North American design firm Stantec will grow its presence in the Alaskan and Pacific Northwest markets by acquiring USKH Inc.. Headquartered in Anchorage, AK, USKH is a 130-person multidisci-pline design firm founded in 1972, with offices in Alaska, Washington and Montana, including Fairbanks, Juneau, Wasilla, Spokane, Walla Walla, Ferndale and Billings. This transaction is expected to close in June.

Nearly 300 members of the surveying and mapping community gathered at the Westmark Fair-banks Hotel the week for March 24 for the 48th Annual Alaska Surveying and Mapping Conference (ASMC) , a week of short courses, hands-on workshops, the new Geo Jam and networking opportunities.

The evening social was a high-light of the week, where two distin-guished professionals were indicted into the Hall of Fame and a past recipient was honored for the second time. Congratulations to:

William Mendenhall, Sr.: William Mendenhall is the only person to be honored twice by the ASMC Hall of Fame, first in 1996, and is widely considered the father of survey education in Alaska.

Stan Sears: Stan Sears was in-strumental in establishing a 2-year survey degree program at UAA, and enhancing it to develop an accred-ited 4-year degree in Geomatics and could aptly be described as the stew-ard of the surveying degree program in Alaska.

Martin Gutoski: Martin Gutoski is the “volunteer of volun-teers” in supporting his profession. He has served on the boards of AS-PLS and its Fairbanks Chapter, of The Alaska Section, and the ASMC, including as president of ASPLS and chair or co-chair of the ASMC more than once. He also volunteers his expertise to community efforts and professional papers about those projects.

The ASMC is co-hosted by the Alaska Region of the American So-ciety for Photogrammetry & Remote Sensing (ASPRS), the Alaska Sec-tion (formerly known as the Alaska Section of ACSM), Alaska Society of Professional Land Surveyors (AS-PLS), and Alaska Chapter of the Urban and Regional Information Systems Association (URISA) in as-

sociation with the Alaska Arc Users Group (AAUG) and the UAA Geo-matics Student Association (GSA).

Next year’s conference is planned for February in Anchorage. Information will be posted as it be-comes available at www.aksmc.org.

The APDC Board extends condolences to the family and associates of Tom Moore, who died May 28 in a helicopter accident at Birchwood Airport. Tom was a land surveyor who worked throughout Alaska during his career, and helped pioneer the use GPS surveying equipment. He was a partner with Stan Sears in the firm, Global Positioning Services, Inc. A celebration of life was held June 2 in Anchorage.

Anchorage, AK, March 20, 2014 – Moffatt & Nichol is pleased to an-nounce Paul Wallis, PE, SE, MLSE has joined Moffatt & Nichol’s Anchorage office as a Senior Structural Engineer. With over 16 years of experience with structural design and the analysis of new and existing building and non-building systems, he is well versed in high-seismic and high-wind design and analysis and Arctic, sub-Arctic and Antarctic project engineering. Mr. Wallis will be a valuable asset to Moffatt & Nichol’s Anchorage team where he will lead projects as the firm continues to grow in the area.

Mr. Wallis also brings a strong under-standing of project management on a variety of projects. This includes the investigation and design of existing and new marine facilities; vertical construction ranging from warehous-es, hangars and general office space to a va-riety of industrial and military facilities; and upstream oil and gas field facilities. Clients have included numerous municipalities, the United States Army National Guard, United States Air Force, United States Army Corp of Engineers and the National Science Foundation.

A registered Professional Engineer and Structural Engineer, Mr. Wallis received his Bachelor of Science in Civil Engineering from the University of Alaska, Fairbanks. He is also a National Council of Examiners for Engineer-ing and Surveying certified Model Law Structural Engineer (MLSE). Ad-ditionally, he is an active member of both the Structural Engineers Associa-tion of Alaska (SEAAK) and the Alaska Professional Design Council (APDC), currently serving as President for both bodies. Other professional organiza-tion involvement includes the American Institute of Steel Construction and the American Society of Civil Engineers.

The Federal Emergency Man-agement Agency will offer Elevation Certificate training in the Mat-Su, Kenai Peninsula and Southeast Alaska in July.

