1.0 INTRODUCTION The City of Barrie (The City) owns and operates the City of Barrie Landfill Site (The Site). The landfill site is located at the west end of the City, near the intersection of Edgehill Drive and Ferndale Drive. The overall site area is 121.3 ha of which approximately 17 ha is designated as the waste fill area. In March 2009, The City began undertaking a program of waste Reclamation and Re-Engineering activities at the Site, which is anticipated to be completed in 2015. Landfill reclamation refers to the process whereby the existing waste fill is excavated, screened to remove the soil component and then re-landfilled using a greater level of compaction and less soil cover than what was originally used.

Local residents have historically expressed concerns with the potential health impacts from landfill gas discharge and the occasional use of odour control suppression products during the reclamation process. In response to these concerns, air quality sampling has been carried out at the Site since 2010. This report outlines the procedures undertaken and summarizes the results of the 2013 and 2014 sampling at the Site and compares these to the values from the 2010 sampling program.

2.0 SAMPLING APPROACH Sampling was undertaken at the Site using (i) the US EPA approved method of summa canister sampling; and (ii) the NIOSH method 6016 with solid sorbent tubes. Both grab samples and ambient samples were collected. Grab samples were collected over a short time period from concentrated source areas such as landfill gas observation wells; ambient samples of the air in the vicinity of the summa canisters were collected over a longer (eight hour) period.

Summa canister samples were analyzed for a wide range of compounds including Volatile Organic Compounds (VOC), matrix gases and sulphur compounds. A full range of VOC were selected to cover typical constituents of landfill gas with sulphur compounds selected as they are typically associated with odour. The full list of VOC assessed is presented in Table 1, below:

Summa canisters are cylindrical containers that have been evacuated to create a vacuum. By opening a valve, the negative pressure in the canister acts to draw air in and the canister fills automatically. The contents of the canister are later analyzed by a laboratory. Summa canisters can be used to sample for set periods of time using a flow controller and can be used to collect grab samples or to sample slowly and continuously over a period of several or more hours. Both types of sampling were conducted at the Site during 2013 and 2014.

In 2013, the following sampling was conducted:

passive samples were collected over an eight hour sampling period at eleven sampling locations on November 5, 2013 and November 19, 2013; and

grab samples were collected at four point source sampling locations on November 14, 2013.

In 2014, the following sampling was conducted:

passive samples were collected over an eight hour sampling period at eleven sampling locations on October 24, 2014 and November 19, 2014;

grab samples were collected at four point source sampling locations on November 7, 2014; and

an additional two point source samples were taken on November 19, 2014 and December 2, 2014 during periods of high odour at on-site locations that are accessible to the public.

Ammonia sampling was conducted using solid sorbent tubes and sampling pumps to sample air at a known flow rate. In 2013, passive samples were collected over a four (4) hour sampling period at the first five (1 through 5) ambient sampling locations on November 14, 15, and 19, 2013.

A photograph of the equipment set up in one of the ambient sampling locations is included in Appendix A.

2.1 Sampling Locations A total of fifteen sampling locations were identified. The approximate location of each sampling point is identified on Figure 1 (2013) and Figure 2 (2014). Minor modifications were made to the sampling locations between 2013 and 2014 to adjust to the current locations of waste reclamation/ filling activities at that time. Two sets of ambient sampling locations were identified. The first set of ambient sampling locations (AS-1 through 5) were selected based on the prevailing wind from the northwest, which is reported to result in odours typically near the intersection of Edgehill Drive and Jagges Drive. The second set of ambient sampling locations was selected based on winds blowing from the south, which is reported to result in odours at Benson Drive as well as at the Environmental Operations building located in the north part of the Site. The individual locations were then selected downwind of the potential main sources of odour (i.e., the landfill and associated environmental control systems) for the relevant wind directions. The point source (referred to as enclosed) sampling locations were selected to collect raw samples of landfill gases from different areas of the landfill. The results were used to characterize the gases generated by different processes and in different areas of the landfill. A brief description of each sampling location and reasons for selection are discussed in the following sections. A photograph demonstrating the ambient sampling location set-up is included in Appendix B as an example.

2.1.1 Ambient Sampling Locations – Winds from the North West Table 2 summarizes the description of the ambient sampling locations under conditions of winds from the North West.

It has been reported that odour has been detected along this corridor, which is in the vicinity of the completed Cell 3A where landfill gas odours have been identified.

This is also the location of the discharge sewer from the leachate collection system and purge wells. Consequently, this sampling location was selected to characterize odours in this area of the Site.

AS-5

This sampling point is located on the southern boundary of the site, at the bottom of a corridor formed by a cut line in the trees south of the landfill, which leads from the Cell 1 /Cell 2 boundary in the direction of Jagges Drive.

