Foreign Manufacturers Certification Scheme

(ISI Mark)

Bureau of Indian Standards (BIS) has been operating a Foreign Manufacturers CertificationScheme (FMCS) since the year 2000. Under FMCS, licence is granted to a Foreign Manufacturerfor use of Standard Mark on a product that conforms to an Indian Standard. The Scheme isapplicable for grant of licence for all products except Electronics and IT goods notified by Deity.The licence is granted by Foreign Manufacturers Certification Department (FMCD) located at BISHeadquarters, New Delhi. The BIS licence is granted for a location where the product ismanufactured and tested as per relevant Indian Standard(s) and Standard Mark is applied on theproduct conforming to such Indian Standard(s)

BIS is the National Standard Body of India established under the BIS Act 2016 for the harmoniousdevelopment of the activities of standardization, marking and quality certification of goods andfor matters connected therewith or incidental thereto.BIS has been providing traceability andtangibility benefits to the national economy in a number of ways – providing safe reliable qualitygoods; minimizing health hazards to consumers; promoting exports and imports substitute;control over proliferation of varieties etc. through standardization, certification and testing.

PROCEDURE OF BIS CERTIFICATIONTo understand BIS process, let us explain you the steps involved in a BIS project:

1. Documentation prior to submission of application: In this step, we shall prepare all the documents required as per BIS norms as well as guide the firmregarding the basic infrastructure eg. Machinery, Testing equipment, quality of samples required as per Indian standard, and submit the application filealong with necessary documents to the BIS. Our engineer may visit manufacturing unit to complete this step and assist the manufacturer if so desired.

2. Scrutiny & Nomination of Auditor by BIS: BIS will scrutinize the application and queries raised, if any, will be communicated by email. Once queries aresatisfactorily meet and application is complete, it will be recorded. The applicant will be informed to make a schedule and organize visit in consultation withthe officer nominated by BIS to visit manufacturing unit.

3. The audit by B.I.S. Officer: Visit will be paid to the factory location to carry out verification of manufacturing & testing infrastructure and testing ofsamples in factory laboratory.

4. Grant of Licence: Case would be processed for grant of licence after receipt of satisfactory inspection conforming to applicable Indian Standard. Theapplicant would be required to pay licence fee; advance minimum marking fee and any other outstanding dues, before the grant of license. BIS Licenceshall be granted to the applicant.

5: Validity of Licence: Licence would be initially granted for 1 year which would be further renewable for 1 or 2 years or up to five years.
