Meetings Procedurals

1. Review of the 2016 December Bureau Meeting Agenda

The FAI President Mr Frits Brink, the FAI Secretary General Mrs Susanne Schödel, the FAI Sports & Events Directors, and the FAI Executive Board joined the Bureau Meeting on the first day of the meeting. They will intervene during the meeting.

Mr Rob Metkemeijer will deliver his report about the records at item 26.

2. Approval of the Minutes of the Bureau and Plenary Meetings of April 2016

The minutes were unanimously approved.

3. Matters Arising

3.1. Polish Proposal for F3P

The Polish proposal about the removal of the AFM class from the sporting code was discussed. The Polish proposal as submitted to the Plenary was adopted, yet it was pointed out was not complete. Since the class has the Championship Status, there is no provision to turn such a class into provisional again. The F3 Subcommittee Chairman did a lot of work and presented an outline of the proposal. He asked the approval of the Bureau to schedule an interim Technical Meeting during the next Plenary. Bureau approved this motion.

3.2 Mr Andras Ree pointed out an issue relevant to the number of the time keepers which any

nation can bring. The Free flight Subcommittee Chairman will see how to solve this issue.

4. Interim Decisions After the Bureau meeting in April and before the Bureau meeting in December the following decisions were taken by the Bureau and need to be recorded on the minutes. - The CIAM Bureau approved the 2018 FAI F1D World Championship in USA and the bulletin 1. - The CIAM Bureau approved the 2018 FAI F3A Asian Oceanic Championship in Philippines and

the bulletin 1. - The CIAM Bureau has approved Judges and Jury changes for 2017 FAI F3CN WCh in Poland

and for 2017 FAI F3A WCh in Argentina.

General Reports

5. 2016 FAI General Conference and CASI Meetings Report by CIAM President, Antonis

Papadopoulos. The FAI GC was held at Lausanne in Switzerland and more people than the usual participated. The following workshops were organised:

• Anti-Doping

• Air sports developments

• FAI IT developments

• FAI Events Bidding Process + Organiser Agreement

• Drones

The process for defining a common process for assessing the bids was discussed. Noosphere has developed a tool providing Championship management except the scoring system. The tool was used at the World Games in Poland. A standard interface with the scoring system will be established. A rollout of the tool is planned with launch customers in 2018. The future use is intended to be free for CAT 1 events, but needs confirmation. A presentation of the tool will be performed at the Plenary Meeting.

At the CASI meeting the following topics were discussed:

• Some changes to the General Section document

• Issues of the FAI sporting license database identified mainly by aeromodelling commission which is using it more extensively. A common interface for searching aids should be defined.

• The age classification for juniors for which each commission can independently decide the range.

• Change of the EB term to be every 4 years. It was discussed that a possible implementation of this decision may be for the ASC’s Officers. The CIAM President was against it.

• For the new FAI website, the separate sections for the sporting code are under development.

• The new FAI website display format is considered excellent.

• A standard template for providing information about a championship. It will be discussed at the Plenary Meeting.

Next Plenary Meeting

• A new template for the FAI documents relevant to the Sporting codes and the Minutes of Meetings is being created.

• The competition registration form needs to include two boxes; for the entry fee and the sanction fee.

ACTION: Technical Secretary

• In the General Section volume, the sub regions subdivision of the Asia continent have to be removed since they are used only for the Parachuting record attempts and similar segmentation is not used for other continents.

• The proposal to file a record during a competition has been voted but the number of votes was not enough for it to be adopted. The proposal was defeated.

• It was decided to extend to 60 days the publication of the minutes of all ASCs meetings. Some air sport commissions produce only decision summaries of the meetings.

6. Anti-Doping Report by FAI

The relationship between FAI and WADA was continued as usual.

One CIAM event was tested in 2017.

The FAI is organizing tests in-competition and out-of-competition. The pool of athletes for out-of-competition tests is decided by the FAI internally after discussion with each ASC President..

