During the past few years, municipalities and public util ities have

recognized the benefits of accessing global infor mation. Broadband

is particularly valuable in the areas of public safety, distance learning

and telemedicine. However, many communities have poor access to

information infra structure and broadband services. With advanced

appli cations and services becoming increasingly crucial, some munici -

palities and utilities are taking a proactive approach to broadband-

access-network creation.

Bridging the Digital Divide

Customer Challenge

Until now, private-sector broadband buildouts havefocused on major metro areas and wealthier suburbs,invariably lead ing to geographic disparity in network,service avail ability and pricing. In many cases, rural areasdo not have access to any broadband services, never mindcompeting alternatives, creating economic, educationaland quality-of-life disadvantages.

The growing public-sector interest in broadband com -munications is driven by the desire to make informationavailable to everyone. Where incumbent service providersdo not offer adequate broadband access, municipalitiesare building their own fiber networks to help theircommunities remain competitive, fostering economicdevelopment. This proactive approach presents somechallenges, including what portion of the network to own,what services should be offered and to whom (government,businesses, residences), whether to use a phased implemen-tation, billing, outsourcing some or all activities, etc.

Municipalities are building their networks using manydifferent business models. Some involve public-privatepartnerships with incumbent and competitive serviceproviders. In most cases the financial risk to the municipaltax base is minimal because financing is available via rev -enue bonds or from third parties. Regardless of the financialmodel, municipal broadband networks must be flexible,cost-effective and efficient while delivering afford ablebroadband services to underserved and rural areas.

Broadband is the great equalizer. Broadband accesspromises to affect rural communities in the 21st century as much as roads and highways did in the 20th, withoutcom promising their small-town qualities.

To further OPEX reductions, tech -nologies such as VoIP can be deployedover the new network, significantlyreducing the expense of voice circuitsat each facility. Fiber network owner-ship allows for virtually unlimitedbandwidth to support current andfuture applications, helping munici -palities improve collaboration andoperating efficiencies.

Municipalities with existing met -ropolitan fiber networks for theirgovernment business are discoveringthat leveraging these assets to providenext-generation voice, video anddata services can bolster their bottomline, as well as provide advancedservices to citizens.

Alcatel-Lucent MunicipalBroadband Solution

To ease the financial and politicalburdens of entering the broadbandarena, Alcatel-Lucent has a three-step approach that letsmunicipalities reap the benefits ofbroadband while minimizing theimpact of becoming a communitynetwork operator. This tieredapproach allows municipalities toleverage their assets and rights-of-way to deliver revenue-generatingservices while building the necessarycommunity-wide support.

F I B E R D E P L O Y M E N T The first step in Alcatel-Lucent’sthree-step approach involves deploy -ing fiber-based networks to improvemunicipal operations. Applicationsto improve the effectiveness andefficiency of city government, suchas video confer encing, critical-infra -structure video monitoring, collabora-tion tools and voice over IP (VoIP),are increasing the bandwidth neededbetween city facilities. Buying morecapacity and leased lines from localcarriers is an option; however, it canbe a costly, and often only temporary,solution. By deploying an Ethernet/IP/MPLS-based fiber network betweenfacilities, municipalities can eliminatethe monthly fees associated withleased lines (see Figure 1).

R E V E N U E G E N E R A T I O N The second step involves generatingrevenue by extending the networkto provide wholesale and/or retailservices. Hospitals, schools, govern -ment agen cies, corporations and otherbusinesses within the community allpay monthly fees to a service providerfor telecommunications services. Manyof these estab lishments are withineasy reach of the new, community-wide fiber network and could bereached with a short build throughmunicipally-owned rights-of-way. Byusing the municipality as their localservice provider, these business andeducational organizations can enjoysignificant benefits, including lower-cost, higher-bandwidth services andhigh quality, reliable, responsivecustomer support, increasing theircivic support by investing back intothe local econ omy (see Figure 2).

This is an important transition stage because it allows municipali -ties to ease into the role of serviceprovider, generates revenue to financea community-wide buildout andbuilds the necessary public supportbased on positive cus tomer feedbackand success.

These services are better, faster andcheaper than previously-availableservices, giving consumers choice andquality similar to, or better than, thoseavailable in major metropolitanareas (see Figure 3).

