1. APPLICATION PROCEDUREThe University of Debrecen has an online application and administration system called StuArt where the University creates an account for its partners.

1.1. Required documentsThe following documents need to be submitted during the application procedure:

For transfer studentsIn addition to the documents specified in the previous section, transfer students need to submit the following documents during the application procedure:• A detailed transcript along with the descriptions of the courses the transfer

student has taken previously at a higher education institute other than the University of Debrecen, on the basis of which an admission committee may decide which level the student may be classified for;

• Letter of Motivation;• Resume/CV;• Filled-in Credit Transfer Request Form

Transfer requests of transfer students applying for any of the Medical or Health Science Programs shall be evaluated by the Sub-Committee for Educational Matters and Credit-Transfer, while the requests of those applying for any of the Non-Medical Programs shall be evaluated by the relevant University Faculty.

NOTE: Document(s) certifying the highest completed level of education along with the passport of the applicant need to be scanned and sent to one of the representatives of the Coordinating Center for International Education. However, the originals of the aforementioned documents should be presented during the oral entrance examination or at the University registration the latest.

Students just about to complete their studies are required to send their tran-script(s) to the Coordinating Center for International Education along with their final diplomas as soon as they receive it, and eventually present the original document(s) during registration.

ENTRANCE EXAMINATION / INTERVIEW 2.1. Place of the Entrance Exam The Agent shall decide in consultation with the Head of the CCIE if the entrance examination is to be held in Debrecen or abroad. At least 10 applicants are required for the examination to be held abroad. In case of less than 10 applicants, it is subject to the consideration of the Head of CCIE to satisfy such a request.

a) On the spot exams Prerequisite: min. 10 applicants. In the case of an exam conducted abroad, the Agent shall participate in the process of obtaining visas and flight tickets and arranging hotel reservations for the Committee – if necessary, arrange a (noise-proof, properly isolated, air-conditioned, proper sized) room suitable for the undisturbed conduct of examinations, ensure that no one disturbs the work of the Examination Board under any circumstance, and that nobody influences or has the possibility of influencing the results of the entrance examination by any

Application and entrance/examination (interview) fees

Every applicant is required to pay application and entrance/examination (interview) fees. Payment of the application fee must be performed along with submitting the application form and any additional documents – that are necessary – to the University. Applications will not be considered and processed until the payment of the application fee has been received and confirmed by the University.

The agent is entitled to the application fee of 150 USD, only once the respective student has registered for his/her program of choice appropriately.

The entrance/examination/interview fee is 350 USD. Please check your contract for further details.

means, participate in the arrangement of the entrance examination, however, the Agent is not allowed to be present during the examination itself or the substantive decision-making, and is not allowed to be part of or influence the decision-making process in any way.

b) Exams in Debrecen In the case of entrance examinations conducted at the University, the Agent undertakes to ensure that the applicants attend the Debrecen exam venue at their own expense and at the time set by the University on the basis of a preliminary consultation with the University, and the applicants pay the entrance examination fee of 350 USD appropriately.

c) Online exams In case no personal entrance examination is possible, online exams can be conducted: The written part of the exam is conducted at exam.edu.unideb.hu. Students will receive a log-in name and password to access this exam site.

The oral exam is conducted through a Zoom or Skype meeting. In case of online exams, passport will be needed for identification.

2.2. Admission Requirements – Medical and Health Science ProgramsAn entrance examination is compulsory for students applying to the following programs:

The exam consists of two parts1. A written test (comprising multiple-choice questions, definitions, calculations, etc.) in the fields of: • Biology • Chemistry/Physics: if the student’s chosen subject is Chemistry, the test will contain Chemistry related questions, and the student will have to answer only a few basic level Physics questions, and vice versa (each test takes 30 minutes)2. An oral exam in Biology and Physics/Chemistry

An entrance interview is compulsory for the following programs:

Entrance exam subjects are a matter of the academic requirements listed on our website.

As part of the oral interview, the committee tests the English communicational skills and motivation of the applicant.

2.3. Admission Requirements – Non-medical ProgramsAs for the non-medical undergraduate programs of the University of Debrecen, the entrance exam consists of English and professional subjects depending on the applicant’s chosen program.

Should the applicants be able to provide a proof of previous studies of secondary or preparatory education, such as AS/A level grades or participation in a Foundation Program, they may be exempted from the entrance examination based on the overall results of these studies. Should the AS/A level grades of the applicants – including those obtained in Math – reach a minimum rate of BBB (i.e. an overall result of 80% or above), they shall be offered the opportunity to enter the first year of the undergraduate program of their choice. In any other case the applicant shall be asked to sit for an entrance examination or language proficiency interview.

For Master programs, after evaluating the transcript and degree of the applicant, in most cases an oral (online) interview is required where the motivation, the professional knowledge and English proficiency of the applicant are checked. The entry requirements depend on the specific program. In case an applicants’ educational background is not entirely relevant, they may be advised to start with a Pre-Master program.