The CIAM president proposed not to consider the Space and Free Flight athletes. The 1st Vice President suggested not to exclude anybody and asked to define the strategy for selecting the athletes. The strategy could be to choose the top 3 competitors of a World Cup or of a World Championship or randomly. It was decided to use the ranking for the recent CAT 1 events for all CIAM categories.

The CIAM President will generate the list and then the selection will be done by draw.

April Bureau Meeting

Future WAG – Air Games Series Project

7. Plans for the next WAG T The next WAG will be held in September 2020. Two potential candidates USA + Malaysia, are still working on the financial side of the vene, but slowed their efforts due to the third bidder. At the recent FAI GC it was announced that Turkey is also a new potential candidate. The 2nd Vice President visited the organiser in Turkey. The Aeromodelling flying site will be isolated from the other sport at Ankara. 17 persons will be required for managing it and the F3J class was

requested. The 1st Vice President mentioned that the Dubai 2015 evaluation workshop presented a report to be used as a guideline for the future WAGs. The WAG held in Dubai clearly identified the concept of a WAG with specific starting and ending times with a maximum duration of two hours per event, as a concept to be followed thereafter. Therefore, the CIAM President suggested remaining with the Dubai WAG concept. The Bureau agreed and it is mentioned that FAI President at the recent FAI GC declared that the various ASCs will be consulted before the nomination of the next WAG organizer.

8. Air Games Series Project Work on the concept for these Air Games is still in progress and FAI will provide guidelines to be followed for activating in the proper way the FAI Air Games project.

9. Considerations for CIAM The World Games were held in Poland in 2017 and the next ones will be in USA at Birimingham. In Poland, Canopy Piloting, Paramotor, and Glider Aerobatics were the Airsports selected. The CIAM President informed that in USA WG aeromodelling may be included. He suggested involving the Indoor Aeromusical and Drones as proposed classes. The Bureau agreed.

A special case was reported for this event. The Russian NAC requested the organisers not to consider the full Russian team as a valid entry since the registration form was not duly signed by the authorised persons by the NAC. This happened one day before the end of the event. The FAI Jury had to follow the Russian NAC request.

The 1st Vice President suggested that the entry forms have to be checked to establish if they carry the appropriate signatures and stamps otherwise they have to be rejected.

The F2B class championship experienced two issues:

• Again, the F2B Flying circles were not in a proper condition and the championship FAI Jury had to decide, with the agreement of the Team Managers, to run the F2B Championship using only one circle instead of the two, as had been planned and declared.

This forced the use of the championship spare day to allow four qualification flights for each competitor with two panels of judges. It was an unusual situation and maybe the rules have to be amended to allow for this.

Next Bureau Meeting

For the last three F2B championships run by this specific organiser, the F2B circles were not in a proper condition. This time, despite the CIAM effort for avoiding this situation again, the F2B community expressed strong disappointment threatening not to participate in future F2B championships organised by this organiser. CIAM has to consider carefully whether to accept future F2 championship bids from this organiser.

• There were two F2B judges from the same nation. Therefore, for the final flights, when there is only one judge panel, one of the judges of the same nation had to be removed. This highlights a requirement to take more care when the Bureau approves the championship bulletins, containing the judge panels.

Mr Peter Halman asked if he might take on the responsibility for improving the assessment of the sporting licenses in FAI database which is heavily used for the World Cup competitions.

Next April Bureau Meeting

Some classes had a small number of competitions; four competitions for F3C and three competitions for F3M. According to the FAI rules, for those World Cup no medals and diplomas are going to be awarded.

There were no other comments from the CIAM Bureau members.

Competition Officials related matters

12. Jury performance at FAI World and Continental Championships.

12.1. Jury Pack use and recommendations for improvements No comments.

12.2. Appeals

No appeals have been submitted for CIAM events.