This is the Alcatel-LucentMunicipal Broadba nd Solution, a tiered approach to building athriving community based on equalaccess to important community,residential and business services.

F I B E R T O T H E H O M E The final step in Alcatel-Lucent’s three-step approachinvolves transitioning to a full, community-wide networkbuildout. Thanks to stages one and two, financial andpolitical obstacles have been minimized, while operationalissues have been identified and fine tuned. At this stage,residential subscribers are offered:

• Broadband data: Internet access and large file transfer

• Video: video on demand (VoD) and broadcasttelevision (BTV)

• Voice services

S E R V I C E - O R I E N T E D E T H E R N E T S W I T C H The Alcatel-Lucent 7450 Ethernet Service Switch (ESS) isa carrier-class switch/router specifically designed to providescalable, point-to-point and multipoint connectivityservices. Unlike traditional Ethernet switches (developedto provide best-effort connectivity and lacking in scalabil-ity, reliability and service orientation), it can support tensof thousands of services per device and scale to hundredsof thousands of services per area. The Alcatel-Lucent 7450 ESS pro -vides transport and aggregation forresidential broadband services, businessEthernet services and internal commu-nications on a converged network.

For broadband solutions, Alcatel-Lucent has an unusually broadportfolio of transport/aggregationsolutions to cost-effectively supporta diverse range of applications (seeFigure 5). This includes microwaveproducts for terrains where fiberdeployment is not feasible, or can be more economically served via awireless solution. When com binedwith an Ethernet switch or opticalEthernet prod ucts as part of an over -all broadband transport solution,common management simplifies and reduces OPEX.

C A R R I E R - G R A D E P O N S O L U T I O N The Alcatel-Lucent Municipal Broadband Solutionincludes passive optical network (PON)-based fiber accessfor ultra high-speed connec tivity, consisting of the Alcatel-Lucent 7342 Packet Optical Line Terminal (P-OLT) andvarious types of customer premises equipment (CPE)optical network terminals.

The Alcatel-Lucent 7342 P-OLT is a highly-scalable fiber-access aggre gation platform. It leverages Alcatel-Lucent’sleadership in broadband access, including a broadbandcus tomer base of over 100 million world wide. Plug-inmodules can support up to 64 CPE devices for a total of4,608 subscribers in a single chassis. It is ideal for municipalaccess networks because it supports a pay-as-you-grow archi-tecture. This keeps CAPEX low: simply add a line cardevery time you want to add an additional 64 subscribers.

Residential voice services in a PON solution are providedon the munic ipal network using VoIP, and are con nectedto a Class 5 switch with a General Bandwidth G6 voicegateway, or connected directly to a softswitch. This archi-tecture is ideal for support ing an open-access infrastructurebecause any number of voice or data service providerscan easily connect to the network.

T R I P L E - P L A Y S E R V I C E R O U T E R The Alcatel-Lucent 7750/7710 ServiceRouters (SRs) are the industry’s firstrouters designed and optimized fordeliv ering high-performance voice,video and data services. By addingthe Alcatel-Lucent 7750/7710 SR,municipalities can offer IP VoD,broadband Internet-service accessand full voice services across theirnetworks, reliably scaling to tens of thousands of subscribers. Theenhanced quality of service (QoS)capabilities ensure delay-sensitiveapplica tions, such as voice and video,get priority. Applications such asInternet access, are still given fullservice level agreement (SLA)bandwidth on a per-user, per-servicebasis, tailoring and maximizingnetwork resources.

C O N F E R E N C I N G A N DC O L L A B O R A T I O N Alcatel-Lucent’s industry-leadingcollaboration tools empower munic -ipalities to enable voice-, video- anddata-conferencing services over oneintegrated system. This includesinstant conference-bridge setup,allowing different agencies anddepartments, regardless of networklocation, to launch one bridge withfour different purposes — voiceinteraction, video interaction, datainstant messaging and applicationsharing — and to invite parties to theconference instantly. The system alsoincludes an automated distributionmessaging system that performs out-dialing based on a call list — used,for example, as a reverse-911 notifi -cation system.

