Welcome to the 133rd season of the Royal Port Nicholson Yacht Club. It is an honour and a privilege to serve as Commodore for the club. Since the AGM in June, the Board of Governors has been working hard to define and agree a set of priorities for the coming year. A key objective is to strengthen the connection of the members with their club. This theme will extend through everything we do, including all of our sailing and social activities, creating the opportunity to continue to grow our club for the benefit of everyone that is involved.The club is the proud owner of a large asset base that provides the support for all of our activities and we need to be constantly managing and reinvesting in them. This year will see the establishment of an asset management committee and plan. Using this we will be able to prioritise our investment and also enable members to get involved and bring their skills and experience to keep things ship shape. One area that we will be focussing on this year is a club fundraising programme linked to a number of areas that are well overdue for some maintenance.Related to this is the upgrade to the Wardroom, which is one of the main areas where the club comes together to celebrate our enjoyment of sailing. The Board is committed to working together with everyone including our partner Wellington Hospitality Group as we undertake this important and necessary project. The Wellington Ocean Sports Centre (WOSC) continues to develop and provide a constant stream of new members to our club. We are planning to implement a mentoring programme as part of making sure that new members (including new skippers) can more easily access the advice and guidance that many of you already possess.Recently the Schools Water Safety Programme delivered by WOSC has seen several hundred school children from throughout the Wellington region successfully complete this highly valued water safety programme. There are significant benefits to our community from this programme and at the same time we are introducing a wide range of future members and supporters to our club. The Sailing and Social Committees have been working hard to frame up their programmes for the season and they are planning a number of flagship events that are great additions to our more regular programmes. Make sure you support their efforts by participating in all of the great events they have planned.Finally, I am encouraged by the large number of people who freely volunteer their time and skills for our club. We are a fantastically diverse community full of people that have great experience and a shared passion. If you think you have something to contribute then you probably have, so don’t hesitate to get involved – together we can all strengthen our connection with the club.

CLUB PREMISESThe Club’s premises are available for hire for functions and meetings. Members receive a 10% discount on room hire. The function centre is operated by Black and Gold events. Boardroom and Members’ LoungeThe Noel Manthel Boardroom located on the first floor has fantastic harbour views. The Boardroom is a fully equipped conference room, which can cater for groups of up to 14 people seated around a large board table, or up to 25 people seated theatre style. The Boardroom is also available for private dining and small cocktail functions.


WardroomLocated on the ground floor of the Club, the Wardroom is a large open plan room with french doors opening onto a large covered decked area, which receives all day sun. The Wardroom is ideal for offsite meetings, team building, product launches and social functions.

The Alan Martin Room at the Wellington Ocean Sports CentreThe Alan Martin Room is a casual style lecture room with polished wooden floors and french doors opening out to the Clyde Quay Boat Harbour. The WOSC is situated approximately 100m east of the Club (city side of Freyberg Pool) down the steps into the boat harbour. The room can seat up to 14 people boardroom style. There is also the option to expand the room and seat up to 20 around a board table setting or around 40 people theatre style.

OWNING A KEELBOAT – your obligationsClub RegistrationTo be eligible to contest any Club race, members are required to register their vessels on the RPNYC Boat Register (refer Club General Rules 35 and 36). Registering your boat with the Club is free and your boat name will be listed in the Club Almanac – just complete the RPNYC Boat Registration form, available from the Club website, and return it to the Sailing Committee or email it to [email protected]. Any change of ownership or registered boat details must be notified to the Club.

Yatching New Zealand (YNZ) RegistrationIn addition to the Club registration, members wishing to race their boats must also register their vessels with YNZ in the current owners’ names. Any changes of ownership or details must be notified to YNZ. Registration forms are available from the Club office and website, and the YNZ website at www.yachtingnz.org.nz. There is a small fee to register your boat with YNZ.

NZ RegistrationYacht owners wishing to voyage abroad must apply to register their vessels with the NZ Registrar of Ships. Details of registration are available from the Maritime Safety Authority, PO Box 27 006, Wellington, phone 04 473 0111.The Maritime Safety Act 1995 requires skippers to notify their nearest Maritime Safety Authority, as soon as practicable, of accidents, incidents or mishaps involving serious harm. The appropriate forms for notification are available from the Maritime Safety Authority.

Racing in RPNYC EventsTo race your boat in RPNYC events:• you must be a financial member of RPNYC or of a yacht club affiliated with YNZ• your boat must be registered with YNZ in the current owners’ name/s • you must complete and submit the required entry form together with any required entry fee • you must abide by the Racing Rules of Sailing, and • you must comply with the Safety Regulations applicable to the event.

THE IMPORTANCE OF CLUB MEMBERSHIPWithout a Club there wouldn’t be a sailing programme, and without members there wouldn’t be a Club.Running the sailing programme is a cost to the Club – that is, race entry fees and sponsorship do not cover the full cost of running the support boat, purchasing and maintaining course marks and all the other things required to run racing safely and effectively. Consider also that all of our race management roles such as the Race Officer, Race Assistants and support boat crew are filled by volunteers. They are members and supporters of the Club and provide their time freely so you can go sailing.So, if you’re sailing at RPNYC, you and your crew have to join the Club. You’ll be in good company and will be contributing to the running of a great sailing programme.

ENTRY FORMSEntry forms for races and events are available from the Club website (www.rpnyc.org.nz), and from the Sailing Committee’s notice board in the Wardroom.Note: Your completed entry form, together with the entry fee and any other required documents or certificates must be submitted to the Race Committee within the time limit for entries stated in the Notice of Race.

RACING RULES OF SAILING (RRS)If you race your boat, you are obliged to sail according to the Racing Rules of Sailing and Safety Regulations. The RRS are the road code of the sea and are detailed in a booklet produced by YNZ that is available for a modest fee from the Club.The RRS are also available in PDF format on the ISAF website (www.isaf.org).

