3.1 Approval of Minutes - Approval of Minutes from the April 17, 2015 Special Education

discussed.
4.2 Non-Public School (NPS) Update – The status of a local review and expansion of another NPS
will be discussed.
5. Information Items: 5.1 Staff Development Update – Staff Development activities and a summary of workshop
participants by Local Education Agency (LEA) will be reviewed.
5.2 Outside Agency Updates – Annual Memorandum of Understanding (MOU) renewals will be
presented.
5.3 Annual Budget Plan (ABP) and Annual Service Plan (ASP) – Both plans are presented for
review prior to adoption by the Council of Superintendents (COS).
5.4 Community Advisory Committee (CAC) Update – An update on recent and upcoming CAC
activities will be shared.

1.0 Call to Order
After a quorum was established, the meeting of the Special Education Administrators Committee
(SEAC) was called to order by Barbara Morton, SELPA Executive Director, at 8:34am in the
Placer County Office of Education, Burns Conference Room.

There was no public comment.
3.0 Action:
3.1 Approval of Minutes
Craig Garabedian moved to approve the March 20, 2015 minutes and Debbie Morris seconded the
motion. It was carried unanimously by Aye votes of members present: Holly Van Doren, Jennifer

Lewandowski, Kristi Ellison, Karen Everett, Ramona Rogers, Jean Crouse, Sue Latham, Marsh
Weis-Niegman, Elena DalFavero, Anthony Farenga and Susan Watkins.
4.0 Discussion Items:
4.1 Compliance Update
Horizon Charter School (HCS) and Dry Creek Joint Elementary School District (DCJESD) are
currently under Verification Review (VR). HCS has been in VR since spring 2013 and CDE is
scheduled to conduct its 6th on-site review there. DCJESD currently has only 1 on-site review
scheduled.
California Department of Education (CDE) completed a comparison of discipline data submitted
through California Longitudinal Pupil Achievement Data System (CALPADS) and California
Special Education Management Information System (CASEMIS). LEAs with a ratio of less than
50% alignment between the two systems were targeted for corrective action which requires data
analysis and implementation of procedures to align the data entered into both systems. A report,
which is certified by the SELPA director must be submitted by each LEA.
Data Identified Non Compliance (DINC) data will be extracted by SELPA and uploaded to CDE.
LEAs have one week to make further corrections. LEAs were sent an email about how to set up the
CASEMIS spreadsheet. In that email there’s a link for listing delay reasons which must be filled
out.
4.2 Behavior Advantage
Aaron Stabel from Behavior Consultants International presented an overview of the Behavior
Advantage Program. Aaron has partnered with a programmer to design behavior software called
Behavior Advantage to help streamline the Functional Behavior Assessment (FBA) and Behavior
Intervention Plan (BIP). The software also acts as a training tool and to document evidence-based
practices. The software streamlines the FBA process by providing an iCloud-based tracking
system. Aaron will send out a flyer and contact information to each member.
4.3 Allocation Plan Update
Both the Executive Committee of the Council of Superintendents (ECCOS) and the
Program/Business Review Committee (PBRC) have begun discussion on potential changes to the
Allocation Plan. RJUHSD suggested the option of an Average Daily Attendance- (ADA) only
model while other PBRC members requested more information on special factors to be considered
with an ADA-only model. ECCOS members feel the current Allocation Plan is working well but
are open to discussion if minor changes are suggested. They asked that SEAC discuss the
Philosophy Statement to determine if the bullet that states we are all responsible for all special
needs students is still a guiding principle. EUSD does support this statement and shared information
on the steps they have taken to meet with RJUHSD to better communicate student and program
needs. Other members also agreed that this remains a guiding principle. Most members are in
agreement that any proposal should include consideration of special factors such as independent
study, small district protection, geographic location and preschool.
A document outlining the differences in the data used to generate Severely Handicapped (SH)
funding under the current Allocation Plan compared to the data used to generate Low Incidence
(LI) funding at the state level was also included.
5.0 Information Items:
5.1 Staff Development Update
The Staff Development survey results were distributed and feedback was requested from members
on additional training to be provided for next school year. Members requested a Tier 2 intervention
training for students with behavioral needs. SELPA suggested LEA staff also consider the

