recommenda t ion to note the withdrawal of the appea ls of Harr is, Murray and

Williams. Ra ther , the Commission ordered tha t these appea ls be remanded

to the Office of Administ ra t ive Law. The proposed decision is now submit ted

for the Commission’s review.
