agriculture Development Committee ~$163,597.50 ($4,950.00/acre; ~60% of est. total cost)

Hunterdon County ~$52,053.75

($1,575.00/acre; ~20% of est. total cost) Franklin Township ~$52,053.75

($1,575.00/acre; ~20% of est. total cost) Total ~$267,705.00 NOW, THEREFORE, BE IT RESOLVED, that the Hunterdon County Board of Chosen Freeholders gives final approval to the proposed acquisition of a development easement on the property owned by Paula DuBrow, located at 567 Pittstown Rd., Pittstown, NJ; and designated as Block 42, Lot 1.01 in the Township of Franklin, County of Hunterdon, State of New Jersey, and on approximately 33.05 acres pursuant to the County Planning Incentive Grant application subject to the following:

1. The conveyance of a development easement which shall provide for the following:

a. Exceptions: one 4.5-acre non-severable exception limited to one future single-family residential unit;

b. Dwellings: One future dwelling in a non-severable exception area; c. Agricultural Labor Housing Units: Zero existing d. Preexisting Non-Agricultural Uses: Office area in the proposed

exception area e. Trail or Access Easements: Zero Existing or Proposed

2. The conveyance of a Restrictive Covenant providing for an annual mowing of the property; and

3. The conveyance of any and all proposed County rights-of-way from the owners of the fee simple title to the property as indicated by the office of the Hunterdon County Engineer; and

4. The County’s contribution is based on the assumption that the Township paid an amount of consideration for the Development Easement based upon an amount equal to, or greater than, the SADC certified fair market value per acre of the Development Easement. The County’s contribution shall be reduced in accordance with County policy if that was not the case.

5. The office of the Hunterdon County Counsel is directed to prepare a Municipal/County Cost Sharing Agreement providing for the apportionment of costs related to the preparation of a conforming survey and issuance of a title insurance policy; and

6. CADB Staff is directed to provide for a survey of the property in accordance with SADC policy; and

7. The Freeholder Director, or the Deputy Director and/or County Counsel are authorized to sign any and all documents necessary for the acquisition of the Development Easement on the property known as Block 42, Lot 1.01, in the

Township of Franklin; and 8. The County of Hunterdon will contribute an estimated sum of approximately

$52,053.75. The County’s contribution shall be paid in full at closing, using Account #C-04-55-1902-805

LEAD AGENCY RESOLUTION

FOR THE ESTABLISHMENT OF A JOINT PURCHASING SYSTEM

A RESOLUTION AUTHORIZING THE COUNTY OF HUNTERDON TO ESTABLISH A JOINT PURCHASING SYSTEM

AND TO ENTER INTO JOINT PURCHASING AGREEMENTS WITH OTHER CONTRACTING UNITS

WHEREAS, N.J.S.A. 40A:11-10 authorizes two or more contracting units to establish a Joint Purchasing System and enter into a Joint Purchasing Agreement for its administration; and WHEREAS, the County of Hunterdon, State of New Jersey is desirous of establishing a Joint Purchasing System and entering into said Joint Purchasing Agreement with other contracting units; and WHEREAS, the County of Hunterdon has agreed to serve as the Lead Agency for a Joint Purchasing System with other contracting units; and

WHEREAS, on October 1, 2019 the governing body of the County of Hunterdon, State of New Jersey duly considered the establishment of a Joint Purchasing System for the provision and performance of goods and services,

NOW, THEREFORE BE IT RESOLVED as follows:

JOINT PURCHASING SYSTEM ESTABLISHED

The Board of Chosen Freeholders of the County of Hunterdon hereby authorizes the creation of a Joint Purchasing System to be known as the Hunterdon County Joint Purchasing System with the County of Hunterdon serving as the Lead Agency.

JOINT PURCHASING AGREEMENT

The Freeholder Director is hereby authorized to enter into separate Joint Purchasing Agreements with the participating contracting units and said Agreement shall be deemed a single Agreement.

COPY OF RESOLUTION TO THE DIVISION OF LOCAL GOVERNMENT SERVICES

A single certified copy of this resolution shall be forwarded to the Division of Local Government Services as part of the application package for the registration of this Joint Purchasing System.

ADOPTED: October 01, 2019 This resolution shall take effect immediately upon passage.

The County Engineer has issued his certificate that the work is completed, and that the Contractor is entitled to final payment; and WHEREAS, the Office of County Engineer has determined that all administrative and statutory conditions for final payment have been complied with. Records in connection with this determination are on file in the office of the Clerk of the Board of Chosen Freeholders of the County of Hunterdon. RESOLUTION WHEREAS, The County of Hunterdon has received a grant from the Governor's Council on Alcoholism and Drug Abuse (GCADA) for the administration of Drug Education Demand Reduction (DEDR) funds. The total amount of funds received for State Fiscal Year 2020 is $181,380.00, and WHEREAS, The funds available to Hunterdon County are to be administered and distributed through five (5) Municipal Alliance Consortiums: Central Hunterdon, Delaware Valley, North Hunterdon, South Hunterdon and Voorhees, and WHEREAS, In order to provide a streamlined process for the reimbursement of expenditures, Hunterdon County municipalities have expressed interest in the County subcontracting with one Fiscal Agent to perform these functions on behalf of the Municipal Alliance Consortiums, and WHEREAS, The County has identified the Hunterdon County Educational Services Commission (HCESC) as an appropriate entity to act as fiscal agent, in accordance with N.J.S.A. 18A:6-67 and HCESC has agreed to provide such services at no cost to the County. NOW THEREFORE, BE IT RESOLVED, that the Director of the Board of Chosen Freeholders is hereby authorized to execute an Agreement with Hunterdon County Educational Services Commission for the provision of fiscal agent services for the Municipal Alliance Consortiums, pursuant to N.J.S.A. 18A:6-67, for the period of July 1, 2019 through August 31, 2020.

RESOLUTION WHEREAS, The Federal Transit Administration is making funding available for federal fiscal year 2018 for the Section 5310 Grant Program; and WHEREAS, The intent of the Section 5310 Grant Program is to improve mobility for seniors and individuals with disabilities by providing financial support, through programs planned, designed, and carried out to meet the special transportation needs of these populations; and WHEREAS, The County of Hunterdon, Department of Human Services, as an eligible recipient of Section 5310 Grant Program funding, would like to submit a Section 5310 Grant Application to New Jersey Transit for the purchase of five (5) extended cutaways, designed to carry up to sixteen (16) ambulatory passengers and a minimum of two (2) mobility devices and mobility management funding in the amount of $300,000 for the period of January 1, 2020 through December 31, 2020; and WHEREAS, The Federal Transit Administration contributes 80% of the purchased cost and New Jersey Transit contributes a required 20% of the vehicles. The total cost of the Mobility Management project is $376,500. The Federal Transit Administration contributes 80% equaling $300,000 with a required 20% county match of $76,500 ($75,000 provided through SCDRTAP funding and $1,500 through ridership fares); therefore be it RESOLVED, That the Director of the Board of Chosen Freeholders hereby authorizes the County Department of Human Services to submit the Section 5310 Grant Application to New Jersey Transit for the purchase of five (5) extended cutaways to support the County’s LINK Transportation System and for Mobility Management funding in the amount of $300,000 for January 1, 2020 through December 31, 2020.
