    Aims to maximise air interface resource usage while minimise interference to neighbouring cells &distribute resources fairly across different users

    Resource Assignment: it allocates air interface resources to selected active users (on perTTI basis)

    Packet Scheduler: it arbitrates access to air interface resources (on 1ms-TTI basis)amongst all active users
