The Reynolds Group (TRG) has been providing environmental consulng, assessment, and oversight services to Southern California school districts and commercial building owners since our founding in 1989. The Asbestos Hazard Emergency Response Act (AHERA), created in the mid-1980s, did not require school districts to invesgate exterior building components/materials. Consequently, stucco, window caulking, and roofing systems have generally not been tested for asbestos content. Also, many school districts elected to assume that certain building materials contained asbestos without actually tesng the materials. Many mes, sampling was not properly performed or did not sasfy current project needs. Prior to starng renovaon, modernizaon, or demolion work, local air quality management districts now mandate that "suspect" exterior and interior materials impacted by the project be properly tested for asbestos content. Private Property Owner – Procedure 5 Plan Emergency Response The Reynolds Group (TRG) was contracted by a property owner who had received a “Notice to Compliance” from the South Coast Air Quality Management District (SCAQMD) based on the roof replacement done in December 2013. TRG performed a limited asbestos survey to assess if the roofing debris had asbestos contained materials (ACM) impacted by the roof replacement. The survey resulted with two interior and one exterior sample containing detectable asbestos fibers. Finally, TRG prepared a Procedure 5 Plan for the property owner to address the decontamination of the interior and exterior space to be in compliance. School District – Asbestos Abatement and Renovation TRG was asked to step in for a consultant that had created a large amount of ill-will with all parties during a very high profile, multi-million dollar school upgrade and renovation project. TRG met will all parties, established clear and realistic abatement objectives, and then managed the project. The result was that asbestos abatement never became an issue on the critical path for the other construction trades, “emergencies” such as previously undiscovered asbestos were handled without incident, and our client spent virtually no time managing or worrying about how asbestos was being handled. School District – Asbestos and Lead Survey for Modernization TRG was contracted by the Victor Valley Union High School District to perform asbestos and lead surveys at portions of a junior high school within the district that were slated for modernizations. Working under tight scheduling requirements from the district, TRG successfully completed and reported the surveys within the designated time period, allowing the school district to move their projects forward on schedule. School District – Pre-Demolition Asbestos Survey TRG was contracted by the San Bernardino County Superintendent of Schools to perform asbestos surveys of select buildings that were to be demolished at four different schools within the San Bernardino County District. The asbestos surveys were successfully performed and reported within the contract budget and in less time than allowed under contract conditions. School District – 3-Year AHERA Re-Inspections TRG was hired by the Adelanto School District to perform asbestos, lead, and mold inspections to comply with the federally-mandated AHERA re-inspections every three years. TRG completed the inspection and updated the school binder of past inspections.

School District – Limited Asbestos Survey Garden Grove Unified School District contacted TRG to perform limited asbestos surveys on the roofs of various elementary and intermediate schools in the district. TRG was able to perform the investigation during school hours and provide the district a report of each school. School District – 3-Year AHERA Re-Inspections TRG was retained by the Diocese of San Diego to perform the federally-mandated 3-year AHERA (Asbestos Hazard Emergency Response Act) re-inspections. The re-inspections included 39 schools within the Diocese of San Diego. TRG completed the inspections on time and on budget. Private Property Owner – Pre-Demolition Asbestos Survey The client hired TRG to perform an asbestos survey of the interior of a vacant lease space in Hacienda Heights for ACM. TRG performed the investigation in a quick turnaround and was able to refer the client to an asbestos abatement contractor to successfully remove the ACM on the property.