In the case of PhD programs, the full study history is evaluated, with the preliminary scientific background. Only highly qualified applicants are considered for admission to the doctoral programs, when the research interest of the applicant fits in the research scope of the doctoral school. In most cases an interview is also required.

2.4. Transfer Applicants – Non-medical ProgramsShould the applicants be able to provide a proof of outstanding results concerning previous studies at an internationally recognized higher education institute other than our University, they may be admitted to the first or second year of the program, depending on the courses completed during the applicant’s UG/PG studies. Outstanding means an average result not less than 70% concerning the subjects required by the chosen program. The Credit Transfer Request of the applicant is evaluated by the Faculty’s Committee, based on the grades and the course descriptions of the completed courses. If the result of the previous studies is not outstanding, a full entrance examination may be required.

3. Procedure after Admission3.1. Letter of Acceptance/Admission

The chairman of the Examination Board informs the applicants and the Agent about their result right after the exam.

The University notifies the applicants in writing about the non-appealable decision made during the applica-tion procedure, as well as the extent of the tuition fee to be paid to the University after admission.This document is the so called Letter of Acceptance/Admission (hereinafter: LOA).

3.2. Transferring Tuition and Seat Reservation Fees

Students who are required to apply for a visa are to pay the full amount of the previously specified tuition fee in advance. Students who can enter Hungary without a visa are required to pay a so called seat reservation fee as determined in the LOA. These amounts must be paid within two weeks after recei-ving the LOA. The University cannot guarantee seats for students who submit their payment after the deadline. The LOA in this matter shall only be valid in the academic year of its issuance and shall be deemed as an official – that is leg-ally binding – agreement between the Applicant and the University. With the exception of a rejected visa application, no refund may be requested concerning the tuition

fee paid by students classified asthird-country nationals requiring a visa to enter Hungary (hereinaf-ter: Visa-bound Students). The seat reservation fee paid by these students – and also by any other University student –, in principle, shall not be refundable. The only exception in this matter shall con-cern those cases when a particular student provides a written proof of his/her visa application being rejec-ted by authorities or if exceptional circumstances, such as a serious disease, accident or injury, justifya request of such nature, and the student affected provides a written proof of this – including compre-hensive medical documentation – verified by the medical examiner appointed by the University.

Students of the Medical Prog-rams are allowed to pay their tuition in two installments prior to registration at the beginning of each semester. Transfer and Visa- bound Students are obliged to pay the total amount of their previously defined yearly tuition in one ins-tallment prior to registration at the beginning of each academic year.

Note: Since foreign exchange restrictions make refunding very expensive in Hungary, please do not remit more money than required.

Please note that bank cheques and cash payments are not accepted.The tuition fee can be paid in USD, EUR or in any other currency - the exact amount should be defined by the student’s bank using the daily exchange rate and it should be the equivalent of the tuition fee given in USD. The transferred amount may vary due to bank charges or exchange rates.

3.3. Rules concerning refund possibilitiesRefund of the seat reservation fee / first year tuition fee:With the exception of a rejected visa application, no refund may be requested concerning the tuition fee paid by students classified as third-country nationals requiring a visa to enter Hungary.

No refund of the tuition fee is to be paid in case of false or falsified documents used by the student during the admission and/or the visa procedure. Furthermore, the seat reservation fee paid by the students in principle, shall not be refundable. The only exception in this matter shall concern those cases where a particular student provides a written proof that their visa application was rejected by authorities or if exceptional circumstances, such as a serious disease, accident or injury, justify a request of such nature, and the student affected provides a written proof of this – including comprehensive medical documentation – verified by the medical examiner appointed by the University.

Refund after registering to the university:In the event of the discontinuation of the legal relationship between the University and the student for any reason whatsoever, or in the case of an overpayment made by the student, the student may demand a refund according to the following regulations: (The following does not apply for freshman from a VISA-bound country).In case the student terminates his/her student status or if his/her student status gets terminated for any reason whatsoever, each started month of the respective semester the student was enrolled in shall be taken into account when calculating the extent of the refund due. Nevertheless, the University shall not issue any refunds concerning overpayments made by students unless the particular student has been removed from the University register definitively. The tuition concerning the BMC I and II Programs shall only be refundable prior to the halfway of each course – that is 4.5 months and 3 months, respectively and pro rata temporis.

APPLYINGFOR A VISA

4.

Visa supporting documents can only be issued by the University after the yearly tuition fee has been paid in its entirety and credited on the UD’s account. It is recommended to submit the Visa application as soon as the students have received their letters due to the duration of the process.

Visa supporting documents are the following: Original Letter of Acceptance, original signed and sealed Visa supporting letter in Hungarian issued by the University of Debrecen, addressed to the Embassy and the draft version of the Health Insurance Contract.

