    AIDS Advocacy Alert

    The Post 2015 Development Framework

What you can do now (#1)

Prepared by ICASO and IWHC (June 2013)

    Introduction:

For the past several months, national, regional and international discussions and consultations

have been taking place regarding the design of a new development agenda to succeed the

Millennium Development Goals (MDGs) from 2000. A broad array of perspectives, ambitions, needs and priorities have been discussed and advocated for in the context of a rapidly changing

landscape. At this key moment, it is critical that AIDS advocates present a united and coherent

voice on the future of the AIDS response within the new development framework.

Enormous progress has been made. We see reductions in AIDS-related mortality and in numbers

of new HIV-infections. We have seen a steady increase in people receiving antiretroviral therapy(at the end of 2011, 8 million people were receiving ARVs). Also, scientific breakthroughs

highlight that today we have a wide range of tools for effective prevention and to end AIDS

    within a generation.

Despite this progress, universal access and the MDG 6 remain unfinished business and there

    are many challenges ahead.

Over the last decade, civil society has engaged in widespread advocacy for ambitious scale up in

access to HIV treatment, prevention and care services and commodities. These efforts led to

important milestones, such as the creation of the Global Fund to Fight AIDS, Tuberculosis andMalaria.

Civil society has also demonstrated the potential for and necessity of advancing human rights inthe AIDS response and demonstrated the critical role of addressing stigma and discrimination in

addressing health. This has been an important inroad in supporting the broader health, development, and human rights agenda through improving the health of communities, pushing

for gender equality and paving ways for more synergy between an investment in education andin health.

Your advocacy and engagement is central to ensuring that our negotiations to ensure a new

development framework that is ambitious, transformative and that will ensure an AIDS

    free generation within our lifetime.

Over the coming months, best practices and lessons learned by communities in the frontlines will

be instrumental in the design of the new development framework. Below are two keyopportunities that you should take into consideration:

    1. Influence the Open Working Group:The Open Working Group on Sustainable

Development Goalsis meeting from June 17-19to discuss how health should be addressed inthe post-2015 development framework. The Open Working Group is an intergovernmental

body within the General Assembly that has been convened to make recommendations on the next

set of Sustainable Development Goals. While this process emerged from theRio+20 Conferenceon Sustainable Developmentand has been running in parallel to the Post-2015 process so far, the

two processes are now converging. The June meeting will give member states, civil society and

UN agencies the opportunity to share their perspectives on how health should be addressed in the

post-2015 framework and will be used to inform the drafting of the Open Working Group'srecommendations. It will be important to ensure that there is vocal support for HIV and AIDS,

sexual and reproductive health and rights and other critical health issues from governments

during this meeting to ensure that they continue to remain a priority. The agenda and background

papers for the meeting are available here:http://sustainabledevelopment.un.org/index.php?menu=1636.

For more information about the Open Working Group and the process to develop sustainabledevelopment goals, visithttp://sustainabledevelopment.un.org/index.php?menu=1300.

    2. Influence the Secretary General's Report: On September 25, 2013, the UN General

Assembly will hold a special event on the MDGs to assess progress to date, actions needed to

accelerate implementation, and lay out a political roadmap toward the adoption of the post-2015development framework in 2015. The SG's office is aiming to complete the report by June

    20. Outreach to the Secretary-General now could help ensure his report emphasizes the

importance of achieving the current health MDGs, and making sure that they continue to beaddressed in the next development framework.

Key actions you can take now:

    1. Start mobilizing your community sector colleagues and partner organizations in yourcountry to advocate for the meaningful involvement of the community sector in the opportunities

listed below. Review Coordinating with Communities as an aid to planning and supporting

meaningful involvement. Review key documents and links listed below.

    2. Contact your ministry of foreign affairs. Ask them how they are facilitating engagement and

input from the community sector throughout this process. Request that they facilitate aninclusive and participatory process among all stakeholders and provide them with yourcommunities' key messages for the June meeting.

    3. Write a letter to the Ambassador of your country's mission to the United Nations in NewYork (contact detailshere).