SAFETY REGULATIONSEach event run by the Club requires that boats comply with one of the safety categories defined in the YNZ Safety Regulations. The required category will be stated in the race documents.RPNYC inshore races generally require that the skipper or owner makes a written declaration that the boat meets Category 5 with some amendments. Unless specifically mentioned in the race details the safety category for Club racing is a Cat 5 declaration.Other races, especially offshore races, may require a higher level safety category as stated in the race documents.This needs to be demonstrated by providing a valid Safety Certificate issued by a YNZ-qualified safety inspector following an inspection of the boat and its equipment. You are advised to book your inspection at least two months ahead of the first race for which the certificate will be required. Refer to the YNZ website for a list of authorised safety inspectors or see below. If you wish to race your boat, you will require a VHF radio. If one is already aboard you will need to know what its call sign is. The New Zealand Coastguard Federation keeps a register of boat details and call signs, so notifying them of your new ownership details is prudent. Existing radios will already have a call sign, which should be written clearly alongside the radio. New boats, or boats to which a radio is installed for the first time, need to contact the Coastguard to have a call sign assigned to them by phoning 0800 40 80 90.Finally, the WOSC provides courses for all boaties on subjects ranging from VHF operation through to advanced sea survival. SHEDS, BERTHS AND MOORINGSThe sheds in Clyde Quay boat harbour are administered by Wellington City Council. Contact Andy McCallum on 04 499 4444.The berths at Chaffers Marina are administered by Chaffers Marina Ltd. Contact Ken Burt on 04 382 9300.

FUEL AND WATERDiesel fuel is available from Chaffers Marina. Water is available from taps located on the east and west ends of the Clubhouse and also from taps located at various locations around the Clyde Quay boat harbour. Users must provide their own hoses and ensure that the taps are turned fully off after use.

POINT JERNINGHAM STARTBOX Located at Pt Jerningham, the startbox is ideally situated for viewing race starts in most conditions. The startbox is manned during all races that start from Pt Jerningham and the race officials monitor VHF Channel 62.

WELLINGTON OCEAN SPORTS CENTRE (WOSC)The Club is the home of the Wellington Ocean Sports Centre. The WOSC provides opportunities for people to discover, experience and learn a range of ocean sports including kayaking, canoeing, waka ama, windsurfing, sailing and stand-up paddleboarding. The WOSC runs a Have A Go Day on the last Saturday of every month. This is an opportunity for people to have a go at each of the ocean sports for just a gold coin donation.The WOSC provides ongoing experiences and courses in each of the sports and links participants through to the clubs.The WOSC is accredited to deliver Royal Yachting Association and Coastguard Boating Education Courses including Boatmaster, VHF, Coastal Skipper, Advanced Sea Safety, Powerboat Level 2 and Safety Boat Operator.The WOSC operates two purpose-built 8.2m training yachts and a set of windsurfers, kayaks, stand-up paddleboards and waka ama. WELLINGTON YOUTH SAILING SCHEME The Club is the home of the Wellington Youth Sailing Scheme. The Scheme provides opportunities for youth sailors in Wellington to develop skills in match racing. The Scheme is governed by the Wellington Youth Sailing Trust and is administered and delivered by WOSC.Each winter youth sailors from around Wellington are able to participate in a learn to match race programme which takes them from the basics through to competing in ISAF grade five match racing events. Each year a group of sailors are selected into the Wellington Under-21 Match Racing squad. These sailors receive year-round coaching to help them compete in a series of regattas including events on the Trans-Tasman youth match racing circuit.The Scheme also organises the annual College Sport Wellington Match Racing Championships. WELLINGTON YACHTING ASSOCIATION INCThe Wellington Yachting Association (WYA) is the coordinating body for yachting in the Wellington region. It is made up of two delegates from each regional yacht club.Among other things, the WYA:• liaises with all clubs to ensure the production of a coordinated programme of events within the Wellington

Region and promote yachting generally• organises training clinics, instructors, courses, race management seminars etc in conjunction with YNZ. The

WYA work with all clubs to achieve a unified interest in yachting for Wellington• runs a series of championships for most yachting classes, usually in conjunction with regattas held by

individual clubs, and• organises trials and selects crews to represent Wellington at some national yachting contests, represents

regional yachting interests in various forums, and encourages yachting generally.The WYA is a grouping of clubs and it is at club level that most activity takes place. Clubs introduce people to yachting, provide facilities, teach safety aspects and skills, provide racing and social activities, and in some cases liaise with schools.All correspondence to the WYA should be addressed to: The Secretary, Wellington Yachting Association (Inc), PO Box 860, Wellington.

YACHTING NEW ZEALAND (YNZ)YNZ is the governing body for the sport of yachting in New Zealand. Its mission statement is:Yachting New Zealand will organise and promote yachting as a sport for life and as a family activity. It will work with other stakeholders to build on past achievements and develop a brand and products that will assist New Zealand yacht clubs to grow and prosper.


The YNZ Committee with the greatest day-to-day interest to the RPNYC is the Cruising and Inshore and Offshore Racing Committee (CIORC). The CIORC is responsible for all matters directly relating to keel yacht racing; for example, safety requirements, promotion of handicap systems (CIORC nationally administers the PHRF and ORC Club and IRC systems), ensuring NZ challenges and defences are properly conducted at international level, and control of national events to prevent clashes of interest.All correspondence for YNZ should be directed to the Chief Executive Officer, Yachting New Zealand, PO Box 91 209, Victoria Street West, Auckland 1142 or email to [email protected] or on the website at www.yachtingnz.org.nz.

General Rules 1 TITLE1.1 The title of the Club is ‘Royal Port Nicholson Yacht Club (Incorporated)’ and throughout these rules is

hereinafter referred to as ‘The Club’.

2 OBJECTS 2.1 The objects of the Club are:

2.1.1. To function as a yacht club and generally to encourage yachting under sail or power.2.1.2. To inspire Wellingtonians to embrace an empathy with the sea.2.1.3. To encourage yacht racing by the promotion of regattas and the provision of prizes and by any

other means which may from time to time be determined by the Club. 2.1.4. To provide and maintain for the Club and its members a Clubhouse and/or Clubhouses and

facilities and such gear, equipment and other things and accessories as may be necessary for or may be conveniently used in connection with the affairs of the Club.

2.1.5. To foster, cultivate and promote the social welfare of members by organising social activities and generally to promote and forward the interests and welfare of the Club and its members.

2.1.6. To encourage and assist in the formation and maintenance of other clubs of any description and to cooperate and associate with any such Clubs by association or otherwise howsoever.

