Overview of ACP Enhancements

• The Metropolitan Funding (MF) component of the

ACP has been discontinued.

– Funding has been reallocated to the Intermunicipal

Collaboration (IC) and Strategic Initiatives (SI)

component of the ACP.

– All municipalities are now eligible to apply for grants

through the IC component.

• The IC component now awards grants based on

merit-based criteria versus a first-received first-

reviewed process.

• Multi-year project funding under the IC component

has been eliminated.

• Cost-share will no longer be mandatory under IC

component.

• Applications for the Intermunicipal

Collaboration component are due by February

5, 2016.

– Applications can be submitted if council resolutions are

not in place, however:

• A follow-up e-mail to ACP ([email protected]) must

be received by February 29, 2016 that confirms council

resolutions are now in place.

• Applications for Municipal Restructuring and

Mediation and Cooperative Processes

components are due by February 16, 2016.

• Applications for the Municipal Internship

component were due on October 1 (with the

program to commence this May).

Payment Conditions

(All Components)

• The ACP Payment for approved projects will

be made following:

– legislative approval of the provincial budget

– ministerial authorization of the component budgets

• Payments for approved projects will be made

based on the conditions of the Conditional Grant

Agreement (CGA).

• Typically the grant payment is made two weeks

following the execution of the CGA, unless

stated otherwise.

Reporting - All Components

• Statement of Funding and Expenditures (SFE)

– the managing partner must submit the SFE

– the SFE must be signed by the CAO or delegate

– all supporting documentation must be retained by the

municipalities for a minimum of three years following completion of the project.

• Reporting to be completed within 60 days of the

project completion date

• The SFE may be subject to review by the Provincial

Auditor General.

• Additional reporting is required for the MI component

(see guidelines), and may also be required under

other components on a case by case basis.
