The aim of a LCE is to integrate: manufacturing, agriculture,
transportation and power-generation etc. around technologies that produce energy and materials with little GHG emission; and around populations, buildings, machines and devices which use those energies and materials efficiently, and, dispose of or recycle its wastes so as to have a minimal output of GHGs.

Non-polluting Conserving of energy and natural resources Economically viable Safe and healthful for workers, communities,
and consumers Socially and creatively rewarding for all working
people. If production is sustainable, then the
environment, employees, communities, and organizations—all benefit.
Appreciably advantages of small enterprises depend on an innovative sphere that is shown in the following:
in small forms of business optimum conditions are created for the creativity, which in itself has individual character;
creative activity by the nature is alien to excessive organization, hierarchies, characteristic for the large enterprises, at the same time it is peculiar to it aspiration to freedom which is an important condition of achievement expected results;
in small enterprises the inventor, the proprietor and the manager frequently act in one person that practically appreciably removes the basic contradiction corporate governance;
new information technology creates to small enterprises the favorable operating conditions, earlier possible only within the limits of the large enterprises.
Presently support for innovations mainly goes for production of “high tech” products, but not for product development in the manufacturing industry.
The main problems are: lack of financial support, little information on market possibilities, small local markets, lack of competence and external support, and lack of information on new technologies.
Eco-design should benefit both businesses and consumers, by enhancing product quality and environmental protection and by facilitating free movement of goods.
Increasing awareness of SMEs about EU policy orientations and best practices in eco-design give good background for sustainable development SME and communities.
Policymakers must identify appropriate and targeted types of assistance for helping SMEs in implementing eco-design and eco-innovations, in reaping financial and other business benefits from this process and in complying with current and forthcoming related EU legislation.
The Eco-design and innovation approach is to a high extend based on networking, information sharing and cooperation between different competences.