2.1.7. To cause the Club to become affiliated with any other yacht club, Association or Federation whether incorporated or not, whose objects are altogether, or in part similar to those of this Club and to secede from any affiliation or to otherwise cooperate with any such Club or Association.

2.1.8. To preserve the tangible and intangible assets of the Club for the future through sound management.

3 POWERS3.1 The control of the affairs of the Club shall be vested in the Board of Governors, which may exercise all the

powers and do all acts, matters and things which may be exercised and done by the Club and which are not expressly required to be exercised by the Club in a General Meeting.

3.2 Without limiting the generality of this provision the Board of Governors shall have the power:3.2.1. To use the funds of the Club to pay all costs and expenses properly incurred in carrying out the

Objects of the Club.3.2.2. To raise funds for the purposes of furthering the Objects of the Club.3.2.3. To acquire intellectual property rights and use, exercise, develop or grant licenses in respect of

such rights.3.2.4. To enter into any partnership, joint venture or any other arrangement for the sharing of resources

or to carry on any transaction.3.2.5. To purchase, lease, exchange, hire and otherwise acquire and deal with any property and rights. 3.2.6. To invest moneys and assets of the Club.3.2.7. To borrow money and give security over any property (including the property of the Club).3.2.8. To give indemnities and obtain insurances as may be appropriate for the benefit of any current or

former Board Member, or employee of the Club.3.2.9. To appoint at any Board meeting Assistants who shall on their appointment be members of the

Board of Governors for such term as appointed but shall not exercise a vote.3.2.10. To appoint a Chief Executive who may make other appointments deemed necessary for the

proper management of the Club’s affairs.3.2.11. To appoint, elect or nominate persons to represent the Club.3.2.12. To delegate the responsibilities of the Board of Governors to any person or committee.3.2.13. To enter into any contract or arrangement on behalf of the Club.


3.2.14. To do all such other things as are incidental or conducive to the attainment of the objects of the Club.

4 FLAG OFFICERS4.1 The Flag Officers of the Club shall consist of the Commodore, Vice Commodore and the Rear

Commodore.

5 DUTIES OF FLAG OFFICERS5.1 Commodore: It shall be the duty of the Commodore to take command of the Club and to preside at all

meetings of the Club.5.2 Vice Commodore: It shall be the duty of the Vice Commodore to assist the Commodore in the discharge

of duties and to officiate in the Commodore’s absence.5.3 Rear Commodore: It shall be the duty of the Rear Commodore to assist the Commodore and the Vice

Commodore in the discharge of their duties and in their absence to officiate in their stead.5.4 In addition to specific appointments provided under Rules 6 and 8, the Commodore, Vice Commodore

and Rear Commodore shall be ex officio members of all Club committees and shall have rights to attend and vote at meetings of those committees.

6 BOARD OF GOVERNORS6.1 The affairs of the Club shall be conducted by a Board of Governors which shall be elected in accordance

with Rule 9 and shall consist of the following members: The Commodore, Vice Commodore, Rear Commodore, and four other Board Members.

6.2 The Commodore, Vice Commodore and the Rear Commodore shall hold office until the next Annual General Meeting unless removed by a Special General Meeting of members.

6.3 Board Members shall hold office from the Annual General Meeting when they are elected to the second Annual General Meeting following their election unless removed by a Special General Meeting of members. Two Board Members shall be elected annually for an alternating two year term unless removed by a Special General Meeting of members.

6.4 The Board of Governors shall be responsible for promoting the Objects of the club, management of Club finances and assets, and long term planning and development.

6.5 Any member of the Board of Governors failing to attend three consecutive meetings shall cease to be a member thereof unless they shall have first obtained leave of absence for a definite period. In the case of a member of the Board of Governors ceasing to be a member as a result of resignation, being unable to carry out the role of the office or failing to attend three consecutive meetings without obtaining prior leave of absence for a definite period, the Board of Governors shall co-opt a member to fill any vacancy occurring within the year for the remainder of the term of the appointment of the member being replaced.

6.6 The Board of Governors shall meet once each month and at such other times as it shall think fit and it shall be the prerogative of the Commodore to call a meeting of the Board of Governors for such time as required. At meetings of the Board of Governors four members having the right to vote shall form a quorum.

6.7 Any Flag officer or Board Member ceasing to be a member of the Club shall thereby cease to be an office bearer.

6.8 The Board of Governors may at any Board meeting appoint Assistants who shall on their appointment be members of the Board of Governors for such term as appointed, but shall not exercise a vote.

6.9 The Board of Governors shall appoint, assess the performance of and nurture the Chief Executive Officer.6.10 The Board of Governors shall be empowered to renumber Club General Rules from time to time as appropriate.

7 COMMITTEES/DELEGATIONS OF THE BOARD7.1 The Board of Governors may set up Committees or Delegations to help carry out its responsibilities and

due process.15

8 SAILING COMMITTEE8.1 There shall be a Sailing Committee which shall be responsible, subject to Club General Rules, for the

organisation and administration of the racing and cruising programme of the Club; for the promulgation and variation of rules and regulations pertaining thereto including but not being restricted to sailing instructions and safety requirements; for the classification and handicapping of yachts for racing purposes; for the awarding of prizes; and for liaising with Yachting New Zealand and the Wellington Yachting Association in matters related to yacht racing and cruising.

8.2 The Sailing Committee shall:8.2.1. Consist of the Vice Commodore, the Racing Secretary, and four other members, all of whom

shall be elected in accordance with Rule 9, plus additional members appointed as hereafter provided.

8.2.2. Appoint Race Committees as appropriate.8.2.3. Have the power to appoint additional committee members with voting rights from within the Club

membership.8.2.4. Have power to delegate such of its functions to Club members or to others, as it may from time to

time deem appropriate.8.2.5. Recommend to the Board of Governors appropriate person/s to represent the Club at meetings

of the Yachting New Zealand Keelboat and Offshore Racing Committee, or any committee or committees in substitution thereof.

8.2.6. Recommend to the Board of Governors appropriate person/s to represent the Club at meetings of the Wellington Yachting Association.

