[1.] PROPOSED MOTION NO. 2015-05 to hear the Regional Manager of the Philippine Charity Sweepstakes Office, the City Police Director, the City Treasurer and the Head of the Business Permits and Licensing Division on the following concerns as reported by Councilor Zaldy O. Ocon and/or aired by other members of this Body as rejoinder thereto:

a. the operations of illegal lotto outlets in the city, which resulted in revenue

loss of the PCSO and the reduction of the PCSO budget for financial assistance in the region by 50-percent;

b. determination whether these illegal lotto outlets have been issued with Business Permits, and how much taxes have they paid the city government;

c. inquiring as to the items/equipment that the PCSO had donated to the city government since June 2013 so that resolutions properly acknowledging such donations can be passed by the Body;

d. inquiring from the COCPO as to their actions against these illegal lotto outlets.

i. Councilor Ramon G. Tabor reported about the imperative need to determine the mechanical worthiness of the amusement rides and other structures and equipment in the carnivals, among other things, and urged the City Engineering Office, the Office of the Building Official and the Business Permits and Licensing Division to conduct inspection thereof, pursuant to the provisions of Ordinance No. 12407-2012.

Action taken: The Presiding Officer asked the Secretariat to transcribe the report and endorse

the same to the OBO and the City Treasurers Office, together with a copy of the Ordinance, for their appropriate action.

ii. Councilor Zaldy O. Ocon reported that the PCSO budget for financial assistance in the region

had been reduced by 50% as relayed to him by PCSO Regional Manager Raul Regondola. This was due to the revenue losses of the PCSO because of the unabated operations of illegal lotto outlets, among other things.

Action taken: The Body passed Resolution No. 12088-2015, inviting the PCSO, the COCPO,

the City Treasurer and the head of the Business Permits and Licensing Division in the next Regular Session to thoroughly discuss the matter, in aid of legislation.

iii. Councilor Lourdes Candy R. Darimbang reported about the cracks along the gutter of Kagay-an

Bridge and suggested that the same be immediately inspected by the City Engineering Office as she expressed fears it poses danger to the residents and passersby.

Action taken: The report and all the reactions thereof were referred to the Committee on

Public Works for appropriate immediate action.
