    Promotions reminders When fillingout paperwork for promotions, theinformation must be on MIMS. If youdo not have CPP, Level 1 or aspecialty on MIMS, the paperwork willbe returned. We check MIMS and tryto call and have you update the data,but this takes a great deal of time andsome still do not comply. I hate toreturn paperwork, but I cant have abox of forms that I have to keep

    rechecking. Do it right the first timeand the process will work. Get MIMScurrent.Cadet encampment is planned for11 thru 19 June. Get ready for a greattime. Seniors, try to plan to help.

    1. First, Mission Transport Pilots thatdo not have a commercial rating anda class II medical are not eligible forAir Force Assigned Mission Status(AFAMS) training unless they are

    enrolled in SAR/DR mission pilot,observer, or scanner training. They maynot fly as TMP for training in AFAMSperiod. I emphasis training as they areeligible to participate in actual mission

    as permitted by the current CAPR 60-3.

    2. Reimbursing CAP members for Form5 and Form 91 evaluations is an issue ofAir Force and CAP policy, CAPRs andthe wing commanders policy onreimbursing members for evaluations.The 8 Jun 2004 CAP-USAF/XO andCAP/DO Policy Letter, Subject: AirForce and Corporate Mission StatusChanges, is the SAF/GC approved

    interim guidance and is mostly about AirForce Assigned Mission Status(AFAMS) not funding. The NELR/DOhas been upholding the CAP/DO CAP-USAF/XO March 2003 policy letter onCheck Ride Reimbursement Policy (SeeAttachment). Lt Col OConnell pointedout that this policy letter specificallystates the individual must be current andqualified or in upgrade training in amission specialty area to be eligible forreimbursement. It does not makeallowance for an individual that hasgone none current or unqualified forgood reason i.e. illness, weather, workrequirements etc. The NELR DO andCC suggested a change to policy tomake allowances for thesecircumstances.

    3. The Jun 2004 interim guidance doesallow for training and evaluation of non-qualified member so long as they areproperly enrolled in a related specialtytrack training program. A member thathas been previously qualified as aSAR/DR/CD mission pilot is eligible fortraining and evaluation in AFAMS.However, the instructor or evaluatorproviding the training or evaluation must

    be current and qualified in the aircraftand MUST be the PIC. An evaluatorpilot must be able to assume controlof the aircraft if the examinee isunable to safely operate the aircraft.

    This is true for Form 5 or Form 91evaluations.

    4. I check with John Salvador andthe previous CAP-USAF/XO and theydid not intend to preclude a CAP pilotwho went non-current or unqualifiedfor reasons beyond their control suchas extended periods of bad weather,extended illness etc.

    5. This is a coordinated CAP-USAF/XO and CAP/DO wavier to thepolicy letter dated 14 March 2003.TMPs (with a commercial ratingand a class II medical) andSAR/DR/CD mission pilots that havegone none current or unqualified for 6months or less are eligible to bereimbursed for the requisite Form 5 orForm 91 evaluation conducted IAWthe Jun 2004 interim guidance

    mentioned above. Members thatexceed 6-month must accomplish atleast one training sorties and receivethe recommendation of an instructorprior to a requalification evaluation.All reimbursements for evaluations orrequalification evaluations will bedone at the discretion of the CAP WGor RG/CC and approved by theLR/CC or DO. The WG or RG/CCand LR/CC or DO must evaluate thecircumstances involved in prior tocommitting wing and AF recourses torequalify or retrain an individual.Approving authorities will havepositive answers to the followingquestion prior to approvingreimbursement for the situations

    listed above be it 6-months or less orgreater than 6-months.

    Has the individuals pastperformance and participation has been

    good? Will they be available to contributeto the units mission in the near future? Overall, is it in the best interest ofthe wing and its mission?

    6. This information will be incorporated in

    the next change to the applicable regulations

    and instructions.

    With passage of the NationalIntelligence Reform Act of 2004, theFAA is required to begin issuingimproved pilot certificates within a year.