8.2.7. Hold Office until the next Annual General Meeting unless removed by a Special General Meeting of members.

8.2.8. Keep a true record of proceedings in a book provided for that purpose.8.3 Five members shall form a quorum at any meeting of the Sailing Committee8.4 A meeting of the Sailing Committee shall be called on the requisition of a Flag Officer or the Racing

Secretary or three members of the Sailing Committee.

9 ELECTION OF OFFICERS9.1 The nomination of any candidate for any office including Board Members (except Patron, President, Vice

President, Port Captain and Auditor) shall be made by SENIOR or VETERAN financial members, or LIFE members only. The candidate must be a Senior or Veteran member and shall signify acceptance of such nomination in writing to the Chief Executive Officer. Nominations may include a resume of the candidate.

9.2 Such nominations in writing with evidence of acceptance shall be in the hands of the Chief Executive Officer not later than 28 days before the time fixed for the Annual General Meeting.

9.3 The Chief Executive Officer shall post nominations on the Club Notice Board within 24 hours of the time of closing of such nominations.

9.4 The Chief Executive Officer shall within 7 days of the closing date for nominations send a ballot paper detailing the nominations and enclosing a copy of such resumes as have been received to eligible voting members.

9.5 Members eligible to vote may only exercise their vote by returning the ballot paper to the Chief Executive Officer to be received no later than 7 days prior to the date or at the time fixed for the Annual General Meeting.

9.6 In the case of no nomination being received for any office, such office may be filled either at the Annual General Meeting or, following the Annual General Meeting, by appointment by the Board of Governors .

9.7 Results of the postal ballots shall be announced as election results at the Annual General Meeting.9.8 Where at the time of closure of nominations no more nominations have been received than are required

to fill a committee or individual position, no postal ballot shall be required for such positions. Nominees in such case shall be declared elected at the Annual General Meeting.


10 OTHER OFFICES10.1 At the Annual General Meeting, without prior nomination, the following shall be elected: Patron, President,

such number of Vice Presidents as the Meeting may determine, an Auditor, and Port Captains as representatives of the Club at any ports considered necessary.

11 CHAIR11.1 The Commodore, if present, shall preside at all meetings of the Club and in the Commodore’s absence, the

senior Flag Officer. In the event of no Flag Officer being present, the meeting shall elect a chairperson and it shall be obligatory on the member so elected by a majority of the members present to take the chair.

12 ANNUAL GENERAL MEETING12.1 The Annual General Meeting of the Club shall be held in May or June of each year at such time and place

as the Board of Governors shall decide.

13 SPECIAL GENERAL MEETING13.1 A Special General Meeting may be called at any time by the Board of Governors or by the Commodore or, shall

be called, upon a requisition signed by at least ten members. Such business shall be set out in the notice to members and only that business or matters reasonably incidental thereto shall be dealt with at the meeting.

14 NOTICE OF GENERAL MEETING AND QUORUM14.1 Notice of all General Meetings shall be posted on the Club Notice Board not less than fourteen days before

the meeting and given to members by circular addressed to their last known postal address and posted or emailed not less than ten days before the meeting. At any General Meeting, twenty-five shall form a quorum.

15 PROCEDURE AT GENERAL MEETING15.1 At any General Meeting a resolution in order to be duly carried shall be moved by one and seconded by another

member and shall be carried or lost on the voices, or, on a division being called for by any member, on a show of hands, or at the discretion of the Chairperson by ballot. In any case (except where expressly provided otherwise by these rules) a resolution shall be carried by a majority of the members personally present and voting at the meeting. The mode of putting motions and amendments and that of regulating the speakers thereto shall conform to that prescribed by the standing orders for the time being of the House of Representatives.

16 CASTING VOTE16.1 The Chairperson at any meeting of the Club or of any Committee meeting when there is an equality of

votes, shall have a casting vote in addition to their own deliberative vote.

17 ELECTION OF MEMBERS17.1 A candidate for membership (other than Honorary Membership or Temporary Membership) must be

proposed in writing on the Club’s forms by one Senior, Veteran or Life financial member and seconded by another such member, to each of whom the candidate must be personally known.

17.2 The nomination shall be posted on the Club’s notice board immediately after receipt thereof by the Chief Executive Officer. The nomination shall be exhibited on the notice board for not less than seven days.

17.3 Such candidate shall be elected on the application being accepted and confirmed by a majority of the Board of Governors present at the meeting of the Board of Governors at which such application is considered PROVIDED THAT the Board of Governors may adjourn from time to time the consideration of any such application for the purpose of making enquires concerning the eligibility or desirability of the intending member.

17.4 All members shall be elected by ballot if demanded.17.5 No person who has been struck off the Membership Roll for non-payment of subscriptions, fees or dues

shall be eligible for re-election until such subscriptions, fees or dues have been paid in full. No further entrance fee shall be payable in the case of a member re-elected.

17.6 If not elected, a candidate’s nomination fee and subscription shall be REFUNDED.17.7 A candidate for election to membership of the Club shall at the time of application pay any entrance fee or

levy payable at that date together with the then annual subscription.17.8 A candidate for membership by way of Honorary Membership or Temporary Membership must be

proposed in writing on the Club’s relevant form by one Senior, Veteran or Life or Family member, to whom the candidate must be personally known and by whom the candidate must be personally recommended.

18 ENTRANCE FEES AND SUBSCRIPTIONS18.1 Entrance fees (if any) and annual subscriptions shall be at such rates as may be fixed by the Board

of Governors. From time to time the Board of Governors may differentiate as to the amount to be paid by each particular class of member and by male and female members within a class. The Board of Governors in office within any financial year shall be empowered to set the annual subscription rates payable at the beginning of the following financial year. The Board shall also be empowered to fix the amount payable for any Long Term Membership from time to time.

19 PAYMENT OF SUBSCRIPTIONS19.1 The subscription of any member is due on 1 April each year.19.2 Any member who shall not have paid his subscription dues or other moneys payable to the Club within

1 calendar month of 1 April shall be deemed to be in arrears, may be disbarred from all the privileges of members of the Club and shall not be entitled to vote at any meeting nor compete for any prizes offered by the Club, nor steer any boat in any Club race until such subscription has been paid.

