IT’S TIME TO clEaN uP!!Hello Everyone. Every year I send out approximately 300 letters of viola-tion. Consider this article as one mass letter to everyone. It’s time to clean up your property. If you can look out of your front, side, or back window and you see weeds, trash, debris or an accumulation of junk that either needs to be put away out of sight or thrown away, please clean it up. Backyards, as much as the front and side yards need to be cleaned up so they are not an eyesore to the neighbors. Dead trees need to be cut down and hauled away. The weeds in the ditch need to be mowed or pulled or sprayed as they are the responsibility of the property owner. If you own rental properties (and several people who live here do), please go check your property on a weekly basis and make sure the renter is not in violation. We do not send letters to renters. The letters go the property owner since the owner is the responsible party. If you are a renter and you are reading this article please be responsible. The following additional Board Members were present: Jen-nifer Lynch, Mary Kloeppel, Donna Chisum, Don McGlamery, and Sandra Downs. Bob Heise was not present.MINuTES:Brian Biggs made a motion to accept the July 17, 2018 minutes without reading. The mo-tion was seconded by Donna Chisum and passed unanimously.TrEaSurEr’S rEPOrT: Don McGlamery noted that the finances are on track, with the exception of an overrun on the front entrance water repair. Don also noted that escrows were on track for what was anticipated. Don transferred $15,000 from unallocated reserves into the working budget to cover the 2018 $10 dues rebate.OFFIcE MaNaGEr’S rEPOrT: Don McGlamery said that Bob Heise called to say that he had additional family issues that might prevent him from attending the September meeting. Don asked the Board if they would be willing to excuse Bob’s absence. The Board indicated that they would be willing.cOMMITTEE rEPOrTS:architectural: Gracelyn Palmer – 2 permits were issued in July: 1 sunroom and 1 shed.Budget & Finance: Don McGlamery – No report.Building & Grounds: Don McGlamery – The landscaper has been working on remov-ing weeds.cc&rs Enforcement: Mary Kloeppel/Gracelyn Palmer – Marge sent 28 letters out for various violations. Many members have already complied.Community Enhancement: Don McGlamery – The front entrance repair has been com-pleted at a cost of $23K. We are waiting for the final approval letter from the state and will then submit the bill to our insurance company for reimbursement.community relations: Brian Biggs – Josh Goldman, Community Health Educator with Yavapai County Community Health Services, will be coming to the October General Membership meeting to talk about the opioid epidemic and to speak to residents regard-ing proper medication disposal, healthy habits, etc.Events & recreation: Donna Chisum – Donna set up a Cliff Castle Casino event where the casino will pick up a number of residents, take them to the casino, and then return them later in the day. A minimum of 40 people needs to sign up to hold the event. Please contact Marge at the POA office to sign up and prepay $15 by check made out to “Donna Chisum” to join the event. Checks will be returned if the minimum of 40 people is not met. The casino will reimburse each participant with $25 in Casino Dollars. The bus to the casino will meet at 9:30am at  the POA Office on September 25 and will return by 4pm.Health & Safety: Mary Kloeppel – Mary asked Yavapai County about three requests from members: 1) Can a bike lane be painted on PCC Blvd, 2) Can ‘Children at Play’ signs be posted by the County, 3) Can a walking trail be installed in the median of PCC Blvd. Yavapai County responded that none of the three can be implemented for various code and insurance reasons.Nominating committee: Donna Chisum – Donna is working with Marge to prepare for the upcoming election.uNFINISHED BuSINESS•  Accept Attorney’s Resolution Regarding By-Laws Question:•  Brian Biggs reminded the membership that the PCC attorney was contacted to deter-

