All India Institute of Medical SciencesThe All India Institute of Medical Sciences (AIIMS) was established in 1956 as an institution of national importance by an Act of Parliament with the objects to develop patterns of teaching in undergraduate and postgraduate medical education in all its branches so as to demonstrate a high standard of medical education to all medical colleges and other allied institutions in India; to bring together in one place educational facilities of the highest order for the training of personnel in all important branches of health activity and to attain self-sufficiency in postgraduate medical education. The Institute has comprehensive facilities for teaching, research and patient-care. AIIMS conducts teaching programmes in medical and para-medical courses both at undergraduate and postgraduate levels and awards its own degrees. Teaching and research are conducted in 50 disciplines. In the field of medical research AIIMS is the leader, having more than 1500 research publications by its faculty and researchers in a year. AIIMS also runs a College of Nursing, training students for B. Sc. (Hons.) Nursing nd B. Sc. Nursing (Post-Certificate) degrees. Twenty-five clinical departments including six super-speciality centres manage practically all types of disease conditions with support from pre-clinical and para-clinical departments. AIIMS also runs a 60-bedded hospital and the Comprehensive Rural Health Centre at Ballabgarh in Haryana and provides health cover to about 7.7 lakh people through the Centre for Community Medicine.

1. Directors ReviewI am glad to present the Fifty-third Annual Report and audited statement of accounts for the year 2008-2009. The All India Institute of Medical Sciences (AIIMS) was established in 1956 by an Act of Parliament as an institution of national importance. This was in pursuance to the recommendations made by the Bhore Committee in 1946. AIIMS has been entrusted to develop patterns of teaching in undergraduate and postgraduate medical education in all its branches so as to demonstrate a high standard of medical education to all medical colleges and other allied institutions in India; to bring together at one place educational facilities of the highest order for the training of personnel in all important branches of health activity; and to attain self-sufficiency in postgraduate medical education. AIIMS is a deemed university and awards its own degrees. In keeping with the mandate from the Parliament, AIIMS continues to be the torch bearer in the field of medical education, research and patient-care. AIIMS is fully funded by the Government of India. However, for research activities, grants are also received from various sources including national, intergovernmental and other international funding agencies. While the major part of the hospital services are highly subsidized for the patients coming to the AIIMS hospital, certain categories of patients are charged for treatment/services rendered to them. During the 2008-2009 academic session (i.e. for the courses commencing in July 2008 and January 2009), 384 students were admitted to various postgraduate, post-doctoral and super-speciality courses, i.e. MD, MS, MDS, MHA, PhD, MCh, DM, and MSc in various specialities. In the year under review, 1023 postgraduate and post-doctoral students were on the rolls in various courses and 252 students qualified for their degrees. AIIMS provides full time postgraduate and post-doctoral courses in 47 disciplines. The guiding principle of postgraduate training is to train students as teachers, researchers and competent doctors, who can investigate, manage and treat patients independently. As always, appropriate consideration was given to students from Scheduled Castes (SC), Scheduled Tribes (ST) and other backward (OBC) in accordance with Government of India guidlines and Twenty-four SC, 4 ST and 37 OBC students were admitted to MD/MS/MDS courses and 2 SC, 2 ST and 8 OBC students were admitted to MSc courses. This year AIIMS admitted 77 students to its MBBS course (including 11 SC, 6 ST and 19 OBC students), 26 students to the B.Sc. Nursing (post-certificate) course (including 2 SC, 3 ST and 6 OBC students), 64 students to the B.Sc. (Hons) in Nursing course (including 7 SC, 4 ST and 10 OBC students), 15 students to the B.Sc. (Hons.) in Ophthalmic Techniques course (including 1 SC 2 ST and 6 OBC students) and 9 students to the B.Sc. (Hons.) in Medical Technology in Radiography course (including 5 OBC students). AIIMS also provides short/long term training to doctors and other health-trainees from various organizations and state governments, WHO-in-country fellows and foreign students. Four hundred and sixty three (463) candidates received short/long term training in AIIMS during the year. In AIIMS 2007-2008 / 1

