January 8 was our historic day. On that day, ICT online magazine was officially launched simultaneously with a discussion on LTE House.

From such humble event it was revealed that there are many who have acknowledged our presence, and it becomes a whipping instrument for us to improve our appearance.

Where is the house for LTE? Such question was conveyed

2 years ago, however it has not been answered. Structuring and refarming of frequency that have not been completed cause a number of technologies that should be enjoyed by Indonesian telecommunication users to be unable to be aplied. Indonesian Telecommunication

Regulation Agency (BRTI) itself has stated that 1,800 MHz tape was the suitable frequency for Long Term Evolution (LTE) technology.

A member of BRTI M. Ridwan Effendi said that Indonesia had started to discourse neutral technology and for the early stage 900 MHz tape owned by Indosat has been refarmed, followed by other fequency tapes, including 1,800 MHz.

“Regulators are preparing another frequency to implement neutral technology, namely 1,800 MHz tape,” he said in the launching event of ICT magazine online and Discussion entitled “Where Is The House for LTE” held by Indonesia ICT Institute on January 8, 2013.

1,800 MHz tape is also ready to be used for LTE, since other frequency tapes have been used by other players or technologies, including 2.3 GHz tape for TD LTE which is the development of WiMAX.

At present Indonesia has not determined frequency

allocation for LTE technology. In the world, the tape able to be used for LTE tape is the 2,100 MHz, 1,800 MHz and 700 MHz tapes.

What was conveyed by Ridwan is in line with the fact conveyed by Global Mobile Supplier Association (GSA) that up to November 2012 the most popular tape used for LTE had been the 1,800 MHz in which around 38 networks in the world use this frequency. The utilization of 1,800 MHz as ‘the house’ of LTE is supported by 130 devices including 26 smartphones from leading brands.

After 1,800 MHz band, the second favorite band is 2.6 GHz and the third is 700 MHz. As to 2.6 GHz, at present such band is used in which 150 MHz is used for satelite tv service, whereas 700 MHz will be digital dividend also potential to be used by LTE.

Heru Sutadi from Indonesia ICT Institute conveyed that it seemed the government would place LTE on 2.3 MHz tape alongside WiMAX, since there were 60 MHz left on such tape stretch. “However referring to GSA report, it seems that 2.3 GHz is not the favorite band,” said Heru who is also the coordinator of this IndoLTE forum.

Heru added that 1,800 MHz was indeed popular to be used by LTE, however frequency allocation in Indonesia was unbalanced among operators. “The solution is to accelerate TV digitalization therefore we dont have to wait until 2018,” he added.

Develop EcosystemThe Tehnical Electronic Faculty of the University of

Indonesia Gunawan Wibisono covenyed that it was better not to talk about the house for LTE yet, the most important matter was an ecosystem that needed to be developed.

organizers community is cancelled, at least for these weeks. General Chairman of Indonesian Internet Service Organizers Association (APJII) Sammy Pangerapan

guaranteed that there would be no Internet shut down despite Indosat M2 (IM2) case that would certainly not provide justice for the industry.

“It is impossible for us to do that, we could be yelled at by 65 million Internet users. However if this case continues to the court, we are ready to go down to the street,” he said.

Prior to its disclosure, telecommunication and internet industrial anxiety against IM2 case handling was no joke. If IM2 case continues to driveaway, all internet service providers will be exposed by the same case.

Due to the above, as a form of concern, rumor has it that Internet industry agrees to conduct Internet shut down in a day, in order for the govenment, law enforcers, and communities to realize the importance of Internet in social state life.

Indonesian Telecommunication Community has fully supported

IM2 CasePT Indosat Tbk itself denies causing State loss since

its cooperation with Indosat IM2 has complied with Telecommunication Law No. 36/1999.

President Director and Chief Operating Officer of Indosat, Alexander Rusli, stated that Indosat and IM2 cooperation in using cellular mobile network (wireless) on 2.1 GHz radio frequency tape was intended to provide IM2 internet service.