13. Judges’ performance at FAI World and Continental Championships

13.1. Judges’ analysis: F2B, F3A, F4, S

F2B: No specific analysis has been done. The F2 Subcommittee chairman asked that the delivery of the results and of the relevant score sheets to him be mandatory for the organisers.

F3A and F3P: The analysis showed no issues. The F3 Aerobatics Subcommittee chairman pointed out that some judges don’t understand the English language. In addition, he stated that the Notautomatic scoring system is good but the judge is alone without any support of a helper in case of troubles.

F3CN: There was an issue of one judge influenced by bad comments in the social media.

F4: No national bias was identified.

Space: No feedback since the Space Subcommittee chairman didn’t attend the meeting.

15. Sporting Code Section 4 and related items. Report by CIAM Technical Secretary, Kevin Dodd

His report is attached to the Minutes. (Annex 1). For the proposals for the 2018 Plenary, he reported that 139 proposals have been sent to FAI by the NACs and the Subcommittees. Several were submitted twice.

March 2018 16. CIAM Trophies. Report by CIAM Secretary, Massimo Semoli

When applicable, all the 2017 Championship Bulletins mentioned the trophies to be awarded.

For the World and Continental Championships almost all the Trophy Transfer forms have been delivered by the FAI Juries.

The Trophy Transfer forms for the World Cup are still an issue. Only few World Cup coordinators were able to send the applicable Trophy Transfer forms.

The discussion was about the registration of the e-mail address of the World Cup competitors. If it was possible, the World Cup coordinator could contact the Trophy awarded competitor for the data needed to complete the Trophy Transfer form.

The other possibility would be to get data at the Plenary Meeting World Cup Prizegiving but only few competitors used to attend and the present delegates have no the data of the awarded competitors.

The CIAM Secretary will identify with the subcommittee chairmen which process can be followed for facilitating the use of the trophy forms.

2018 April Bureau Meeting

The French FFAM donated two trophies approved by the 2017 Plenary Meeting:

• F3M World Cup Senior Individual Trophy “FFAM Large Radio Control Aerobatics F3M World Cup Trophy”

• F3U World Cup Senior Individual Trophy “FFAM Drone Racing World Cup Trophy”

The F3A World Cup Senior Individual Trophy already donated by French FFAM took the name:

“FFAM F3A World Cup Trophy” as approved by the 2017 Plenary Meeting.

The F3F World Cup Senior Individual Trophy, already donated by Swiss "Club of the Cold Fingers” with the name “Viking Race”, became a FAI perpetual trophy as approved by the 2017 Plenary Meeting.

Mr Andras Ree informed that the Langley Cup Trophy F1D Trophy, World Champion for team, needs to be repaired and a new plaque installed.

16.1. Lost or damaged trophies The activity for solving those issues is in progress.

A written report was made available by the Treasurer.

17.1. Aeromodelling Fund. Report. The seventh edition of the CIAM scholarship has been paid.

17.2. Budget The budget is shown in the report.

17.3. Sanction Fees As of the Plenary decision, from 01.01.2018: The sanction fee of cancelled events (no matter at what date the cancellation occurred) is not refundable, nor can it be used for sanctioning future events.

17.4. Payments of Medals Argentina and Ukraine have still to pay for the medals. The Control Line Subcommittee Chairman proposed to require the medals payment with the championships sanction fees.

There are some problems with Serbia as FAI member. This could have impacts on Serbian Judges, Experts and CAT1 & CAT2 events.

18. CIAM Flyer. Report by the Editor, Emil Giezendanner

The CIAM President thanked Mr Giezendanner, CIAM Flyer editor, for his continued excellent work which provide a social function as well.

19. EDIC WG report. Report by Paul Newell A written report was submitted prior to the meeting.

20. Scholarship Selection

Nominations for five candidates for 2018 had been received and all are valid. The Education Subcommittee Chairman will notify the evaluation results of the Selection Group at the next Bureau meeting, which will then take a formal decision on the nominee to be recommended to the April 2017 Plenary meeting.