This sampling point was selected because it is downwind of the Site (notably the reclamation and filling areas) and lies very close to the Edgehill Road/Jagges Drive intersection, where odours have been reported.

2.1.3 Enclosed Sampling Locations Table 4 summarizes the description of the enclosed sampling locations for both 2013 and 2014 sampling years.

It was selected to help characterize gases from composting activities.

2.1.4 Additional On-Site Sampling Locations Table 5 summarizes the description of the additional on-site sampling locations for the 2014 sampling year. These samples were taken at times when high odour was observed at these locations as they are areas that are publically accessible.

3.0 FIELD OBSERVATIONS Sampling was undertaken during periods when waste screening (reclamation) activities were underway. All samples in each monitoring round were started and stopped within a half hour of one another over the course of a day to minimize the effect of changing meteorological conditions. During each sampling period, no significant variation or changes in meteorological conditions were observed and there was no precipitation. Meteorological conditions were recorded regularly and are listed in Tables 1 through 9 in Appendix C. Copies of all field notes are provided in Appendix D.

Odours were assessed off-site. City staff undertakes regular odour detection drives in the neighbourhoods surrounding the Site. These drives are completed hourly during regular reclamation operations. Operations at the Site are adjusted in order to minimize the impact of the odours off-Site. It should be noted that during each of the sampling rounds, no odours from composting activities or off-site agricultural activities were observed.

Odours detected on the drives are assessed on a scale of 1 to 10, as follows:

4.0 RESULTS Collected samples were submitted to Maxxam Analytics for analysis of matrix gases (i.e., nitrogen, oxygen), sulphur compounds, VOC and ammonia. The results are presented in Appendix E. All reported analytical values for samples collected at ambient sampling locations in 2013 and 2014 are less than those recorded in the 2010 sampling round.

4.1 Enclosed Samples The 2013 and 2014 sample results for the enclosed samples were similar. There were significant differences in the composition of the samples from gas collected from the four enclosed sampling locations within each year. All samples contained nitrogen and oxygen; carbon monoxide was below detection limit in both 2013 and 2014.

Samples ES-1 and ES-2 were taken on the western edge of Cell 3B, from the stone drainage material and a landfill gas well, respectively. These samples were the only enclosed samples to contain carbon dioxide and methane.

Sample ES-1 collected in 2013 was the only sample which contained hydrogen sulphide above the detection limit at 3.9 ppmv. The analyses from all enclosed samples indicated that the concentrations of the other nine analyzed sulphur compounds were below the detection limits in 2013 and 2014.

Concentrations of VOC in the enclosed samples from 2013 and 2014 varied considerably; whereas some compounds decreased in concentration in 2014, others increased compared to the 2013 results. Table 9 summarizes the number of VOC that were above the detection limit for each enclosed sample. Sample ES-4 contained the least number of VOC above their detection limits.

Sample ES-3, taken in the vicinity of the waste reclamation activities, has a comparatively much higher composition of ethanol compared to the other samples.

The sample collected from the compost pad (ES-4) contained the least number of VOC of any of the samples, and those present were generally at lower concentrations than the other enclosed samples (ES-2 through and ES-4). This correlates to the lack of observed composting odours during the sampling rounds.

4.2 Ambient Sampling under Winds from the North East Sampling point AS-1 is upwind of the Interpretive Berm and west of the Education Centre, and is anticipated to represent typical background concentrations for wind directions from the north. The results for the upwind sample AS-1 contained low concentrations of 2-propanone, chloromethane, Freon 11 and Freon 12 for both the 2013 and 2014 sampling rounds. The concentrations of all other VOC, ammonia and sulphur compounds were below detection limits.

Concentrations of VOC in the downwind ambient samples in 2013 and 2014 varied considerably; whereas the concentrations of some compounds in 2014 decreased compared to the 2013 results, others increased (see text below). Table 10 summarizes the number of VOC that were above the detection limit for each enclosed sample.

Sample AS-2 was collected downwind of Cell 3C and the reclamation area, whereas AS-3 was collected downwind of Cell 3B and active waste placement. These samples generally exhibited greater VOC concentrations compared to the upwind sample (AS-1), including a larger number of VOC at reported concentrations greater than the detection limits, including toluene and xylenes. On the whole, the compositions of samples AS-2 and AS-3 were very similar. In 2013, the main differences are that the active area sample (AS-2) contained 2,2,4-trimethylpentane, heptane, ethanol and benzene, whereas these compounds were below the limits of detection in the reclamation area sample (AS-3). In 2014, the main difference is that the sample area for AS-3 contained ethanol, whereas this compound was below the detection limits in sample area AS-2.

Samples AS-4 and AS-5 were both collected downwind of the landfill, along the Site boundary. The composition of both of these samples was very similar to the composition to the upwind sample (AS-1). There is very little difference in the composition of the two Site boundary samples.