IM2 is an Internet Access Service Organizer which falls into the category of Telecommunication Service Organizer as intended by Article 1 point 14 of Law 36/1999.

As the Telecommunication Service Organizer, IM2 uses Telecommunication Network owned by Telecommunication Organizer as mandated by Article 9 paragraph (2) of Law 36/1999 in conjuction to Article 13 Government Regulation 52/2000 in conjuction to Article 5 Minister Decision 21/2001.

The cooperation between Indosat and IM2 Cooperation is a legal cooperation by law as described by Minister of Communication and Informatic in Letter No.65/M Kominfo/02/2012 dated February 24, 2012.

In such letter, the Minister also describes that Indosat and IM2 have met all payment obligations to the State and there is no obligation imposed on IM2 concerning frequency fee in relation to its cooperation with Indosat.

Alexander Rusli added, “ Indosat has met 2.1 GHz license payment obligation to the government in accordance to the requuirement of the prevailing regulation.”

Since this case started, Indonesian telecommunication regulators and Indonesian telecommunication community have fully supported Indosat and IM2 stated on various media and opportunities.

TThroughout 2012, ICT Magazine noted that there was no significant tariff war unlike in the 2000’s. At that period of time telecommunication industry had not been

fully recovered due to unfavorable macro economy condition, moreover the regulation was lacking support causing the industry to make no progress.

It was hard to make large profit, the industry could not even preserve itself from loss since it required a large amount of energy.

It was noted that in 2012 tariff war on voice service segment and short text messaging (SMS) was practically nonexisting. There was only tariff war on data service sector, along with the vast development of smartphone in Indonesia.

For established operators, tariff war is highly avoided, since it is proven to be reducing tariff immensely, it did not gain revenue increase due to increase number of customers, it only resulted in loss.

Decreased service quality due to inexpensive tariff causes customers to gradually leave operators.

Telecommunication customers attitude shift from SMS service to chatting or status update on social media causes inexpensive smartphones from China and local manufacturers with high data capability to be successful, moreover there is the invasion of inexpensive android cellular phones and BlackBerry which prices are becoming more affordable.

Due to such data service shift, customers are rather disturbed by operators mediocre quality, e.g. delay in

Operators regularly modernize their networks, therefore tariff war does not apply since the re-development of certain telecommunication networks certainly requires large amount of fund.

Just beginning to rise from tariff war, telecommunication operators, particularly the mediocre ones, once again had to face hard truth namely the issuance of regulation on interconnection of SMS with cost base and no longer with sender keep all base.

This regulation is certainly profitable for larger operators that have large number of customers, as to small operators, the revenue gained from SMS that they should receive must be distributed to receiving operators that are mostly large operators.

In addition to SMS cost based, regulators also begin to discuss re-calculation of interconnection cost based on cost for June 24, 2012, therefore there is a possibility that telecommunication tariff will decrease again.

Apparent GrowthActually, such tariff decrease is related to

telecommunication operators role that often convey apparent data on telecommunication growth. The number of custiomers at this time that has reached up to around 200 million is actually debatable, since the basis used by operators is the sales of prime number up to the end of grace period.

The opinion that telecommunication has saturated, therefore Ebitda margin that is still very high should be reduced to become the level of 20%-30, is actually caused by operators in conveying data. Nationally village penetration of up to 90% does not mean the populaton in such village all own cellular phone, right?

Moreover, there are operators that say they have reached sub district penetration of up to 100%. Who dares to convey that every single person of the population in one sub district has cellular phone? It could be the case that only a few of them have cell phones like people in Papua and Sulawesi.

Due to such shiny data regulators are driven to issue regulation on tight tariff policy along with the so-called mature telecommunication penetration.

Reviewed from macro economy side, Indonesian Gross Domestic Product (GDP) growth experienced no significant decrease from 2012 to early 2013.

2011 data with average of 6.5%, prediction in 2012 with average of 6.3%, in the prediction of 2013% there will also be no significant movement from figure 6.5%. meanwhile inflation rate of 2012-2013 is also fluctuating from 3.6 – 4.6%.

