ITEM 5 CORPORATE SERVICES – MANAGER’S REPORT

5.1 Subject: Family Links – Home Visiting ProgramReference No: 1.115.018Officer: MAS

REPORT

The Commonwealth Department of Family and Community Services has agreedto fund a Family Links – Home Visiting Program across the Victor Harbor,Yankalilla and Alexandrina Councils. The program will be managed through theFamily Links Reference Group and reporting to the Fleurieu Region CommunityServices Advisory Committee.

The funding is for the period 1st January 2002 to 31st December 2002.

The contributions from Local Government include in-kind and support generatedthrough the Advisory Committee.

The Terms and Conditions are attached for information.

10 applications have been received and were assessed by a panel consisting ofCr Anne Woolford, Cr Rod Potter, David Tredrea and consultation with MikeShelley. Below is a list of the seven groups that met the funding criteria and arerecommended by this panel to receive grants. The successful grants total $5,940leaving a surplus of $4,060 from the 2001/02 budgeted allocation.

6.2 Subject: Lake Alexandrina Commemorative CeremonyReference No: 1.040.035Officer: CDOOfficers Consulted: DCSBudget Implications: Within existing budget allocations

REPORT

This ceremony has traditionally been held on February 9th each year due to thehistorical significance of the date, which is when Captain Charles Sturt namedLake Alexandrina in honour of Princess Alexandrina. The format has been refinedeach year to a point now where it runs very smoothly and we believe is enjoyedby those who attend.

A significant part of the ceremony is the involvement of young people from theMilang School. February 9th 2002 falls on a Saturday and unfortunately this is notconvenient for their involvement. Following discussions with key people involvedincluding the school and given we cannot hold it on the 9th if we want the schoolsinvolvement, we would like to hold it on Friday the 15th of February 2002. This willallow the school a little more time to prepare their involvement.

6.3 Subject: Transitplus Bus ServiceReference No: 1.138.003Officer: CDOBudget Implications: Nil

REPORT

Report on the Transitplus Bus services as requested at the 5th November2001 Council meeting.

Recent discussions with the Transitplus Operations Manager Mr Mark Crylowrevealed the following points. The service has been very quiet but Transitplus are looking into all

opportunities for growth in Strathalbyn/Milang. Transitplus are willing to revise the timetable where possible to meet local

need. The service will continue on a trial basis for an indeterminate period of time.

REPORT

I have discussed the concerns raised at the 5th November 2001 Council meetingregarding this project with Annie Lurr Fox the artist, and Margaret Honeychurchwho is the coordinator. All agree that a revision of this project can only be ofbenefit.

The purpose of the project is to initiate collaboration and cooperation from acrossthe generations in the Strathalbyn area, by way of mutual participation in art,which results in a piece of public artwork that has meaning to the community.

The project is known as “Community Arts Invention Strathalbyn (CAIS)”

We feel very strongly that this is an exciting concept and worth pursuing. I havediscussed the project with representatives from the Eastern Fleurieu Campus, andfound them very enthusiastic and wanting to be involved.

6.4 Subject: Strathalbyn Community Art Project

Some preliminary planing steps to undertake in February of 2002 are as follows:

Confirm the key participants: Schools/ Youth. Community Groups Council Project artist.

Budget / Grant Opportunities Consultation process - It is envisaged that the artist, in association with the

schools and the community, will hold group planning and design sessions thatwill encompass all age groups. These sessions will cover our existing plansand any new ideas that may be presented.

6.5 Subject: Youth Advisory Committee GrantReference No: 1.127.008Officer: CDOBudget Implications: Funding received from Office of Employment

And Youth

REPORT

The Alexandrina Council, City of Victor Harbor and the District Council ofYankalilla have undertaken a collaborative approach to develop a Youth Council /Advisory Committee for the southern Fleurieu region. This will provide manybenefits for example the sharing of administrative costs and allow for greaterflexibilty to Alice Moffett who will drive this process.

Following consultation with myself and Alice Moffett, Mark Oliphant from the Cityof Victor Harbor, submitted an application on behalf of the three Councils to theDepartment of Education Training and Employment. This was in answer to theDepartments integrated youth strategy that is providing grants for theimplementation of Youth Advisory Committees in regional areas.

I am pleased to report that we were successful in obtaining $3,000 for eachCouncil each year for the next three years. I attach for members’ information theletter received from the Hon Mark Brindal MP.

