CHAPTER 1

ORGANISATION THE ALLIANCE LONG LINES ACTIVITY (ALLA) 101. The Alliance Long Lines Activity (ALLA) is the historical name for the organization which, within NATO and NATO nations, provides assistance for the procurement of commercial leased telecommunication services. As a result of reorganisations in NATO, the role of ALLA is now limited to a coordinating and procedural one. The coordination consists of:

a. Maintaining a repository of Telecom Providers (TP) and National Long Lines Agencies (NALLA) contact details; b. Maintaining a circuits number assigment application; c. Maintaining the ALLA handbook..

102. A National Long Lines Agency (NALLA) is established in each NATO country to provide an interface between Demanders (Service Ordering Authorities) and Telecommunication Providers. Contact details of the NALLAs are available through the ALLA Website. 103. A Telecommunication Provider (TP) refers to any publicly or privately owned entity, providing telecommunications based services, or operating and maintaining transmission networks and systems. Contact details of the accredited TPs are available through the ALLA website (under the respective NALLAs). ALLA HANBOOK 104. The ALLA Handbook is a document that provides Demanders and NALLAs information on circuit ordering process. The relevant circuit ordering procedures are included in this handbook. Although the ALLA handbook is a procedural handbook and is considered a guidance rather than policy for National Demanders and NALLAs, the use of the ALLA handbook is recommended as it allows for consistency throughout the circuit ordering process. NALLA FUNCTIONS 105. In general, NALLAs perform the following functions:

a. Assist Demanders, as and when required, in obtaining the necessary information, including price quotations, on international and internal circuit connectivity.

b. Co-ordinate with the selected TP, and other NALLAs if required, Demanders requests for international or internal circuit connectivity if circuit ordering is executed in accordance with ALLA procedures. c. Register and maintain up-to-date records of all internal and international ALLA registered circuits concerning their country. d. Assist Demanders in resolving problems regarding the provision or operation of ALLA registered circuits.

ELIGIBILITY OF TELECOMMUNICATION PROVIDERS NALLAs are invited to provide recommendations based upon which TPs can be accredited 106. In order to be eligible to provide services for NATO and national defence purposes under ALLA procedures, a TP should be accredited by the appropriate (regulatory1 or other) authorities of the host country.

107. Following is a non exhaustive list of recommendations which national authorities should take into account when negotiating accreditation of a TP:

a. TP to own the infrastructure on which services are provided as a guarantee for easy restoration under all circumstances;

b. TP to establish a cell with security cleared personnel that will act as the point of contact with the NALLA for defence requirements;

c. TP to accept requests for services related to NATO/national defence that are processed by the NALLA;

d. TP to provide the above services in accordance with the ALLA Handbook;

e. TP to establish secure mechanisms to identify and restore the above services in case of major breakdowns. Notes:

1. National authorities may wish to take into account that global providers do not necessarily keep their databases in the host country.

2. As accreditation is a national responsibility, it cannot be extended to other NATO countries.

ORGANISATIONAL RELATIONSHIPS 108. Within the NATO C3 Organization (NC3O) and under the NATO C3 Board (NC3B), ALLA reports to the Communication Network Sub-Committee (CNSC). 1 The national regulatory authority is the independent governmental body, issuing the licences to

operate public telecommunication networks or to provide telecommunications based services.

109. A staff element within the NATO Headquarters C3 Staff (NHQC3S) provides the focal point for liaison with the NALLAs and the user community and acts as custodian for the ALLA Handbook, the Circuit Number assignment application and the TP and NALLA repositories.

THE ALLA CIRCUIT ORDERING SYSTEM

ADVANTAGES OF THE ALLA CIRCUIT ORDERING SYSTEM 201. The ALLA circuit ordering system offers the following advantages: a. Assistance by the NALLAs in all the steps to obtain circuit connectivity. b. Standardized procedures which can be used in all NATO countries. c. Labelling of the circuit with an ALLA number, known to the Demander, the NALLA

and the TP, recognizing the importance of the circuit for NATO or national defence purposes.

d. Preferential treatment in times of peace, disasters, crisis or war, within the limits of the

relevant national regulations or legislation. APPLICATION 202. The ALLA circuit ordering system can be used for: a. NATO and national requirements for international circuits. b. NATO requirements for internal circuits.

c. Requirements for international or internal circuits of national forces stationed outside their own countries.

d. Requirements of civil organizations considered of importance for the defence of the Alliance.

NATIONAL USE 203. Nations are encouraged to adopt the ALLA circuit ordering system for national internal use. A circuit number can be obtained through the ALLA website that is limited to a centrally (HNQC3S) managed circuit number assignment application. Use of this application ensures that unique circuit numbers are used for international circuits. ALLA NUMBERS 204. The ALLA number is a six-digit number used to identify a commercial-leased circuit over its full length. A Circuit Number can be obtained through the ALLA website that is linked to a

centrally (NHQC3S) managed Circuit Number Assignment Application. Use of this application ensures that unique circuit numbers are used for international circuits. 205. Full details on the ALLA numbering system are at Annex B to this Handbook. DEMANDERS CODE 206. The Demanders Code is a six-digit number used to identify the Demander of a circuit. The list of Demanders is at Annex C to this Handbook. TRANSATLANTIC CIRCUITS TO THE UNITED STATES 207. As there is no NALLA in the United States, all transatlantic circuits ordered to that country from Europe should be processed under one-stop-shopping. The NALLA US office in Germany can provide assistance if required. INTERNAL CIRCUITS WITHIN THE UNITED STATES 208. As there is no NALLA in the United States, Demanders are advised to have their circuit ordering for internal circuits processed by a US counterpart, e.g. SACT. There are no ALLA numbers attached to internal circuits within the US. INTERNATIONAL CIRCUITS TO NON-NATO COUNTRIES 209. All circuits between NATO and non-NATO countries, or to NATO countries without NALLA, will be processed by the NALLA of the NATO country and further handled by the TPs in the two countries involved, preferably under one-stop-shopping. 210. Even for circuit ordering under one-stop-shopping, the Demander may still need to do his own prospecting to select the TP in the non-NATO country. CIRCUIT ORDERING WITHOUT NALLA INVOLVEMENT 211. Circuits ordered under the commercial procedure are not eligible for ALLA registration unless they belong to the Demanders category addressed in Section II,Chapter 5. TARIFFS AND VALUE ADDED TAX (VAT) 212. Tariff information can be obtained from the NALLA, but is otherwise mostly available on the Internet site of the TP. 213. Within the European Community (EC), NATO headquarters are exempt from payment of VAT under Article 15.10 of Council Directive 77/288/EEC of the Sixth Directive. This applies to all NATO Forces within the EC.

214. NATO Forces and national forces stationed outside their own countries usually have special agreements with the local government for VAT exemption. This applies both to EC countries and to non-EC countries.

PREPARATION FOR CIRCUIT ORDERING

PLANNING OF CONNECTIVITY 101. NALLAs have a list of TPs active in their country, having accepted the ALLA circuit ordering procedures and corresponding obligations, and employing personnel with the necessary clearance to access defence facilities. Demanders should therefore contact NALLAs at both ends before selecting a TP. NALLAs will provide them with the necessary information on potential Telecommunication Providers (TPs), their terms and conditions, including the lead time for the provision of the service. 102. The list of accredited TPs in each NATO country is available on the ALLA web site under the respective NALLAs. 103. One needs to consider that a lead time of 30 days is common practice, and that this can even be higher for complicated requirements. 104. In view of the fact that more than one TP may offer services, not only for internal, but also for international connectivity, NALLAs at both ends may have to collect information from several provider sources. 105. For international connectivity the Demander should preferably opt for one-stop-shopping (OSS), whereby the selected co-ordinating TP will handle the complete ordering and implementation procedure with the selected distant end TP. 106. Most TPs offer different levels of commercial service restoration for peacetime use. The requested level of service has to be indicated at the time of the ordering. 107. In some countries there is a requirement to also indicate a restoration priority, mainly intended to determine the sequence of required circuit restoration in times of disaster, crisis or war. There are three levels of restoration priority: R1, R2 and R3. These levels correspond to the degree of importance the demander attaches to his circuits. R1 is restored before R2, R2 before R3. 108. It is the Demanders responsibility to make sure that his circuit requirement has been co-ordinated with the User(s) and that termination equipment and manning will be available on the installation day. 109. When the Demander has collected all the necessary information and has selected the TP(s), he processes his circuit order in accordance with Chapters 2, 3 and 4.

GENERAL 201. A circuit demand can apply to provision, modification or cessation. For definitions of these terms see the Glossary at Annex A to this Handbook. 202. Circuit demands are normally submitted in written form. 203. A separate demand has to be submitted for each circuit. 204. Circuits of mixed composition (using part military and part commercial facilities) require a separate circuit demand for each commercial component. 205. The information contained in the circuit demand is, in principle, unclassified, unless sensitive information and/or information regarding the urgency of the demand has to be added (see also Chapter 6). 206. A circuit demand commits the Demander financially in the same way as a signature under a contract. 207. Depending on the arrangements for defence purposes between the national authorities and the TP, the Demander may still be requested to sign a commercial contract. CIRCUIT DEMAND FOR PROVISION 208. Before submitting a circuit demand for provision of a new circuit, permanent or temporary, the Demander will seek an ALLA number to be assigned to his demand. 209. International ALLA numbers will be assigned by the NALLA of one of the terminating countries. The Circuit Number is requested through the centrally (NHQC3S) managed Circuit Number Assigment Application 210. ALLA numbers for internal circuits are available at the NALLA concerned.

MODIFICATION OF A CIRCUIT 211. A modification is defined as an alteration to an existing circuit or to an already demanded circuit. 212. Certain alterations, such as a change of terminations, involving a change of terminal, are not regarded as mere modifications. In such cases the existing circuit will have to be ceased or the demand for a new circuit cancelled, and a new circuit demand for provision submitted. Demanders are advised to contact their NALLA in case of doubt. 213. A change of paying authority must also be requested by submission of a circuit demand for modification. CESSATION OF A CIRCUIT 214. A demand for the cessation of a circuit will be dealt with in the same way as a demand for provision or modification. Circuit contracts may contain terms of notice. CANCELLATION OF A CIRCUIT 215. Cancellation refers to the withdrawal of a circuit demand which is not yet completed. 216. Cancellations are to be submitted by the Demander prior to the planned in-service date.

CIRCUIT DEMAND PROCEDURES

ONE-STOP-SHOPPING (OSS) 301. The preferred option for circuit demanding is One-Stop-Shopping (OSS). OSS is originally a commercial procedure introduced by the TPs to simplify international leased circuit provisioning for their customers. The concept and implementation of OSS are described in ITU-T Recommendation D.7, copy of which is at Annex C to this Chapter. 302. OSS may include any of the following features:

a. Single-Point Ordering: Allows a customer to order an international circuit via one co-ordinating TP, who takes all necessary actions with the distant end TP until the circuit is ready for use.

b. Single-Point Billing: Allows a customer to pay the total bill at one end and in one currency.

Note: ordering and billing country must not necessarily coincide.

c. Single-Point Fault Reporting: Allows a customer to report a circuit outage at one end only.

Note: The feature does not necessarily grant that the co-ordinating TP will automatically reimburse the share of the distant end TP.

DEFINITION OF TERMS 303. Co-ordinating NALLA: The NALLA to which the international circuit demand is addressed by the Demander for further processing under OSS.

304. Co-ordinating TP: The TP in the country of the co-ordinating NALLA which will make all the arrangements with the distant end TP for the provision of the circuit.

305. Distant NALLA, distant TP: NALLA and TP at the other end of the international circuit. OSS CIRCUIT DEMAND 306. Circuit demand messages are to be sent by the Demander to:

307. The authority responsible for the local part if this local part is not provided by the TP(s).

FOR INFO: The distant NALLA for international circuits ALLA (NHQC3S) for international circuits

308. Users other than the Demander. a. Annex A to this Chapter provides the flow chart for a standard circuit demand.

b. On receipt of the circuit demand the coordinating NALLA will verify that both coordinating and distant TP are accredited. If this is not the case the demander will be informed of the non compliance of his circuit demand under ALLA procedures.

c. The coordinating NALLA will then, after verification of completeness of the circuit

demand, transmit the demand to the selected co-ordinating TP taking due account of its classified portions. For an international circuit, the co-ordinating TP will then take the necessary steps towards the selected distant end TP in accordance with the requirements expressed by the Demander in line A of the circuit demand (see Chapter 4).

d. If applicable the coordinating NALLA liaises between Demander and TP for the

signature of a commercial contract (see Chapter 2, para 1.g).

309. The users will notify the TP Fault Reporting Centre of any delay in the provision of the circuit. If the TP Fault Reporting Centre is not known or if information cannot be obtained, the users will inform the Demander who will in turn contact the NALLA for further clarification.

310. Circuit demands for modification, cessation or cancellation can only be processed under OSS if the original demand for provision was also processed under OSS. NON-OSS CIRCUIT DEMAND 311. If the OSS procedure cannot be applied for international circuits, the Demander will send his circuit demand to the NALLAs involved. 312. Annex B to this Chapter provides the flow chart for a non-OSS circuit demand. ACTION REPORTS 313. Action Reports are intended to inform the Demander of the action taken by the TP in respect of circuit demands. Action Reports are required for all types of circuit demands. 314. For permanent circuits demanded under OSS, an Action Report is provided by the co-ordinating NALLA on the basis of information received from the co-ordinating TP to: a. The Demander for all circuits;

b. The distant NALLA. 315. For permanent non-OSS circuits, Action Reports are provided by both NALLAs on the basis of information received from their TP to: a. The Demander for all circuits; b. The other NALLA. 316. For temporary circuits, NALLA(s) will only provide an Action Report if this was requested in line M of the circuit demand.

ITU-T RECOMMENDATION ON OSS

PREAMBLE C-101. This Recommendation provides the general principles and procedures for the implementation of one-stop shopping (OSS) for international private leased telecommunication circuits (IPLC). C-102. OSS is an optional set of arrangements whereby an Administration (the coordinating Administration) handles coordination between a customer and other Administration(s) concerned (the participating Administration(s)) in order to make it simpler for the customer leasing international private leased telecommunication circuits. C-103. Recognizing on one hand that each Administrations internal procedures and billing processes are different and on the other hand that OSS procedures should be harmonized as much as possible, this Recommendation is only a guide to be used by Administrations cooperating in the provision of OSS. Details of procedures should be agreed among the Administrations concerned. C-104. The implementation of the OSS arrangement requires close coordination among the Administrations concerned at all levels, commercial and administrative, as well as technical. The Administrations concerned should endeavour to meet all the specific requirements of the customer including the choice of participating Administration(s). C-105. The following procedures are proposed to that end as guidelines for bilateral agreements. DEFINITION OF TERMS C-106. The following terms are defined only for the purposes of this Recommendation.

a. Coordinating Administration: The Administration, selected by the customer,

which coordinates the overall operation, takes the order from the customer and coordinates circuit provisioning. The service associated with the OSS arrangement may include those components of a customer network that do not originate or terminate within the coordinating Administrations operating area.

b. Participating Administration(s): The Administration(s), other than the

coordinating Administration, involved in the actual provisioning of the requested service.

c. Customer: The individual or entity who requests the OSS arrangement, and who signs the order forms and other contractual documents which may be required.

FEATURES C-107. The customer chooses the coordinating and the participating Administration(s). C-108. The OSS arrangement may include any of the following features:

a. Single-point ordering: This feature allows the customer to order an end-to-end circuit or network via one Administration (coordinating Administration). The co-ordinating Administration initiates the order process with the participating Administration(s), and provides, for example, the customer with price quotation(s), prospective installation date(s), and the necessary order forms. Administrations should agree on the details of the OSS ordering process, including the designation of specific contact points for OSS orders. b. Single-point billing: This feature allows the customer to pay the bill at one point. The customer selects the billing Administration. The bill is rendered in the currency of the billing Administration unless otherwise agreed. Billing will normally commence once all Administrations agree that the circuit meets the technical specifications (excluding customer provided equipment), and has been turned over to the customer. c. Coordinated provisioning: With this feature, as well as coordinating the installation and testing of the circuit with the participating Administration(s), the coordinating Administration acts as the single point of information for the customer during the provisioning process, keeping the customer informed of progress end-to-end, towards installation and handover of the circuit(s). d. Single-point fault reporting: With this feature, the customer reports faults to the coordinating Administration who coordinates fault investigation and clearance. The customer may also elect to report faults to the participating Administration(s).

C-109. The customer can select any or all of the above features where available. Other relevant features may also be offered. TERMS AND CONDITIONS C-110. Each Administrations terms and conditions for the provision of the international private leased telecommunication circuit service will remain applicable unless otherwise agreed. C-111. When the customer in the coordinating country signs the contract or the order forms with the coordinating Administration in the name and on behalf of its counterpart(s), then a guarantee may be needed by the participating Administration (s). C-112. Such a guarantee may, for example, be a warranty of agency certifying that the signing customer is duly authorized by its counterparts to place the order and to fulfil all the associated obligations.

C-113. Administrations shall be liable to their own customers in accordance with their respective national laws or regulations, and subject to the terms and conditions of their respective contracts. SINGLE-POINT BILLING C-114. With single-point billing, the coordinating Administration (or the billing Administration as indicated by the customer) is responsible for collecting the total amount of billed charges (including taxes where appropriate) from the customer on the basis of the participating Administrations invoice. C-115. The coordinating Administration will not be liable to the participating Administrations for any charges unpaid by the customer. In the case of a customer failing to pay the bill for whatever reason, the coordinating Administration will inform the participating Administrations of this within a mutually agreed period. C-116. After a mutually agreed period, the coordinating Administration may withdraw single-point billing and should promptly notify the participating Administrations providing the participating Administrations with the appropriate information. C-117. The participating Administrations will reimburse the coordinating Administration for any sums received from the coordinating Administration in respect of amounts due from the customer which it had been unable to collect. C-118. The coordinating Administration may reserve the possibility of levying a special charge on the customer to recover any additional cost it has incurred. INTER-ADMINISTRATION SETTLEMENTS C-119. The coordinating Administration will pay the participating Administrations for the amounts billed on their behalf in an agreed time frame. Payments will be made in the national currency of each participating Administration or, in another mutually agreed currency. C-120. Settlements between Administrations should normally be made by bank transfer or by other means agreed between Administrations in order to identify customers, related bills and payments. CANCELLATION C-121. The terms and conditions for cancellation of the lease are determined by the respective Administrations concerned, particularly with regard to the notice requirement. The customer should be advised of these provisions in advance.

REGISTRATION OF

EXISTING INTERNATIONAL CIRCUITS

GENERAL 501. This procedure only applies for the registration of circuits which, at a certain point in time are recognized to be of importance for defence purposes. Such circuits can serve:

a. Government services b. Bodies and organizations of national importance c. Business and industry essential for defence purposes

who have been allocated a Demanders Code. 502. Only circuits provided by TPs accredited for defence purposes can be registered. For circuits to non NATO countries this rule only applies to the TP in the NATO country. 503. The registration should not involve any technical action by the TP nor have financial implications, except for possible registration fees. REGISTRATION 504. The Demander requests a circuit number through the ALLA circuit number assignment application. After having been assigned a circuit number, the Demander sends his request circuit to the two NALLAs concerned according to the format for a circuit demand for provision (see Chapter 4), with the following alterations:

a. Line A: Registration of international circuit (insert TP designation of the circuit)

b. Lines B, E, I, L and N: leave blank

505. Once the circuit is registered by the NALLAs, modifications or cessation are handled under the normal procedures, also with regard to Action Reports (see Chapters 3 and 4). ACTION REPORTS 506. EXCEPTIONAL PROCEDURES

GENERAL 601. This chapter contains information for provisioning of circuits during exceptional periods resulting from:

a. Heightened tension (including situations when NATO Precautionary System

Measures have been declared in one or more NATO countries or regions).

b. Major incidents (calamities, natural disasters, catastrophes and similar events).

c. An unforeseen urgent requirement where the use of the routine procedure would seriously hamper the accomplishment of the mission.

The exceptional procedure will not be accepted for circuits to be used during

scheduled exercises for which the normal lead times apply.

602. The exceptional procedure is applicable to: a. Provision of new circuits (permanent, temporary). b. Modification and cessation. c. The acceptance of the exceptional procedure by a specific TP may have to form the

subject of a Memorandum of Agreement between the national (regulatory or other) authority and the TP.

PROCESSING OF DEMANDS 603. The normal circuit demand format (Chapter 4) will apply with the following alterations:

a. In line A, indicate EXCEPTIONAL (PROCEDURE), in addition to the normal information.

b. In para 2, indicate the justification for the urgency of the demand, with an appropriate security classification.

604. In certain cases, NALLAs will accept telephone demands provided they are confirmed as soon as possible.

INITIAL TESTING

GENERAL 101. Initial testing is carried out by the TPs who are entirely responsible for the co-ordination and performance of the testing. The TPs provide the necessary test equipment tools and any other items required for the satisfactory completion of the tests, and the recording of their results. The Demander has the right to demand repetition of tests, proof of validity of the test equipment calibration and performance of reasonable additional tests to clarify doubtful or marginal results. The TPs shall make available to the Demander all facilities, information and assistance necessary to permit a valid interpretation of the test results. LINK ACCEPTANCE TESTS

102. The acceptance tests will be carried out at both ends of the link so that correct operation of the alarm conditions can be verified. The tests will be performed with a 2 Mbit/s test set capable of simulating both normal and severe error conditions. The far end of the link under test will be looped such that all tests can be carried out and witnessed from one end. The tests shall demonstrate the correct operation of the link in accordance with the ITU-T G.800 series performance recommendations:

a. G.812: timing requirements at the outputs of slave clocks suitable for plesiochronous

operation of international digital links; b. G.821: error performance of an international digital connection forming part of an

integrated services digital network; c. G.822: controlled slip rate objectives on an international digital connection.

LINK TEST SHEETS

103. The Link Test Sheet shall contain as a minimum space for insertion of:

a. Test location and date; b. Equipment type and serial number(s); c. Test procedure reference number and issue number; d. Type and serial numbers of test equipment employed; e. Test results; f. Comments; g. Signature of the official representatives of the Provider and the Demander.

LINK TEST REPORT 104. The TP shall provide two copies of a Link Test Report, which includes the test data sheets for approval by the Demander. It will be used as the primary document for link acceptance. TECHNICAL REQUIREMENTS

105. General Requirements All of the transmission services shall be provided in accordance with the performance standard recommendations of the ITU-T G.800 series. 106. Performance Requirements The following performance requirements have been derived by applying the Recommendations of ITU-T to a Hypothetical Reference Digital Path (HRDP) with the NATO rationalised network environment.

The Provider shall ensure that the circuit shall be available at all times, 24 hours a day as shown in the list above and in accordance with ITU-T G.800 series.

107. Interface Specifications The transmission services shall be presented to the User as 2048 kbit/s E1 trunk. The trunk shall be terminated using coaxial cable on a 2 Mbit/s digital distribution frame provided by the User. The interface specification standards shall be in accordance with the following ITU-T recommendation:

G.703, physical/electrical parameters for interfaces operating at 2048 kbit/s;

108. Timing and Synchronisation The E1 pipe must be either clock transparent or must comply with the Stradium II clock stability. The test and acceptance procedure must cover clock stability and transparency, and in each case the testers must be externally clocked and not from the E1 pipe. The external timing source must be Stradium I class. LINK ACCEPTANCE (LA) PROCEDURES 109. Link acceptance (LA) will take place after the following requirements have been met for the link:

a. A Link Test Data Sheet has been supplied by the Provider which shows that each of

the performance requirements according to ITU-T G.800 Series Recommendations has been satisfied;

b. A Link Test Report has been submitted by the Provider and approved by the

Demander. FINAL LINK ACCEPTANCE 110. A Final Link Acceptance meeting will be convened and chaired by the Demander when he considers that all requirements of the contract have been met by the Provider and that all formally recorded deficiencies have been cleared. 111. The Demander or his duly authorised Representative will sign an acceptance certificate that the works have been done according to the Contract.

FAULT DETECTION 201. TP network management facilities make it possible to detect circuit faults and to take automatic or manual action to restore or to reroute the affected circuits without delay. 202. If the interruption persists, the users will have to inform their designated TP Fault Reporting Centre. REPORTING PROCEDURE 203. The users at both terminations will first verify that the fault does not lie within equipment or lines for which the TP is not responsible.

204. Once this is confirmed, the users at both terminations inform their TP Fault Reporting Centre, providing the ALLA number and the symptoms of the fault.

205. The TP Fault Reporting Centre confirms date and time at which the fault occurrence was received and gives a fault reference code number to the user. This code number will also serve as a reference for the subsequent reimbursement claim (see Chapter 3).

206. Upon request, the TP Fault Reporting Centre will provide an indication of the estimated duration of the outage in the event of a fault involving a prolonged interruption.

EXTRACT OF ITU-T RECOMMENDATION D.1 ALLOWANCES FOR INTERRUPTIONS 301. In the event of an interruption of an international private leased telecommunication circuit for which a customer or user is not responsible, an allowance shall normally be made to the customer if there has been an initial period of interruption of:

a. A continental circuit for not less than 180 consecutive minutes1,2 b. An intercontinental circuit for not less than 60 consecutive minutes 1.

302. Any interruption or operating trouble shall be promptly reported by the customer or user. However, in cases of facility failures known to the TP such reports may not be required. 303. Any requirement that customers specifically request allowances should be in accordance with the practices of each TP concerned. 304. For the calculation of the allowance, the reporting time shall normally be the starting time for the duration of the interruption. If, however, a report is not required because the facility failure is known to the TP, the time of the failure is taken as starting time for calculating the allowance. 305. For each hour of the initial period of interruption mentioned in para 1 above and for each subsequent consecutive hourly period or fraction of at least 30 minutes, the amount of the allowance should be equivalent to 1/24th of a days rental for a full-time circuit. 306. In the case of international private leased telecommunication circuits leased on a part-time basis, the allowance for interruption shall be pro rata to the number of hours of the lease per day. 307. For the purpose of computing allowances for interruptions, a month is considered to be 30 days. When the lease is for less than one month, the charge for a days lease shall be calculated by dividing the total rental by the number of days reckoned in the lease. 308. TPs need not consider requests for allowances for interruptions resulting from unfavourable propagation conditions on HF radio circuits.

1 In cases where the rental charges for continental circuits are roughly at the same level as charges for

intercontinental circuits, TPs may apply the initial time limit of 60 minutes in determining the interruption periods on continental circuits for which an allowance should be made.

309. In principle, an allowance should be given for all components of the through international private leased telecommunication circuit between the customers operating terminals regardless of where the interruption occurs, except as provided for in para 7 below. Where the interrupted circuit forms part of an international private leased telecommunication circuit network, the allowances would apply only to the affected circuit. Note: It is recognized that some TPs are in a position to make allowances only in respect of failures in the intercontinental portion of international private leased telecommunication circuits. 310. Requests for refund of charges for the use of public telecommunication services during the period when the international private leased telecommunication circuit is not available shall not be considered. 311. No allowance shall be granted when an interruption (regardless of its duration) or non-operation of the international private leased telecommunication circuit, is due to the negligence of the customer or to a fault of equipment provided by the customer or user for which the TP is not responsible. 312. Normally, no allowance shall be granted when an international private leased telecommunication circuit is withdrawn in order for TPs to perform tests, adjustments and routine maintenance. TPs will not consider requests for interruption allowances for non-operation of an international private leased telecommunication circuit or international private leased telecommunication circuit network resulting from failures in public network facilities to which the international private leased telecommunication circuit has access.

Action report A notification from the NALLA to inform of the action taken by the TP with regard to a circuit demand received.

ALLA

The historical name for the organization which, within NATO and NATO nations provides assistance for the procurement of leased telecommunication services.

ALLA Number A 6-digit number used to identify a leased TP circuit or circuit requirement.

ALLA/NALLA Registered Circuit

Leased circuit identified by an ALLA number, provided either through ALLA procedures or through other procedures, when the appropriate circuit information is subsequently entered into the ALLA/NALLA circuit register on the request of a demander.

Cessation (to cease)

A notification from a demander for a withdrawal of a circuit demand or a request for disconnection of a circuit which is no longer required.

Circuit demand (to demand)

A request from the demander for the provision of circuits or for the modification of circuits or for the cessation of circuits.

Demander

The Authority responsible for planning of leased circuits and the subsequent initiation of relevant demands.

Duplex

International Circuit

A circuit directly connecting two exchanges situated in different countries. (IEC 721.16.06). A circuit between two international exchanges situated in different countries. (ITU-T Rec. D.000).

International Leased Circuit

The whole of the assembly of lines and apparatus connecting the renters terminal equipment (e.g. data modem) in one country to the renters terminal equipment in another (ITU-T Rec. M.1010).

Lead Time The estimated period the TPs require between receipt of a circuit demand and the completion of the action (provision, modification, and cessation).

Local part

The portion of the circuit between the termination and the terminal centre. Note: The local part may be provided by either the TP or the user, or both.

Modification (to modify)

A notification from a demander to alter a circuit already demanded or provided.

NALLA

The agency and also the authority which, in a NATO country, is the co-ordinator between the demanders and the Telecommunication Providers (TPs) for matters pertaining to leased telecommunication services.

National Circuit

A circuit which is demanded and funded by a national authority and which may be either an internal or international circuit.

NATO Circuit A circuit which is requested by NATO authorities and fulfils the criteria for payment from NATO funds.

NATO Circuit Number (NCN)

A nine element number allocated to each NATO circuit to be entered in the NATO circuit register irrespective of the transmission media over which it is routed and to national circuits routed on NATO Integrated Communication System (NICS) transmission media or routed through NICS terminal control facilities (NACOSA). Note: The circuit number provides identity and remains the same as long as the designator codes or circuit type remain unchanged.

Permanent Circuit A circuit which is permanently provided and used in peacetime and which normally continues to be used in wartime.

Provision (to provide)

Administrative and technical work performed by the TP, placing a permanent or temporary circuit at the disposal of the demanders.

Restoration Priority

The designation of the sequence in which the demander requires interrupted circuits to be restored. Note: There are three levels of restoration priority: R1, R2 and R3.

Simplex (half duplex)

Designating or pertaining to a method of operation in which information can be transmitted in either direction, but not simultaneously, between two points. (IEC 701.03.16)

Terminal Equipment The equipment required to adapt the main part to the local part of the entire circuit to its termination equipment.

Termination The exact location of the equipment serving the user.

Termination Equipment The operating instruments to be employed by the user at the termination.
