Sutherland Traffic and Traffic Safety Committee reviews Council proposals to:

install / modify / remove certain prescribed traffic control devices (Refer Division 2, Part 5.3,

Chapter 5 of Road Transport Act 2013), and

regulate traffic for purposes other than those referred to in Division 1, Part 8 of Roads Act 1993

(refer Division 2, Part 8 of Roads Act 1993),

under the Instrument of Delegation (refer S50 Transport Administration Act 1988 and RMS’s

Regulation of Traffic; Delegation to Councils).

Face-to-face, ordinary meetings of Sutherland Traffic and Traffic Safety Committee are generally held

at 8.30am on the first Friday of each month (except January), with Consultative Traffic Forum

meetings held immediately thereafter.

Any proposals that the Traffic Committee has endorsed and the Council’s position is not known are

referred to the next ordinary Council meeting, which are generally held on the third Monday of each

month (except January), for consideration. The December meeting of Council is usually brought

forward to the second Monday.

A review of the 2020 meeting dates has revealed that this system will operate efficiently, with the

exception of December, due to the Council meeting being brought forward. Therefore, the 2020 face-

to-face, ordinary meetings of Sutherland Traffic and Traffic Safety Committee are scheduled to be held

at 8.30am on:

CTF028-19 SYDNEY SPRINT SERIES TRIATHLON - KURNELL - JANUARY 2020

EXECUTIVE SUMMARY

The report seeks comment from Traffic Committee members on the traffic control measures for

the annual Sydney Sprint Series Triathlon on Saturday 18 January 2020 (between 5.30am and

9.30am).

This event is a long standing annual event and the November 2019 event was endorsed by the

Consultative Traffic Forum on 4 October 2019.

This event is a vehicle race, and will be approved by staff under Delegated Authority, following

the Police Commissioner’s approval for a Road Race.

Captain Cook Drive, Kurnell, between Kamay Botany Bay National Park and Sir Joseph Banks

Drive; and

Sir Joseph Banks Drive, Kurnell, between Captain Cook Drive and the driveway to the Sydney

Water Desalination Plant, 700m east of Captain Cook Drive.

PREVIOUS CONSIDERATION BY COMMITEE

Annual event; and

On 4 October 2019, the Committee considered the temporary regulation of traffic in the Kurnell

precinct to conduct the 2019 Sydney Sprint Series Triathlon (CTF020-19).


The application to conduct the Sydney Sprint Series Triathlon on Sunday 24 November 2019 was

considered by the Committee at its meeting on 4 October 2019 (CTF020-19).

Council has now received further representation from Elite Energy, on behalf of Triathlon Australia,

seeking approval to temporarily regulate traffic, in order to conduct a road race on Saturday 18

January 2020, as part of the annual Sydney Sprint Series Triathlons.

The proposed regulation of traffic was advertised in the local newspaper. At the time of preparing this

report no submissions have been received.

The event organiser has received approval from NSW Police (Appendix A).

The sprint course bicycle route map (Appendix B), detailed Traffic Management Plan (Appendix C)

and a set of Traffic Control Plans (Appendix D) are attached to this report.

Approvals

As this event is a vehicle race, the traffic control will be approved by the Team Leader Traffic &

Transport Services, under Division 1 of Part 8 of the Roads Act 1993 and Council’s delegation,

provided that the Police Commissioner approves the road race. The Police Commissioner’s approval

is attached (refer Appendix D).

The Event Organiser is also responsible for obtaining separate approvals from:

Commissioner of Police to hold a road race, under Section 115 of Road Transport Act 2013;

Transport Management Centre (TMC) to control traffic within 100 m of traffic signals and/or on a

Classified Road; and

NSW National Parks & Wildlife Service to use Kamay Botany Bay National Park.

