PT Test

• If this is your first duty assignment, you have 6 months from the time you report to take your first PT test

• Tests are offered every Wednesday & Friday at 0800 at the Price Fitness Center (POM)

• Send an email to [email protected] specifying the day you wish to test. You must do this with at least one week notice.

• Additional instructions and forms posted on the USAF NPS pages• Per AFI:

– 90.00+ : required to test annually– 75.00-89.99: required to test every 6 months– <79.99: required to test NLT 90 days until a score of 75.00+ has been

achieved

Dress code summary

• Dress code in effect 0730 – 1700, M-F less holidays• Business casual – M/W/Th/F unless dictated otherwise stated by DOS

– Casual = no coat or tie for men or equivalent level of formality for women• Turtlenecks and sweaters authorized provided they present a professional image• Mock turtlenecks and collarless shirts not acceptable• Athletic or hiking footwear not acceptable

– Business = • Men: collared shirt and dress slacks • Women: dress or dress blouse w/dress slacks/skirt• Men’s footwear: leather loafer or lace up• Women’s footwear: appropriate for business image

– Error on the side of “business” not “casual”

• Future Foreign Area Officers: this is your chance to build and use State Department wardrobe

• UOD for Tuesday: Blues or ABU/OCP, no flight suits• Warrior Day (1st Tuesday of month): flight suits authorized• SGL days: Blues (short or long sleeves)• Be in uniform when conducting business at the 517th (OCP/ABU or Blues)

Top Reasons for NPS Failure

Approx. two AFELM NPS members per year will face adverse consequences

• Failure to complete thesis or comprehensive exam failure• Thesis: TR states “Did not complete program”; may complete thesis at next

assignment and receive updated TR• Comp failure: must take comps again (very unpleasant)

• Double-failure (only happened once) results in no degree• DON’T PROCRASTINATE; organize course readings with Zotero/RefWorks• Comp prep begins 1st quarter• Thesis: topic shopping begins 1st quarter; advisor search begins 2nd quarter

• PT Failure• “TSgt Graham rule”—there is one AF Fitness standard for officers and enlisted• Each PT failure is examined case-by-case, medical factors considered

• Progressive discipline applied per AFI• You will not PCS until you are current on PT test• You may receive a referral TR if you do not meet fitness standards before PCS• Pass FA 9-months prior to projected PCS• Get medical issues resolved or be on profile• Don’t fit PT into schedule—schedule school around PT

• DUI• Each DUI is examined case-by-case, JAG consulted, AFIT top-level review• Absent mitigating factors, LOR, UIF, OSR decision, and disenrollment are likely

outcomes after review—this is what “no tolerance” means• Seek support from POM Substance Abuse Clinic voluntarily

• No adverse personnel actions for those who self-identify• Continuation in AAD program dependent on medical advice

• If you drink yourself stupid, it may not matter how good your plan was!• Stress aggravating personal issues

• There is no problem in life that grad school can’t make much worse!• Personal issues could be marital problems, alcohol problems, etc.• Get help early!

• Temptation is to wait for quarter breaks—you may break sooner• Chaplain communications are 100% confidential• Military & Family Life Counselor available

• No medial record of counseling, but mandatory reporter• POM Behavioral Health (creates record, but offer more services)

Leave and Pass Policies

• “The local area is the place where the member lives and from which he or she commutes to the duty station.”

• Reference: AFI36-3003, Chapter 4, para 4.1.1.7. / AFITI36-105, Chapter 3, para 3.13.2.

• No mileage radius; you can go anywhere, even on pass, provided you can return within time

– Caveat: I will not approve passes for foreign travel

• Must begin and end in local area• Cannot be combined

– If you are on pass you must return to local area and muster before departing on leave.

• Passes cannot be greater than 96 hours per DoD regs and AFI• Weekends are standing special 48-hr passes• Valid pass periods (provided they don’t conflict w/holidays)

– 72-hr pass: F-Su, Sa-M, Tu-Th– 96-hr pass: Th-Su, F-M, Sa-Tu

• In between quarters or during gaps in training (FAOs): if you stay in the local area, you are not required to be on leave or pass

• After program completion w/no pending training: members must detach and take leave en route

• AFELM NPS specific policy: must be green on IMR or have submitted a plan to get current if yellow or red.

• At the discretion of the AFELM NPS/CC, if leave can be granted as a pass it will be under the following conditions:– Use-or-lose leave must be used first– Must follow DoD/AFI rules for passes– Member must be in good academic standing—not on probation or

have incomplete grades– Cannot miss classes

• If member fails to return within pass timeframe, the period will be charged as leave as appropriate

• Note: Navy refers to passes as liberty

• Family emergencies are not questioned; we will do all we can to support• Electing to miss class is examined on a case-by-case basis

– Weddings and other special family events typically approved– PTDY for DoD sporting events and other qualifying events are also supported– Performance in previous quarters considered—academic probation or incomplete

grades are disqualifying– Typically only one day of class can be missed– Always a good idea to run it by Program Officer and AFELM NPS/CC first

• Approval must be obtained from the professors of each missed class period and their approvals must be attached to your email requesting leave

• Cannot use maternity or secondary caregiver leave to miss class– Missing class for a birth is expected and supported

• Final exam days are considered part of the academic quarter• Even if you don’t have exams scheduled, it is highly recommended you

use the time for other academic requirements (thesis and comp prep)• All final exams must be turned in prior to departing local area• Incurring incomplete grades due to leave will not be permitted• Upcoming final exam periods:

– 19-21 March 2020– 9-11 June 2020– 17-19 September 2020

Leave and Pass Policies

• Thesis and Research weeks are small interludes between Winter/Spring and Summer/Fall quarters– You are encouraged, but not required, to use these days to complete thesis

and comprehensive exam prep• Winter/Summer Breaks are longer interludes around Christmas/New Years and

4th of July– You are highly encouraged to use a portion of this time to decompress

• If you remain in the local area, you are not required to take leave during these periods

• Not granted as a pass—simply too risky• Must comply will all requirements in Foreign Clearance Guide

(https://www.fcg.pentagon.mil/)• Three key requirements:

– Anti-terror plan– Theater/country clearance– AFOSI country briefing

• Must begin approval process at least 30 days in advance• First stop: NPS Security Office (basement Glasgow Hall)

– Kicks off Anti-terror plan and APACS

• AFOSI: AF Portal and search “AFOSI Foreign Travel”– Not all countries require brief– Contact local AFOSI det w/questions: 831-242-5183 or -5076

• LeaveWeb not approved until all requirements have been completed

1. (Leave only) Obtain approval from professors for missing class2. Send leave/pass request email to Program Officer

– This informs NPS student chain of command– Use the following required format (taken in part from NPS Student Handbook):

Requesting (Leave/Liberty) for: Friday, 20 May 0700 to Sunday, 22 May 2200 to Disneyland Mode of travel: Driving Lodging location: xxxxEmergency contact: xxx-xxx-xxxxI (will/will not) participate in any High Risk Activities. I (will/will not) stay in cellular coverage. I will not miss class OR I will miss class and my instructor(s) & Program Officer have approved my absence—email approvals below (or attached). I will request Miss Muster upon final approval of my leave/liberty (as required).

3. Forward Program Officer approval to AFELM NPS/CC4. Receive AFELM NPS/CC approval email

– Subject will indicate status: “Pass/Leave APPROVED – Dates – Member”– If traveling overseas: “Leave APPROVED pending reqs – Dates – Member”

5. (Leave only) Submit LeaveWeb request– Must allow for at least two duty days to ensure leave authorization number is

assigned—cannot deaprt without leave number assigned—PLAN AHEAD!– Don’t forget to submit LeaveWeb!– Primary = Lt Col Matthew Garvin / Secondary = Col Timothy Sands – Do not use a friend as Secondary—will be rejected!

6. Submit request to miss muster as appropriate– Use link on student muster page– (Leave only) Include leave authorization number
