a. Gail Lundholm’s Last Meeting – Judson and Rachel Osajima thanked Lundholm for her service. The Executive Committee presented Lundholm with a plaque acknowledging her for her service.

b. Requirement of Ethics Training (Refer to Report: ACAC_5-11-16_1) – Rachel Osajima described the requirement. She also discussed the “Alameda County Arts Commission and Committees Participation Guidelines” which was distributed in the same report.

c. Updated ACAC Strategic Plan – Osajima reported that the Executive Committee discussed this item and a Work Session is scheduled for the ACAC meeting on June 8.

d. ACAC Executive Committee meetings take place on the last Wednesday of the Month. Meetings are open to the public. The next meeting is on Wednesday, May 25, 3:30-4:45pm, at 1401 Lakeside Drive, 11th Floor, Oakland, CA.

G. Appointments – 1. Vacancies and Appointments: Osajima reported that Lynn Rogers has been appointed to represent Supervisor

Carson, District 5. Osajima also reported that Barbara Hedani-Morishita’s term representing District 5 is ending and she is not seeking reappointment for that seat; she has agreed to take the ex-officio seat representing California State University East Bay.

2. Re-Appointment of Nick Gomez and Mark Yin to the Public Art Advisory Committee (Refer to Report: ACAC_5-11-16_2) – Motion: The Members of the Alameda County Arts Commission approve the appointment to the Alameda County Public Art Advisory Committee of Nick Gomez with a four-year term starting on July 1, 2016 and the appointment of Mark Yin with a four-year term starting on May 12, 2016. Andrew Johnstone moved. Leisel Whitlock-Petersen seconded. All in favor. Motion carried.

II. Executive Director’s Report A. Update Regarding Arts & Creativity Program at REACH Ashland Youth Center – Osajima reported that

the Alameda County Arts Commission is honored to have had the opportunity to help create the foundation of REACH and its Arts & Creativity Program. In 2012, the Arts Commission committed to serve as the core lead program manager for REACH's arts program for the first three years of operation. That initial three year period will be complete on June 30, 2016. Due to the Arts Commission’s limited capacity and large number of new public art projects, after June 30, 2016 the Arts Commission will end its role as the program manager.

III. Public Art Services A. County of Alameda’s Acute Tower Replacement Project (Highland Hospital) – Stimmel said that the ACAC will soon

be working on Phase 3 with GSA and the videos about the Phase 2 artists are being completed. B. Cherryland Fire Station – Stimmel reminded Commissioners that the final design by artist David Burke was approved

at the December 2015 meeting. Confirmation of the wall dimensions have been received from the general contractor and the digital file of the artwork has been sent to the manufacturer. Next steps involve reviewing the digital files of the mosaic tiling and samples.

C. Cherryland Community Center – Stimmel said this project is still on hold. D. 1111 Jackson Street – Stimmel reported that staff are waiting for samples for approval, then fabrication can begin. E. Other public art opportunities (not County projects) –Stimmel described three opportunities 1) Alameda County Fair

is looking for artists; 2) Emeryville is working on a Public Art Master Plan and there are opportunities for community input; and 3) Kenneth Rainin Foundation is offering grants for temporary place-based projects in Oakland and SF.

III. Creative Community Engagement Services A. Art IS Education – Violet Juno presented a slide show and distributed reports about 2016 Art IS Education

including the highlights, touring workshops, and the partnership with the Alameda County Library. She also read quotes from some participants. Juno thanked Cathy O’Dea for helping at several workshops.

B. 100 Families Art Workshop / Veterans Project – Juno talked about the painting party with women vets; she said it was a very powerful and transformative workshop. She will share a report and images at the next meeting.

C. California State Summer School for the Arts – Dates noted on the agenda. D. Exhibitions in Public Spaces – Juno distributed the press release for the next exhibition which will feature quilts

from the African American Quilt Guild of Oakland. Supervisor Carson will host a reception on Tues, May 31 from 4-6pm; invitations will be sent to Commissioners.

IV. Advocacy A. 2016 Arts Leadership Awards Program Plan (Refer to Report: ACAC_4-13-16_5) – Osajima and Miner noted the

schedule for the program on the agenda. Nomination deadline is May 20. B. Alliance for Arts Learning Leadership of the Bay Area – Osajima said the Alliance is working on the New Collective

Impact Project. C. Californians for the Arts and California Arts Advocates – Osajima said a 2016 Confluence Conference in

Sacramento is planned for Sept 26 & 27, more details will be given to Commissioners when available. This will be an informational/arts day type event. Osajima reported that Proposed CA State Assembly Bill AB 2855 has been revived after her report last month. She said there is a lot of concern about this bill which would put new reporting burdens on all California nonprofit organizations with possible loss of tax exempt status for non-compliance; she will provide updates when available.

