Ref: 2016/383 Date: 06.04.2016 Shri K. Unikrishnan Deputy Chief Executive Indian Banks Association Dear Sir,
RE: RETIREES ISSUES
We are in receipt of your Letter No HR & IR/ KSC/ GS/ 2347 dated 28.03.2016, written in response to our Letter No 2016/379 dated 26th March 2016, informing us that IBA is unable to hold discussion with our
organisation in the absence of specific mandate from the member banks to do so.
2. We find that during the course of negotiation on the last wage settlement, 17 rounds of discussion took place between IBA and unions
wherein issues pertaining to past retiree were also discussed and at the end, while signing wage settlement for employees on 25. 05.2015,
Record Note in respect of the pending issues which purely covers the retirees who retired prior to the period of last settlement was also signed by IBA. This document specifically deals with various pending issues
pertaining to the past retirees and course of action IBA proposes to take to dispose of them. We believe that it was not possible for IBA to come
out with the above stated document with specific action programme on pending issues without specific mandate to do so from the member banks.
3. In view of the above, we shall feel obliged if you will kindly confirm us
that though IBA has mandate to deal with past retiree issues from member banks but no specific authority to hold discussion with the retiree organisations.
4. We are happy to note that as per your above letter written to us, IBA
has sent another Communication No CIR/HR & IR/ GS/ 2015-16/ 2263 dated 09-03-2016 to member banks reiterating earlier advice given vide Circular No. CIR/ HR & IR / G5/ 2008-09 dated 30-03-2009 to evolve a
mechanism at the corporate level for redressal of the grievances of retirees so that the same can be discussed and settled across the table
by the representatives of the Retirees Federations/Associations with individual banks. We shall feel obliged if copy of your above referred recent communication may be provided to us to enable us to advise our
affiliates to take appropriate steps for effective implementation of the scheme in liaison with the management of individual banks. With Regards
Yours Sincerely,
( S.C.JAIN ) GENERAL SECRETARY
