SHARED ATC TRAINING
Under the shared ATC training model, Airways and CAMIC are collaborating with small & medium sized airports (Airports) in China to recruit, select and train ATC trainees.
Airways and CAMIC undertake to recruit, select and train students, while Airports provide on-the-job training (OJT) for the initial ATC licence rating and validation.
See below table which outlines the process and outcomes for students.

Airways in conjunction with CAMIC provides the recruitment, selection and training (parts 1 and 2) free of charge to the airports, the airports guarantees OJT placement for the agreed number of successful ATC trainees (with ATC licence).

ATC TRAINING PROGRAMMES
ATC training programme (regulator approved) that meet the requirements for the issue of an ICAO ATC student licence comprises:
Before a trainee can be enrolled into a funded ATC training programme, they must meet Airways’ ATC selection criteria and the airport’s OJT placement criteria.

Semester One
Aviation English 6 weeks
• Tutor led, classroom based delivery for trainee ATCs whose first language is not English. Topics include:
• Threat and Error Management• Aerodrome Operations• Human Factors • Case Studies
051 Licensing Subjects 8 weeks
• Demonstrate knowledge of air law and operational procedures relevant to air traffic services
• Demonstrate knowledge of aeronautical meteorology and air navigation for air traffic services
• Demonstrate knowledge of the principles of flight and aircraft performance for air traffic services
• Demonstrate knowledge of, and apply, principles of human performance in air traffic services.
Semester Two
052 Aerodrome Control in a simulated environment
8 weeks
• Demonstrate knowledge of the use of ATS and simulation equipment in a tower environment under simulated conditions
• Demonstrate aerodrome control for air traffic services under simulated conditions
054 Approach Control Surveillance 6 weeks
• Demonstrate approach control surveillance for air traffic services under simulated conditions
WORKING SMARTER TOGETHER
Airways/CAMIC:
• ensures appropriate regulatory approved courseware and quality training system
• collaborates with airports to ensure their requirements are met (selection and training)
• promotes the airports’ OJT opportunities to potential candidates
• recruits and selects trainees required by Airports using the Airways SureSelect tool and the airports OJT entry criteria
• provides a quality competency-based training system
• delivers the required initial ATC training courses to meet airport OJT requirements
• motivates and engages trainees through innovative and advanced technology solutions
• manages trainee performance to the required standard.
The Trainee:
• agrees to the terms and conditions of training
• pays the training academy course fees.
The Airports:
• advises the number of qualified trainees required for OJT per annum
• agrees to Airways and CAMIC advertising OJT opportunities to potential candidates
• participates in the final selection of trainees for OJT
• provides OJT to an agreed number of qualified ATC trainees for the achievement of initial ATC licence rating and validation
• has access to the training academy’s online technologies for use within its own system.
Shared training model
Airways’ ATC training provides a range of academic qualification pathways:
• New Zealand Certificate in Air Traffic Services, Level 5, on achievement of the basic training courses
• New Zealand Diploma in Air Traffic Services, Level 6, on achievement of the basic training courses and any two rating courses
• Credit towards aviation management degrees at the Inter American University of Puerto Rico and Massey University New Zealand or other aviation universities where articulation agreements are in place
• Airways’s ATC qualifications are registered on the New Zealand Qualifications Framework and quality assured by the New Zealand Qualifications Authority.
Airways is certified as an ATC training organisation by the New Zealand Civil Aviation Authority under Regulation Part 141 and the European Aviation Safety Agency (EASA) under European Commission Regulation 2015/340
Airways ATC training programmes have been approved by the European Aviation Safety Agency (EASA), Civil Aviation Authority New Zealand, General Authority for Civil Aviation United Arab Emirates, Civil Aviation Authority of Vietnam, the Hong Kong Civil Aviation Department, Hong Kong International Airports Authority and General Directorate Civil Aviation Saudi Arabia
We are an active member of ICAO’s Next Generation of Aviation Professionals (NGAP) working group and an ICAO TRAINAIR PLUS member
We will work in collaboration with CAMIC, small & medium sized airports in China, and the relevant civil aviation authority of China to ensure its ATC programmes meet the regulatory requirements relevant to the airports.
