Senior Policy Officer, Commission for Racial Equality: 2004-2006Senior Policy Officer for Race Relations at the Commission for Racial Equality. In this role, I developed strategy around cohesion and integration through the Safe Communities Initiative, responded to Government legislative developments on equalities and human rights institutions and worked with public bodies, voluntary sector and major businesses to evaluate their community relations and equality programmes. Set up observatory on community relations in response to 7th July 2005 bombings and was sent to negotiations following city race riots in Birmingham.

I have extensive experience for overall responsibility for teams, budgets and projects in several organisa-tions having worked at both Chief Executive and Director level within the voluntary sector and had expe-rience of working in a public sector environment:

• Chief Executive of a charity with overall responsibility for strategy, fundraising, project management, budgets, personnel and reporting to auditing and funding bodies.

was in charge of the process for the overall strategic plan for the Bar Council.

• Line managed a team of 17 members of staff and 20 volunteers / interns for over two years.• Oversaw a review of employment practices in the Metropolitan Police in East London.• Fundraised several million pounds in the last three years for different organisations and involved in grantmaking.

Raised £2.5m for new school.

Project ManagementI am an experienced in managing multiple strand projects at my last three jobs. These included:

• Oversight for projects at the London Jewish Forum which includes projects on the Olympics, Culture, good community relations, housing, civil society, schooling and equality issues. We have developed a number of international projects with institutions in the United States and Israel. At the Board of Deputies had oversight for 40

projects being carried out across three departments including regional development projects in 5 different areas of the UK, Jewish education, schools, heritage, culture and research projects.

• At the Commission for Racial Equality, responsible for projects in six UK cities designed to combat race hatred, promote cohesion, develop better race and faith relations and to ensure conflict resolution and the reduction of community tensions. This included work with new immigrant communities and Romany Gypsy and Traveller communities. These projects were done in partnership with Governmental bodies, voluntary sector organisations and businesses.

• Developed the Shared Futures faith school linking programme at the Board of Deputies of British Jews. .

• Reviewed and helped redesign community cohesion projects in East London at the Metropolitan Police.

• Part of teams that set up of the Three Faiths Forum, United London Stands, Faiths Forum for London and South East of England Faiths Forum.

Representation and Advocacy

I am an experienced in representing concerns to Government and have a track record as an advocate and negotiator having successfully lobbied for changes to both international and UK law:

• Asked to serve on two UK Ministerial Steering at DCSF: the Future of School Governance and Faith in the System.

• Lobbied 53 country members of the United Human Rights Commission and effectively changed international law in ensuring the first-ever of group restitution rights within a United Nations legal instrument.

• Experience of negotiating and representing issues to Government Ministers in the UK, Germany, Greece and elsewhere in Europe on issues relating to community cohesion, schools and culture.

• Part of the negotiations team on public funding at the Bar Council of England and Wales over four years.

• Meet regularly with relevant Government Ministers, Mayor of London, Greater London Assembly leaders and London Council leaders on a wide range of issues impacting on the Jewish community in London.

• Led Commission for Racial Equality team that worked with the Home Office, No.10 and the police in the immediate aftermath of 7th July 2005 bombings to avoid attacks on minority communities.

• Represented the UK Equality and Diversity Forum at European Commission forum.

• Head of delegation for a long-standing NGO at the UN Human Rights Council and was selected to be one of the first non-Governmental speakers to address the inaugural session of the Council in June 2006.

• Advocated the need for the creation of the Museum for Jewish Art and Culture to French Ministry of Culture.

• In the UK advised Attorney-General, Secretary State for Children, Schools and Families, Communities Secretary and the Mayor of London on cohesion, education and promoting good relations.

• Initiated the Football Association’s Commission on Antisemitism and Islamophobia and now a FA Ambassador

Policy Advice, Research and Development

I have setup think tanks and policy units within three organisations and took a lead policy role in a national equalities body. I have commissioned research and overseen the work of researchers. Work done includes:

• Setting up three think tanks at the Bar Council, Board of Deputies and London Jewish Forum and oversaw research programmes

• Drafted content for final Government report on Faith in the System whilst serving on Ministerial Steering Group at DFES/DCSF.

• Developed research and policy papers on employment relations in the Met Police, community cohesion, migration issues, marriage visas, demographics, poverty, the future of legal aid, legal markets, equality issues in the legal profession, social housing, the Olympics, gun crime, criminal justice, good race relations, the future of public funded legal services and interfaith issues. Led Jewish community submission to the Commission on Cohesion and Integration.

• Commissioned, co-authored and co-edited the Commission for Racial Equality’s guide for public authorities on Combatting Organised Racial Hatred

• Worked with the Home Office, Met Police and No.10 to reduce tensions following the 7th July 2005 Bombings.

• Written Advice for the Metropolitan Police on issues regarding policing, equality issues, recruitment and preventing community tensions. Have worked with Metropolitan, Surrey, Strathclyde and West Midlands Police Services on preventing community conflict.

• Role as a Race Mandate Expert for the Equality and Human Rights Commission. Regularly meet and advise their senior policy staff and chair.

Fundraising and Grant Making

I have been involved in fundraising to some extent in various roles having raised several million pounds in the last few years

• At London Jewish Forum, I have secured 2.5m stream of private funding for a school and two major Government grants for Museums and Jewish Culture in last 12 months.

• In a volunteer capacity I have raised £400.000 for CCJO - René Cassin, along with a colleague have raised £2m for Surrey Multifaith Centre and the Equality and Diversity Forum. Advised various Jewish trusts on long-term policy and development

• At the Board of Deputies of British Jews I increased the revenue of the organisation by 20%; and, at the London Jewish Forum have worked to secure funding for a new organisation

• Worked on grants evaluation for the UK Commission for Racial Equality’s Getting Results Programme, a £5m statutory grants programme. Advised a number of major Jewish grants bodies including Rothschilds Foundation Europe and Pears.

In the last ten years I have developed a relationship and understanding of the national media and regularly appear on television, radio, internet and newspapers:
