CTF014-21 CLUBB LANE, MIRANDA - TWO-WAY SIGN

EXECUTIVE SUMMARY

In 2005, Council approved and installed a raised crossing in Clubb Lane west of Clubb Road.

As a part of the works, Clubb Lane was closed to westbound traffic at Clubb Road. Clubb Lane

remains a two-way road, except at Clubb Road.

The resulting layout has caused some confusion, with some motorist who enter Clubb Lane

from Club Crescent perceiving Clubb Lane as being one way.

In order to address these issues, the one-way pavement arrow will be removed and a two-way

traffic sign will be installed, with No Entry sign to remain. Council is seeking Traffic Engineering

Advice on the matter.

PREVIOUS CONSIDERATION BY COMMITTEE

In 2005, Council approved and installed a raised crossing in Clubb Lane west of Clubb Road. As a

part of the works, Clubb Lane was closed to westbound traffic at Clubb Road. Clubb Lane remains a

two-way road, except at Clubb Road (STR094-06).

COMMENTS BY INVESTIGATING OFFICER

Council has received representation from a number of local residents and delivery drivers, stating that

there is some confusion as to whether Clubb Lane, Miranda is one way or two way. Clubb Lane is a

two-way road; however, drivers cannot enter Clubb Crescent from Lane.

It is proposed to adjust the design of the signage and linemarking at this location, in order to reduce

confusion.

This matter is referred to the Consultative Traffic Forum for traffic engineering advice.

The modification of the existing device can be fully funded within existing budget allocations.

CTF015-21 GANNONS ROAD AT CAPTAIN COOK DRIVE, CARINGBAH -

PEDESTRIAN AND CYCLIST REFUGE

EXECUTIVE SUMMARY

Council has received concerns regarding the safety of the pedestrian refuge that is located in

Gannons Road, south of Captain Cook Drive, for school aged pedestrians and cyclists, due to:

o traffic speed and volume;

o the volume of students that cross at this location; and

o a reported accident involving a student.

Pedestrian and cyclist safety at this location was previously considered by the Traffic Committee

in 2010 and a new, wider refuge was installed further south than the original facility in 2013.

Site inspections would indicate that the current facility is satisfactory and some additional

fencing is due to be provided in 2021/22 to further improve safety.

The matter is referred to the Committee for information.

LOCATION

Gannons Road, south of Captain Cook Drive, Caringbah.

ISSUES

Pedestrians and bike riders crossing arterial road.

PREVIOUS CONSIDERATION BY COMMITTEE

In March 2010, Council approved the relocation of the pre-existing pedestrian refuge and the removal

of one southbound lane in Gannons Rd on approach (refer STR087-10).

COMMENTS BY INVESTIGATING OFFICER

Council has received representation from a resident of Caringbah North concerning the safety of

pedestrians and cyclists crossing Gannons Road, south of Captain Cook Drive. There is a shared use

path on the southern side of Captain Cook Drive, with a pedestrian refuge to faciltate crossing

Gannons Road. The shared paths in this area are popular with high-school-aged children riding and

walking to and from school.

Crossing facility warrants

Sutherland Shire Council currently uses the TfNSW warrants for pedestrian crossings, which includes

minimum pedestrian and vehicle volumes, as detailed in TfNSW’s Supplement to Australian Standard

1742, which is available to download from the TfNSW website.

Other considerations for pedestrian crossings include:

Speed Limits .................. not on roads with a speed limit of 70 km/h or more;

Travel Lanes .................. no more than one travel lane in each direction;

Nearby Facilities ............ although there are no minimum requirements, it can be advantageous to

allow one or more vehicle lengths between a pedestrian crossing and an

intersection to allow for vehicle storage and for drivers to negotiate one

device before another;

Congestion .................... pedestrian crossings can cause significant queueing and delays;

Cyclists .......................... in NSW, cyclists must dismount to use a pedestrian crossing and although a

bike priority crossing can be used in conjunction with a pedestrian crossing,

additional design considerations must be considered; and

Lighting .......................... special lighting is required at new pedestrian crossings.

TfNSW uses their own warrants to determine if a site is suitable to consider a signalised pedestrian

crossing (marked foot crossing) which includes minimum pedestrian and vehicle volumes, and

distances from an intersection, as detailed in TfNSW’s Traffic Signal Design, which is available to

download from the TfNSW website.

Where other treatments cannot be installed, or where pedestrian/cyclist volumes are low and vehicle

volumes are high, pedestrian refuges offer the ability to cross the road in two stages. There are no

minimum requirements for the distance between a pedestrian refuge and other traffic facilities;

however, it can be advantageous to allow one or more vehicle lengths between a pedestrian crossing

and an intersection to allow for vehicle storage and for drivers to negotiate one device before another

The location of the crossing point for pedestrians/cyclists was tabled at the Sutherland Traffic and

Traffic Safety Committee meeting held on 5 March 2010 (Appendix A). Subsequently, Council

constructed a new pedestrian refuge in Gannons Road, further to the south, and removed one

southbound travel lane. Since then, additional fencing has been installed to direct pedestrians and

cyclists to this new refuge.

The Centre of Road Safety’s Traffic Accident Database indicates that there have been no serious

accidents involving pedestrians reported to the Police at this location between 1997 and June 2019. In

light of the low accident rate it would be difficult to justify the relocation of the refuge further south

given the location of residential driveways, power poles, drainage pits, steep footpath area on the

western side of Gannons Road and numerous service utilities. In addition, such action is unlikely to

improve safety for pedestrians or cyclists.

Council and other planning authorities are currently considering proposals to change the use of 13

Endeavour Road (previous ‘Toyota’ site). Depending on the outcomes, the roundabout at the

intersection of Captain Cook Drive and Gannons Road, which also provides access for the Toyota

site, may change to another facility, such as traffic lights.

As part of this report the following alternative measures have been investigated:

Remove the Pedestrian Refuge............... The next nearest crossing of Gannons Road is located at the

intersection of Denman Avenue and it is likely that cyclists

and pedestrians would continue to cross at this location,

without the aid of crossing in two stages.

Move the Pedestrian Refuge ................... If a new crossing point were constructed further to the south,

it is likely that some pedestrians and cyclists would use the

roundabout travel lanes to cross Gannons Road, rather than

divert their route.

Pedestrian Crossing ................................ Although pedestrian/cyclist and traffic volumes have

increased, one northbound travel lane would need to be

removed and southbound traffic would queue back through

the roundabout, causing significant congestion.

Marked Signalised Foot Crossing ............ (Also known as a signalised pedestrian crossing) initial

investigations indicate that this site does not meet TfNSW

warrants for a marked foot crossing, due to the low volume

of pedestrians/cyclists. Furthermore, the current crossing

location is too close to the roundabout, which would also

need to be signalised.

Additional Fencing .................................. Fencing to provide separation between Captain Cook Drive,

Gannons Road and the shared path from Carabella Road

would further channel pedestrians/cyclists closer to the

existing refuge in Gannons Road. These works are currently

planned for the 2021/22 financial year.