V. Grants Program – Osajima reviewed the report and thanked the Review Committee: Arthur Barinque, Barbara Hedani-Morishita, Andrew Johnstone, Pamela Mays McDonald, and Eric Murphy. Motion: The Members of the Alameda County Arts Commission approve awarding grants to 38 Alameda County nonprofit organizations. Grantee organizations will use the grant funds during the grant period of July 1, 2016 through June 30, 2018. The ACAC recommends award of these grants to the Members of the Alameda County Board of Supervisors. Mona Shah moved. Cathy O’Dea seconded. All in favor. Motion carried. David Judson recused himself from the agenda item and vote.

SUBJECT: APPROVAL OF THE UPDATED ACAC STRATEGIC PLAN SUMMARY The ACAC Commissioners have reviewed the 2008 Strategic Plan, a staff report regarding accomplishments since the 2008 plan was created, and a proposed new Draft Plan. The Executive Committee reviewed the Draft Plan at their meetings on May 25 and June 29. The Draft Plan was distributed to the Arts Commissioners in their meeting packet for May 11. The Draft Plan was discussed at the May 11 meeting and Commissioner were asked to review the document at home and submit written comments to Rachel Osajima by June 23. Six Commissioners replied with comments. The ACAC Executive Committee recommends approval of the 2016 ACAC Strategic Plan as presented in this report. BACKGROUND Purpose of the Plan The purpose of this strategic plan is to have a document that will be used by the Arts Commissioners, committee members, and the Arts Commission staff to guide and focus the overall work of the organization. The plan is a document that can be shared with the County Board of Supervisors to illustrate the current and future direction of the Commission. The plan can also be used to introduce community members to the work of the Arts Commission. RECOMMENDED MOTION The Members of the Alameda County Arts Commission approve the 2016 2016 ACAC Strategic Plan as presented.

Commission Structure

A. Continue efforts to fill all Arts Commissioner vacancies by supplying timely

recommendations of appointees to the Alameda County Board of Supervisors.

B. Conduct an annual review of the Strategic Plan each summer to evaluate accomplishments and make improvements to the plan as needed.

C. Continue to strengthen the structure and systems for the Members of the Arts

Commission including the continuation of a newly appointed Commissioner introduction; encouraging participation in regular duties, including attendance at regular meetings; participation in committees and at Commission events.

D. Partner with other organizations, county agencies and local networks, such as the CSSSA

and Poetry Out Loud, to help promote arts learning opportunities for community members across Alameda County.

Public Art Program Maintain a quality, innovative public art program and collection that enlivens public spaces and inspires the community.

A. Continue to coordinate new County public art projects in County facilities. B. Continue to improve documentation and database of public art projects and county art collection. Provide access to and promote the County’s art collection through the ACAC website and social media.

The Alameda County Arts Commission (ACAC) was established in 1965 by ordinance of the Alameda County Board of Supervisors. Enabling Legislation within the Alameda County Administrative Code: The Board of Supervisors of the County of Alameda, State of California, declares it will serve the best interests of our citizens and promote the public health, safety and general welfare of our County by encouraging the performing arts, artists, architects, landscape architects, designers, art patrons and institutions of art, to the end that our County be developed and enriched by the performing arts and by works of art; and to provide at the County level leadership and encouragement to all the cities, local areas and other governmental subdivisions of the County to accomplish said purposes. The purpose of the Alameda County Arts Commission is to act in an advisory capacity to the Alameda County Board of Supervisors concerning the arts and cultural environment in the County. The Arts Commission is comprised of the following individual members appointed by the Alameda County Board of Supervisors:

Fifteen citizens, three from each of the five districts of Alameda County Board of Supervisors,

Seven ex-officio members representing three major County departments and four leading Alameda County educational and cultural institutions.

The Arts Commission's Executive Committee is comprised of three officers:

Chairperson, Vice-Chairperson, Secretary; plus one or more additional Arts Commissioners appointed by the Chairperson and Commission

Meetings: All meetings of the Arts Commission and its committees are open to the public. Meeting information is available to the public at the Arts Commission website www.acgov.org/arts Regular Meetings of the Alameda County Arts Commission are held on the second Wednesday of each month from 4:00 to 6:00 p.m. Alameda County Public Art Advisory Committee Meetings are held on the fourth Thursday of each month from 3:30 to 5:30 p.m. Alameda County Arts Commission Executive Committee Meetings are held on the last Wednesday of each month from 3:30 to 5:00 p.m. All Meetings are held at 1401 Lakeside Drive, 11th Floor, Oakland, CA 94612