    The certificates must be resistant totampering and counterfeiting, includea photo of the pilot and possibly storebiometric information. The bill doesnot require pilots to immediately

    replace existing certificates with newphoto certificates. Most likely, pilotswould get a photo license when theyadd a new rating or certificate,change their address or request acertificate to replace a lost ordamaged one. Also under the newlaw, the Transportation SecurityAdministration (TSA) will be requiredto check the names of potential air-charter customers against

    government terrorist watch lists if anoperator requests it. The new lawmandates that the TSA establish asystem whereby air-charter operatorswith aircraft weighing more than12,500 pounds mtow can contact theTSA with the names of charterpassengers to be screened againstno-fly lists.     5M + 1C = CAP CareerFor the up-coming year of 2005 weas members need to look at recruitingand retention with new priorities and

    increased enthusiasm. I feel stronglyin recommending a thinking of out-of-the-box approach. CAP membersneed to re-arrange their way ofpresenting CAP to a possible recruitand with absolute purpose inretaining any and all currentmembers.

    I would like to introduce each member to5M + 1C = CAP Career. These are 6words that appear to balance out therecruitment and retention of our CAPcareer. These words should help each

    of us describe the purpose, the insights,and those things that are visible andinvisible in the career of a CAP member.

    Marketingis a powerful word. I see ithas an opportunity to introduce CAP toa perspective member as an opportunityto give of themselves to theircommunities, both locally and statewide.To provide services to their neighbor, totheir fellow man or woman, and to acommunity of pilots who are there for

    one purpose and that is to serve. I knowyou are asking yourselves how does thisword fit into retaining individuals. Eachof us must look at this as our opportunityto sale, sale again, and resale how eachmember has specific roles in providing aservice of giving themselves. Marketingis a task and must be madecontinuously to those who are ourcustomer base. Yes, our member is acustomer base within our on

    organization. Lets not forget that. Youmust market the member back to theirown civilian organizations to whom theywork for. And lets not forget their familymembers.

    Membership is worth noting, that tohaving a career in CAP, a member musttrust in those that are leading theorganization. The CAP Missions are:Aerospace, Cadet Programs,Emergency Services, with other like

    missions such as our Counter Drug,Home Land Security, and FEMA. Itshould be interjected and demonstratedto new recruits as well as members thatattending meetings, training, practicemissions and actual missions is a mustand must be done regularly.

    Maturityis a members personalgrowth within the CAP organization.Each of us should take theopportunity at the beginning of eachyear to set personal growth goals.

    Example: I will grow in my serviceskill during the coming year throughpersonal studies, completing criteriatasking for my service area, and theactual participation in CAP activitiesleading to my up-grading within myservice skills. Its rather simple. Ifyou have selected to enter intoEmergency Service (ES), and want tobe an Incident Commander (IC), thenfind that career path in ES to achieve

    this, then study, train, and test ineach career until you fulfill your goalof IC.

    The equipment is planned to be stagedin the field in late 2006 to early 2007with installation to be in 2007 before ourdeadline of 31 December 2007.

    Recruiting and RetentionCommanders and members, I amappealing to those persons who would like

    to become recruiters in the squadron of

    this wing. Names are needed from eachsquadron, I have two so far, until I have

    enough personnel for this specialty, wewill be expecting the commanding officers

    to fill the role. We are hoping to put on anall out blitz during February to increase

    our numbers in the wing, more details willbe forth coming shortly. Let us make thisour best year for increase in members.Lt. Col. Al Jackson

    CommunicationsI just received notice that all of our

    repeaters were approved today.What this means is that CAP-USAFwill use USAF money to replace allAlabama Wing repeaters with newnarrow band repeaters to includefeedline, couplings and antenna foreach site. I also understand that theywill pay for labor to pull the feedlineand replace the antenna.