Excerpt from the proposalGrant funds will be used to create and support a youth advisory committee toCouncil and community organisations for the Southern Fleurieu region that meetsshort and long-term objectives as determined by local young people. Funds will beused for consultation, training, transport assistance, publicity and promotion.Councils will provide in-kind administrative support, and provide projectcoordination and support through Council’s Southern Fleurieu Youth DevelopmentOfficer.Tasks to be addressed include: Research into existing models and structures for youth advisory committees. Existing youth structures and appropriate linkages. Linking with existing structures including development boards, agencies and

services. Promotion of role of committee with Councils and youth. Public awareness of potential roles and opportunities offered by a committee. How a committee can best reflect the diversity of local youth. A vision and goals for a committee that are relevant to local youth. How to best provide for continuing input from young people and opportunities

for new members to join/participate. How to reflect regional and local issues. Ensuring that committee continues to be relevant to local youth.

6.5 Youth Advisory Committee Grant(continued)

How to provide culturally appropriate ways for young people to expressthemselves.

How to better inform the community of ways young people expressthemselves.

Organisational structure for a committee, and role as advocate and lobbyinggroup.

Roles and responsibilities of members. Support needs of committee and members, including training and

development. Increase leadership skills and leadership density across Southern Fleurieu. Improve cooperation between towns on a range of Youth issues.

Project work plan would essentially involve in Year 1: Review of existing models and strategies for youth advisory committees. Considering opportunities and potential of existing Southern Fleurieu youth

advisory structures Awareness raising on the opportunities provided by a youth advisory

committee. A number of local and regional youth forums to consider a youth advisory

committee. The formation by young people of a working group (supported by Southern

Fleurieu Youth Development Officer) to consider preferred models andfacilitate continuing consultation with young people, councils, and otherstakeholders.

Determining preferred model, including short and long term support needs. Identification of local groups and individuals who can serve as advisers and

mentors to youth. Establishment.

Planning for when and how the project will commence will take place in the new-year. This is a huge task and may take anywhere from 6 to 12 months indevelopment. The grant equates to approximately one extra day per week ofemployment for Alice.

ITEM 7 CORPORATE SERVICES – HERITAGE CLUB

7.1 Subject: Review of Programs and ServicesReference No: A6425Officer: ACC

REPORT

Heritage Club staff held a review of all programs on 26th October 2001 and thiswas followed up with the Managerial team on 8th November 2001.

Outcomes:

Aims, Objectives and Strategies streamlined. Now linked and formatted inLandscape form to show same.

MDS procedure manual to be formulated. Cassie to train Heather and Helenin all aspects of MDS.

HACC Standards to have priority of Heather’s time. Programs all reviewed. Volunteers to be trained to relieve staff in some areas.

e.g. Exercise classes. All programs to be sustained within their UserPays/specific grants budget. HACC programs to be the only exception.

Volunteer Coordinator position to be investigated Ascertained that the majority of demand is coming from non-HACC clients in

areas of primary health e.g. exercises, tai chi etc. Need to investigatecommunity venue to discharge people to once level of health and fitnesssatisfactory. Need to investigate community interest for an accreditedfacilitator. Staff needs to be more discerning when admitting people toprogram i.e: must be a need.

Security of staff and volunteers when working alone or at first point of contacta concern. Mike to contact Chubb to quote on alarm buttons in Heather’s andvolunteer’s office.

Archives becoming unmanageable. Staff and Margaret Brown to work withRecords Manager re legality of holding periods for documents.

Management Operational Plan to be established. This will be included in theprojected Strategic Plan.

Community Survey into future aged care needs within Alexandrina region tobe planned. Consultant with analysis expertise to be engaged and a 5 yearStrategic Plan be established for the Heritage Club.

This has not been budgeted for and it was agreed to ask the ManagementCommittee to consider covering the cost of the consultant.

Sheila Oake was recognised by the Fleurieu Volunteer Resource Centre atNoarlunga recently for her contribution towards the Heritage Club over the pasteleven years as a Volunteer. Sheila has dedicated many hours through heradministrative duties and peer support to Carers.

The International Year of Volunteers finale will be celebrated with a free PancakeBreakfast for all volunteers on Wednesday 5th December 7am –9am. Venues forAlexandrina Council region are:

7.3 Subject: Seniors Computing GoolwaReference No: 1.130.034Officer: ACC

REPORT

The Seniors Computing Goolwa group continues to grow in strength and recentlycelebrated the graduation of their 200th senior participant (Mr Stan Richmond).