Students required to apply for a Visa entitling them to a residence permit, can only obtain this type of Visa (D-type) in their country of origin or at the Hungarian Embassy closest to their place of residence; it cannot be arranged in Hungary. The following documents are sent to the student by the University concerning the Visa application by express delivery:

1. RESIDENCE PERMITThe student needs to collect his/her residence permit at the Immigration Office in Debrecen upon arrival. The required documents are provided during registration.

Residence permits are to be renewed one month prior to their expiry. All changes in accommodation are to be reported within 3 working days to the Immigration Office and the CCIE. It is possible to book an appointment to the on campus branch office of the Immigration Office.

Please find more information on the edu.unideb.hu website. If one’s passport is lost or stolen, the Immigration Office in Debrecen must be contacted for temporary documents, otherwise the student will not be allowed to leave the territory of Hungary! For more information, please, visit the website of the Hungarian Embassy in your country.

HEALTH ISSUES 6.1. Regular Medical Health Examination for International Students Medical Check-upThe vaccination and obligatory medical check-ups are regulated by the Hungarian law and the University of Debrecen. Furthermore, it is required to have medical tests carried out before the medical insurance card is validated.

The following documents must be presented at registration:• Medical Certificate (filled out, signed, and stamped by a registered doctor in English): It includes information about the student’s general health, immunisation, serology, blood and

urine test, tuberculosis etc. The required results need to be attached as well.• Health Questionnaire (filled out by the student):• International Vaccination Booklet or Vaccination Report

Missing examinations, investigations or vaccinations can/will be completed at the International Occupational Health

Service of the UD. Any additional cost incurred might be borne by the student.

In justified cases, the Occupational Health Specialists of the UD may ask students

to take additional tests and examina-tions (e.g. chest X-ray).

Students undergo in regular physical examinations and health check-ups with Occu-pational Health Specialists of the UD, which depends on the subject of study (Medical School students, Profession-al Pilot students).

6.2. „Studium” Health and Travel InsuranceInsurance is provided for students who paid for the tuition fee and registered. Students can only register with a valid health insurance (no travel insurances are accepted). Studium Health Insurance is compulsory for all students who need a visa to enter Hungary, except for the Stipendium Hungaricum Scholarship holders.

The University health insurance is valid for one semester and for the duration of the travel to Hungary, it is a precondition for course registration as well. This insurance is valid in all European countries as well as in Tunisia, Egypt, Cyprus, the Canary Islands and the areas of Turkey outside of Europe.

The health insurance covers the costs of the insured person’s necessary medication and medical treatment arising from illness or accident. The insurance covers only the costs of medical treatment carried out at the clinical departments of the University of Debrecen – or at other health institutions to which the patient is referred to the University of Debrecen, however emergency treatment is covered throughout Hungary.

The costs of the insurance and the compulsory medical checkup are included in the tuition fee.

From the second semester on, there will be no physical health insurance card as students will have a digital version that can be downloaded in pdf format from the student administration system (SAS).

Students can only register with a valid health insurance (no travel insurances are accepted). Studium Health Insurance is compulsory for all students who need a visa to enter Hungary.

SCHOLARSHIPSAND DISCOUNTSERASMUS AND UNIVERSITY SCHOLARSHIPS/DISCOUNTS• Fee-paying international students can apply for a place in the Erasmus mobility program the

same way as Hungarian students to spend one or two semesters abroad at one of our partner universities.

• From the 2nd year of their full degree studies onwards, registered full time students who achieve a grade average of 4.5 (or 4.0 in case of non-medical programs) or higher in each of the previous two consecutive semesters may be eligible for a tuition fee reduction. Tuition may be reduced by up to 20% for a maximum of 20% of the eligible students each year.

• Students excelling in sports are entitled to a sports scholarship.

STIPENDIUM HUNGARICUM SCHOLARSHIPThe Hungarian government provides the Stipendium Hungaricum academic scholarship for international students.  Stipendium Hungaricum full scholarship includes: • Free tuition for the entire duration of studies. • Monthly grant for students of Bachelor, Master or PhD program. • Contribution to accommodation • Free medical insurance for the entire duration of a BSc, MSc or PhD program.

Selection procedure: First: nomination of Sending Partner:The Sending Partner pre-selects the submitted applications and sends a nomination and a reserve list to Tempus Public Foundation (hereinafter: TPF), who manages the programme. Second: the institutional evaluation:• TPF forwards the nominated applications to the University of Debrecen• The University of Debrecen conducts the formal check and informs the formally correct

applicants about the details (date and method) of the entrance exam/interview. • The university forwards the result of the entrance procedure to TPF. Third: decision about the scholarship:The Board of Trustees of TPF awards the scholarship and informs the applicants about the result. Possible tuition fee reductions Alumni discount: Sudents of the Non-Medical Programs who have graduated from the University and decide to pursue further studies at the institute are entitled to a 10% discount from their annual tuition fee.

