The Engineering Division has experienced over 20% staff turnover (two retirements and one promotion to the Public Services Division) during the course of this fiscal year. The Division is in the process of filling these vacant positions.

However, in the interim, current workloads require the augmentation of existing City staff to assist with outstanding plans review, investigations, and miscellaneous City projects. In May, a proposal was requested from (one of our General Engineering Consultants) KEA to provide the City with onsite engineering services during this transition period, based on various levels of experience required by the City. An initial $25,000 Purchase Order Task Assignment has been exhausted thus far. As a result, an additional $35,000 Task Assignment is necessary until our current vacancies can be filled by mid to late September.

Therefore, I recommend the City Commission approve a total of up to $60,000 ($25,000 initial PO + $35,000 new PO) to be used for engineering services through the end of this fiscal year.

Dear Mr. Quintas:

King Engineering Associates, Inc.'s (King) is pleased to submit this proposal to provide a Professional Engineer to assist the City's Engineering Department with miscellaneous assignments. The engineer would work direcdy with City staff in the City's Engineering Department for roughly 16 to 24 hours per week on a Time & Expense basis. The duration of the assignment is at the City's discretion.

The engineer proposed for the position is Patience Anastasio, P.E. Patience has eight (8) years of experience during which she has been involved with utilities planning, permitting, design and construction. Ptior to joining King, she wot:ked with a civil engineering fu:m specializing in utilities for private and commercial developments. She also worked in the Manatee County Utilities Department for five (5) yeats. Her n01'mal hourly billing rate is $118; however, as we agteed, we will provide her se1vices at a reduced multiplier with an hourly rate of $105.

I've also provided the resumes of two other individuals, both with experience in water and wastewater utilities. Chris High has four (4) years of experience and worked in the construction field with Whatton-Smith prior to joining King. Lizeth Mora has 1.5 yeats of experience and worked at Orange County Utilities prior to joining King. Both Chris and Lizeth will be available to assist Patience and the City based on need. Chris's reduced hourly billing rate for this assignment would be $89, and Lizeth's reduced hourly billing tate would be $75.

The project corridor included difficult installations of deep gravity sewer immediately adjacent to the major commercial artery, as well as several directional drills, jack-and-bore, and microtunnel crossings. The projects were all completed under Utility Work by Highway Contractor Agreements (UWHCA - i.e. JPA) with FOOT, coordinating closely with FOOT and in compliance with their PEDDS electronic delivery requirements. Construction in conjunction with the FOOT improvements allowed expansions to the existing infrastructure that could not have been completed otherwise. Design duties included coordinating with ecological services, survey and geotechnical sub-consultant, performing HOD calculations preparing plans, specifications and estimate for the overall design of the new intracoastal force main. Permitting duties included coordinating with local municipalities, FDEP and Army Corps of Engineers to permit the new intracoastal force main. North Booster Pump Station, Pinellas County FL - Project Engineer for the design, estimating, permitting, bid services and construction services for modifications to the County's North Booster Pump Station. In order to correct water quality issues caused by conflicting north-south flows from the station, the station will be modified to receive water from all of the area transmission mains and then pump the water to the south only. Services included a complete evaluation of the facility and recommendations for improvements followed by design, permitting and construction management for pump replacements, major (48" and 60") piping modifications, automated valve assemblies and electrical and controls improvements.

Miami Dade Water and Sewer Department (MDWASD), Water Reclamation Projects and Miscellaneous Wastewater Treatment Plant Process Evaluations, Miami, FL - Project Engineer responsible for the preparation of a Feasibility Evaluation of Reuse Alternatives for MDWASD to comply with ocean outfall legislation. MDWASD retained King Engineering to evaluate the feasibility of water reclamation projects in order to effectively reuse 117.5 MGD of reclaimed water by 2025. City of Venice Cast Iron Water Main Assessment Program, Venice, FL - Phase 1 -Engineer responsible for the development of a plan for the condition assessment of more than forty miles of the City's unlined cast iron water mains. The project involved the evaluation of methods for determining the location and extent of cast iron water mains in the City's distribution system and evaluating multiple pipe assessment technologies currently available in North America.

Please see the e-mail below from Chris Kuzler (King Engineering). As you know, Rob committed to continuing to leverage King's technical assistance while we fill our existing vacancies. We are appreciative of that commitment , but as you can see from Chris' e-mail , a new PO will need to be cut for continuing their staff augmentation assistance.

We need to discuss the funding source for the new PO, as well as the mechanics of issuing same.