Seniors Computing Goolwa now runs the Basic course as well as a Refresher, anInternet and one for Card Making. Most of the students who do the Basic coursecome back and do the other courses.

The second round of skill sharing activities is in progress. The current sessionshave had an increased interest from youth with 60 registrations and alsovolunteers ,with 30 registered.

The official launch for 2002 will be on Thursday 24th January commencing with alight lunch at noon. Mayor McHugh, the Hon. Dean Brown and Dr. Don Hopgoodhave been invited as official guests.

Social Planning Consultant, Wendy Bell, has been engaged to look into the futureeffects of the recent Retirement Village boom on the Southern Fleurieu region.

This position has been funded through the Fleurieu Alliance.

The new Project officer is Janis Haynes who will be implementing peer supportprograms for Carers on the South Coast. Funding for this position provided fromHACC .Janis is funded for three days a fortnight for two years.

Heather Grant will be on the Management team to oversee the project and HelenMcKee will be on the Steering Committee.

The Heritage Club will be closed to services and programs from Friday 21st

December 2001 at 5.00pm to Wednesday 2nd January 2002 at 8.30am.

The Staff, Management Committee, Volunteers and Members extend ChristmasGreetings to Mayor Kym McHugh, Elected Members and Council Staff.

We all appreciate the ongoing support of Council and look forward to working withyou all in 2002.

12.1 HINDMARSH ISLAND EFFLUENT DISPOSAL SURVEY

FINANCIAL IMPLICATIONS ON BUDGET: Funding in current budget.

A survey of existing householders on Hindmarsh Island has been carried out aspart of the Corporate Plan Strategy “Audit existing housing effluent disposal needson Hindmarsh Island”.

The results of the survey are as follows:

Of the 333 properties surveyed, 45% replied to the questionnaire.

The overwhelming response was that the householders were satisfied with theircurrent systems, were not experiencing any problems with its function and saw noneed to change the situation.

Only three householders were supportive of introducing a STEDS or some otherform of communal waste control system although only one was experiencing anyproblems. To the contrary, three householders were strongly opposed to theintroduction of a communal waste control system, particularly the vegetative coverand minimised river water usage.

The Steering Committee met to discuss the final draft of the Management Plan on1 November 2001. Following some amendments the document is now in a formthat the Committee felt was acceptable. Council is now being asked to adopt theplan.

It is intended at this stage to put the plan on Council’s web site and make the planavailable in the library. If Council wishes to make any amendments to the planthis is still possible as an official launch will not occur until next year. Uponadopting the plan the next stage is to ensure its implementation.

14.2 CURRENCY CREEK TOWNSHIP REVIEW

Following recent discussions on the future of the Currency Creek township inrespect to the zoning principles a review has commenced. The key question indoing this review was to determine what type of development should be allowed inorder to maintain the rural character of the area. With infrastructure and servicesalready in place within the coastal towns it has always been maintained that anew town should not be created, however the draft South Coast Urban GrowthStrategy did suggest that a village could be created around the existing buildingsettlement in the future.

With this in mind a plan of the township was produced on which was detailed thelocation of existing made roads, existing dwelling sites and land ownershipboundaries. By doing this a clear picture of what we are dealing with could beobtained.

The plan will be available at the meeting so that a few ideas can be discussed.

It is proposed that the Awards be advertised during December 2001 and January2002 with nominations being recommended to Council at the March meeting to beawarded during Heritage week 2002.

The South Australian Tourism Commission have won the rights to host thenational launch of this event. The launch of the International Year of Ecotourismis to be held at Godfreys Landing in the Coorong on the 5th of February.

This event is anticipated to be hosted by Sorrl,one of the reporters from Getawayand attract interstate media , federal politicians and gain nationwide exposure.Guests will be transported from Mundoo Channel to Godfreys where a marquee,dining and entertainment will be provided for the launch. The South AustralianTourism Commission have asked council for sponsorship of $5000 towards thestaging of the event.

As you are aware Tourism & IT have joined forces to produce a tourism websiteoutlining all the features in our council area.

This website was presented at the most recent tourism breakfast (14th November)at Langhorne Creek. Positive responses were received from operators on thewebsite along with some good suggestions on how we can improve the site.

A presentation of the website will have taken place by now, on the 26th ofNovember. Invitations will go out to the two local papers, the two local radiostations, volunteers from the Strathalbyn and Goolwa Information Centres andvarious other tourism officials.

