SUMMARY This working paper evaluates the problems with implementation of AIS/MAP requirements in the CAR/SAM Regions, as well as the need to formulate action plans by concerned States.

1. Introduction 1.1 According to its attributions and based on the uniform methodology for the identification, assessment and reporting of air navigation deficiencies formulated by the ICAO Council, the Regional Offices, in coordination with States and the GREPECAS mechanism, have been periodically examining the status of implementation of the CAR/SAM Regional Air Navigation Plan, with a view to determine and evaluate aspects related to operational safety in the air navigation field. As a result of such examinations, identified deficiencies in the air navigation field are hereby presented to the ICAO Council and notified to States and interested user organizations.

1.2 As a regular task, Regional Offices maintain a list of the specific deficiencies in their Regions. The GREPECAS mechanism, through the Aviation Safety Board (ASB) periodically reviews this list and recommends actions to resolve urgent deficiencies (U) in the air navigation field in the CAR/SAM Regions. Regional Offices also coordinate with States to follow-up on the recommendations given by GREPECAS ASB to resolve deficiencies. 1.3 It is important that the Meeting take note that on 15 July 2004, the ICAO Secretary General, through letter M 6/1, sent States the updated list of deficiencies, expressing concern indicated by the Council in March 2004, regarding deficiencies that had persisted for several years posing a potential threat to operational safety. Development of action plans for the resolution of these deficiencies and delivery of the action plans to both the Secretary General and the Regional Offices was requested. 1.4 The subject of the existing deficiencies affecting the provision of air navigation services in the ICAO Regions and the need by States to implement programmes for their elimination, is a matter of continuous concern and high priority for the ICAO Council. In this sense, it is advisable to note that the need to establish better identification and resolution of deficiencies in the air navigation field is considered an important element in the ICAO Global Aviation Safety Plan (GASP) as approved by Assembly Resolution A33-16. 2. Background 2.1 The AIS/MAP/SG/8 Meeting (Lima, Peru, May 2003) acknowledged the actions recommended by the ICAO Council on suitable treatment of deficiencies existing in the different air navigation fields. Besides taking note of the uniform methodology for the identification, evaluation and notification of air navigation deficiencies, it also evaluated the list of existing deficiencies in the AIS/MAP field. As a consequence of the above, the Meeting adopted Draft Conclusion 8/23 “Procedure for reporting deficiencies in the AIS/MAP field,” which requested CAR/SAM Civil Aviation Authorities to inform Regional Offices on the actions to eliminate U, A and B deficiencies.

2.2 Among other subjects related to the problematic of existing deficiencies in the air navigation field, the GREPECAS/13 Meeting examined the current status of high priority “A” deficiencies, affecting air navigation safety, as well as priority “B" deficiencies, affecting air traffic flow and efficiency of the air navigation, in accordance with information compiled by ICAO Regional Offices as revised and updated by GREPECAS contributory bodies. The Meeting also noted that the ASB had classified deficiencies in four categories, i.e. deficiencies upon which ASB takes specific actions, deficiencies which have been determined to affect the whole Region, deficiencies requiring investigation and later action and corrected deficiencies. 2.3 Previously, the GREPECAS/12 Meeting noted that the action plans received from the States/Territories/International Organizations were incomplete or provided incorrect information. In this respect, Conclusion 12/121 was formulated. The Meeting also agreed to update GREPECAS Conclusion 11/55 for the submission of action plans, and formulated Conclusion 12/122 as follows:

CONCLUSION 12/121: REVISED FORMAT OF ACTION PLANS FOR THE

RESOLUTION OF REGIONAL AIR NAVIGATION DEFICIENCIES

That, States/Territories/International Organizations of the CAR and SAM Regions:

a) adopt the revised action plan format, to solve regional air navigation deficiencies;

b) submit Action Plans providing correct and explicit information in each one of the

fields defined in the revised format; and

c) include all the deficiencies in each of the air navigation fields.

CONCLUSION 12/122: ACTION PLANS FOR THE RESOLUTION OF AIR NAVIGATION DEFICIENCIES

That, States/Territories/International Organizations that have not yet done so:

a) develop and implement an Action Plan, based on the format adopted, for each

deficiency, and specifying the corrective measures, the completion date, as well as assigning the necessary resources;

b) submit the action plan to ICAO Regional Offices, no later than 30 December

2004, including any difficulties encountered; and

c) consider establishing multinational agreements and international co-operation projects that would contribute to resolving the deficiencies in the air navigation fields.

3. Discussion 3.1 As a result of the information contained in the above-paragraphs of this working paper with regard to the actions adopted for resolution of existing deficiencies in the air navigation field that could have an adverse effect on the safety of air operations, in accordance with the adopted standardized format and being this is a well established procedure for the GREPECAS contributory bodies, it is recommended that the Meeting evaluate the main deficiencies existing in the AIS/MAP fields. In order to facilitate the evaluation, attached are: Appendix A (Deficiencies in Force), B (Deficiencies with Indicated Action Plan) and C (Corrected Deficiencies), containing lists of AIS/MAP deficiencies in the CAR and SAM Regions respectively.

4. Suggested Action 4.1 After analysing the contents of this working paper, and particularly the material presented on Appendices A, B, C and D, which contain the main deficiencies observed in the implementation of AIS/MAP requirements in ICAO CAR and SAM Regions respectively, as well as in order to face the resolution of AIS/MAP deficiencies, the Meeting is invited to adopt all actions required on the subject. 5. Action by the Subgroup 4.1 The Meeting is invited to take note of the contents of this working paper, including Appendices A, B, and C, and continue with the corrective measures with the development of action plans.