Family discount:In the case of Medical and Health Science Programs:At least three siblings of who pursue studies at the University and have an active student status are entitled to a 10% discount from their annual tuition fee each. (Students have to apply for this reduction in each semester.)

In the case of Non-Medical Programs:Siblings and spouses both of whom pursue studies at the University and have an active student status are entitled to a 10% discount from their annual tuition fee each; the discount shall be available until at least two of the siblings or both of the spouses have an active student status at the University.

REGISTRATION AT THE UNIVERSITY OF DEBRECEN

Students have to  participate at a freshman orientation and they must  officially register at the beginning of the academic year. The exact date, place and format of the orientation and registration is communicated to the students in advance (usually indicated in the acceptance letter already). 

Students will receive a “welcome package” including all information about the university life and students’ tasks for registration (timetable, residence permit documents, etc.)

The following documents are needed for registration:• passport• originals of school certificates/documents with English translations• 1 passport photo• medical documents (Medical certificate, Health Questionnaire, vaccination booklet)

STUDENT EMPLOYMENTOPPORTUNITIES AND WORKING IN HUNGARY AFTER GRADUATION

Those owning a residence permit for study purposes does not have to apply for a residence permit for the purpose of gainful activities for his/her employment during the time of his/her studies. Furthermore, full-time students in Hungary do not have to apply for a work permit for the duration of the students. A third-country national with a residence permit for the purpose of studies is allowed to perform gainful activities for a maximum of 20 hours a week during the semester and a maximum of 90 days or 60

Please note that student work in Hungary cannot be considered as a solution for sustenance during studies. Most of the student work possibilities in Hungary require proficiency in Hungarian and the salary is rather low so students cannot rely solely on these earnings. Furthermore, in case of students who require a student visa to enter Hungary, one of the visa requirements is the proof of available funds for the period of studies, thus they are required to possess sufficient funds even before arrival. The same applies for students who have received their diplomas and are looking for a full time job in Hungary: most jobs require proficiency in Hungarian.

FREQUENTLY ASKED QUESTIONSHOW LONG DOES THE ADMISSIONS PROCESS TAKE? 

In case of non-medical programs it takes about a week or two depending on the decision of the specif ic faculty the student

has submitted his/her application to and whether he/she has to take an entrance examination or not. In case of medical programs, it depends on several factors: for students submitting a regular application a reply should be expected within 2 days after which the applicant needs to take an entrance examination; the result of the examination is disclosed right after the examination.

For students applying for credit transfer it may take several weeks until the responsible committee finishes the procedure regularly

conducted in these cases.

HOW EARLY SHOULD A STUDENT APPLY?Application deadlines differ based on which program you are interested in. To avoid any missed deadlines we strongly encourage prospective students to submit their applications at their earliest convenience.

CAN A STUDENT DEFER THEIR ADMISSION?The applicants can request to postpone their studies for a maximum of one year in written form. In case of medical programs, this is only possible within one month after the entrance examination and by paying the seat reservation fee defined in the Letter of Acceptance. If the student fails to register to the university within the given period, he/she can only start his/her studies after successfully passing a new entrance exam and completing the payment and fulfilling other terms and conditions specified in the new Letter of Acceptance.

ARE STUDENTS REQUIRED TO LIVE ON CAMPUS? Students are not required to live on campus, but student hostels are available for this purpose for foreign students. Application for a dormitory place is part of the pre-registration process in case of the non-medical programs. Please inform us about students who need a dormitory place. Students of medical and health sciences programs shall contact the dormitories directly.

Dormitory application forms will be sent out by our admission coordinators or by the dormitories.

WHAT IS AN ENTRANCE INTERVIEW? Only an entrance interview is required for those students who apply for BSc in Physiotherapy, BSc/MSc in Public Health, MSc in Molecular Biology, MSc in Complex Rehabilitation, MSc in Health Social Work programs. The interview is more personal than scientific, focusing on the applicant’s English skills and motivation. 

For transfer students the interview contains scientific questions as well in order to evaluate the applicant’s knowledge certified in the transcripts.

IS THERE MENTAL HEALTH COUNSELING AVAILABLE FOR INTERNATIONAL STUDENTS?Yes, the University provides mental health counseling to its international students if needed. For more information and booking an appointment, please visit the DEMEK Mental Health Services website: https://demek.unideb.hu/en

SHOULD A STUDENT SPEAK HUNGARIAN?The language of instruction is English, although medical students will learn some basic Hungarian in order to communicate with parents during their clinical practice. Stipendium Hungaricum Scholarship students are required to study some Hungarian language and culture (as a subject) in the first year. Of course it is possible for everyone to attend a Hungarian language course if they wish to.