The free workshop is intended to assist anyone who works with Elevation Certificates (EC) including professional land surveyors, profes-sional engineers, insurance agents and adjusters, lenders and commu-nity officials.

The training provides an over-view of the NFIP Elevation Certifi-cate. It covers how to complete the EC, including acquiring the correct base flood elevation, lowest floor, Pre-FIRM, Post-Firm, calculat-ing the elevation differences, and building types. Each of 10 drawings of buildings included in the EC is discussed in detail.

The AICP certification is ad-ministered by the American Plan-ning Association, an independent, not-for-profit educational organiza-tion providing leadership in the de-velopment of vital communities. This certification provides recognition of a mastery of the principles, skills, knowledge and experience essential for a professional planner.

Van joined R&M in 2013 as a Senior Transportation and Land Use Planner. She has more than 11 years of planning experience in all aspects of local and regional planning and is a former Municipality of Anchorage Land Use Planner. She specializes in comprehensive and site-specific land use planning and permitting, policy research and analysis. Van is also a public involvement specialist with experience in effective and open communication style workshops and

open houses to address issues, including neigh-borhood compatibil-ity, traffic impacts, right-of-way, park-ing, envi-ronmental concerns, drainage and vehicular and non-motorized safety. Recent projects she has been in-volved with include master planning for the Valdez Municipal Harbor, the Eklutna River Bridge Replacement and the West Dimond Boulevard Up-grade. Van holds a M.S. in Environ-mental Sciences from Alaska Pacific University and a B.A. in Urban Ge-ography from the University of Brit-ish Columbia. She is a member of the American Planning Association, Women in Transportation Seminar, International Association for Public Participation and the Institute of Transportation Engineers Alaska.

A sig-nificant increase in Alaska resource development projects have required additional services and expertise to be added at UMIAQ. Ms. Buckner has a background in environmental management, regulatory compliance, and permitting. She has worked closely with team members to suc-cessfully implement project-applica-ble regulations and permit stipula-tions. Ms. Buckner has assisted in preparation of National Pollution Discharge Elimination System (NP-DES) individual and general permits and the development of complemen-tary Storm Water Pollution Preven-tion Plans (SWP3). She has also suc-cessfully implemented requirements of SWP3s to include periodic inspec-tions, sampling, Discharge Monitor-ing Reports (DMR), and developed and provided annual training on SWP3 and SPCC requirements. Ad-ditionally, Ms. Buckner is anticipat-ed to become an Alaskan Certified Erosion and Sediment Control Lead in May of 2014.

UMIAQ Announces Additions to Growing Staff

Design DivisionLawrence Jorgensen, AIA, has

joined UMIAQ’s Design Division as an Architect and will be based in the Anchorage office. Lawrence is a lifelong Alaskan with over 20 years of professional experience in archi-tecture. He earned his degree at Washing-ton State University and became licensed in Alaska in 2005.

Mr. Jorgensen has extensive experience in project design, man-agement, and construction admin-istration throughout Alaska. His project experience includes health care, education, government, retail/commercial, postal service, military, public housing, residential, historic, transportation, justice, and indus-trial facilities. Lawrence has recent-ly completed work on the Barrow Replacement Hospital as the on-site Project Engineer/Project Manager. He was the Project Architect for the Warrior in Transition Complex at Ft. Richardson and the Project Architect/Manager for the National Park Service Emergency Services Fire Management Building at Denali National Park.

Municipal Services Division, Erika Green has been hired as a Senior Planner with 12 years of professional planning experience in local and state govern-ment land use planning, policy and communi-ty devel-opment. UMIAQ provides community planning with public, private and industry stakeholder engagement on land use, community services and capital needs with long-range visions for Municipal and Tribal Govern-ments. Ms. Green has extensive experience working with Tribes and Alaska Native populations, most notably as a Community Planner/Di-vision Manager with the North Slope Borough Planning Department, Community Planning Division where she oversaw the administration of the capital improvement program planning process and GIS services.