mine whether there would be a violation of the By-Laws if a Board member purchased space in the newsletter using personal funds to promote information regarding the ac-tivities of a board committee. Brian read the response from the attorney which stated in part that “individual directors should not take action on behalf of the association by themselves unless authorized in the Association’s governing documents, by state law, or by the Board.” The attorney also drafted a notice to the same effect and suggested that the Board adopt the notice, and that each Board member sign the notice. Brian Biggs made a motion to adopt the notice and have each current and future Board member sign the notice. The motion was seconded by Don McGlamery and passed with Jennifer Lynch, Brian Biggs, Gracelyn Palmer, Don McGlamery, Mary Kloeppel, and Sandra Downs vot-ing For. Donna Chisum abstained.•  Brian Biggs noted that there is a concern about the existing ‘Beautification Committee’ (which is not a formal PCC-POA committee and is not being chaired by a PCC Board member) having the appearance of acting on the behalf of the PCC Board and thus poten-tially opening up PCC to the legal problems as noted in the letter from the attorney. Brian Biggs made a motion to have the following paragraph published in the minutes as well as on the home page of the PCC POA website to clarify that the Beautification Committee is not acting on the behalf on the PCC Board. “While the Prescott Country Club Property Owners Association (PCC-POA) is very interested in improving PCC and believes that the so-named ‘Beautification Committee’ may have excellent ideas, the PCC-POA does not authorize, condone, approve, consent to, or otherwise affirm the discussions related to or the actions taken by the Beautification Committee. The Beautification Committee and its associated social media, email, letters, publications, web pages, etc. are the sole, private representation of Amy Bentley and other Beautification Committee members and participants. Any ideas brought forth through the Beautification Committee have no bind-ing affect or representation on the PCC-POA unless they are first discussed and approved by the PCC Board of Directors and/or by the PCC Membership through the procedures set forth in the CC&Rs and By-Laws.•  RADAR Signage: Al Zielinski provided an update to the RADAR signage. Al has been corresponding with Dan Cherry, Yavapai County Public Works Director. Dan noted that the County has purchase four RADAR signs and has been testing one sign in PCC during the month of August. So far, the sign has been placed in three locations on Manzanita, Turquoise, and Old Chisholm. The County is sharing the RADAR data with YCSO. Dan indicated that if PCC wanted to purchase a RADAR sign that is dedicated to PCC, then they would need to purchase the same sign that the County has purchased, which is from Traffic Logix at a cost of $4,922. PCC would then need to donate it to Yavapai County who would accept the donation via formal action with stipulations agreed upon by the County and the POA Board. Don McGlamery made a motion to purchase a Traffic Logix sign and related accessories at a cost of $4,922, and donate it to the County for use in PCC. The motion was seconded by Brian Biggs and passed with Jennifer Lynch, Brian Biggs, Gracelyn Palmer, Don McGlamery, Donna Chisum, and Sandra Downs voting For. Mary Kloeppel abstained. After the motion discussions occurred regarding the risk of pur-chasing and donating the sign prior to determining the ‘stipulations’. Brian Biggs made a motion to cancel the previous motion in order to have time to determine the ‘stipulations’ that would be mutually agreeable to PCC and the County. The motion was seconded by Don McGlamery and passed unanimously. Brian Biggs agreed to ask Don Cherry to at-tend the October General Membership meeting so that the Board and membership could discuss the signs firsthand.•  Update on Beautification Meetings: Amy Bentley provided an update on the Beautifica-tion Committee activities. The committee is reviewing the various items that people re-quested on the survey. Regarding the item requesting to restrict rental properties, polling is roughly 5 to 1 against any restrictions. Regarding sidewalks, there is strong interest, but this would be a very long-term goal. Regarding changing the CC&Rs to restrict parking on landscaping, the item is still being investigated. There will be a Neighborhood Watch Meeting on Monday, August 27 at 6pm at the POA to discuss the possibility of setting up a Neighborhood Watch. There will be a Pot Luck on September 22nd from 3pm-8pm at the POA. Both the Neighborhood Watch meeting and the Pot Luck are sponsored by the Beautification Committee.NEW BuSINESS:Fill Board position vacated by Amy Bentley: Gracelyn Palmer noted that there were no applicants to fill the open Director position. There were no applicants at the meeting, so the position remains open.Cliff Castle Casino: See the Events and Recreation Committee notes above.Bid POA insurance: This item is postponed until 2019Bid Median contract: This item is postponed until 2019

Just what are the deadliest of all earthly predators? If you had envi-sioned a 25 foot python, a foot long rat, or omnivorous grizzlies, you may be in denial. Here’s a hint. Check your mir-ror. It’s not the biggest, hairiest, most powerful, or cleverest tracker. It does, however, possess one precious weapon that nominates it the undisputed master over all earthly creatures. Apologeti-

cally, I must confess I also have one of them—a human brain.I can’t fathom any other predators as unpredictable as hu-

mans. We have the astonishing skill to surgically repair, then prolong our human lives, even lovingly nurture a dying little puppy back to health. We’ve developed a juggernaut of weap-onry capable of exterminating all earthly creatures. We are ca-pable of virtually preserving lives well beyond death’s natural causes or killing any life form in less than a few seconds.

We humans are the only species capable of preserving or eliminating all life on earth. History clearly suggests that, al-though we occasionally need to kill other humans in defense of our family or our nation, we also kill others we have arbitrarily labeled as “the bad guys.” Ironically we even tend to kill other animals, including reptiles, for equally spurious reasons. They threaten our property, they’re dangerous, etc.

We humans have a rare talent of justifying practically ev-erything we do. Along with a questionably sustainable world

population of over seven billion, we humans use a dispropor-tionate share of land which also translates into less sustainable land for those vulnerable critters we’re supposed to care for. So, rather than learning to coexist with them, or at least relo-cate them, we kill many of them because there are too many invading our lives and property. I’ll bet some of you believe that’s the way it should be, while for me, I sure hope not.

Perhaps as I age, killing any innocent creature becomes too personal. I’ve observed those javelinas wander by our fenced PCC property for eleven years now. I have always looked for-ward to their funny appearance, grunts, family groupings with cute babies, and their shy, tiptoe retreat from people. Sure, once in a while an animal may bite or even kill a human, which, compared to humans, is a genuine rarity.

Our ostensibly more primitive animals and reptiles seem to be much more humanely predictable than we are, perhaps be-cause they instinctively comply with those predictable aspects of nature. Although, in human terms, animals haven’t cogni-tively advanced much beyond a three or four-year-old person, they are the consummate good parents. They loyally nourish their offspring’s mind and body with plenty of affectionate licks, caresses, and intense role model type training before re-leasing them to survive on their own. Maybe it’s about time for humans to immolate such parental behaviors.

I have been seeing a lot of clients recently in my Reiki practice who have been overwhelmed by anxi-ety. Sometimes anxiety comes about because of a sud-den change in our life circumstances such as the death of a loved one, a divorce, menopause, or things feel out of control in our lives.

Anxiety triggers can be different for each person. Here are some common triggers: stress, health con-cerns,  financial  challenges,  negative  thinking,  social events, being in crowds, medications, or skipping a meal. Anxiety can be very debilitating. When it hap-pens we feel that we have no resources to get out of it. How can we learn to manage anxiety or even get rid of it?

Many people with lifelong anxiety issues, I would recommend working with a counselor or therapist to find ways  to deal with  the  root  issues causing  the anxiety. For those where the anxiety started from one of the issues listed in the paragraph above, there are many techniques that I would recommend to manage or eliminate anxiety.When it first starts, begin questioning it right away, 

“Are these feeling based on anything that is real?” Keep asking this question. This will keep the anxiety from tak-ing over. This is a first line of intervention so that the anx-iety does not snowball into something unmanageable. EMDR – Eye Movement Desensitization and Re-processing is a psychotherapy treatment that was ori-ginally designed to alleviate the distress associated with traumatic memories. Please enjoy this month’s tidbits of knowledge. We are lucky to live in a dark-sky area where the heavens can shine through. I hope you enjoy the sky and perhaps learn a thing or two. Happy star gazing!

as Water on Mercury – That sounds like a ye olde saying, as in

“You have as much hair on your head as water on Mercury.” It turns out that there is water on Mercury. How can water be found on a planet that is so close to the Sun? Tempera-tures on Mercury can top out at 800 degrees Fahrenheit, but only on the day side. The night side is a cool minus 280. That’s even cold for North Dakotans! Mercury was once thought to be tidally locked to the Sun, like the Moon is tidally locked to the Earth, rotating just as fast as the orbit and always keeping the same face to the Sun. In 1965, as-tronomers finally determined that Mercury turns three times for every two orbits, so one Mercury day is two-thirds of a Mercury year. Thus every part of Mercury is exposed to searing temperatures. Where is it cold enough for ice then? At the poles. The ice sits inside craters at the poles, deep down where the sun never shines. So the next time some-one teases you about your hair, you can tell him you have a

lot of it, but it’s deep down in the craters.Blue Shift, red Shift, It’s Not all Politics – We all know

that Wisconsin has made a red shift and California is turn-ing violet (Hint: ROYGBIV), but what does that have to do with stars? Well stars emit light at many wavelengths. The wavelength is measured from the crest of one wave to the crest of the next wave. In the visible spectrum, as the wavelengths spread apart, the light turns red. As the wavelengths get narrower, the light turns blue. Stars emit a primary wavelength based on how hot they burn. You can look up Wien’s Law if you want to be really geeky. Hotter stars appear blue, colder stars appear red.  Unless.  Unless, the star is moving quickly towards us or quickly away from us. If the star is moving towards us, the wavelengths will appear to be narrower than they really are. The light shifts towards the blue side – a ‘blue-shift’. If the star is moving away from us, the wavelengths will appear to be wider than they really are. The light shifts towards the red side – a ‘red-shift’. You can witness the same effect as an ambulance ap-proaches you and then passes you. The siren’s wavelengths will be a higher pitch as the ambulance approaches and a lower pitch as the ambulance moves away from you. Of course inside the ambulance, the pitch stays constant, but you are probably not thinking about that.

Update from the BeaUtification committee, amy Bentley

HElP WaNTED  The beautification Committee is seek-ing 5 people to run for the board who are interested in branding our community as one of the top HOAs in the area in which to live. Besides the normal operations of the board of budgeting, maintaining re-cords, and repairing common areas, we are looking for people who want to form strong committees who will help with the mission of achieving a higher quality of life and increasing property values. The POA currently has the following com-mittees; Architectural Compliance, Budget and Finance, Buildings and Grounds, CC&R Enforcement, Community Enhancement, Community Relations, Events and Recreation, Health  and  Safety, Nominations,  and Office  Supervisor. To help our cause, we need people with strong leadership skills to run for the board who will head the following committees...•  CC&R Enforcement- We have the documents that say that areas must be kept up but currently there is not an organized committee that inspects and follows up. Along with this com-mittee we need a subcommittee of volunteers that will help those that are unable to do the weeds/clean up themselves due extenuating circumstances. The goal is not to be a police state but to be a community of people helping people.•  Community Enhancement- We need a committee that can bring some community wide projects together like sidewalks

so the membership can vote on improve-ments. It is time to stop refunding the $10 of excess dues and put it to work improv-ing our community.•  Community  relations- We  need  people who can bring the message and goals of the board to the membership and articulate

the concerns of the members back to the board.•  Events and Recreation- We need a “social director” who can survey the members on what types of events they would like to see and follow up by making those events happen. •  Health and Safety- We need someone who can take the lead in building the Neighborhood Watch program as well as work-ing with the Sheriff’s department on addressing the continuous speeding issue. Time is always a concern when taking on such large respon-sibilities but if each committee can get many volunteers then the amount of work is substantially reduced. The more people we have participate, the less time spent per person and the more likely we are to succeed at our mission of beautifying the POA. Jewelry Care Tips

It’s simple to keep your jewelry looking its best. Start with a soft toothbrush (battery-operated ones are great) and plain dish detergent

(like original, blue Dawn). For very dirty or tarnished pieces, I use Jewel Brite Jewelry Cleaner or Tarnish Remover. Both are biodegradable and safe for most metals, gems and gemstones including pearls.

For gems set in prongs, as in rings, pendants or brace-lets, use a toothbrush and either dish detergent or Jew-elry cleaner. Wet the toothbrush, add a tiny bit of deter-gent or Cleaner, and gently scrub your jewelry. Work the brush between the setting and the gems. Rinse with warm water, dry with a soft cloth, and see your gems sparkle.

Pearls require special care to keep their luster. They should be the last thing you put on and the first thing you take off. Avoid getting make-up, perfume or hair-spray on your pearls. After taking them off, wipe them with a soft cloth to remove skin oils, cosmetics and dust. If they look dull, wipe gently with a damp cloth.

Never use detergents, toothbrushes, scouring pads or steam or ultrasonic cleaners.

For gemstone, glass and crystal bead jewelry simply wipe with a damp cloth. If the piece is very dirty, wet a soft cloth, add a tiny bit of Jewelry Cleaner or deter-gent, wipe the piece, and rinse by wiping again with a cloth dampened with water.