Table 11 summarizes which VOC were present in ambient samples above detection limit in 2013 and 2014.

4.3 Ambient Sampling Under Winds from the South Sample AS-6 was collected from the southern perimeter of the site and represents typical background concentrations. This sample was very similar to the background sample from the north-west wind monitoring round (AS-5). AS-11 was also used to characterize downwind conditions, as it was taken on top of the ridge, upwind of Site activities in Cell 3C. In 2013, the concentrations at this location were very similar to those from sample AS-6, although concentrations of benzene were below the detection limit. In 2014, sampling results at the two locations indicated similar concentrations of all detected substances

Concentrations of VOC in ambient samples in 2013 and 2014 varied considerably; whereas some compounds decreased in concentration in 2014, others increased compared to the 2013 results. Table 12 presents the number of VOC that were above the detection limit for each enclosed sample.

Samples AS-7 and AS-8 were collected downwind of the reclamation and waste placement activities, respectively. Concentrations of VOC in these samples are generally compared to the upwind samples (AS-6 and AS-11) including a larger number of VOC at concentrations greater than the detection limits, as summarized in Table 12 and Appendix E.

Samples AS-9 and AS-10 are located downwind of Site activities, along the northern Site boundary. The compositions of these samples are similar to the background samples; there is very little variation in the sample concentrations above the detection limit.

4.4 Additional On-Site Samples Two samples were collected during 2014 at on-site locations that are accessible to the public. These samples were collected during periods when odour was observed at these locations, to characterize the emissions close to this area. For both samples, all analyzed sulphur compounds were found to be below their detection limits. The sample taken from HS-1 yielded slightly greater number of VOC above detection limits, as summarized in Table 14. This included small concentrations of ethanol, toluene 2-propanone and chloromethane. Sample HS-2 also contained ethanol and toluene in addition to small amounts of additional VOC, including ethylbenzene. Table 15 summarizes the VOC that were present in the additional on-Site samples above detection limit.

4.5 Applicable Air Quality Crieria The Ontario Ministry of Environment and Climate Change (MOECC) has developed lists of ambient air quality criteria (AAQC). The AAQC represent desirable air concentrations of various parameters, based on potential impacts or adverse effects on health or the environment. The term “ambient” is used to reflect general air quality independent of location or source of a parameter (contaminant). Table 16 summarizes the AAQC for all parameters that were identified above detection limits. It should be noted that some parameters have AAQC for more than one averaging period. In this case, the closest averaging period to 8-hours (the duration of the ambient sampling) has been selected. Additionally, for some parameters, the MOECC has not set an AAQC, therefore appropriate MOECC guideline limits have been identified instead.

It is noted that direct comparison of the results of a single sampling event at Site boundary sampling locations to these AAQC values is not strictly valid, as the sampling method used in this study is not the same as that used to develop the standards. Nevertheless, comparison of the values serves as a conservative assessment of the results to the available standards. The concentrations of all samples at ambient sampling locations or on-site building locations are below the relevant AAQC presented below with most sampled values being several orders of magnitude lower.

4.6 Summary In general, there were fewer VOC above detection limits in 2014 compared to 2013. All parameters reported to be above detection limits at the ambient sampling locations were below the relevant AAQC for both the 2013 and 2014 sampling programs. Additionally, all reported concentrations were lower than those measured during the 2010 sampling program. It is further noted that no health related effects were identified for the reported concentrations in 2010, and therefore it is concluded there are no anticipated health related effects in 2013 or 2014.

The results indicate that sulphur compounds, which are most commonly associated with odour, were only observed above detection limits in the sample collected on-site from the stone drainage material west of Cell 3B (ES-1) in 2013. Sulphur compounds were not detected above analytical limits in any of the 2014 samples.

The two additional on-site samples taken during periods of high odour (HS-1 and HS-2) typically contained higher VOC concentrations than the Site-boundary samples, which is consistent with the location closer to the potential source (i.e.., the landfill). Nevertheless, the concentrations of these VOC were all below the relevant AAQC. Given that these samples were obtained during a brief period of high odour, it is anticipated that typical ambient concentrations at these locations would be lower (i.e., the sample results are considered conservative).

Overall, the sampling results indicate that the Site boundary samples under both wind directions exhibit few detectable concentrations of the analyzed parameters. Downwind boundary samples exhibit a very similar composition to the upwind samples, indicating that the concentrations of landfill related compounds (e.g., ammonia, sulphur compounds and VOC) are close to background concentrations at the Site Boundaries. It is further noted that the detectable concentrations parameters in the Site boundary samples are lower than the concentrations detected in the 2010 sampling program, for which no health related effects were identified.
