English translation from Urdu of a press release by Maulana Ahmad Nisar Baig published in the Daily Ausaf(pages 3 & 9) dated 30 June 2014:

Pir Sayyid Dildar Husayn elected President of Jama’at-e-Ahl-e-Sunnat Britain & Europe;Mufti Fazal Ahmad elected Vice President

Birmingham (Ausaf Reporter): Markazi Jama’at-e-Ahl-e-Sunnat Britain & Europe held acrucial and joint organisational meeting in which:

Pir Sayyid Dildar Husayn Qadiri (Sajjadah Nashin Darbar-e-‘Aliyah Diwan-e-Huzuri,Jhelum, Pakistan) was elected President,

Hafiz ‘Allamah Mufti Fazal Ahmad Qadiri elected Senior Vice President, Hafiz Mufti Akhtar ‘Ali Qadiri elected General Secretary, Hafiz ‘Allamah Zahir Ahmad Naqshbandi elected Treasurer, ‘Allamah Sadiq Zia elected Press Secretary, And Mufakkir-e-Millat ‘Allamah Ahmad Nisar Baig elected Spokesperson.

In the same meeting, elections were held for the Sunni Hanafi Shari’i Council in which:

Mufakkir-e-Islam ‘Allamah Pir Sayyid Zahid Husayn Shah Rizawi was electedPresident,

‘Allamah Ahmad Nisar Baig elected General Secretary, And Hafiz ‘Allamah Mufti Fazal Ahmad Qadiri elected Deputy Secretary.

There were 8 Jama’at Trustees present at this occasion. The Spokesperson of MarkaziJama’at-e-Ahl-e-Sunnat Britain & Europe ‘Allamah Ahmad Nisar Baig Qadiri stated whilsttalking to the media and conveying the details of the meeting that some very toughdecisions were taken during the meeting, thus:

Every Trustee holds one vote each. In the event of a tie (in an election result wherethe votes are evenly split between candidates), the Jama’at’s President will have theauthority to cast 2 votes (so his 1 vote will be equal to 2 votes in suchcircumstances).

In addition, “Chief Patron” (Sarparast-e-A’la) and “Patron” (Sarparast) which werehonorary positions have now been rescinded and removed because these positionsare not stated in the Jama’at’s Constitution. Therefore, all decisions madepreviously in relation to introducing these 2 positions (which were made undercertain circumstances) are now cancelled according to the Constitution.

In addition, the Spokesperson also stated that an unconstitutional meeting was convenedon 24 June 2014 and the reason for its unconstitutionality was made clear via thenewspapers which was the appeal of one Trustee Pir Sayyid ‘Abdul Qadir Jilani to the (then)President to convene a meeting which the President then considered mutually viadiscussions and consultation with the Trustees.

According to the Constitution, a request for a meeting can be made if a minimum of 2Trustees communicate this to the President and/or General Secretary however this does notgive them the right to convene a meeting and announce a date and venue. Only thePresident and General Secretary can announce a date and venue with the consensus of allTrustees or by way of majority vote.

The meeting convened on 18 June 2014 was also unconstitutional because that was notconvened by ex-President Qazi ‘Abdul Latif as he was the then joint President. Today, hehas left his position and elected a new President all according to constitutional proceduretherefore no other person can be forwarded as a Presidential candidate nor elected asPresident.

If “2 Trustees” convene a meeting and hold elections then this is nothing but spreadinganarchy and election fraud. The President did not convene the meetings of 18 and 24 June2014 therefore those meetings were unconstitutional and hold no value and importancewhatsoever. In contrast, the President jointly convened a meeting on 28 June 2014 and themeeting agenda was forwarded to all Trustees beforehand.

The Spokesperson for Markazi Jama’at-e-Ahl-e-Sunnat Britain & Europe further stated that if“2 Trustees” insisted on convening a meeting on 18 June 2014 then they should have firstlyapproved a movement of non-confidence in the President and General Secretary whichwould have been in accordance to the Constitution. After this, they could have announceda new President and organisation with a clear majority however in the presence of aPresident and general secretary, announcing a new President and general secretary isunconstitutional. This is like having 2 prime ministers for the same country!