Sporting Calendar

21. 2017 Sporting Calendar. To be presented by CIAM President, Antonis Papadopoulos.

21.1. Clashes The calendar needs to be completed and improved. A new release will be issued on the 15th of December.

Drones Matters

22. Drones World Championships The first FAI Drone World Championship will be held in China, at Shenzhen, from the 1st to 4th of November 2018.

23. Dealing with Ruling Authorities and future considerations

Mr Bruno Delor (FAI representative for EASA) explained the activity performed until now. The EASA Expert Group had 6 meetings in Kohln only for aeromodelling. A Notice of Proposed Amendment (NPA) was published by EASA for the Drones rules in May 2017. In November this year, a meeting with EASA was held for finalising the rules by the end of 2017 and possibly part of 2018. When an aeromodeller flies being part of a registered organisation (i.e. a model club), the requirements are not so strict: When flying under VLOS, no camera on board, Articles 12 and 14 are considered for the recreational use of models. The impact for the traditional model activities will be minimal.

24. Drone sports development within FAI Mr Bruno Delor prepared and presented to the meeting his presentation for explaining the activity performed until now. His presentation is attached to the Minutes. (Annex 2). The CIAM President informed that the FAI position for drones has more credibility than other organisations. In fact, they made a step back waiting to see the level of success of the first World Championship which will be organised by FAI. If it will be successful, other organisations will try to cooperate with FAI. Commercial organisation supporting the Drone Championships will be welcomed. Since some NAC’s do not issue SL’s for drone pilots, the FAI EB decided to introduce a system for “”Drone Permissions” with automatic information to each NAC to contact the applicant. Other drone activity, than the FPV one, will be considered with the limit of 25 kg like the rest of the models. Most of the required activity is outdoor, many competitors are juniors and new nations, like Indonesia are approaching this sport. Mr Peter Halman pointed out that a survey should be undertaken in order to check if the direct license releases could reduce the number of competitors member of a NAC.

25. Any other

25.1. FAI Special license FAI EB informed that the cost of a direct FAI sporting “permission” is 20 CHF and it allows participation in the FPV racing World Cup events. In 2017, about 200 such FAI Permissions were delivered, most of them for Italian competitors. This is for countries that have not embraced FPV. 25.2. UAV Record Mr Rob Metkemejier presented the report of the activity performed until now by the Section 12 experts group. He explained how the UAV records will be managed and filed. His presentation is attached to the Minutes. (Annex 3).

The weight class was not yet defined and the majority of his group is for not requiring the VLOS for any UAV record. He requested to prepare a Bureau Proposal to be included in the agenda of the next Plenary Meeting.

Issues

26. Report for any Unsportsmanlike Behaviour in competitions

No issues reported. 27. How to award championships that are missing the approval of the Plenary Meeting

The First Vice President opinion is that the late CIAM Bureau approval of a championship, as regulated now by the present rules, does not give to the organiser enough time for a proper organisation of that championship. The F2 Subcommittee Chairman concurs with him. The CIAM Bureau agreed to anticipate at one year the possibility of the CIAM Bureau approval of a Championship in place of the Plenary Meeting. A specific proposal will be created.

28. F3J Intertour using FAI rules and logo (item 30 of April Bureau Meeting)

It was reported that a Slovakian entity named INTERTOUR is organizing events using the FAI logo, Sporting Code and FAI events without having an agreement with FAI. It was mentioned that there are complaints from NACs because they are not asked to confirm that an international event is to be hosted within the country and also there are complaints that the rules are not respected. A lot of the Intertour events are not registered to the FAI calendar. The CIAM Bureau is in favour of establishing an agreement with the F5J Intertour organisation.

29. F2C Noise Plan Development The F2 Subcommittee Chairman informed that the solution of the reduced size venturi is not sufficient for the required noise reduction. In Australia, the extension of the engine exhaust has been extensively tested without success. A rule proposal, not requiring the engine substitution, will be in the Agenda of the next Plenary Meeting to be effective in 2019.