M U L T I - D W E L L I N G T E R M I N A LThe Alcatel-Lucent Fiber to theUnit (FTTU) 7342 Multi-DwellingUnit ONT (MDU-ONT) is thesmallest ONT exclusively dedicatedto meeting the broadband needs ofapartment dwellers. Typically mount-ed in the building’s basement, it iscapable of serving voice, video anddata by using the building’s existingtelephone cabling (category 3 twistedpair cable type [Cat 3]), or via Cat 5cabling. Total interfaces are:

• 12 very-high-data-rate DSL(VDSL2) or 12 GigE subscriberinterfaces (one per residential unit)

• 1 75 Ohm video coaxial (35 decibel ratio of watts [dBm],to feed 12 residential units)

• 24 POTS telephone interfaces (2 per residential unit)

CPE in the Municipal Solution HIGH-BANDWIDTH CPE WITHTDM-OVER-IP AND ADVANCED QoSBusiness customers and multitenantoffice complexes with extremely-highbandwidth requirements (1 Gb/s),such as hospitals, schools and enter -prises, can obtain cost-competitivesolutions by using the Alcatel-Lucent7250 Services Access Switch. ThisMPLS-enabled platform is extremelyflexible, with several interfaces andfeatures:

• Two small form-factor pluggable(SFP) Gigabit Ethernet (GigE)uplinks, two SFP GigE subscriberconnections

• 8 10/100BaseT, 12 SFP 100BaseFXsubscriber connections

• One or two 4-T1 access modulessupporting subscriber connections

• Advanced QoS and bandwidthmanagement

W O R K G R O U P S W I T C H I N G Ideal for deployment within munici pal facilities, theAlcatel-Lucent OmniSwitch 6850/6200 Series con sists of advanced, stackable, fixed-configuration, triple-speed(10/100/1000) Ethernet switches (see Figure 6). Theseswitches provide wire-rate Layer 2 forwarding and Layer 3routing with advanced services, and 10 Gb support. TheAlcatel-Lucent OmniSwitch 6850/6200 switches increasenetwork performance, improve application response times,secure the local area network (LAN) and enhance userproductivity. V O I C E O V E R I P Alcatel-Lucent’s OmniPCX products and technology enableall locations in a municipality, school and/or business net -work to interact, using the latest in reliable VoIP systems.These systems include the newest IP phone sets capableof providing high-quality voice service and of supportingalmost any XML application. The voice sys tem offers asingle, reliable communi cation server that supports analog,digital, IP, wireless and soft phones. The platform can beredundantly deployed to provide a recovery mechanism incase of failure. The Alcatel-Lucent OmniPCX can be com-bined with the Alcatel-Lucent OmniAccess and Alcatel-Lucent OmniSwitch Ethernet switches and routers as partof the corporate voice and data building infrastructure.

Open Access

To allow multiple voice, video or data service providers onthe network, the Alcatel-Lucent Municipal BroadbandSolution creates an open network based on Layer 2 VPLS.It leverages MPLS for a scalable, reliable and operationally-efficient solu tion. Relying on MPLS-based redundancymethods, the core of the network ensures the fast reroutetimes essential when offering and guaran teeing SLAs toservice-provider customers.

Core System Redundancy and Reliability

Core infrastructure components of the Alcatel-LucentMunicipal Broadband Solution support the highest levelsof redundancy, including:

• Box-level redundancy where desired (redundant corerouters, for example)

• Full system-redundancy capabilities (redundant powersup plies, switch fabrics, central processing units[CPUs], etc.)

• Redundant connections between devices

• Sub 50 ms restoration times on critical links

• Redundant servers for VoIP

Pay-as-You-Grow Architecture

Every component of the Alcatel-Lucent MunicipalBroadband Solution supports a pay-as-you-grow architec -ture. This allows a municipality to add equipment and incurCAPEX only when the customer base grows, and to offsetthis expense with addi tional revenue. If competitivepressures or growth requirements necessitate expansion,remote offices can be easily added in neigh boring commu -nities by simply adding as many remotely-deployed Alcatel-Lucent PON shelves, Alcatel-Lucent 7450 ESS switches andCPE devices as needed, without any disruption of service.

Voice-Service Scalability

As the subscriber base grows, moremodules can be added to the GeneralBandwidth G6 Alcatel-LucentOmniPCX for increased capacity. Upto 14 telephony processor modules(TPM) may be added for a combinedtotal of 3,360 simultaneous calls or20,160 phone lines per chassis with6:1 oversubscription.