‘Allamah Ahmad Nisar Baig Qadiri further stated that a “third group” issued a press releasein the newspapers announcing that they had expelled a person named Ahmad Nisar Baigfrom the Jama’at. In response, the Spokesperson highlighted Article number 10 from theJama’at’s Constitution and read the relevant paragraphs detailing the procedure of expellinga Trustee from the Jama’at according to which if:

Anybody abandons the Sunni creed, Loses his mental and cognitive balance, Becomes of ill-health, Or does not attend Jama’at meetings consecutively for 18 months then such a

person would qualify to be expelled from the Jama’at unless he resigns himself.

None of the above reasons are found in Ahmad Nisar Baig therefore his expulsion is eitherdue to ignorance of the Jama’at’s Constitution or another reason. Even the 8 Trustees whoattended today’s meeting do not have the authority to expel anybody from the Jama’at.

This meeting also reinforced the decision taken by the Jama’at on 2 December 2013wherein according to subcategory 3 (of the Jama’at’s 2 December 2013 meeting minutes)

the Jama’at’s President stated to attendees that Mufakkir-e-Islam ‘Allamah Pir Sayyid ‘AbdulQadir Jilani was attempting to form a new Jama’at and was subsequently phoning Trusteesin the UK from Pakistan. After much argumentation, discussion and scrutiny, it wasunanimously agreed that the creation of a “third Jama’at” would be severely opposed andthe unity and composition of the Jama’at would be maintained.

There were 10 Trustees present in this meeting [2 December 2013] first of whom was SayyidAhmad Husayn Shah who agreed to this decision [of opposing Mufakkir-e-Islam] with hissignature yet now by becoming the President of the “third Jama’at” is opposing his very owndecision. The third person was Qari Muhammad Khan Qadiri who is the “third Jama’at’s”Treasurer who too has opposed his very own decision. Sayyid Muhammad Anwar HusaynShah Kazimi who was already the Jama’at’s Spokesperson is also opposing his very owndecision by becoming the Spokesperson of the “third Jama’at”. Another TrusteeMuhammad ‘Abdur Rahman Naqshbandi who was invited to form the “third Jama’at” viatelephone also opposed his very own decision by doing so.

Therefore, in light of these circumstances, the Jama’at has issued a show-cause notice to all3 Trustees namely Sayyid Ahmad Husayn Shah, Qari Muhammad Khan Qadiri and SayyidMuhammad Anwar Husayn Shah Kazimi. You 3 have opposed your own decisions and theConstitution of the Jama’at by forming your own Jama’at therefore you will be expelledfrom the Jama’at’s Trustees.

Any decisions and announcements regarding the international Tajdar-e-Khatam-e-Nubuwwat Conference will be made in the next meeting. Upon this occasion, it wasdecided that the Jama’at will work with all Ahl-e-Sunnat ‘Ulama and Mashaikh in Britain tocontribute towards the supremacy of Maslak-e-Ahl-e-Sunnat and Islam collectively.

Apart from the 8 Trustees present in the meeting, 1 Trustee expressed his support for themeeting and its decisions via telephone.

The leaders of the Jama’at stated that the Jama’at will work with all ‘Ulama, Mashaikh andPirs without any bias and will not align itself with any specific Pir and/or group. The Jama’atwill cooperate with everyone.

It was also clarified that to fulfil the quorum of Markazi Jama’at-e-Ahl-e-Sunnat meetings, the presence of at least 6 out of the 18 Trustees is necessary and there were 8 Trusteespresent in today’s meeting therefore fulfilling the quorum requirement. In contrast, themeeting convened by the other group held only 5 registered Trustees therefore anotherreason for their meeting being unconstitutional is due to lacking its quorum; the people whoattended that meeting are of no [legal] value nor is their meeting of any [legal] importance.

Finally, the Jama’at empowered newly elected President Pir Sayyid Dildar Husayn Shah toissue a show cause notice to all Trustees who convened the unconstitutional meetings andto instruct them to refrain from issuing statements and press releases in the newspapers

out of common decency. If they continue to resist, the relevant constitutional procedurewill be enforced and sanctioned against them.
