LR380CA (Bloomfield) would have reduced the Nebraska Environmental Trust
allocation from the Nebraska Lottery from 44.5% to 26.5% and reduced the Nebraska
State Fair from 10% to 7.5%. The funds would have been shifted to the Educational
Fund controlled by the Legislature. Their allotment would have gone from 44.5% to
65%. This legislative resolution was indefinitely postponed on February 5, 2016, by a
vote of 7-1 in the General Affairs Committee.
LB 711 (Hughes) This bill would reinstate an appropriation and the Riparian Vegetation
Management Task Force in fully appropriated or over-appropriated river basins. It
directed the Director of Agriculture to apply to the Environmental Trust for grants. The
bill was modified in committee to take the language directing the Director of Agriculture
to apply for Trust grants and eliminated language restricting funds to only fully and over-
appropriated river basins. This bill along with LB 1019 and LB 639 were rolled into LB
1038.
LB 1038 (Davis) This bill would allow the owner of a hydropower facility with a water
appropriation to transfer the appropriation jointly to the Nebraska Game and Parks
Commission and any NRD or combination of NRDs and to change the use to maintain
streamflow for the conservation of fish, wildlife, recreation and to assist in the
implementation of integrated management of ground and surface waters.
LB 1038 is currently on Select File and a modified LB 711 has been amended into it
along with LB 1019 (changes to the Niobrara Council) and LB 639 (pertaining to the
Nebraska Department of Roads and vegetation obstructing advertising signs).

Dear Marilyn,
In this last (15th) quarterly reporting period for the Grazing Infrastructure to Support Rainwater Basin Working
Lands Initiative, we are requesting total reimbursement in the amount of$107,364.79. We are submitting invoices in the amount of 101,772.51 for Supplies and Materials. We are also requesting a total amount of $5,592.28 for grant administration. We are reporting matching funds during this reporting period in the amount of $54,312.75.
Please note that we are requesting a modification in the amount of$4,376.00 to move funds from the Communications category to the Supplies and Materials category.
During this reporting period we collaborated with Ducks Unlimited to complete boundary and perimeter fencing project on the Merl Hinze, Regier Acquisition, Dietz and whiskey Flats projects. We also worked with Ducks Unlimited on the Cottonwood Ranch property project in which Sargent Irrigation installed a livestock watering facility. These projects combined enhanced 453 acres of wetland and grassland habitat. During this period the Duane Rieflien project was also completed which involved installing a perimeter fence, berm and tree removal, and installing a livestock watering facility. This project enhanced over 81 acres of habitat.
All of the funds in this grant have been expended and we anticipate submitting the final report within the next few weeks.
The JV and its pattners continue to appreciate the support of the entire NET staff and the funding to support our conservation efforts in reaching our long term restoration goals as set forth by the North American Waterfowl Management Plan (NA WMP). Without the support of NET completion of our goals and objectives would be extremely difficult.

In this last (15th) quarterly reporting period for the Grazing Infrastructure to Support Rainwater Basin Working
Lands Initiative, we are requesting total reimbursement in the amount of$107,364.79. We are submitting invoices in the amount of 101,772.51 for Supplies and Materials. We are also requesting a total amount of $5,592.28 for grant administration. We are reporting matching funds during this reporting period in the amount of $54,312.75.
Please note that we are requesting a modification in the amount of$4,376.00 to move funds from the Communications category to the Supplies and Materials category.
During this reporting period we collaborated with Ducks Unlimited to complete boundary and perimeter fencing project on the Merl Hinze, Regier Acquisition, Dietz and whiskey Flats projects. We also worked with Ducks Unlimited on the Cottonwood Ranch property project in which Sargent Irrigation installed a livestock watering facility. These projects combined enhanced 453 acres of wetland and grassland habitat. During this period the Duane Rieflien project was also completed which involved installing a perimeter fence, berm and tree removal, and installing a livestock watering facility. This project enhanced over 81 acres of habitat.
All of the funds in this grant have been expended and we anticipate submitting the final report within the next few weeks.
The JV and its pattners continue to appreciate the support of the entire NET staff and the funding to support our conservation efforts in reaching our long term restoration goals as set forth by the North American Waterfowl Management Plan (NA WMP). Without the support of NET completion of our goals and objectives would be extremely difficult.

