Competitiveness clusters
One topic, one geographical area, one eco-system,
projects of collaborative research (european FP7,
EUREKA)
- 71 clusters (among which 17 of mondial level),
labellized in 2005 and evaluated in 2008,
- concentrate 65 000 + 110 000 research workers
(state and private),
- around 1900 projets have been supported
- More than 1,8 Mds € of public funds since 2005.

- an annual budget of 1.3 Mds € (with salaries) (among
which 0.470 Mds € of incomes from industrial contracts)

The creation of incubators
The concept « incubator » indicates « nurture for
start-ups » or an « innovation centre » , but it
includes all the supporting organizations before and
after the creation of the entreprises.
In France, incubators follow the innovation projects
and not the entreprises.
Nurture follows new existing entreprises.

Since 1999, the French Departments of Industry and
Research have created 31 incubators towards
universities and research institutes.
Those are distributed in all the regions in France : 1
incubator for each region, except for regions of high
level of research centres, such as Ile-de-France (3),
Rhône-Alpes (2), Nord-Pas de-Calais (3), Provence-
Alpes-Côte-d’Azur (3).
Since 2006, 29 of those incubators have been in
process.

The results of incubators
For 10 years (1999 – 2008 included), the 29
incubators :
- have received 2 316 projects
- have created 1 446 entreprises, among them 84%
are still in activity
- have generated more than 4 000 employments
And the French government, Europe and the local
authorities have invested 66,14 M€

Technology Transfer Centres :
Local shared structures for innovation: Their goal is :
To stimulate the innovation and valorization activities issued from
research and academic labs by sharing on one territory, the
means and experiences in the process of entreprise creations.
14 regional structures labelized since 2005 (evaluated after 2
years) in 12 regions,
50 000 research workers, >15 M€/year of public funds
(State, local collectivities, EU,…)