Technology market also moves quite slowly, the 2012 data also predicted an increase of around 17% compared to 2011 in terms of sales, around 105 in terms of unit value. Prediction for the year 2013 the market will be on fire once more, increase in 2012 is predicted to reach 20% in terms of sales and around 15% in terms of unit value.

Increase achieved by Indonesian IT market is more overpowered by telecommunication sector (above 40%), Home Appliances (20%), Consumer Electronics (16-17%) all three of which above the IT market increase.

rate of tablet growth shows the highest increase, despite notebook sales which is still above tablet’s in terms of sales value.

The rate of tablet sales value from 2011 to 2012 was in the amount of 200% meanwhile tablet unit value rate from 2011 to 2012 was predicted to be around 320%. Ironically, notebook experienced negative growth rate in terms of sales, despite sales value rate that is still positive. Meanwhile the rate of desktop category is all negative.

On IT sector, it is predicted that the products that have positive growth rate in 2013 will be tablet (91%), storage (24%), notebook (14%), multi function device (7%), and monitor (1%), the products that will experience negative growth are Desktop and Printer.

Meanwhile, on world level, 2013 is predicted as the beginning of growth and innovation of the shifting of technology platform from second generation platform to third generation platform on 20 – 25 year recycling.

The third generation platform is marked by the marketing of mobile and its application devices, cloud technology service, mobile broadband networks, large data analysis and the development of social technology.

It is predicted that in 2020, ICT industry will reach up to US$5 billion, 80% of which will be controlled by the third generation technology. (majalahICT/ap)

Rakhmat Junaidi is a familiar figure in the world of telecommunication. His achievements in the world of telecommunication started since he led Ratelindo in 1993 until it changed to become PT

Bakrie Telecom in September 2003.In Bakrie Telecom Rakhmat had a chance to hold the

position of Corporation Service Director for 9 years, before he finally held the position as Advisor Board of Director in the same company starting in November 2012.

His expertise in telecommunication regulation matters in Indonesia has brought him to sit on a number of important positions in telecommunication industrial organization, some of which are the General Secretary of Telecommunication Traffic Clearing Association and Chairman of Regular Committee of Association and Organization Empowerment.

Minister of Communication and Information and a number of first echelon officers in such ministry also don’t hesitate to ask his opinion on regulations that have or have not been issued.

In the middle of his intense bustle, the friendly man spends a lot of his time with his family, going around Java Island on the road and stop by many places, both by beaches and mountains.

In addition to travelling and reading, Rakhmat is also fond of collecting furniture such as chairs and tables made of natural stones.

When asked about his life principle, Rakhmat suggested not to give up when facing difficulties. “I have never felt like a failure, because whatever happens it is something that needs to be fixed, don’t avoid it and give up,” he affirmed.

“In addition, the principal that I always uphold when working is to always keep your promises, it is very important since commitment is everything.”

Whereas success according to this father of a son named Daffa is if he is able to bring Bakrie Telecom to become a “Full Network Service Provider” player.

“So I don’t think that everything is completed and successful,” he said. However Rakhmat softly said that the biggest dream that he has not achieved is to go on hajj pilgrimage, considering it is the right time for him and his wife.

According to him, previously the sustenance had not yet been opened for him particularly in terms of time therefore he admits to continue praying in order for God to lighten his and his family’s steps.

Early this year, the government announced the realization of Non Tax State Revenue (PNBP) receiving target. Up to December 31, 2012 Ministry of Communication and Informatics

had exceeded its target and there was an increase compared to 2011, namely in the amount of 104.39% or in nominal in the amount of IDR11.6 trillion. From such figure, IDR 9 trillion of which is derived from frequency User Right Fee (BHP).

Meanwhile, should there be no significant constraint that could cause additional selection of Block 3G at block 11 and 12 to fail, it is predicted that the State through Ministry of Communication and Informatics will gain additional revenue in the amount of IDR1.2 trillion this year.