30. Judges for World Cup events – Judges education and qualification The sporting rules are not clear whether for the FAI World Cup competitions the use of FAI judges is mandatory. The CIAM President observed that the judges in the FAI lists are approved and of high quality. If we were to introduce a different criteria for choosing World Cup judges, it would be possible to train the judges with online education. The CIAM President asked to Mr Stefan Wolf to prepare a proposal for the next Bureau Meeting.

31. Age Classification / Junior Survey It was established that each ASC could define its own age limit for juniors. The CIAM President asked if the age limit will be applied for all aeromodelling classes or a different one for each of them. This discussion will continue since a common agreement was not achieved. Mr Peter Halman conducted a survey and it is sceptical that raising the age limit to 21 years old, would result in an improvement in the junior participation. He will prepare a proposal for the next Plenary Meeting for keeping the present status for another year as the CIAM President suggested.

Activities

32. Safety guidelines for CIAM General Rules considerations (item 39 of April Bureau meeting). The document should be ready for the 2018 Plenary Meeting.

33. Record registration during a championship (item 40 of April Bureau meeting) The proposal to file a record only at the end of a championship has been voted during the CASI meeting but the number of votes in favour was not sufficient.

34. Model Box Transportation / FAI Agreement with DHL – Opportunities (item 41 of April Bureau

meeting) After a question to the FAI sponsor DHL to carry a box from Germany to Argentina, the cost was around 7.000 €. F3A S/C chairman did a survey with the costs paid by the F3A competitors of the last World Championship in Argentina. The cost varies from 300 € to 1.000 €, but much less than the DHL cost. Mr Kevin Dodd informed that if a box is within 32 Kg of weight and its size doesn’t prevent it to be placed in the aircraft standard containers, its cost could be included in the aircraft ticket. This has to be negotiated in advance otherwise the cost could vary from 250€ to 500€. The CIAM President will contact IATA to find how model boxes can be considered as Sporting Goods.

35. Maximum amount covered by insurance provided by championships organisers (item 42 of

April Bureau meeting). Action continues. The CIAM President asked if an insurance company could make insurance valid all over the world but it seems to be impossible.

36. CIAM events involving Jet Models (item 43 of April Bureau meeting) For the time being, the F3S class is not attracting competitors. The IJMC organisation is not going well. The IJMC rules ask some more difficult manoeuvres. Mr Kevin Dodd observed that the Jet pilots are not competition oriented. F4 S/C chairman mentioned that the existing CIAM rules can easily accommodate Jet Pilots. So it is a matter of better communication with the Jet Community. .

37. Cat 1 events Evaluation process The CIAM President proposed an FAI internal document for assessing a championship and he will prepare a template.

39.1. Agenda

As already published, the Bureau meeting takes place on the 26th April 2018 and the Plenary Meeting on 27th & 28th April 2018. The Agenda is work-in-progress by the Secretaries.

The CIAM Secretary will prepare a list of tasks and support activities that will be provided for the FAI office for the management of the Bureau and Plenary meetings.

The CIAM Secretary presented a draft agenda to the Bureau Members.

As usual and if required, the CIAM Secretary will prepare slides for remembering persons who recently passed away and it will be presented during the minute of silence in their memory.

The championships Bids received before publishing the 2018 Plenary Meeting agenda should be sent to the CIAM Subcommittee Chairmen for their assessment and preparation.

39.2. Technical meetings and relevant locations

The following Technical Meetings are scheduled: F2, F3FJ, F4, F5, Space Models and Education.

The Plenary Meeting will be at the Mövenpick Hotel at the reduced cost of 6.000€. The Technical Meetings will be held in the auditorium and in other meeting rooms available at Mövenpick Hotel.

Interim meetings for F3 Aerobatics and F3U.

39.4. Bureau proposals

CIAM President recommended that all the Bureau proposals, should be prepared and presented to the delegates before the Plenary Meeting. Of course if there are any emergencies it could not be possible to prevent this.

