CTF001-19 CONTINOUS YELLOW EDGE LINEMARKING TRIAL IN BUNDEENA

EXECUTIVE SUMMARY

At the October 2018 meeting of the Sutherland Traffic and Traffic Safety Committee a report

was tabled proposing to provide yellow No Stopping line marking across areas experiencing

high parking demand and subsequently endorsed;

Bundeena experiences high seasonal demand for parking, with a high proportion of tourists

visiting the area, and limited parking capacity available at key attractions;

Council receives a large volume of illegal parking related complaints from the Bundeena area

during the warmer months; and

A trial was conducted by marking intersections in Bundeena with yellow No Stopping edge lines

for at least 10m from the adjacent kerb line in December to reduce the likelihood of illegal

parking and maintain adequate sight distance at intersections as vehicle traffic increases.

PREVIOUS CONSIDERATION BY COMMITTEE

In October 2018, the Sutherland Traffic and Traffic Safety Committee endorsed installing continuous

yellow edge line marking beyond the statutory 10 metres in the minor road of an intersection without

traffic lights, on a trial basis (refer STR126-18).

COMMENTS BY INVESTIGATING OFFICER

The Bundeena area was chosen as a pilot scheme, due to the large number of visitors in the warmer

months of September to March. On-street parking is at a premium during this period and

subsequently, the incidence of parking within 10 metres of intersections without traffic lights, contrary

to Rule 170 of Road Rules 2014, is high. Furthermore, Bundeena’s local road network is narrow,

which increases the likelihood of vehicle conflicts in minor roads.

Continuous yellow edge lines were previously installed at nine of the 35 intersections in Bundeena.

Each of the 26 untreated intersections were assessed for the most suitable parking controls, on a

case-by-case basis. Subsequently, the works listed in Table 1 were undertaken in December 2018 by

Council’s contractor.

The continuous yellow edge lines were installed further than the statutory 10 metres for the following

reasons:

lines were extended to the nearest edge of a driveway, where a remaining parking space would

be less than 6 metres long (locations 8, 9, 12, 13, 23, 25, 36);

lines were extended to the end of sections of road with dividing (BB) lines, where the combined

travel/parking lane would be less than 6 metres wide (locations 51 and 52);

lines were extended along the full length of narrow road or kerbside obstruction, such as a

guard rail (locations 1, 5 and 6);

lines were extended to an adjacent intersection, where they were separated by less than

25 metres (location 51); and

lines were extended to the furthest end of traffic calming devices (locations 5, 6, 7 and 8).

Examples of the abovementioned scenarios have been provided in Appendix A.

Post-implementation review

Midweek inspections indicate that self-compliance is very high, with no vehicles parked contrary to the

continuous yellow edge lines.

Residents have reported that on peak days (hot weekends), some drivers are parking over the

recently installed continuous yellow edge line marking. It is understood that on-street parking

occupancy is at or over 100% (no available legal parking spaces) on these days and drivers are likely

knowingly parking contrary to Road Rules 2014, rather than not being able to park at all. Given that

continuous yellow edge lines have been incorporated into NSW legislation since at least 1999, it is

expected that all drivers understand the meaning of the parking control.

FINANCIAL IMPLICATIONS

The works cost approximately $4,000 and were funded within existing budgets. If each of the 26

intersections were treated separately it is estimated that the works would cost $10,500, representing a

significant saving for Council.