According to recommendation from The World Broadband Commission regarding frequency spectrum, the covered broadband access may only be sought with specific policy and approach, including certainly whether frequency spectrum fee causes such broadband access to be covered or complicated. Moreover for Indonesia, broadband access moves far larger than static broadband access.

Based on Comparative Analysis of Spectrum Fee made by Ovum in June 2010, the amount of spectrum fee for G7 countries or G20 per population in US Dollar for each MHz was obtained. In the calculation conducted for Indonesia, the amount of spectrum fee comprises Up Front Fee and Annual Fee, the figure is 0.01716 USD/MHz/Population or IDR 164/MHz/population. This means Indonesian spectrum fee is above G7 countries such as France, Germany, Japan, England or the United States..

REGULATION

The Need for ReformationIn a Radio Frequency Spectrum management, there

are several approaches that determine value of radio spectrum : traditional approach, through spectrum licensing as well as through spectrum pricing.

Spectrum pricing that uses licensing is with First Come First Serve, Beauty Contest or Lotteries methods. Meanwhile frequency spectrum pricing that uses spectrum Pricing is with based on gross income of the user method.

In addition to profit sharing system, Cost Recovery approach is also widely used. Cost Recovery is highly considered since it intends to cover spectrum management fee by holding the principle of not charging with high tariff to license holders and avoiding state subsidy for frequency management.

There are three types of Cost Recovery namely partial Cost Recovery, full Cost Recovery an more than full Cost Recovery. The last type of Cost Recovery is based on the objective of driving more efficient yet not excessive use of spectrum.

Any reformulation method used must emphasize that spectrum fee is rarely imposed on license holder which in turn will burden users. Even if it is expensive the revenue should be returned for ICT development.

Unfortunately such matter is hard to do since it is considered as state revenue in which including also USO fund. (majalahICT/hs)

Research In Motion (RIM) performance which is now derailed will seem to be slightly helped by the presence of BlacBerry

10. BlackBerry which appears fully with touchscreen indeed has not been in the market considering that RIM still continues to develop the same from Beta 3 version.

However, rumor has it that RIM has begun to produce such device since early 2013. From many sources it is said that

the outer appearance of BB 10 is quite astounding. Different from iPad that slides the screen from left to right side, BB 10 slides the screen from top to bottom to see homescreen with widget and shortcut applications.

For such ……, users do not have to press specific buttons to adjust the menu, since users only slide the upper part of the screen to the bottom or to other certain directions.

One of the interesting features offered by RIM in BB 10 is the newest BlackBerry Hub, which integrates all messages from various accounts that you own in one application starting from RIM message, email account, messages from social networks such as Facebook, twitter, and Linked. This is similar to the newest Windows Mobile Phone feature.

The homescreen of BlackBerry 10 still sustains App icon from the old OS. Such icon may be moved manually or organized according to your desire.

BlackBerry 10 screen is 4.2 inches and already has HD 1280 x 768 pixel resolution. It means we are able to play video in High Definition directly from BlackBerry 10. It is safe to say that BlackBerry users will enjoy new and impressive experience which cannot be obtained from the previous BlackBerry.

Sony Mobile will release smartphone with sophisticated

camera which according to rumor will be present with the name Sony Xperia Z LT30 or Sony Yuga. However, just like Sony’s habit, when it is released officially the name will change just like Sony Experia Mint which will change its name to become Sony Experia T when sold in the future and Sony Hayabusha LT29i which will also change its name to become Sony Xperia TX.

Sony Xperia Z is reported to use Quad Core Snapdragon S4 processor with screen size of 4.6 inches. What’s so interesting about Sony Xperia Z LT30 is that it will have sophisticated camera with 13 mega pixels (MP) on its back part.

Prior to Sony Xperia Z, Sony Mobile also had released a cell phone named Sony Xperia Ion which also has sophisticated camera with 12 MP.

Most probably in the future this cell phone will use OS Android 4.1 Jelly Bean in order to compete with other high end smartphones.

Rules in GR are weak to impose OTT on developing server here due to public service limitations. In ICT Magazine point of view¸ regulators needs to immediately

act on stipulating which service organizing type applied for OTT.