Educational Services Positive Behavior Interventions Support (PBIS) trainings. SELPA is also
researching trainings for Common Core State Standards (CCSS) and goals for special education.
A Diagnostic Center 2015-2016 At-A-Glance Professional Development Opportunities was
included and members were asked for feedback on which of these training should be offered. The
Diagnostic Center is available to present at school sites for staff development days. SELPA will
contact the Diagnostic Center if LEAs are interested.
Feedback was also requested on Patty Schetter’s Professional Learning Community (PLC) training.
Some members still have a need for this but others do not.
Assistive Technology (AT), Augmentative and Alternative Communication (AAC) Specialist
Training and Universal Design for Learning (UDL) trainings are planned for the 2015-2016 school
year. In addition, the staff from Ventura County SELPA will present on “Patterns of Strengths and
Weaknesses (PSW)” for assessing English Learners (EL) and African American (AA) students.
5.2 Special Education Information System (SEIS)/California Special Education Management
Information System (CASEMIS) Update
SELPA requested feedback from members on any proposed changes to State SELPA or SEIS forms
by April 30. TTUSD asked for critical forms to be in Spanish.
5.3 Legislative Priorities
Legislative Sharing Day is on April 29 and the WPUSD director and 3 CAC members will be
attending with SELPA staff. The 2015 Legislative Day Priorities were attached for member
reference.
5.4 Community Advisory Committee (CAC) Update
CAC and SELPA hosted a Birds and Bees training at the Seavey Center on April 16 with 30 parents
participating.
CAC has scheduled a joint planning meeting on October 21, 2015 from 10:30am to 11:30am and
requested that SEAC members attend.
The Region 3 Special Education Parent Conference is May 8 and if any parents would like to attend
please have them contact the SELPA.
CAC is focusing on recruiting new CAC representatives for the 2015-2016 school year. It’s
important for SELPA governance to have an active CAC Committee with a parent from each LEA.
5.5 Comments from Committee Members
RJUHSD requested feedback from members on the Unique Learning System. RJUHSD stated their
teachers are having difficulty with the math section while RCSD staff are having issues with the
copying preparation. PCOE is hosting a training on the advanced level on August 6 and 7, 2015 at
the Seavey Center and members can contact PCOE if staff is interested in attending.
The agenda for the Regional Program Specialist meeting on April 28 was distributed.
5.6 Executive Director Report
SELPA forwarded the annual CDE reminder for graduation requirements to members.
The legal opinion from Jonathan Reed was sent to all members and SELPA cautions using mental
health funds for behavior.

Odyssey Learning Center will be raising their transportation rate from $35 to $50 in the 2015-2016
school year.
SELPA met with Sierra School Upper regarding opening a Non-Public School (NPS) in Placer
County. There are currently 14 Placer County students attending Sierra School Upper in
Sacramento. Members were polled and it appears Placer County would come very close to the
minimum of 30 students needed to open a stand-alone school. The population they would serve is
mainly ASD and ED. Sierra School provides transportation and is able to issue diplomas since they
are accredited. The next step is to find a facility.

BACKGROUND AND SUMMARY: Each year every SELPA must approve the Annual Budget
Plan (ABP) and the Annual Service Plan (ASP). This approval is obtained from the Council of
Superintendents (COS) each spring and it is scheduled for approval later in May. Both Plans are
included here for member information. The ABP is a simple one page document that shows only
specific Standardized Account Code Structure (SACS) codes required by CDE and as reported by
each LEA. It is not a comprehensive document. The ASP shows only those services reported by
LEAs via the Special Education Information System (SEIS) on December 1st. If a service is not
listed for an LEA it only means there were no IEPs with that service shown on that date. The ASP
also includes explanations for Code 900, or Other. Any LEA that uses this code must use it for the
same service across the LEA and must provide an explanation. In addition, services available in
incarceration facilities are included.