While employed at the State of Arizona, she worked as a regional planner, providing expertise and training to state officials, Tribes, municipal and county planning staff, and board members and commission-ers through workshop facilitation and public presentations while also assisting in the development of two significant state growth policies that provided guidelines for managing growth. She has local government planning experience that includes general plan, subdivision, and land development plan review and land use ordinance preparation. She

He has extensive field expe-rience conducting environmental, geotechnical and CERCLA investiga-tions; developing GIS models; and cataloging excavation, sampling and analytical data to assist in remedial

projects. Since joining R&M, he has been involved in the Alaska Stand-Alone Pipeline Material Program: Prudhoe Bay to Cook Inlet. Chris has a B.S. in Geol-ogy from the University of Wiscon-sin-Eau Claire.

Josh Phares joined R&M in April 2014 as an IT Systems Admin-istrator. At R&M, Josh is respon-sible for hardware and soft-ware con-figuration, trouble-shooting, updates and upgrades, end user support and other IT tasks. He has 15 years of experience in IT and has a strong background in user support, driving upgrade projects and instituting pro-cess improvements. R&M’s Land Surveying Group as a Senior Land Surveyor in Febru-ary 2014. Chad has more than 15 years of experience in all facets of field and office surveying. He has been responsible for planning and execution of field surveys, collecting field data, taking detailed field notes, reducing data and preparing final deliverables ranging from project control sum-maries to final mapping. Chad has performed many “field to final map-ping” surveys for control, design and construction. Since joining the R&M team, he has been performing sur-veying and mapping for the Alaska Department of Transportation & Public Facilities Central Region Fall Flood Permanent Repairs at mul-tiple sites on the Kenai Peninsula and within the Matanuska-Susitna Borough. Chad holds a B.S. in Geo-matics from the University of Alaska Anchorage. He is a professional land surveyor registered in Alaska.

He has worked on port and coastal projects throughout Alaska, including Seward, Ouz-inkie, Kodiak, Port Lions, Ketchi-kan, Valdez and Cordova. Matt Majoros has been with the firm since 2009. He is a Project En-gineer within R&M’s Airport Engineering Group and has five years of engineer-ing design experience, nearly all of which has fo-cused on air-port improve-ment projects. Recent projects include the Hughes Airport Improvements Hydrologic Assessment, Alaska Railroad Cor-poration Seward Marine Terminal Expansion, and Nome Airport Apron Improvements. John joined R&M’s Right of Way Group as a Senior Land Sur-veyor in May 2014. Prior to joining the firm, he spent 28 years with the Alaska De-partment of Trans-portation & Public Facilities (DOT&PF) Northern Region Right of Way Section, starting as Titles and Plans Supervi-sor and ending with almost 15 years as Right of Way Chief. In that time he managed title research, surveys, mapping and platting of private and public lands for a variety of DOT&PF highway projects within the Fairbanks area and would regularly represent the Depart-ment before the Fairbanks North Star Borough Platting and Planning Committees.

John is a recognized leader in the research and analysis of historic rights of way and has testified as an expert witness in title defense cases. He is a certified instructor with the International Right of Way Associa-tion (IRWA) and has co-presented seminars relating to access law and highway rights of way in Alaska.

John holds an A.S. in Survey Technology from Anchorage Com-munity College. He is a professional land surveyor registered in Alaska and is a Senior Right of Way Profes-sional, certified through IRWA.

Bennett Joins R&M Fairbanks Office Team

The ASPLS Anchorage Chapter will meet at the BP Energy Center at noon the third Tuesday of each month except November in 2014. The November meeting will be on Thursday, November 20.

Meetings will return to the Third Tuesday schedule in January and March 2015. A regular meeting is not scheduled in February due to the annual Alaska Surveying and Mapping Conference scheduled for the third week of February in An-chorage.

The Alaska Professional Design Council provides a forum to coordi-nate and complement the efforts of its member societies, especially in areas of public policy and education. The APDC maintains standing com-mittees as needed to address issues of concern to our professions, inter-acts with state and local government agencies, and works with a lobbyist in Juneau to monitor and influence legislation affecting our industry. Standing committees include the Legislative Liaison Committee (LLC) and Qualifications-Based Selection (QBS) Committee. APDC also ap-points two members to the Anchor-age School District Capital Advisory Committee.

Each member society has two representatives on the APDC Board, which meets monthly and elects offi-cers annually in March.