19.3 The Board of Governors may strike off the Membership Register the name of any member whose subscription is not paid in full within 1 calendar month of 1 April or who fails to pay any levy which may be imposed upon him as hereinafter provided for within 21 days after the imposition of same shall have been notified to him and thereupon, such person shall cease to be a member of the Club. The Board of Governors may, however, reinstate any such person upon receipt of such subscription or levy.

19.4 The Board of Governors shall have power to waive either in whole or in part any entrance fee or subscription but such power shall only be exercised in case of hardship or as a special recognition for services rendered to the Club.

19.5 The Chief Executive Officer shall, as directed by the Board of Governors maintain posted on the Club Notice Board a list of all members who are in arrears under this rule.

19.6 The Board of Governors may provide for payment of subscriptions by installment. In such an event a member shall be deemed financial while complying with the installment plan approved by the Board of Governors.

20 RESIGNATION20.1 Any member wishing to resign shall give notice in writing to the Chief Executive Officer to that effect,

but resignation shall not affect the member’s liability for subscriptions accrued or other moneys owing at that date and if the Board of Governors thinks fit, such proportion of the current year’s subscription. The Board of Governors may reinstate any member who has ceased to become a member upon such terms, including payment of arrears of subscription, as it may think fit.

21 SENIOR MEMBER 21.1 A Senior Member shall be a person who has attained 20 years of age who is entitled to all the privileges

of the Club subject to payment of the required subscription.

22 JUNIOR MEMBER22.1 A person under the age of 20 years at the date of commencement of the financial year may belong to the

Club as a Junior Member and may enjoy such privileges of the Club as the Board of Governors may from


time to time determine subject to payment of the required subscription, except that a Junior Member shall not:a) be eligible to vote nor bear office, nor to nominate another member as an Officer of the Club; b) be entitled to propose a candidate for membership.

23 FAMILY MEMBER23.1 Family Membership shall be open to two adults, whether married, in a civil union or de facto relationship

or a solo parent living together with any of the children under the age of 20 years in the relevant membership year. The Family Members shall be entitled to all the privileges of the Club subject to payment of the required subscription. The two adults shall be eligible to vote and bear office. Children included in the Family Membership shall not be entitled to vote, or bear office, or nominate another member as an Officer of the Club, or propose a candidate for membership.

24 GENERAL MEMBER24.1 A General Member shall be a person 20 years of age at the date of commencement of the financial

year who shall be entitled to all the privileges of the Club and be entitled to propose a candidate for membership of the Club subject to payment of the required subscription; except that a General Member shall not:a) be eligible to vote nor bear office, nor to nominate another member as an Officer of the Club; b) be entitled to participate in RPNYC yacht racing.

A General Member may be a person who is a current financial Senior Member of another Yacht Club in Wellington, and such General Member may participate in not more than 10 Club yacht races during the current financial year at the time of application.

A General Member may also be a person who is not currently a member of the Club and who has completed a Club Sailing Academy Course within two months prior to application for membership as a General Member of the Club, and such person may participate in Club yacht races until the conclusion of the current financial year.

25 VETERAN MEMBER25.1 Any person who has been a Senior Member or General Member or Family Member (or a combination

thereof) for a period of not less than 15 years and who has attained the age of 65 years may, by notification to the Chief Executive Officer, become a Veteran Member. Veteran Members shall enjoy all the privileges of the Club.

26 HONORARY LIFE MEMBER26.1 Any person who is nominated by the Board of Governors with good and sufficient cause, may be elected

at any general meeting to be an Honorary Life Member of the Club. Such nomination and election shall be by majority. Honorary Life Members shall be entitled to all the privileges of the Club. Honorary Life Members shall pay no further subscriptions.

27 HONORARY MEMBER 27.1 Honorary membership (for a term of three months or such longer period as the Board of Governors

may from time to time and in each case approve) be granted by the Board of Governors to a person not actively engaged in the sport of yachting in the Wellington region but who is:

a) performing a service for the Club; b) a visiting yachtsman from another region or country; or

c) associated with the Club’s activities.

Such member shall be entitled to those privileges which the Board of Governors shall from time to time determine except that an Honorary Member shall not: i) be eligible to vote nor bear office nor to nominate another member as an Officer; ii) be entitled to propose a candidate for membership. The Board of Governors shall have the power at any time to revoke the admission of an Honorary

Member without giving notice to such Honorary member and without assigning any cause.

28 TEMPORARY MEMBER28.1 Any person aged 20 years at the commencement of the financial year current at the time of application

may make application to the Club and may at the discretion of the Board of Governors be granted Temporary Membership. A Temporary Member shall be entitled to visit the premises of the Club on no more than three occasions during the current financial year AND shall be entitled to such limited privileges as the Board of Governors may from to time in its discretion determine EXCEPT that a Temporary Member shall not in any event:a) be eligible to vote nor bear office nor to nominate another member as an Officer of the Club;b) be entitled to propose a candidate for membership of the Club;c) be entitled to participate in Club yacht racing.

28.2 The Board of Governors (directly or by its delegates) is entitled at any time to revoke the membership of any Temporary Member without giving notice to such Temporary Member and without assigning any cause.

29 AFFILIATED CLUB MEMBER 29.1 a) The Board of Governors may from time to time approve any club, association or other

organisation or group of people as an Affiliated Club member. Such approval shall entitle the members of that Affiliated Club to use such of the Club’s facilities and participate in such Club activities as the Board of Governors may determine from time to time, subject to the following provisions.

b) The Affiliated Club will, upon joining the Club and then annually on each anniversary of the joining date, provide the names, addresses and contact details of the Officers of that Club together with the names, addresses and contact details of those members who wish to sail at the Club.

c) The Affiliated Club shall pay an annual subscription fixed for that Affiliated Club by the Board of Governors in its discretion (if any).

d) Members of the Affiliated Club shall pay such annual subscription as may be fixed from time to time for that purpose by the Board of Governors.

e) The membership of the Affiliated Club may be terminated at any time by the Board of Governors by giving written notice to the Officers of the Affiliated Club at their last known address.

f) The membership of a member of the Affiliated Club as an individual may be terminated at any time by the Board of Governors by giving written notice to such member at his or her last known address.

g) An Affiliated Club member or any of its members shall not be (i) eligible to vote or to bear office, or to nominate another member as an Officer of the Club; (ii) entitle to propose any candidate for membership of the Club.


29A CORPORATE MEMBER29A.1 Any company or business entity may be elected to Corporate Membership. Such Corporate Membership

shall be for such term as the Board of Governors may from time to time determine. A Corporate Member shall be entitled to:a) Use of the Club Boardroom for meetings or training purposes for a maximum of 10 days a year

on such dates as may from time to time be agreed by the Chief Executive Officer between the hours 8.30am – 5.30pm, Monday to Friday inclusive.

b) Four approved persons may each become a Senior Member in each year (without payment of an annual subscription). Such free Senior Membership may be allocated to nominated persons who are either owners or employees of the Corporate Member (or spouse of same) and such persons shall be entitled to all the rights and privileges of a Senior Member.

c) Promotion in such manner as the Club in its discretion may from time to time consider appropriate for an active club and/or yachting supporter.

d) Corporate Members shall not be entitled to vote at any meetings.

29B STUDENT MEMBER29B.1 A person who is aged over 20 years at the date of commencement of the current financial year and who

is a current fulltime student at an approved New Zealand Tertiary Education Institute (which shall be a matter to be determined by the Board of Governors in its absolute discretion) may belong to the Club as a Student Member and may enjoy such privileges of the Club as the Board of Governors may from time to time determine subject to payment of the required subscription, provided that a Student Member shall not:a) be eligible to vote or bear office for election or nominate another member as an Officer of the Club;b) be entitled to propose any candidate for membership of the Club.

29C OVERSEAS MEMBER29C.1 Any person may be elected an Overseas Member whose principal residence is overseas. An Overseas

Member shall be entitled to all the privileges of the Club subject to payment of the required subscription, except that the Overseas Member shall not:a) be eligible to vote nor bear office, nor to nominate another member as an Officer of the Club; b) be entitled to propose a candidate for membership of the Club.

29D LONG TERM MEMBERSHIPS29D.1 At any time the Board may elect a maximum not exceeding 20 Long Term Memberships for persons who are

Senior Members of the Club UPON PAYMENT of such sum as the Board may determine in accord with Rule 18 as a fair and reasonable amount which such existing Senior Members may pay to the Club to secure payment as a Senior Member for ten (10) years (or such other period as the Board may deem proper).

30 CHANGE OF STATUS AND ADDRESS30.1 It shall be the duty of any member to forthwith notify the Chief Executive Officer in writing of any change

in the status of their membership or of any change of address and unless such notice in writing is given the Club shall be under no liability to such member for non-receipt of any notices. The Board of Governors shall have the power without notice to change the membership status of any person if for any reason by reason of that person’s change of circumstances a change of status is required by the Rules.

31 DISCIPLINARY POWERS31.1 If the Board of Governors becomes aware that any member shall have committed a breach of these rules

or any regulations or by-laws made there under, or shall have been guilty of insubordination or misconduct either in or out of the Club, which in the opinion of the Board of Governors is injurious or prejudicial to the character, welfare or interests of the Club, the Board of Governors may inquire into the matter at a meeting called for that purpose. The member whose conduct is in question shall be given not less than three days

notice of the meeting and of the conduct complained of and shall be notified of the right to appear and make such explanation or call such evidence as desired. If the Board of Governors finds that such member shall have committed a breach of these rules or any regulations or by-laws made there under or if it finds such conduct to have been injurious or prejudicial as aforesaid it may:

31.1.1 admonish such member; 31.1.2 suspend such member for a period not exceeding three months during which the member shall not be entitled to such privileges of the Club as the Board of Governors may determine; 31.1.3 call on such member to resign; and/or 31.1.4 expel such member.31.2 If any member is aggrieved by any such decision of the Board of Governors the member shall within

seven days from the date of receipt of the decision of the Board of Governors have the right upon presenting a requisition signed by at least five SENIOR financial members and upon payment of such deposit as the Executive Committee shall determine (but not exceeding $100) to appeal to a Special General Meeting of the Club. Such meeting shall be called within 21 days of the receipt by the Chief Executive Officer of the requisition and shall have power to confirm, rescind or vary the decision of the Board of Governors. The meeting shall also determine whether the deposit of the member shall be returned or forfeited either in whole or in part.

32 BORROWING POWERS32.1 The Club shall, in addition to the other powers vested in it, have power to borrow or raise money from

time to time by the issue of debentures, bonds, mortgages or any other security founded or based on all or any of the property and/or rights of the Club or without any such security and upon such terms as priority and otherwise as the Club or Board of Governors shall think fit but the powers of borrowing or raising money shall not be exercised except by the authority of the members of the Club present and voting at any Annual General Meeting or at a Special General Meeting called for the purpose.

33 LEVIES33.1 Should the Board of Governors at any time find they have not sufficient funds at their disposal to carry on the

affairs of the Club, they shall call a Special General Meeting, by circular to all members, and place the financial position and their suggestions for meeting same before such meeting, and the majority of those present and voting at such meeting shall have the power to make a levy or call on the members equal to the estimated amount of such deficiency, and notice of such levy or call shall immediately be posted to every member.

34 RESERVE FUND34.1 At each Annual General Meeting an amount may be allocated to a reserve fund and such reserve fund

shall not be used for any purpose except by the authority of two-thirds of the members of the Club present and voting at any Annual General Meeting or at a Special General Meeting called for the purpose.

35 YACHT REGISTER35.1 Each member shall state in writing to the Chief Executive Officer such particulars of their vessel as the

Sailing Committee shall require and subject to compliance with this rule, those particulars shall be entered in the Club Register of Yachts.

35.2 Commercial vessels shall not be entered on the Club Register of Yachts provided however that where a vessel has dual functions one of which is amateur boating; or a vessel is bona fide hired or chartered to a Club Member. Such a vessel may, at the discretion of the Sailing Committee, be entered on the Club Register of Yachts.

35.3 Vessels jointly owned may be entered on the Club Register of Yachts provided that one of the owners is a financial member of the Club.

35.4 It shall be the duty of a member to notify the Chief Executive Officer of any change of ownership of a yacht on the Club Register of Yachts.