    Autauga-Elmore CadetSquadronMillbrook AL 4 December 2004.The Autauga-Elmore Cadet Squadronmarched in the Millbrook Christmasparade. The squadron was led by itscolor guard.11 December 2004 An intensivetraining course was given to seven newcadets of the Autauga Elmore Cadet

    Squadron. It was a team effort by seniorcadets and senior members. By the endof the day seven cadets took andpassed the Curry exam.

    I do not know the monetary value ofthis but it is in the tens of thousands

    of dollars of equipment and servicesthat we are to receive out of the $5.8million funding for this purpose fromUSAF.This is a milestone for thecommunications program and is thebeginning of the transition to fullnarrow band communications.

    Prattville AL 20 December 2004.The Autauga-Elmore Cadet squadronheld a Christmas party at RyansRestaurant in Prattville. To begin the

    Cadet SRA Cihakfestivities Cadets Quinn, Lamberth,Bringhurst, Browning, Churchwell,Epstein, and Godfrey were awardedtheir Curry cutouts and ribbons. Afterthe dinner the squadron played Dirty

    Santa. Many gifts were given andstolen during the party.

    Emergency Services

    Sunday afternoon I received a requestfor immediate assistance from CoastGuard District 8 Command Center inNew Orleans. They had received aMayday call from a catamaran whichhad capsized somewhere near thePensacola coast. The Coast Guard hada Falcon jet searching the waters andasked us for assistance checking themore inland waterways and thecoastline. Additionally they were having

    difficulty getting a bearing on a 121.5beacon signal in the same area. Ialerted both the Mobile and BaldwinCounty Squadrons and told them to getan aircrew ready. I then called AFRCCand got additional SARSAT info and amission number from the shiftsupervisor. By that time both crewswere ready to go and I dispatched theMobile aircraft to fly the coastline fromMobile Bay to Pensacola and instructed

    the Baldwin County aircraft to search forthe DF and made sure both aircraftknew to stay in touch with each other.The Baldwin County aircraft crew wasDavid Spivey and Jim Becker and theMobile aircraft crew was Don Sandersand Steven Howard. Ten minutes afterdeparture from Jack Edward Airport theBaldwin County crew started hearing theELT signal and tracked it to a privategrass strip. The winds were very gusty

    and the ground soft and since it wasdetermined that it was a non-distresssituation they called Mike Medinski toact as ground crew and waited in the airto direct him to the airport to silence theELT. In the meantime the Coast Guardlocated the catamaran and was able toget everyone safely back on shore. The

    Maxwell Composite SquadronTo paraphrase the famous JohnFacenda, the voice of NFL Films, Onthe frozen tundra of Maxwell Field,

    Cadet SRA Cihak took to thepavement last Saturday (29th Jan. 05)in the AWC Fit to Fight 5K. Withthe weather fit for neither man orbeast he ran a respectable25:20 winning 1st in his age group!

    Cadets from Chilton County Compositesquadron celebrated the holidays withmany activities during the months ofNovember and December. In

    November, they were part of VeteransDay programs at Clanton Middle Schooland with the Clanton, Alabama,combined Veterans Organizations at theAmerican Legions Post. The colorguard and marching unit was alsopresent at three Christmas Parades:Clanton, Jemison, and Thorsby,Alabama. These cadets represent theirsquadron and our wing in anoutstanding manner. Congratulations

    on a job well done.

    30 Oct 2004 -- Prattville, ALThe Autauga-Elmore Cadet Squadronhad a formal cadet change of

    command ceremony at Ryansrestaurant in Prattville. The outgoingcadet commander, C/Capt. RobertByford handed over the squadronguidon to C/LtCol Keith Conway thenew cadet commander. Byford ledthe cadets in earning several GroundTeam badges, winning a wing cadetcompetition, and Squadron of Meritfor 2004. Cadet Byford will becomecadet advisor to the squadron

    SER-AL-087 has a new building

    The Bessemer Squadron is celebratingthe addition of a new building at theBessemer Airport (EKY). The squadronhas been working to put the finishingtouches on the inside in order to make itbetter suited for its role in upcoming

    missions. The building has meetingrooms for both Senior and Cadetmembers, as well as a kitchen, and twodedicated communication towers.Plans are already underway to add ahalf-hangar to the building to house thesquadrons C172. The squadronsnearly 30 active cadets are alreadyusing the building for their weeklymeetings.