addition, elective training was provided to several candidates, including foreign nationals. The Institute also continued to provide consultancy services to several neighboring countries under bilateral agreements or under the aegis of intergovernmental and other international agencies. During 20082009, the Institute trained 60 WHO-sponsored candidates/WHO-in-country fellows to fulfill its international obligations. The MBBS course is completed in 5 years that is subdivided into four periods. The initial three stages are focused on preclinical (1 year), para-clinical (1 years) and clinical (2 years) subjects, which are followed by 1-year rotating internship. Para-medical courses like B.Sc (Hons.) in Nursing, Ophthalmic Techniques, Medical Technology in Radiography and Speech and Hearing continued to be popular and attracted students from other countries also. The curricula of these courses are under constant scrutiny by the faculty of the Institute for purposes of improvement. The medical college of the Institute has been adjudged the best in the country for the 8th consecutive year by national surveys published in the popular media. The institute organized a number of workshops, symposia, conferences and training programmes in collaboration with various national, intergovernmental and other international agencies during the year. Professionals from various institutions all over the country participated in these seminars and workshops and benefited from updates. Also, guest and public lectures were delivered by visiting experts and faculty of AIIMS. The All India Institute of Medical Sciences is a leader in the field of medical research. Major research projects focus on national priorities. Over 381 research projects were ongoing during this period. Research grants totaling Rs 59 crores (approximately) were received from various intergovernmental, other international and national funding agencies during the year 2008-2009. During the year 2008-2009, the AIIMS hospital catered to patients from India, neighboring countries such as Nepal, Bangladesh, Sri Lanka, Bhutan and other Asian countries. The main hospital provided care to 1,50,7,786 outpatients and 65,867 in-patients and 108,486 patients with emergent conditions; and 79,578 surgical procedures were performed in the hospital. Due to expansion of facilities like OPD, emergency service, private wards and use of innovated methods, AIIMS main hospital has been able to provide better and efficient patient care. Due to quick turnover of patients, number of indoor admissions and surgery performed, have all increased. The average length of stay is around 5.9 days; the average bed occupancy, 79.9% and the net death rate, 2.7%; which is at par with similar parameters in developed countries. With the use of mechanical cleaning devices and active interaction of Hospital Infection Control Committee (HIFCOM), the general hygiene and sanitation AIIMS 2007-2008 / 2

of the hospital is of a high standard. Medicines are supplied to all patients attending the Emergency services free of cost. The Cardiothoracic and Neurosciences Centre (CN Centre) provided services to 227,737 outpatients (92,925 in Cardiology, 34,738 in Cardiothoracic and Vascular Surgery, 68,417 in Neurology and 31,657 in Neurosurgery), and 17,010 inpatients; and 6,218 surgeries were performed at the Centre. The Jai Prakash Narain Trauma Centre has a state-of the-art emergency room with 8 resuscitation bays, observation and triage areas and facilities for managing 20 critically ill patients. The Centre has two functional operation rooms, two 30-bedded wards, a multislice CT scanner, mobile X-ray units and heavy duty automatic processors for radiography, a 1.5 Tesla MRI, a C-Arm X-ray unit with 3-D facility, colour Doppler and well-equipped laboratories. In the year 2008-2009, the Trauma Centre provided services for 37,177 emergency contacts, of whom 19,226 had to be provided inpatient care and 971 had to be operated. A total of 63,186 radiological investigations were conducted at the Centre. The Dr. B.R. Ambedkar Institute Rotary Cancer Hospital has 127 beds. The expanded Dr. BRAIRCH has modern, sophisticated machinery and equipment matching international standards. It is currently functioning through 8 disciplines namely Medical Oncology, Radiation Oncology, Surgical Oncology, Laboratory Oncology, Medical Physics, Anesthesiology, Radiodiagnosis and Preventive and Community Oncology. During 2008-2009, Dr. BRAIRCH attended to 74,280 outpatients (87,93 new cases and 65,487 old cases) and 23,822 inpatients (19,036 short admissions and 4,786 regular admissions); while 6,651 patients received surgical procedures (6,019 minor and 632 major). Dr. Rajendra Prasad Centre for Ophthalmic Sciences attended to 197,928 outpatients in the general OPD, 37,019 emergency contacts, and 165,967 outpatients in specialty clinics, totaling 40,0914 patients during the year 2008-2009. Services were also provided to 29,642 inpatients and surgical procedures were performed on 29,276 patients. The Organ Retrieval Banking Organization, a national facility and nodal centre for the country at All India Institute of Medical Sciences (AIIMS), New Delhi, was created with the objective of encouraging organ donations and fair and equitable distribution and optimum utilization of human organs. A dedicated four-digit-help line 1060 and the website (www.orbo.org) with the facility to download donor forms and email facility for correspondence, are available for round-the-clock public enquiries regarding organ donation and transplantation. The Centre for Dental Education and Research is a full-fledged Dental college under the aegis of AIIMS. It conducts an MDS (postgraduate course) in various dental specialties. It is also the nodal centre for the National Oral Health Policy of the Government of India. The Centre for Behavioural Sciences (National Drug Dependence Treatment Centre), AIIMS, at Ghaziabad is a 50 bedded centre that offers a wide range of services. Community-based programmes have been integral part of the Institutes clinical and research activities. The Centre for Community Medicine has a widely acclaimed model of rural health services at Ballabgarh in the neighbouring state of Haryana. Apart from providing comprehensive health services at the doorsteps of people in the covered villages, the centre also provides secondary health care AIIMS 2007-2008 / 3

services through a 50-bedded hospital as Ballabgarh. This hospital provided services to 166,886 outpatients and 7,009 inpatients and for 22,024 emergency contacts. The project has achieved significant successes in terms of improving health of mothers and children of the area. With Zero Maternal Mortality Rate and Crude Death Rate of 7.2, it is well ahead of targets set by Government of India for 2010. The Urban Health Programme and Family Health Exercise programmes of the Centre for Community Medicine cater to some urban slum areas of Delhi with a population of about 60000. These services are provided through a Mobile Health Clinic that visits these slums 5 times in a week and provides preventive, promotive and primary level curative services; and para-medical staff who provide domiciliary services. The Urban Health Programme and Family Health Exercise programmes attended to 25,901 patients in 2008-09. The Centre for Community Medicine also has a Disease Outbreak Response Cell (DORC) for ensuring a rapid response to infectious disease outbreaks like the swine flu (HINI infection); and an AIDS Education and Training Cell for prevention of HIV/ AIDS. This cell operates a very popular interactive telephone helpline called Shubhchintak and an internet based helpline called e-shubhchintak to answer queries of the general public on HIV/AIDS. The Centre for Community Medicine also runs a Sex and Marriage Counselling Clinic (SMCC) in the AIIMS Hospital. In addition to community services provided by the Centre for Community Medicine, the departments of Obstetrics and Gynecology, Rehabilitation and Physical Medicine, Pediatrics and Dr. Rajendra Prasad Centre for Ophthalmic Sciences serve various rural communities through regular camps. Despite increasing pressures the Institute has constantly endeavored to demonstrate its commitment to professionalism and service to the common people at an affordable cost. Thousands of patients from all over the country come to AIIMS everyday for succour.

EDUCATION The Academic Section develops policy, plans and executes academic activities. It also administers intramural research projects. These activities encompass the undergraduate, postgraduate and doctoral programmes for medical, nursing and paramedical courses. These activities are conducted by the undergraduate, postgraduate and paramedical cells. UNDERGRADUATE EDUCATION The Section handles post-admission formalities for new students, develops and revises curricula and administers teaching programmes including internal assessment of undergraduate students. The courses include MB,BS, BSc (Hons) in paramedical courses such as Medical Technology in Radiography and Ophthalmic Techniques, and BSc Nursing (Post-certificate) and BSc (Hons) Nursing courses. Bachelor of Medicine and Bachelor of Surgery (MB,BS) The pattern of education at the undergraduate level was reviewed and implemented from July 2004. The duration of the MB,BS course continues to be 5 years, including one year compulsory internship training. The training during this period is as follows: One year One-and-a-half years Two years One year : : : : Pre-clinical training Paraclinical training Clinical training Rotating internship (compulsory)