36 RACING REGULATIONS36.1 Unless specifically provided by otherwise in the Sailing Instructions, to be eligible to contest any race a

yacht must:36.1.1. Be entered on the Club Yacht Register, and 36.1.2. Have a Club Member as a person in charge.

36.2 All sailing events shall be sailed under the then current rules of the International Sailing Federation Racing Rules of Sailing (RRS) and with Yachting New Zealand Prescriptions and Safety Regulations, as amended by the Sailing Instructions.

37 UNIFORM37.1 The Club Uniform consists of a double breasted navy blue Royal Navy style jacket with eight Club

buttons, blue or white trousers or skirt as appropriate, black tie, blue cap which may be worn with a white top with cap badge, and white shirt. White shoes shall be worn with white trousers and black shoes with blue trousers or skirt as appropriate. The Commodore wears three stripes of gold braid 9.5 mm wide on sleeve, Vice Commodore two stripes and Rear Commodore one stripe.

37.2 The Club blazer shall be navy blue, single or double-breasted, with the Club burgee on the breast pocket and with Club buttons. The Club button shall be a gilt naval button with a “rope” edge, on which are the initials RPNYC under a crown.

37.3 The Club’s cap badge shall be a Royal Navy type badge with the Club burgee in the centre. All other badges shall be a replica of the Club burgee. The Club tie shall be navy blue with small replicas of the Club burgee thereon.

37.4 Past Flag Officers who have served not less than one full year in office shall be entitled to wear the Club uniform with the insignia of the highest rank attained and so held, but with the letter “P” 13-mm high embroidered in gold braid above the stripes.

38 CREST38.1 The Club Crest shall be oval in shape and consist of a garter on which is shown the name of the Club.

This surrounds a reproduction of the centre of the Club burgee. The whole is surmounted by a Crown.

39 BURGEE39.1 The Club Burgee is a white cross with a blue anchor fouled at intersection, upper inner canton black with

crown; lower inner canton red; outer canton blue.

40 OFFICERS’ FLAGS40.1 The Commodore’s flag shall be a swallowtail of a similar device to the burgee. The Vice Commodore’s flag shall

be similar to the Commodore’s with one white ball in the lower inner canton. The Rear Commodore’s flag shall be similar to the Commodore’s with two white balls vertically in the lower inner canton. The Port Captain’s flag shall be similar to the Commodore’s but with two white five pointed stars vertically in the lower inner canton.

41 FLYING FLAGS41.1 No member shall fly the Club flags from any yacht not on the Club Register of Yachts. This rule shall not

apply in the case of Flag Officers or a Port Captain.

42 VISITORS42.1 Members have the privilege of introducing visitors. A member introducing a visitor shall enter their name in the

Visitor’s Book in the manner therein prescribed and shall be answerable for the conduct of the guest while on the premises. No guest shall be introduced more often than once in each calendar month unless such guest resides within the area as is from time to time prescribed for qualifications for COUNTRY membership and prior approval has been obtained from a Flag Officer in which case such guest may be introduced on not more than three occasions in each calendar month. The member introducing a guest shall be responsible for seeing that such guest does not remain on the Club premises after the member has left the premises unless the guest has been re-introduced by another member on the premises who is answerable for the conduct of the guest.

43 CLUB PROPERTY43.1 No member shall remove any property of the Club from the Clubhouse except under by-laws made by the

Board of Governors. Members shall pay the full cost of replacing any Club property destroyed, damaged or lost by them unless acting under authority.

44 MEMBERS’ PROPERTY44.1 The Club will not be responsible for any property of any member left in the Clubhouse.

45 OBJECTIONABLE BEHAVIOUR45.1 No gambling, betting or objectionable language or conduct of any kind shall be allowed, nor shall any intoxicating

liquor be brought into the Clubhouse except by order and upon the authority of the Chief Executive Officer.

46 NOTICES46.1 No notices shall be posted in the Clubhouse unless signed and dated by a Flag Officer, Chief Executive

Officer, Racing Secretary, or two of the Board of Governors.

47 ANIMALS47.1 No member shall bring any animal into the Clubhouse except those required by persons who are

handicapped or disabled (i.e. guide dogs).

48 ALTERATIONS TO RULES48.1 These rules or any of them shall not be altered, added to or rescinded except at a General Meeting

pursuant to fourteen days notice in writing given by the Chief Executive Officer, of the intention to move such alteration, addition or rescission. The proposed alteration, addition or rescission or new rules shall be set out in a notice of the meeting posted on the Club’s Notice.

49 COMMON SEAL49.1 The Club shall have a Common Seal, which shall be held for the Club by the Chief Executive Officer

and shall not be affixed to any document except by any two members of the Board of Governors in the presence of the Chief Executive Officer pursuant to a resolution of the Executive Committee. The members of the Board of Governors who shall affix the Common Seal to any document as aforesaid and the Chief Executive Officer shall sign such document on behalf of the Club.

50 LIQUIDATION50.1 The Club shall be wound up as follows: 50.1.1. By a Special Resolution passed at a General Meeting. 50.1.2. Confirmation by a further Special Resolution of the first Special Resolution at a second General

Meeting to be held not later than 30 days after the date on which the first Special Resolution was passed.

50.1.3. Upon liquidation of the Club the surplus assets available after the payment of all liabilities shall be applied to the benefit of any body or organisation which the Board of Governors determines will further the Objects of the Club, but in no circumstances shall the assets be paid to or distributed among the Members.

51 LIMITATION OF LIABILITY AND INDEMNITY51.1 No current or former Board Member shall have any liabilities to the Club or its Members for any Act or

omission in his or her capacity as a Board Member except in the case of his or her own fraud, dishonesty or breach of fiduciary duty. The extent of the Chief Executive Officer’s liability shall be determined by the terms of his or her contract.


51.2 Each current or former Board Member is hereby indemnified by and out of the assets of the Club against: 51.2.1. Any liability arising out of any act or omission in his or her capacity as a Board Member

excluding criminal liability arising out of his or her own fraud, dishonesty or breach of fiduciary duty; and

51.2.2. Costs incurred by him or her in any proceeding relating to such liability. 51.2.3. For the purposes of the Contracts (Privity) Act 1982, this rule is intended to be enforceable by

each Member of the Board of Governors.

