4. Aboriginal artefacts (10 mins)

• Simon to outline background to Aboriginal artefacts issue, as per Draft Options Report

• It is recommended that The Aboriginal Advisory Committee agree to separate consultation being conducted to determine whether the local Aboriginal community would like those artefacts returned and deposited in a Keeping Place, and how the artefacts are presented as part of this project.

3.1 Bass Point Interpretive Centre (10574068) After a Tender process conducted through February/March 2015 and an Assessment process conducted in April Shellharbour City Council commissioned the tourism consultant Simon McArthur and Associates to prepare a Feasibility Study and Business Case for a new Aboriginal Interpretive Centre at Bass Point. The consultants will be overseen by a Steering Committee comprising representation from Shellharbour City Council staff and Council's Aboriginal Advisory Committee (AAC). The AAC members include Richard Davis and Agnes Donovan. The project is on schedule and in line with the Bass Point Aboriginal Interpretive Centre Business Case 2015/09 Timeframes approved by Manex (which consists of the GM and three Directors). Please see Attachment A. The week beginning Monday, 13 July 2015 saw the commencement of the Community Consultation process with relevant Aboriginal and non-Aboriginal stakeholders. The following is a schedule of the Consultation program which took place: Tuesday, 14 July Meeting with Steering Committee, Site visit and phone

interviews Wednesday,15 July Consultation with Council Officers and phone interviews Thursday, 16 July Workshops – All Stakeholders between 2pm and 4pm. To promote and inform the Stakeholders a Fact Sheet was developed which was sent out with invitations to participate in a phone interview, one on one interview or a workshop. Invitations were also sent to all AAC members. Please see Attachment B. The results of the consultations will now be reviewed against the project objectives, logistical and functional requirements and research. From this, the consultant will develop an Options Report which will be brought to a steering committee meeting,

3.2 City Hub Naming

3.2 City Hub - Aboriginal Consultation (10577947) Background Shellharbour City Council has identified engagement with the Aboriginal community as a priority regarding the development of the City Hub. As the City Hub project progresses three specific areas for engagement have been identified, including the naming, landscaping, public art and possible employment opportunities. To date specific engagement has been conducted with the United Koori Elders Social Group (UKESG) in October 2013 and Shellharbour City Council's Aboriginal Advisory Committee (AAC) on several different occasions. Naming Prior to the proposal to develop the City Hub in 2013, Council staff were asked to put forward possible names for meeting rooms in Lamerton House. Council's Aboriginal Community Liaison Officer (ACLO) put forward the possibility of using Aboriginal names. As a result of this process Council's ACLO approached Jodi Edwards to provide Aboriginal names of native animals. These names were approved at a meeting of the AAC held on Tuesday, 3 December 2013. It was proposed that these names be carried over to the City Hub building and used for sessional services rooms. This proposal was put to the AAC members on Tuesday, 5 May 2015 and all names previously endorsed were accepted except for Djitty Djitty (Willi Wagtail), which was removed for cultural reasons. Landscaping As identified during the consultation with the Aboriginal Elders Group, continued engagement may include species selection and incorporated public art in landscape design. It was further suggested that Shellharbour Aboriginal Community Youth Association (SACYA) and their Nursery, which will operate as a social enterprise for the benefit of Aboriginal Youth, be used as a possible avenue to provide professional landscapers and provision of native plants. This could also apply to the Illawarra Local Aboriginal Land Council's Aboriginal Green Team. Public Art Public art is an important part of the design of the new City Hub Art will respond to the culture of Shellharbour celebrating the connection between people and place. There is a focus on the engagement of local artists to design art projects in the Civic Plaza and the public areas of the building including the Library, the Museum and the Customer Service Area.

In 2014 Shellharbour Council Aboriginal Advisory Committee approved the engagement of Aboriginal artists Steve Russell, Kristine Stewart and Terrence Wright. Uncle Steve and Kristine will work on an exciting project called ‘Weaving Pods’ using traditional Aboriginal Weaving technique to create formwork for concrete seating pods in the Civic Plaza. Terrence Wright will create a large sculptural wall artwork, ‘Welcome’, in the Customer Service Area of the new Council building. Community engagement will be an important part of the Aboriginal art process with Uncle Steve planning up to 10 community weaving workshops. Opportunities for community members to meet Terrence and learn more about his extraordinary glass art process, including his glass etched didgeridoos, are also planned. On Thursday, 19 March 2015 Council hosted a 'Close the Gap' Event at Killalea State Park. One of the activities conducted was a weaving workshop with Uncle Steven Russell to commence the community engagement process to create the Weaving Pods for the concrete seating pods in the Civic Plaza.