Voice-Service Reliability

Reliable voice services are made pos -sible by an Alcatel-Lucent MunicipalBroadband Solution that includes aGeneral Bandwidth G6 voice gate -way with redundant connections toClass 5 switches from any number of upstream local exchange carriers.Every component in this carrier-classsolution is redun dant. It featuresprotected cards, circuits, backplanes,switch fabrics, interfaces, power sup -plies and control modules. A batterybackup at the customer premises alsoprovides up to eight hours of talk timeduring residential power failures.

IP Video Support

IP video requires a multicast routerdesigned specifically for handling theimmense task of IGMP-query gener -ation and report reception, as well as IP-video unicast and multicast for -warding. The Alcatel-Lucent 7750 SR,when used in conjunction with theAlcatel-Lucent 7450 ESS and theAlcatel-Lucent 7340 P-OLT, enablesthe Alcatel-Lucent MunicipalBroadband Solution to provide theultimate platform for delivering alltypes of IP video. Processing power,bandwidth concerns and QoS handl -ing are all optimized, allowing thenetwork to efficiently scale to supportthousands of simultaneous video users.

RF Video Support

Alcatel-Lucent partners with industryleaders in solutions for digital andanalog RF-video support that deliversstandard and high-definition broad -cast video as well as VoD and pay-per-view. Solutions support the NationalTelevision Standards Committee(NTSC) video standard and a fre -quency range of 50 MHz to 870 MHz.In addition, the solutions supportinteractive TV applications, VoDand personal video recorder (PVR)over coaxial in-home wiring.

Bandwidth In the access network, the Alcatel-Lucent Municipal Broadband Solutionprovides a full service access net -work (FSAN) standards-compliantbroadband PON (GPON) for up to 100 Mb/s capacity per user. Eachfully-loaded Alcatel-Lucent 7342 P-OLT shelf has 18 GPON line cards,supporting up to 4,608 subscribers.Each GPON line card has four PONports, each port can support up to 64 sub scribers. The system includes2.5 Gb/s downstream and 1.25 Gb/supstream capacity for a given GPON.

In addition, the Alcatel-Lucent 7342P-OLT has advanced dynamic band -width allocation (DBA) mechanisms,ensuring unused bandwidth is avail -able to sup port data burst rates up to1 Gb for each subscriber. Bandwidthcan also be reserved for critical serv -ices such as voice and IP video. Anygiven user can have a minimum of20 Mb/s of reserved bandwidth.MPEG-4, widely recognized as thenext video-compression technology,is supported enabling each buildingto have several high-definition tele -vision (HDTV) channels runningsimulta neously, providing high-qualityVoD services. These features, coupledwith the QoS and traffic-shapingmechanisms of the Alcatel-LucentMunicipal Broadband Solution, com -bine to create an unprecedentedend-user experience.

In the core, the Alcatel-LucentMunicipal Broadband Solution is unequaled. There is no product on the market that can scale QoS-enabled bandwidth quite like it.

Today, Alcatel-Lucent has the best broad band PON (BPON)

solution in the industry, with full IP-networking support, and

expects to have a fully standards-compliant gigabit PON (GPON)

solution early next year, with four times the bandwidth and

unmatched optical performance.

In addition to higher-speed accesstechnology, Alcatel-Lucent has anIP-optimized non-blocking archi -tecture unique in the industry, butessen tial for successful IP service con -vergence. Today, Alcatel-Lucent hasthe best GPON solution in the indus-try with full IP-networking support.

The final result is end-to-end trans -port of services (see Figure 6).

Security

Network security is critical for ensur-ing services are reliably delivered withprotection from various potentialthreats and vulnerabilities, includinguncontrolled or unauthorized, peer-to-peer connectivity, theft of serviceand denial-of-service attacks. TheAlcatel-Lucent Municipal BroadbandSolution defends against these threatsand potential vulnerabilities withnumerous mechanisms, including:

• Blocking of Ethernet forwardingbetween access interfaces

• Blocking of Ethernet broadcastsand Address Resolution Protocols(ARPs) between access interfaces

• Source-address filtering

• Per-customer interface queuingand control traffic filtering

• Per-interface filter counts

• Interface service mirroring