Contract Labor in the amount of $835 Supplies in the amount of $55,294.01 Grant Administration in the amount of $2806.45
We have matching funds to repOlt in the amount of$5,149.91.
To reconcile OUl' disbursement records the Rainwater Basin Joint Venture respectfully requests a budget modification to shift funds in the amount of$16,868.17 from the Contract Labor category to the Supplies category.
During this repOlting period a total of3,207 acres were treated with herbicide to control reed canary grass, cattails, bulrush and other non-desirable vegetation. 1,228 acres were treated on Wildlife Production Areas, 1,744 acres were treated on Wetland Management Areas and 235 acres were treated on Wetland Reserve Program projects. The RWBJV Wetland Habitat Specialist is in the process of working with the Nebraska Game and Parks Commission land managers, Ducks Unlimited staff, and the U.S. Fish and Wildlife Wetlands Management District to prepare for spraying on private and public lands once weather conditions are favorable later this spring.

Dear Marilyn,
During this I11h repOlting period we are requesting total reimbursement in the amount of$58,935.46. We are submitting with invoices for the following categories:
Contract Labor in the amount of $835 Supplies in the amount of $55,294.01 Grant Administration in the amount of $2806.45
We have matching funds to repOlt in the amount of$5,149.91.
To reconcile OUl' disbursement records the Rainwater Basin Joint Venture respectfully requests a budget modification to shift funds in the amount of$16,868.17 from the Contract Labor category to the Supplies category.
During this repOlting period a total of3,207 acres were treated with herbicide to control reed canary grass, cattails, bulrush and other non-desirable vegetation. 1,228 acres were treated on Wildlife Production Areas, 1,744 acres were treated on Wetland Management Areas and 235 acres were treated on Wetland Reserve Program projects. The RWBJV Wetland Habitat Specialist is in the process of working with the Nebraska Game and Parks Commission land managers, Ducks Unlimited staff, and the U.S. Fish and Wildlife Wetlands Management District to prepare for spraying on private and public lands once weather conditions are favorable later this spring.

Producers and educators were invited to learn the basics and the latest techniques in continuous no-till planting and soil health education by providing hands-on learning and classroom experiences at a couple of field days and seminars. On October 6th, Mike McDonald hosted a field day at the Prairieland Daily in Palmyra and Douglas, NE. This field day was also supported with a Conservation Innovation grant from NRCS. Dr. Ray Ward was on hand to educate about soil testing. The field day focused on building nutl'ients, reducing weeds and improving soil quality. On December 1st, the Degenhardts hosted a field day in Hebron with a focus on cover crops and grazing.
The Natural Resource Conservation Service employees have been busy presenting the rainfall I?imulator and speaking to a variety of audiences. They answered a lot of cover crop questions during their time at the Wayne County Fair, presented the rainfall simulator to sophomore and junior students in Pierce at the Wonderful World of Water event, prompting interest in another presentation. NRCS employees manned a booth at Husker Harvest days and presented a tabletop version of the rainfall simulator. Dan Gillespie and Marty Marx also presented the rainfall simulator to high school Ag and Biology students in Oakland. They were shown the impOltance of soil health, residue on the soil sUlface and aggregate stability and integrity. NRCS is doing on-going promotions of soil health, cover crops and no-till farming methods through Public Service Announcements on WJAG, KTCH and KTIC radio stations. Dan Gillespie spoke to the students at Northeast Community College, the Ag Horizons Winter Conference in Pierre SD and presented the rainfall simulator in York at a field day sponsored by the Upper Big Blue NRD.
Educators continue to speak with producers throughout the state on an individual basis.
The rainfall simulator will again take up the corner ofthe building at the Chuck Pohlman Ag Complex in NOlfolk for the 29th Annual Northeast Nebraska Farm & Equipment Show on January 13 & 14, 2016.

The Panhandle No-till Partnership will host their Winter Conference in February. The UNL Extension will also be planning their winter conferences in Hallam, Holdrege and Mead in February. NRCS and the Lower Elkhorn NRD will hold their No-till Incentive and Cover Crops workshop in Norfolk on February 17th and Marty Marx from NRCS will speak to the Kiwanis Club on Feb 22nd.
