EXECUTIVE SUMMARY

Council has considered a number of reports regarding the proposed upgrade of High Street with the most recent report at the meeting held on 24 November 2013. At this meeting Council resolved to:

1. Indicates its support for the construction of a four lane road within a four lane road reserve.

2. Reaffirms its previous resolution of 26 September 2012 in part 4 to give ‘in principle support’ to proceed with the Safe Systems Approach (maximum 160 metre radius towards the Port and 210 away from the Port radius curve) Option for the High Street Fremantle Upgrade Project

3. Requires that Main Roads WA will provide for east-west and north-south pedestrian and cyclist connectivity in the form of overpasses or underpasses at two appropriate locations, in addition to any upgrading of the Marmion St crossing.

4. Requires that Main Roads examine all cost-effective options to preserve the mature Tuart trees to the south side of High Street.

5. Requests Main Roads to form a small technical committee with the City of Fremantle to provide detailed advice back to Council on each of the issues raised by the community.

6. Supports the relocation of FERN to another site in the City such as the C class Reserve in Booyeembara Park.

7. Endorses a submission to Main Roads WA on the proposed accommodation works associated with the High Street upgrade including for the following (as commented on in Table 2 of the officers report); Royal Fremantle Golf course Public Golf Course Booyeembara Park FERN Pedestrian and Cyclist connectivity Entry Statement

Further to Council’s resolution, a meeting was held on 17 December 2013 between the Main Roads WA (MRWA) project team, senior officers of the City and Elected Member representatives to discuss the issues that have been raised. In response to this meeting, MRWA has provided supplementary supporting technical information. In addition, following this meeting, further reports (including on design speed / posted speed practices together with heavy vehicle safe speeds analysis) were provided in late December 2013. The City also forwarded a letter in December 2013 requesting MRWA's consideration of proposed accommodation works associated with the High Street upgrade project. The MRWA Managing Director wrote to the City on 17 January 2014 stating that the majority of the accommodation works as outlined in the City’s submission are supported. MRWA proposes an 'in-principle' commitment to the type, scope and broad content of the accommodation works and has commenced the preparation of a partnership agreement. A subsequent meeting was held on 20 February 2014 with the Mayor and Director of Technical Services with the Director General of Transport and Managing Director of MRWA regarding the project. MRWA reiterated that funding has been committed to this project with works programmed in accordance with the proposed timelines. MRWA requested Council’s formal consideration of the High Street upgrade project in March 2014. With regard to the proposed draft partnership agreement, MRWA indicated support for the opportunity for the City to manage certain aspect of the project relating to the land excision. It was agreed that MRWA would provide initial estimates for the City’s review for these accommodation works. A letter with initial estimates of funds for the proposed accommodation works is shown on Attachment 1. The Department of Lands separately wrote to the City on 12 February 2014 requesting that by 21 February 2014, Council’s position on an agreement to request the Minister for Lands to advertise the proposed excision from Class A

Reserve 6638. The City responded seeking an extension of time so this matter can be formally considered by Council in March 2014. MRWA is requesting that Council provide endorsement of the project comprising of the upgrade the section of High Street between Carrington Street and Stirling Highway to a four-lane dual carriageway standard with a six lane road reserve and consent to excision of the A and C Class Reserve land for a six lane road reserve for Leach Highway between Stirling Highway and Carrington Street. A number of design issues relating to the provision of connectivity for pedestrians and cyclists together with proposals on accommodation works have progressed. Part of the project requires the acquisition of the A and C Class Reserves currently occupied by the Royal Fremantle Golf Course, Fremantle Public Golf Course and the Fremantle Environmental Resource Network (FERN). MRWA has commenced the preparation of a partnership agreement with the City of Fremantle that will allow the City to manage certain aspects of these works to its requirements with at this stage a minimum amount of funding specified. It is evident that the project will proceed and it is considered that on this basis, Council can support aspects of the High Street upgrade project and consent to the excision of the Class A land. BACKGROUND

At the Ordinary Meeting of Council on 24 August 2011, Council considered a request from the Department of Transport to support the long term planning reservation for High Street in relation to the protection of land for the road development network and to facilitate the upgrading of the road in the short term based on the State Government’s preferred Option 4 which includes a 270 metre radius curve with posted speed of 60 km/hr. In consideration of this request, Council resolved to support an alternative option being 4A which includes a smaller radius curve of 150 metres with a posted speed of 50 km/hr. Late in 2011, the Department of Transport transferred the High Street Fremantle Upgrade Project to Main Roads Western Australia (MRWA) for project delivery. Subsequently, MRWA engaged in dialogue with senior representatives of the City to understand the community concerns, resolve outstanding issues and explore potential opportunities with a view to developing a refined concept based on agreed project objectives. MRWA initiated a series of project workshops with representatives from the City including the Mayor and Councillor Ingrid Waltham and the Director of Technical Services to seek alignment of the project objectives. Workshops were held on 30 March 2012, 27 May 2012 and 27 July 2012. The major issues and concerns that were raised and explored during the workshops, included:

Possibility of a reduced radius curve based on a 60km/h design speed to

lower the vehicle speeds at the curve at the intersection; Access arrangements for Royal Fremantle Golf Club; No impact to the privately owned properties at Holland Street; Reduce the land resumption from Fremantle Public Golf Course and Royal

Fremantle Golf Club and to minimise land take from Booyeembara Park In late July 2012, senior MRWA project officers and the City of Fremantle’s Director of Technical Services met with a convened Safe Systems Working Group, comprising of road engineering practitioners together with traffic safety representatives whom were independent to MRWA to critique three new proposed horizontal curve radii at the High Street / Stirling Highway intersection from a safe systems perspective. The outcome was an alternative Safe Systems Approach Option, which incorporates a signalised seagull median acceleration treatment at the High Street / Stirling Highway intersection. It is a refinement of the previous Options 4 and 4A and has a horizontal curve radius of 160 metres for Fremantle city centre / Fremantle Port bound traffic and a curve of 210 metres for eastbound traffic including a free flowing traffic lane. The proposed posted speed is 60 km/h. The Safe Systems Approach Option was compared against the previous Options 4 and 4A based on a six lane road reserve. The alignment footprint is slightly greater than Option 4A, with a similar land resumption of the golf courses, as to Option 4A. MRWA presented the project outcomes to the City's Elected Members at an Informal Elected Members Briefing on 29 August 2012. MRWA advised that issues relating to project commencement, pedestrian/cycling access, noise and air quality management and land resumption of the two golf courses will be considered and addressed during the next design phase. Accordingly, the MRWA project team sought Council’s support for this option for the long term planning reservation for High Street (between Stirling Highway and Carrington Street) with protection of land for a road reserve for six lanes for the long term and upgrading of the road to a 4-lane divided highway to commence in 2014 based on the Safe System Approach Option. MRWA indicated resolution of this issue and progression of a Metropolitan Regional Scheme (MRS) amendment will enable securing of funding under the Nation Building Program Two allocation for the project. At its meeting on 26 September 2012, Council gave in principle support to the Safe System Approach Option. This report and the full Council’s resolution is listed in the minutes of the Ordinary Meeting of Council dated 26 September 2012. Following Council’s consideration, the City became aware that the agreed Safe System Approach option was under internal design review in MRWA including a study by the Australian Research Board Group (ARRB). This was confirmed at a presentation to an Informal Elected Members briefing session on 5 August 2013.

Subsequent to this, the project officers at MRWA verbally advised that the horizontal curve components of the Safe System Approach were not supported by the MRWA Executive as it was not in accordance with adopted standards. MRWA has advised:

"as part of the design review process, it was identified that a number of design parameters adopted under the Safe Systems principles increased the risk of short combination heavy vehicles becoming unstable under braking around the curve".

MRWA further advised that the proposed program for the procurement process to engage contractors is to start in mid 2014 with the construction to start in mid 2015. The works are anticipated to take approximately 18 months. In view of this proposed program, MRWA commenced engagement with the local community of Fremantle and the project stakeholders. This includes a targeted engagement and communications program. The MRWA project team are also having discussions with various stakeholders including the Public Golf Course, Royal Fremantle Golf Course, FERN and Booyeembara Park to investigate potential accommodation works that will be brought on by the project. At its meeting on 24 November 2013, Council resolved a number of resolutions. These are listed in the following table with MRWA’s recent submitted information and the forwarding of confidential reports. Copies of these confidential reports have been placed in the Councillors Lounge. The supporting information is shown on Attachment 1.

Additional Comments Heavy Vehicles Stirling Highway and Leach Highway currently carry a significant proportion of heavy vehicles. Given the high proportion of long heavy vehicles, the average heavy vehicle lengths have been estimated for input into the intersection analysis (SIDRA) model. This impacts the turn pocket length requirements. The MRWA Regional Operations Model (ROM) provides forecast heavy vehicle volumes for the road network for 2021 and 2031. Rail’s share of the container trade transport task from Fremantle Port as of February 2013 was 14%. The WA state government has made a commitment to support the promotion of increased use of rail for transporting freight, with a target of 30% by 2031. The 2021 and 2031 ROM models have incorporated this target into the freight forecasts. The heavy vehicle volumes and heavy vehicle proportions for the key links in each ROM model is summarised in the table below:

Comparison between the previous concepts with the proposed concept design MRWA has compared the 240 metre horizontal curve radius against the Safe Systems Approach, as previously presented to the Ordinary Meeting of Council in September 2012. The change of alignment footprint and associated impact on one rear property at Holland Street and the A Class Reserve were presented at the Informal Elected Members Briefing on 29 August 2013. All private property affected by the project is under state government ownership and therefore no additional properties from Holland Street are required. The table below outlines the differences:

Accommodation Works Part of the project requires the acquisition of the A and C Class Reserves currently occupied by the Royal Fremantle Golf Course, Fremantle Public Golf Course and the Fremantle Environmental Resource Network (FERN), located between Montreal and Carrington Streets in Fremantle. MRWA has been in collaboration with the City in relation to the accommodation works requirements and has commenced the preparation of a partnership agreement with the City. The purpose of the agreement is for both parties to agree to co-operate fully with each other in respect to the project and accommodation works and set out the requirements of the works together with an amount of allocated funds. This draft agreement is shown on Attachment 2. The accommodation works are primarily related to:

COMMENT

MRWA has advised that the proposed concept design incorporates a signalised seagull median acceleration treatment at the Leach Highway, Stirling Highway and High Street intersection. It is a revision of the previous Safe Systems Approach presented to Council in September 2012 and comprises a curve radius of 240 metres. The characteristics of the treatment include:

improved sight lines for turning traffic between High Street and Stirling Highway through a wide landscaped median;

safe turning manoeuvres through dedicated signalised right turn lane for vehicles travelling to the Fremantle

city centre from the north along Stirling Highway, without compromising transport efficiency for vehicles travelling eastbound;

dedicated left turn lane for vehicles travelling to the Fremantle city centre from the east along High Street;

signalised left turn lane for vehicles travelling from the Fremantle city centre to the north along Stirling Highway;

signalised right turn lane for vehicles travelling from the Fremantle city centre to the east along High Street, where vehicles enter the median into an acceleration zip lane; and

priority to high volume movements along the route thereby improving the shortcomings with the current alignment that make it difficult for vehicles to manoeuvre the intersection.

In addition, MRWA engaged an independent design consultant, AECOM to examine the benefits between maintaining the existing alignment in comparison to the proposed concept design in terms of crashes. Based on the existing crash history, the proposed concept design is considered to significantly reduce the number of crashes at the main intersection and in particular, remove the conflicts for the left turn movement from Stirling Highway to Leach Highway and will eliminate majority of the crashes. An overall reduction of over 85 per cent in crashes is expected. MRWA requests the following from Council:

1. endorsement of the project comprising of: a) upgrade the section of High Street between Carrington Street and

Stirling Highway to a four-lane dual carriageway standard, to be known as ‘Leach Highway’ with a six lane road reserve for future proofing. This requires a cutting for the road alignment at the current intersection of High Street and Stirling Highway to remove the isolated crest and provide flatter grades for road users. High Street will become a local road.

b) realignment of the intersection of High Street and Stirling Highway, creating a continuous route at the eastern leg of the new Leach Highway and Stirling Highway. Currently, Stirling Highway terminates as a T-junction at High Street. Realignment of the intersection will provide both continuity and priority to the major traffic movements.

2. consent to excision of the A and C Class Reserve land for a six lane road reserve for Leach Highway between Stirling Highway and Carrington Street. Main Roads WA requests resolution of this issue to enable progression of an amendment of the Metropolitan Regional Scheme (MRS) to the A and C Class Reserve land currently occupied by the Royal Fremantle Golf Course, Fremantle Public Golf Course and the Fremantle Environmental Resource Network.

The project will be jointly funded by the state and commonwealth Governments. Funding of $118 million from both the state and commonwealth governments has been allocated in their respective budgets. Legal

A Metropolitan Regional Scheme amendment will be required to be initiated to secure the road reservation for the proposed upgrading of High Street. The Fremantle Public Golf Course, Royal Fremantle Golf Course, Fremantle Environmental Resource Network and Booyeembara Park are located on Class A Reserve. The managing authority of the land is the City of Fremantle. Land acquisition will require parliamentary approval. Operational

MRWA has established a Community Focus Group to ensure that surrounding communities have ongoing representative input into the project. The group will provide community input to specific design elements including pedestrian / cyclist access, noise mitigation and amenity walls, landscaping and public art components. 4. Notes that Main Roads WA has determined that the High Street upgrade will be within a six lane road reserve based on the justification in the regional traffic modelling information that it has submitted to the City.

5. Notes that Main Roads WA has determined that the curve radius at the High

Street and Stirling Highway intersection will be 240 metres based on the independent ARRB Group report it has submitted to the City.

6. Supports in principle for pedestrian and cyclist connectivity a north-south

overpass on High Street (near Montreal Street), an at grade pedestrian crossing in Stirling Highway (at Forrest Street), in addition to upgrading of the Marmion Street signalised intersection for pedestrian crossing movements.

7. Notes the commitment of Main Roads WA to take guidance from the City’s

Tree Planting and Preservation Policy together with its submitted Draft Tree Management Strategy that includes proposed options to save, relocate and offset, in relation to the mature tuart trees on the south side of High Street.

8. Considers that a left in – left out access from High Street to the Royal

Fremantle Golf Course can be provided on traffic safety grounds but notes this is precluded by Main Roads WA’s policy on control of access for Primary Regional Roads.

9. Consents to excision of the Class A Reserve 8860 and C Class Reserve land

for a six lane road reserve for High Street (Leach Highway) between Stirling Highway and Carrington Street and advise the Department of Lands accordingly.

10. Agrees to develop and enter into a partnership agreement with Main Roads

WA for committing to the type, scope, broad content with at this stage pending final designs, minimum estimates of allocated funding for the proposed accommodation works associated with the High Street upgrade including for the following:
