WORKBOAT’S 2003 CONSTRUCTION SURVEY T here were three fewer shipyards participating in WorkBoat’s 2003 Construction Survey from a year ago, while the number of new- builds delivered during 2003 and con- tracts for vessels going forward fell by 93 from 2002. “2003 was a mixed year for commer- cial shipbuilders in the U.S.,” said Allen Walker, president, Shipbuilders Council of America, Arlington, Va. “A backload in offshore supply boats and OPA ‘90 barges kept many shipyards busy throughout much of the year, but new orders in 2003 were well below those signed in 2002.” In 2003, 40 yards delivered or signed contracts to build 376 vessels. WORKBOAT’S 2003 CONSTRUCTION SURVEY

There were three fewer shipyardsparticipating in WorkBoat’s2003 Construction Survey from

a year ago, while the number of new-builds delivered during 2003 and con-tracts for vessels going forward fell by93 from 2002.

“2003 was a mixed year for commer-cial shipbuilders in the U.S.,” saidAllen Walker, president, ShipbuildersCouncil of America, Arlington, Va. “Abackload in offshore supply boats andOPA ‘90 barges kept many shipyardsbusy throughout much of the year, butnew orders in 2003 were well belowthose signed in 2002.”

numbers should be mentioned. First,some yards with healthy order bookschose not to participate this year, eventhough their vessels were recorded inthe pages of WorkBoat throughout2003. Per their requests, those numbersare not included in the survey. Second,the number of shipyards listed in thisyear’s survey is actually greater than40. The discrepancy occurs becausesome companies that operate multipleshipbuilding facilities such asBollinger and VT Halter consolidatetheir shipyards into a single listing.Others, such as Metalcraft MarineGroup, list their yards separately,Consequently, both Bollinger andMetalcraft count as a single operator inthe final tally.

First time participants in the surveyinclude Halimar Shipyard and MissionMarine. Ocean Technical Servicesmakes its first appearance since the1997 survey.

In last year’s introduction, there wasa reminder to look for the number ofoffshore vessel newbuilds to rise if theoil and gas industry’s long-awaitedrecovery finally arrived.

But that didn’t happen in 2003 and

2004 will likely be a sluggish one forthe Gulf of Mexico offshore industry aswell.

Consequently, the number of OSVsand other oil-and-gas industry supportvessels is down and some of the yardsthat build them are scrambling to keeptheir heads above water, while othershave gone under for good.

As the SCA’s Walker mentioned, abacklog of OSVs kept some yards busyin 2003. The number of supply boatslisted this year is 37, four more thanwere recorded last year. However,crewboats took a significant dip from33 in 2002 to just 10 in ‘03. On the pos-itive side, a new player in the aluminumcrewboat building arena, ConradAluminum, secured its first newbuild, a175-foot crewboat for DiamondServices.

Homeland security initiatives helpedthe patrol boat category retain its No. 1position in the survey. There are 74such boats listed in 2003, but that num-ber is off significantly from last year’s126.

It could have been worse.“Construction of small to mid-sizedvessels for government markets helpedease the downturn in commercialorders for several domestic yards,” saidWalker.

Other newbuilds of note for 2003,according to Walker, were the deliveryof the first large oceangoing ships inmany years and a contract for the firstfast car/passenger ferry for the conti-nental U.S.

Barge construction numbers weredown over the past year from 57 in2002 to 42 this year. The drop-off

Shipbuilders are optimistic that business will improve in 2004. Shipyards cite theneed for replacing aging fleets and an improvement in the economy.

Another item of note is the increasein the dinner, excursion, sightseeingboat category. There are 17 such ves-sels listed in the 2003 survey, up from10 in 2002. The higher number may bea reflection of a pickup in the U.S.leisure market.

Two other categories that showedgrowth were pushboats and towboats(from 12 in 2002 to 20 in 2003) and“other military” vessels (from 13 in2002 to 27 in 2003).

The number of stern-drive tugs for2003 doubled from six to 12.

What about 2004?“Shipbuilders remain cautiously

optimistic about 2004,” said Walker.“Almost every segment of the U.S.-flag fleet is facing significant replace-ment requirements. With the economyon the rebound, there is reason tobelieve that Amercian shipbuilders mayfinally see the improved market thathas been predicted for so long.”