Mark Przibilla will conduct a presentation during this council meeting.

Special thanks must go to Ryan Hill Councils Information Technology Officer andTheresa Dennis Councils Information Technology Trainee for their efforts.

The website will be advertised on various tourism publications and listings. Thesite has been registered with a number of search engines.

River Murray

Budget Implications : Travel expenses to and from Morgan

In 1999 Council maybe aware that there was some talk of holding a re-enactmentin 2003 to mark the 150th anniversary of the shipping industry on the RiverMurray. The proposal was to have a number of paddle steamers leaving theirhome ports travelling up river to Swan Hill to re-enact the first voyage along theMurray.

Boats from Goolwa to be involved included the William Randell and the Oscar W.These boats would depart from Goolwa on the 25th of August and return on the15th of October.

A number of relevant persons from Councils and Regional Tourism Associationsalong the Murray River met on a number of occasions to commence planninghowever this was postponed due to potential confusion with the upcomingCentenary of Federation ‘Source to Sea’ Celebrations.

It was expected that Council’s along the River would support the event by runningtheir own individual events and provide wood for the passing paddle steamersaffiliated with the event.

Assistance from the Alexandrina Council as this stage is only through moralsupport. It is expected that a representative from the Council attend meetingspossibly at Morgan to keep in touch with other planned celebrations.

This celebration would not conflict with the 2003 South Australian Wooden BoatFestival.

Moved Cr Jarrett seconded Cr Reedman that Council endorse the TourismEvents Officer to attend meetings planned for these celebrations and reportback to Council on progress.

SATC is willing to support Council’s application to the 2002/03 TourismDevelopment Fund for a grant of up to $20,000 on condition that Council fundsthe balance and agrees not to approach the SATC regarding any othermaintenance issues relating to the Oscar ‘W’.

The Association has provided a Memorandum of Understanding for participatingCouncils along the Murray Valley in N.S.W., Victoria and South Australia. Ouradjoining Councils have already endorsed and returned the M.O.U. to theAssociation.

REPORT

At a recent meeting of the Southern & Hills L.G.A. it was resolved that the DraftGuidelines be submitted to the Adelaide Hills and Fleurieu Regional DevelopmentBoards requesting that they undertake limited consultation with growerorganisations on the content of the Guide, on the understanding that thedocument is a working draft and is not, at this stage, a public document.

It was further resolved that the draft Guidelines be submitted to contributingagencies to gain approval for publication for public use by member Councils.

Two special medallions will be struck to celebrate the Bicentenary of the meetingof Flinders and Baudin at Encounter Bay in 1802. One medallion will featureFlinders and the other Baudin and they will have a common reverse of their twoships meeting.

Sponsorship is sought for the cost of the three dies, estimated to be $4,500.

The Local Government Association has raised concerns that the StateGovernment has decided, without consultation, to divert income of approximately$6.5M per annum for its own purposes when that money should be used tosupport Councils in undertaking highly needed disaster prevention activities.

At the Annual General Meeting of the L.G.A. it was resolved that:

[i] Local Governments express their extreme objection at the decision madeby the State to siphon off for its own purposes revenues in 2001/02 that weregenerated for injection into the Local Government Disaster Fund, and call for suchmonies to be returned to the Fund pending negotiations with the L.G.A. regardingthe future management and operations of the Fund.[ii] the meeting welcomes the statement issued by the Minister yesterdayand in particular is pleased that she ‘sees no difficulty in assuming that this issuecan be resolved to the satisfaction of both sectors’ and;[iii] now that the Disaster Prevention/Mitigation Study has been completed,instructs the L.G.A. to seek negotiations with the State Government tosuccessfully resolve this matter and report further to Councils at the L.G.A.General Meeting in March 2002 or earlier if warranted.

The Executive Director has advised that the L.G.A. President has had twomeetings with the Minister to attempt to resolve the matter. Despite the Minister’sstatement as read out at the A.G.M., the Minister has indicated that the State isnot prepared to restore any ongoing income to the Disaster Fund at this time.

That Council approve the closure of Cadell Street from Dawson Street toGoolwa Terrace on Monday 24th December 2001 from 5.30 pm to 10.00 pmfor the Christmas street party.

That the Goolwa Apex Club be responsible for notifying residents andbusinesses affected by the closure.

That the Goolwa Apex Club provide confirmation of $10,000,000 publicliability insurance to Council prior to the event.
