SUBJECT POLICY GUIDELINES ON FREE INFLUENZA IMMUNIZATION AMONG NIA EMPLOYEES

1.0 OBJECTIVE
The objectives of this policy are: (1) to protect our NIA personnel from Influenza; (2)to protect
the general health; (3) to prevent the transmission of Influenza among NIA Personnel; and (4)to
create a healthier, more productive workplace.
Influenza vaccine is a preparation of influenza antigen that stimulates the production of specificantibodies in the recipient of the vaccine, when introduced to the body. These antibodies
provide protection against influenza infection. Currently, we have Inactivated (killed virus)
Influenza Vaccine, which is administered in the muscle of the recipient.
2.0 COVERAGE
All NIA Officials and employees occupying permanent, temporary, co-terminus positions,including Casual! Daily employees rendering services on full-time or part-time basis, are covered
by this Circular.
3.0 EXCLUSIONS
The following are not entitled to Influenza Vaccinations:
3.1 Those hired without employer-employee relationship and paid from non-Personal
Services appropriations/budgets, as follows:
3.1.a Consultants and experts hired for a limited period to perform specific activities
or services with expected outputs;
3.1.b Laborers hired through job contracts (pakyaw) and those paid on piecework
bases; and
3.1.c Individuals or groups of people whose services are engaged through job orders,
contract of services or others similarly situated.
4.0 PROCEDURE
A. The concerned office shall conduct bidding pursuant to RA 9184 and its IRRfor the supply of
Influenza Vaccine. For the Central Office, the Medical and Dental Services will facilitate the flu
shot annually in the Medical Clinic. For the Field Offices, the one who will give the flu shot, ego
Medical Doctor/Nurse must be included in your bidding price. Schedule will be determined once
the vaccine is available.
B. EXEMPTIONS/ CONTRINDICATIONS TO INFLUENZA VACCINATIONAny official and employee declining annual flu vaccine must have one of the valid
contra indications, as listed below.
1. Allergy: Person with severe allergies to eggs and to other components of the influenza
vaccine.
2. Guillain-Barre Syndrome-is a medical condition in which there is a rapid-onset
weakness of the limbs as a result of acute polyneuropathy, a disorder affecting thenerves. A history of Guillain-Barre Syndrome within six week s following a previous dose
of influenza vaccine is considered to be a precaution for use of influenza vaccines.
5.0 FUND SOURCE
Funds for the purpose of implementing this circular shall be sourced from Corporate OperatingBudget except for project personnel whose funding requirement for Influenza Vaccine shall be
charged against their respective project funds. Availment of this benefit shall be subject toavailability of funds.

SUBJECT CONDUCT OF FREE INFLUENZA VACCINATION
NIA is launching an annual employee immunization program - "Do No Harm ...Stick Out YourArm" - with the goal of creating a healthier, more productive workplace against influenza.Anyone of us can be a key cause of outbreaks in our workplace, in our families and communitysettings, so it is important to get vaccinated.
In this regard, employees are encouraged to have their flu shots on August 15-18, 2017
(Tuesday to Friday) from 8:30 AM to 4:00 PM. MDS will facilitate the flu shots in their respective
offices. Please see attached schedules for your information.