For sterling silver, copper, brass, bronze or gold, swish your jewelry in Jewelry Cleaner, let it sit a bit, rinse with warm water, and dry with a soft cloth. For really tarnished pieces, wet the toothbrush, pick up a bit of Tarnish Remover, scrub gently, rinse with warm water, dry with a soft cloth and your metals will gleam. I use Renaissance Wax to provide a barrier between the metal and your skin as well as to retard oxidation (a.k.a. tarnish). You can get similar results using a light coating of paste wax.

Finally, don’t use toothpaste to clean your jewelry. It contains abrasives and may leave scratches.

You are under contract to make a home purchase and your lender notifies you  that  the appraised value came  in  less  than your contract price. What do you do?

You have several options. You can accept the appraised value and pay the difference. You can go back to the seller and re-negotiate the price. You can cancel the transaction. You can appeal the value.   Under certain circumstances, your lender can request a second appraisal.

The one thing I tell my clients when faced with this situation is that everyone has to win and feel good about the outcome. The appraised value is just ONE person’s opinion of what the property is worth. Another Appraiser could come up with something completely different.

It’s important that you keep emotion out of the problem solv-ing process. Experienced Realtors will know after reviewing an appraisal whether the appraiser gave a fair estimate of value. If the Listing Realtor and Buyer’s Realtor agree on this, then it’s easy to work through the options listed above.

It’s when the Realtors and even the Lender disagree with the Appraisers opinion of value, that filing an appeal or even getting a second appraisal completed, become good options. It’s always best to first appeal the value.  This requires a writ-

ten report submitted to the Appraiser by the Lender’s underwrit-er.   Usually the listing Realtor will provide additional informa-tion to support the list price. This will include but not be limited

Options for dealing with Low Appraised Valuesto sales data that the Appraiser may not have used, discrepancies with the sales data the Appraiser chose to use, features about the subject property that were either not considered or inaccurate, aspects about the community and location and market conditions. All of these areas impact how a value is determined.

Once the appeal is submitted to the Appraiser, they usually respond within 3 to 4 business days. They will change their price based on the information provided or they will stand firm on their original decision. Either way, they will explain why they changed the value or why they chose not to.

It’s an extreme situation where a second appraisal would be allowed. First note that the Buyer can only pay for 1 appraisal. It’s at the Lenders discretion whether a second appraisal can be performed due to strict regulations regarding the appraisal pro-cess. If they do decide a second appraisal can be completed anyone else in the transaction can pay for the report, including the seller, the realtors or the lender. With home prices continuing to rise, it can be difficult to know 

going into the transaction whether the price will be supported by an appraisal. As a Buyer, knowing how to deal with this situa-tion if it does arise, will help you make a more informed decision about whether to pay the difference or renegotiate the price.

PV Chamber report The monsoons have arrived and everyone is breathing a sigh of relief that fire restrictions have been lifted and our forests are open once again. Question: Does insurance pay for a medical marijuana card or cannabis medicine?answer: No.

A.R.S. 36-2814(A)(1) States: Nothing in this chapter requires: 1. A government medical assistance program, a private health insurer or a worker’s compensation carrier or self-insured employer providing workers’ compensa-tion benefits to reimburse a person for costs associated with the medical use of marijuana.

This chapter does not prevent insurance companies from paying or reimbursing a qualified registered patient, it just gives them an “out” so they do not need too.

Ironically, in Arizona our medical marijuana program is administered by the Arizona Department of Health Ser-vices as a medical program. In some states the program is administered by the Department of Alcohol, Tobacco, and Firearms, or by the Department of Agriculture.

Arizona AHCCCS and insurance companies are saving a significant amount of money as people stop or reduce prescription drugs choosing to use cannabis.

Some insurance companies are creating policies that cater to the medical marijuana industry. All a patient can do is to search out these insurance companies and leave

your “cannabis unfriendly” policy behind.Some  physicians  do  bill  insurance  for  an  office  visit when they complete a medical marijuana patient certifi-cation form. This is how the program should work, it is a medical program.

People with an insurance card that has a Visa logo on it, can use that card to pay for medical services including a patient card at our facility.Many people who would benefit from reducing medi-

cations by changing to cannabis to relieve the burdens on the system, are prevented from doing so, because of the out of pocket expense.

My opinion, the medical marijuana fund has 47 million in the fund. Each registered patient should be issued a check for $500 annually. This would allow them to pur-chase medicine or what they like, creating tax revenue that our state needs.