39.5. Award ceremonies

The Award ceremony will follow the same style as recent years where only those winners in person will be presented with their awards. After the ceremony, the Delegates may collect the awards on behalf of the absentees.

The CIAM President proposed “Marketing Aeromodelling Events” as subject of the open forum with a possible contribution of external people. He informed that a lot of companies are approaching FAI about the Drones FAI activities.

Championship Assessments

40. 2018 FAI World Championships. Reports on preparation by representative of organisers. At the end of every presentation the CIAM President reminded the organiser that:

i. There exists a real need for publicity before, during and after any Championship;

ii. Bulletin 0 is normally approved at the December Bureau meetings, at which time amendments are made, or requested. Thereafter it becomes Bulletin 1, and must be sent to the CIAM Secretary who will check that the amendments have indeed been included. The CIAM Secretary, in conjunction with the FAI office, then distributes this official bulletin to NACs and delegates, with a copy to the organiser. The organiser may only then place this bulletin on its website, and distribute the document through other means if necessary. Under no circumstances should an organiser issue or publish a Bulletin 1 before receiving permission from the CIAM Secretary. Information published before the official Bulletin 1, is merely for information and could be misleading.

40.1. 2018 FAI F1 Juniors World Championships for Free Flight Model Aircraft. Bulgaria. Presented by Mr Ian Kaynes. The FAI Jury was approved. Fee costs were acceptable. The identified Bulletin modifications will be included in Bulletin 1: “F1” has to be included in the title and in the logo. Insurance statement has to be added. Refer to the FAI license database for the Sporting licenses. Volume ABR for the rules is not valid any more. The Bureau evaluated and approved the details of the Championship.

43.1. Discussion with the FAI Executive Bureau present part time at the meeting

The FAI President Mr Fritz Brink mentioned about the Governance Workshop that FAI EB performed and it was useful for improving the FAI development including new activities, new disciplines, how to organize events across the airsports, how to address FAI participation in non-FAI run multi-sport events, like Asian Games.

FAI organized visits in ASIA where the interest for the airsports is huge, in particular in China,. The President of the Chinese Airsport Federation Mr Shudong Li and the Deputy Minister of General Administration of Sports of China Mr Zhao Yong were met by the FAI President and FAI attended the 2017 World Fly-in Expo at Wuhan (China).

The FAI EB continues to increase the contacts within the FAI ASCs and improve the FAI decision making process. A lot of attention is taken on the Drones and the youngsters.

The CIAM President appreciated the positive changes made by FAI and he informed the FAI EB about the Plenary Meeting Open Forum subject: Marketing of CIAM Sport Events.

He asked to undertake actions for solving the issues of the FAI Sporting License Database which is heavily used by Aeromodelling ASC for controlling the various sport events.

After the successful World Games in Poland, CIAM is ready to participate to the next one at Birmingham in USA.

The FAI Sports & Events Director Mr Markus Haggeney informed that the next WAG is planned for the first two weeks of September 2020.

The CIAM First Vice President pointed out that the WAG concept definition is completed and, for selecting a host country, it is important that the various airsport shall not be held in different places and that all the FAI ASCs should be involved in the decision to award the WAG.

43.2. F3M Class

The IMAC World Championship has been announced and the F3 Aerobatic subcommittee chairman and the CIAM President were contacted by the IMAC European Coordinator.

The CIAM President proposed to discuss about it at the next April Bureau meeting including the relevant item in the agenda.

43.3. Missing Information in the CIAM General Rules Document

CIAM President mentioned that couple of years ago a proposal was adopted for how a World Championship status class may lose this, if no events are organised. In addition, he spoke about provisional classes which had no chance of becoming standard classes and wondered if there was the need to retain them in the Sporting Code volumes. This will be discussed in the April’s Bureau meeting.

The EDIC WG and the Section 12 should be referenced in the CIAM General Rules document.
