A wealth of experienceA wealth of experience
Confidential and For Discussion Only
We know Municipalities are experiencing many challenges, which can be attributed to several factors – both internally and externally; some are
2
Lack of key skills and capacity Outdated methodologies and systems High staff turnover Lack of understanding of new
regulations and policy environment Non standardised systems and
processes Lack economies of scale
Inability to pay Poor collections – high level of debt Dependency on grants Inaccurate or incomplete debtors data Poor document management
Political imperatives vs key business imperatives
Poor/lack of “accountability” measures
Dis-joint between Political and Management priorities
Poor monitoring of those tasked to deliver services to our people
Demarcation issues Lack of economic base Major cross subsidisation
across sectors Price-elasticity of
municipal tariffs – migration vs mobility
The result of the above can be measured in the lack of or poor service delivery and the audit qualifications leading to unsustainable and untenable local government
We have worked in Government pre and post the transformation processes and understand Government’s challenges
Expectations far exceed actual capability and capacity to deliver
33% (June 2008) /45% (June 2010) of Municipalities have clean audits according to the AG
There is a dis-joint between government priorities and actual delivery, which has led to distrust between
the different spheres of government and redirection of resources
Poor linkage between strategic intent and budgets – good intent but lack financial and organisational
capability – no overall transformational mindset or capacity to deliver
Politicians/Management not held accountable - systems not in place to measure outcomes/ performance
Debt levels are rising and communities constantly challenge the payment of their bills as there is a
perception that little or no value is received
Majority of Municipalities have qualified audits – serious organisational issues - not just financial
3