Proposed Conditions of Approval

The Event Organiser (Elite Energy) shall:

1. Obtain approval from the Commissioner of Police to hold a road race, under Section 115 of

Road Transport Act 2013;

2. Obtain approval from NSW National Parks & Wildlife Service to use Kamay Botany Bay National

Park;

3. Arrange sufficient RMS-accredited traffic controllers, security and/or marshals to supervise and

ensure the safe conduct of the Event at all times, at no cost to Council or RMS;

4. Provide all barriers and signs to implement the traffic control measures by Police and/or RMS

accredited traffic controllers, at no cost to Council or RMS;

5. Provide evidence of:

a) their own Public Liability Insurance with a minimum of $20,000,000 coverage; and

b) the traffic control company’s Public Liability Insurance with a minimum of $20,000,000

coverage;

noting the lead agencies’ (Sutherland Shire Council, Roads and Maritime Services, and NSW

Police Force) interest thereon, to the Council’s Executive Officer Governance at Council’s

Administration Centre, 4 to 20 Eton Street, Sutherland; at least ten days before the Event, so

that it can be forwarded to RMS and Police;

6. Update the draft Transport Management Plan for the Event and email a final copy to the Area

Traffic Engineer at least ten days before the Event, so that it can be forwarded to Police for their

concurrence;

7. Notify the following emergency services at least seven days before the Event with copies of the

traffic control plans:

8. Notify the local residents and businesses affected by the road closures at least seven days

before the Event;

9. Note that the advice of all members of the Sutherland Traffic & Traffic Safety Committee is

offered without prejudice and shall not be construed as embodying any concurrence and/or

approval;

10. Indemnify lead agencies (Sutherland Shire Council, Roads & Maritime Services, and NSW

Police Force) from and against all claims, demands, remedies, suits, injuries, damage, losses,

costs, liabilities, actions, proceedings, rights of action and claims for compensation for which the

'Lead Agencies’ may become liable in connection with injury, damage or accidental death

through the Event Organiser’s neglect or default or the neglect / default of any other person in

connection with the approved use of the roads and other assets for the Event;

11. Ensure that all laws, rules and regulations are strictly observed by participants and it is the

Event Organiser’s responsibility to ascertain which laws, rules and regulations may be

applicable to the use of the road and other public areas.

CTF029-19 RELOCATION OF SPEED CUSHION IN COORIENGAH HEIGHTS

ROAD, ENGADINE

EXECUTIVE SUMMARY

At the February 2019 meeting of the Sutherland Traffic and Traffic Safety Committee, the

installation of speed cushions on Cooriengah Heights Road, Engadine was endorsed.

Post implementation, Council received reports of dangerous driving behaviour at the location of

the southbound speed cushion from Police, Council staff and members of the community.

Council staff met with Police on site to observe reported safety concerns and assess the site for

potential solutions.

Council prepared a range of alternative solutions, with Police recommending that the existing

speed cushion is relocated 22 m to the north.

Driver behaviour reducing road safety.

PREVIOUS CONSIDERATION BY COMMITTEE

A report was tabled at the 1 February 2019 meeting of the Sutherland Traffic and Traffic Safety

Committee outlining a proposal to install speed cushions in Cooriengah Heights Road, Engadine

(STR003-19).


Speed cushions were installed in Cooriengah Heights Road in September 2019, as per the endorsed

proposal tabled to the Sutherland Traffic and Traffic Safety Committee in February 2019.

Post installation, Council received reports from NSW Police Force, Council staff and members of the

public that southbound drivers were regularly driving around the speed cushion installed near 72

Cooriengah Heights Road and onto the wrong side of the road. Police also raised additional concerns

that vehicles are required to start to turn to move around a concrete median island at the point where

the speed cushion has been installed, creating further safety concerns at this location.

A site visit conducted between NSW Police and Council staff to observe the reported issues and

discuss potential solutions resulted in the following actions:

Council staff proposed a range of relocation measures to NSW Police for consideration,

including:

a) Relocate the speed cushion 22 metres north to the frontage of 70 Cooriengah Heights

Road;

b) Relocate the speed cushion 22 metres north to the frontage of 70 Cooriengah Heights

Road and install flexi bollards along the centre dividing line for approximately 8 metres;

c) Relocate the speed cushion 22 metres north to the front of 70 Cooriengah Heights Road,

install a new speed cushion in the parking lane and install flexi bollards along the centre

dividing line for approximately 8 metres.

d) Relocate the speed cushion 22 metres north to the front of 70 Cooriengah Heights Road,

install a new speed cushion in the parking lane, install a new speed cushion in the

northbound travel lane and install flexi bollards along the centre dividing line for

approximately 8 metres.

Council staff will monitor the effectiveness of the speed cushions and investigate whether raised

thresholds are a suitable long term option at these locations.

Police considered the options presented above the recommended that Option (a) is the most suitable

in the short term. Should the existing driving behaviour of vehicles entering the opposing travel lane

continue, the options outlined above may be explored further.


The proposed measures can be fully funded within existing budget allocations.
