United States Department of Agriculture Foreign Agricultural Service Circular Series FG 09-07 September 2007 Grain: World Markets and Trade Approved by the World Agricultural Outlook Board - USDA Prices of all major grains have surged over the past year. U.S. wheat prices reached record highs at $334/ton fob as a result of tightened supplies from major exporters (EU-27, Canada, and Ukraine), concerns about crop prospects in Argentina and Australia, and fears of Russian export restrictions. Despite high prices, global demand has not subsided and the current export pace for the United States is a blistering 23 percent higher than last year. Tightening exportable barley supplies have caused prices to jump 25 percent in the past month ($80/ton) to $350/ton (fob, Northern Europe) as Ukraine kept its trade ban and Russia is considering imposing export restrictions. In contrast to wheat and barley, historically high corn and sorghum prices are demand driven, largely by the EU. Prices have softened in recent weeks with expectations of a larger U.S. harvest. Corn price dynamics may change, however, if Brazil's surging export sales become constrained by limited exportable supplies and if Argentina continues restrictions on new-crop corn sales. Early season U.S. sorghum sales have already reached an unprecedented 2.6 million tons, nearly 4 times larger than this time last year. Much of these sales are expected to go to the EU, where import licenses are already 500,000 tons ahead of last year’s pace. Approved by the World Agricultural Outlook Board - USDA

Prices of all major grains have surged over the past year. U.S. wheat prices reached record highs at $334/ton fob as a result of tightened supplies from major exporters (EU-27, Canada, and Ukraine), concerns about crop prospects in Argentina and Australia, and fears of Russian export restrictions. Despite high prices, global demand has not subsided and the current export pace for the United States is a blistering 23 percent higher than last year. Tightening exportable barley supplies have caused prices to jump 25 percent in the past month ($80/ton) to $350/ton (fob, Northern Europe)as Ukraine kept its trade ban and Russia is considering imposing export restrictions.

MONTHLY HIGHLIGHTS: Skyrocketing U.S. Export Pace

through August 2007

Skyrocketing U.S. Export Sales Pace* vs.

Eight Year Average**

PRICES: Tight Domestic Supplies

Export Sales Soar to Extreme Highs: In recent months, U.S. exports have climbed on importer concerns about record prices and tight exportable supplies from major exporters, many of which experienced severe weather conditions ranging from drought to heavy rains and frost. Supplies are inversely related to prices, which have recently shot to historic levels. These dynamics have spurred higher early-season U.S. wheat purchases by major importers such as Egypt, EU-27, Yemen, and Iraq. Many buyers have bought forward because they expect prices to continue to rise. The United States has sufficient supplies to cover some of this surging early-season import demand. Later in the year, if the foreign supply situation continues to tighten, the United States may be able to provide additional exports, despite a tight balance sheet, in certain classes such as SRW and HRW.

PRICES: Domestic: For August, wheat prices for all classes surged on continued strong global import demand and production concerns in Argentina and Australia. For the month, Hard Red Winter (HRW) rose $38 per ton, Hard Red Spring (HRS) rose $32, Soft Red Winter (SRW) rose $50, and Soft White (SWW) rose $43.

RICE: WORLD MARKETS AND TRADE PRICES: Nominal Rice Quotes – 2002 to Present International: Thai quotes are down $4 from last month to $330 per ton, FOB, reflecting a weaker Baht and the possibility of more exportable supplies from the government stocks release. Nominal quotes out of Vietnam are at $312 per ton, FOB, due to the export ban.

COARSE GRAINS: WORLD MARKETS AND TRADE MONTHLY HIGHLIGHTS: Coarse Grain Trade Hits Record: Coarse grain trade for 2007/08 has been raised by over 4 million tons this month to a record 115 million (corn trade is up 3.7 million tons to a record 90 million). Trade in coarse grains has expanded over 13 million tons over the past 4 years, led by corn. Global demand for feed grains has been outstripping production and U.S. corn exports have filled the bulk of this additional demand. PRICES: Domestic: August export bids for U.S. #2 yellow corn averaged $152 per ton, up $5 from last month. Prices have softened from early-season highs, but export sales remain strong and demand for EU-27 GMO-free feed grains will allow U.S. corn to backfill new markets. International: Tightening foreign barley supplies and surging prices have boosted U.S. export sales to triple last year's level. Though the U.S. is only a small barley exporter (3 percent of world trade) the sharp rise in early-season demand is indicative of tightening global feed grain supplies and escalating prices. In the past month world barley prices have jumped $80 per ton (25 percent) to a record $350 (fob Northern Europe). Ukraine (16 percent of world exports) has a poor crop and therefore imposed export restrictions to ensure that there are sufficient domestic supplies to dampen internal prices. In addition, traders anticipate Russia will also impose export restrictions in the next few months. Finally, Australia, which normally supplies one third of world exports, is facing lower crop prospects and depleted old crop exportable supplies.

TRADE CHANGES IN 2007/2008 Selected Exporters

• United States corn is up 2.5 million tons to 57.0 million. Global demand for feed grains remains strong amidst a lack of corn export competition.

• Brazil corn is boosted 1.0 million tons to a record 8.0 million mainly because of a large

feed grain deficit in the EU-27. (It is also raised 1.0 million tons to 7.5 million for 2006/07).

• Paraguay corn up 200,000 tons to 1.2 million with strong exports to the region.

• Australia barley is down 500,000 tons to 4.5 million due to a cut in production.

• Canada barley is up 600,000 tons to 2.0 million, the highest in over a decade, due to

bolstered production and fierce international demand.

• United States barley is boosted by 50,000 tons to 500,000 in light of tight global supplies of barley.

• United States sorghum raised by 600,000 tons to 5.6 million, the highest in over 5 years,

due to strong demand for GMO-free feed from the EU-27. Selected Importers

• EU-27 corn is up 2.0 million tons to a record 8.0 million because of tight supplies of feed grains and feed-quality wheat.

• Israel corn is up 300,000 tons to a record 1.5 million with large new-crop sales in light

of tight supplies of feed-quality wheat.

• Turkey corn is raised 200,000 tons (to 200,000) because of a reduced barley crop. Barley imports are up by 225,000 tons to 250,000.

• EU-27 sorghum soars by 500,000 tons to a record 1.5 million in light of import

registrations and increased feed demand.