From August 2008 27 seats of MB,BS students are increased and now MB,BS seats are 77. Out of 77 seats, 5 seats are reserved for foreign nationals and the screening and admissions for these 5 seats is done on the recommendation of the Ministry of External Affairs, Government of India. For the remaining 72 seats (11 for Scheduled Caste, 6 for Scheduled Tribe, 19 OBC and 36 general category candidates), students are selected on the basis of their performance in an All-India Entrance Examination. Further, 3% seats are reserved for orthopaedic physically handicapped candidates on horizontal basis. During the year, there were 54,276 applicants, and 36,567 candidates appeared in the entrance examination for these 77 seats. The total number of undergraduate students as on 31 March 2009 was 328 including 47 interns. AIIMS 2008-2009 / 12

Merit scholarships of Rs 750 per month and Rs 500 per month were awarded to 6 students who secured first and second position in the 1st, 2nd and final MB,BS examination. Summer fellowships were awarded to nil for research in selected areas. These students were given a stipend of Rs 500 per month. They worked under the supervision of a member of the faculty. Paramedical and Nursing Education All activities pertaining to the admission and training of paramedical and nursing students are handled by this cell. A batch of 64 students was admitted for BSc (Hons) Nursing in August 2008. The current student strength for the nursing and paramedical courses is as follows: Nursing courses BSc Nursing (Post-certificate) BSc (Hons) Nursing Paramedical courses BSc (Hons) Ophthalmic Techniques BSc (Hons) Medical Technology in Radiography POSTGRADUATE EDUCATION The Academic Section looks after all the activities pertaining to admission, selection and training of postgraduate students including junior and senior residents. It also deals with all service matters relating to senior residents. It handles all activities of the PhD, DM, MCh, MD, MS, MDS, MHA, MSc and MBiotech courses in different disciplines. The admission to all postgraduate courses is done by an All-India entrance examination that is held twice a year. Foreign nationals are also admitted through an entrance examination. Postgraduate students from Nepal are admitted under a bilateral agreement between the Governments of India and Nepal. A total of 384 students, including 15 state-sponsored and 14 foreign nationals, were admitted to the above-mentioned courses during the year under review. The total number of postgraduate and doctoral students on 31 March 2009 was 1023. The discipline-wise distribution of postgraduate students is given below. A total of 252 postgraduate students who completed degree courses in MS/MS/MDS/DM/MCh/ PhD/MSc/MBiotech passed out during the year 20082009. The present salary of residents, as recommended by the Sixth Pay Commission is: Junior Residents Rs 1560039100 + (GP Rs 5400) plus allowances as per rules. Senior Residents Rs 1560039100 + (GP Rs 6000) plus allowances as per rules.

SHORT-AND LONG-TERM TRAINING PROGRAMMES The Section handles activities regarding training programmes of short- and long-term duration for both medical and paramedical personnel. During the year, the Institute had 460 short- and 3 longterm trainees. In addition, 27 WHO Fellows (FN) under WHO fellowship programme and 22 foreign trainees and 33 WHO Fellows (Indian national) for WHO-In-Country Fellowship training programme (20082009) were imparted training in various departments. The section also handles the elective posting of foreign undergraduate medical students. During the year 62 foreign undergraduate medical students underwent elective training. COMMITTEE MEETINGS The Academic Section is responsible for arranging the meetings of the Academic committee, Staff Council, Faculty Meetings and Deans Committee. RESEARCH The intramural research funds and its allocation is handled by the Section. The details of intramural research conducted during the year is given in Appendix I. 1. The Chief Guest distributed Institute Medals/Awards to the outstanding students and addressed the gathering. The President, AIIMS and Honble Minister of Health and Family Welfare distributed the degrees.