    A military orientation flight on thisaircraft took place December 20,2004. Cadets and SM are fromMaxwell Composite Squadron andAutauga/Elmore squadron

    MAXWELL AFB, Ala. OnDecember 20, 2004, Civil Air Patrol(CAP) cadets from MaxwellComposite Squadron will beundertaking an orientation with AirForce helicopter instructor pilots fromthe 23d Flying Training Squadron(FTS) at Ft. Rucker, Ala. Theinstructors will hold a briefing for thecadets similar to one they would giveto an Air Force student pilot. The

    briefing is a forum covering safetyissues and answering any questionscadets may have about Air Forcehelicopter flying. It also gives theinstructors an opportunity to give anyspecific instructions that will enhancethe cadets learning experience. Afterthe briefing, the cadets will have achance to take flight in a UH-1 Hueyhelicopter.

    The 23d FTS trains future USAFhelicopter pilots in the Hueyhelicopter. The 23 FTS conductsSpecialized Undergraduate PilotTraining-Helicopter and is the AirForces primary source of helicopterpilots for special operations, combatsearch and rescue, missile supportand distinguished visitor airliftmissions.

    The CAP Cadet Program affords ouryouth with many opportunities todevelop leadership skills through anaerospace program, including theopportunity to fly light airplanes andgliders. The minimum age to join as acadet is 12 years old, with the

    maximum age to join being 18. Cadetscan remain

    Shelby County Recruiting Drive

    One of the best ways to recruit is byhaving a display at a local aviationevent. This may be an Air Show orairport Open House, or even a localflyin. Recently we have done this. OnSeptember 25-26th the Birmingham AeroClub sponsored Wings & Wheels Air

    Show at the Shelby County Airport.Several local CAP units volunteered tohelp at the Air Show selling tickets,helping move aircraft, crowd control,and even help out in concessions.

    The Shelby County Flight set up a CAPdisplay featuring the units Maule and L-23 glider. CAP members rotatedworking with the Aero Club, working inthe recruiting booth with plenty of time to

    see the Air Show and look at thedisplays. Helping out were SeniorMembers and/or Cadets fromBessemer, Springville, Squadron 90,Chilton County and Shelby CountyFlight. SM and Cadet brochures werepassed out listing all of the local CAPunits and contacts.

    On October 1-3rd the EAA SoutheastRegion Fly-In was held at the

    Evergreen, AL airport. The Maule and atable top display demonstrated CAPcapabilities in the state. CAP volunteersdirected traffic and provided flight lineassistance with parking aircraft. Unitsparticipating were Tuscaloosa,Montgomery and Shelby County Flight.

    Wings and Wheels Air Show was September 25-26 th. The Maule and the L-23 gliderwere used in the recruiting booth. Alabama State Senator Hank Erwing of

    Montevallo receives his personal CAP shirt from Lt Col Johnny Ward. Senator Erwinis a member of the Legislative Squadron and the Shelby County Flight. Thepresentation was made at Air Show at the Shelby County Airport in front of the CAPdisplay.

    copy. If its printed, send me a clippingfrom the paper with the date that it wasprinted.

    The unit PAO or commander can getthe news out about your squadron.Your activities, your celebrations, andyour accomplishments can all be news.If I can help you in any way, please letme know. I may not know the answersto all the questions, but I most certainly

    will attempt to find out answers for you.

    Each PAO or unit can submit articlesfor publication. If you want me toforward the article, please send it tome. Pictures need to be sentseparately. National CAP News has aforty-five day deadlineso send yourarticles as soon as you can. After thedeadline has passed, they are notgoing to be published. News must be

    current. If you need the handout onsending articles and pictures to CAPNEWS, let me know I will get you acopy.