52 GENERAL52.1 The decision of the Board of Governors on the interpretation and/or construction of any rules, by-laws or

regulations shall be final.

53 BOARD OF GOVERNORS TERMS OF REFERENCE53.1 The Board of Governors shall prepare a Terms of Reference document which shall be reviewed and

amended from time to time for the purpose of defining the governance policy for the Board of Governors and the Sailing Committee and the operational policy of the Club.

54 FINANCIAL YEAR54.1 The financial year of the Club shall commence on the first day of April in each year and end on the thirty-

first day of March of the subsequent year.

Message from the Rear Commodore

We have an exciting programme of social events planned for our 133rd season. In rough chronological order, this side of Christmas the Social Committee has planned a spring luau and hula evening, a quiz or two, support for the Wine Race and a Christmas party. The second half of the season will see us supporting the Fitzroy Bay Classic race, the Port Nic Regatta and a few other off-the-water events. And look out for the return of our very popular High Tea afternoon.Prize giving is becoming more and more popular. In fact, we are outgrowing the Wardroom, so it’s time to take our most prestigious annual function to the next level with a more sophisticated event which celebrates our collective sailing achievements for the season.As Mark mentioned in his message, the Board is looking to progress a number of projects that have been mothballed over the past few years. Once these projects have been fully scoped and prioritised, the Social Committee will support the Board’s initiatives with one or two major fundraising events. In response to member feedback, we are working closely with Wellington Hospitality Group to offer an improved range of food and beverage. They have some innovative things in the pipeline which we hope members will support and enjoy.The Wardroom is the heart of our club. It’s a place where we feel at home, where we can relax and where visitors and guests feel welcome. Thanks to our partnership with WHG, the long overdue refurbishment of the Wardroom offers us a great opportunity to enjoy the company of fellow members and friends in a space that we can be proud of. There are a number of other initiatives planned by the Board and I look forward to supporting our new Commodore as we build on the work of the previous Board to see our club strengthen and grow. Finally, let me acknowledge Katie Hakes who has kindly stepped in to the informal role of Social Secretary to support me and our enthusiastic Social Committee this year.Wishing you all a happy and safe 133rd season of sailing. A Short History of the ClubIn 1883 a group of Wellington sailors called a meeting in the Pier Hotel to discuss the formation of a yacht club. The result was the Port Nicholson Yacht Club (PNYC) and subsequent meetings determined the Club’s flag and rules.

The Foundation YearsThe first general meeting was held at the Pier Hotel on 3 October 1883. At this meeting, the Governor of the day, Sir William Jervois, consented to take the office of Commodore. The membership had reached 80 and at the conclusion of the meeting the chairman suggested that the newly formed club occupy the shed which had been arranged at Pipitea Point as its clubroom. Sir William retained the office of Commodore until 1887, after which time W H Levin was elected to the position.In 1896, through the efforts of the Governor, The Earl of Glasgow, the Club obtained the Admiralty Warrant to fly the Blue Ensign. The effect of the reclamation made the mooring sites more exposed so in 1902 a contract was let to build the boat harbour at Clyde Quay. The first yachts moved in in 1905 and the Clyde Quay boat harbour became the city’s yachting centre.

The Early BoatsThere were between 30 and 40 yachts and sailing boats associated with the Club in its early years. Some of the better known were Camma (Batkin), Isca (Scott), Sappho, Greyhound (Whittaker), Xarifa (Mills and Chatfield), Thetis (Chapman), Florence (Kebbell), Elaine, Lily, Red Jacket (Martin), Diamond (Symons), Pet (Hill), Vixen, Gannet, Silvery Wave, Ida, Petrel, Garibaldi, Violet, Sybil, Imp, Ariel, Girola, Dido, Vulcan, Jennie Reid and Pastime. Most of them were moored in an area between Pipitea Point and the Railway Wharf (now Waterloo Quay). Others moored in what was known as the Te Aro Bight (corresponding to the Victoria Street of today).The early 1900s saw many new boats brought to Wellington, mostly from Auckland. Names such as Waitangi, Aorangi, Janet, Viking, Ngaira, Patronus, White Heather, Lizzie, Atlanta, Syren, Nanoya, Rawene, Kotiri, May, Taipare, Mahina, Rona, Nancy Stair, Mahaki, Wairere, Ethel, Wanderer, Iolanthe and Malua appear in the race reports of the day.One of the most dramatic changes of the early 1900s was the development of the motor launch. So popular had these power-driven vessels become that the Port Nicholson Motor Boat Club was formed in 1908 and the following year boasted 58 members and more than 30 launches. Races and other events were held for the launches including a race in which they had to be first rowed then towed by dinghy and finally motored to the finish line!Some earlier launches associated with the Club were Niwaru, Veronica, Taniwha, Doreen, Puriri, Awanui, Ilex, Scotia, Vida, Tender, Waione, Cignet, Ferro and Maui.

Early RacesThe standard racing course was around Somes and Ward Islands, starting and finishing at the clubhouse at Pipitea Point. On occasion matches were arranged around a buoy off Pencarrow Lighthouse. Harbour racing was popular with the citizens of Wellington and was watched closely, as it is today. Towards the end of the 1880s reclamation began on the harbour front and the Club’s headquarters were transferred from Pipitea Point to a site near the old Thorndon Baths.The sport of yachting flourished in the 1890s. A New Zealand championship yacht race was proposed in 1891 and later that year the New Zealand Yachting Association was formed and its sailing rules were adopted by PNYC. A uniform rating system was proposed in the same year but there is no record as to whether this met with general satisfaction. Correspondence of the day shows that handicappers suffered the same criticisms as their latter day counterparts.

World War IThe outbreak of World War I saw many members joining the New Zealand Expeditionary Force and Club affairs slowed. Out of a membership of 130 in 1917, 54 members were away at war. Those at home kept things going, however, and more boats appeared such as Seabird, Ailsa, Windward, Nanette, Viola, Amai, Warehou and Galatea. Due to the shortage of crew, racing boats were restricted to main and headsail only.At the end of World War I, the Te Aro Sailing Club (formed in 1906 by a group of young lads with centreboard yachts) and the Te Ruru Yacht Club (a group mainly interested in cruising) amalgamated with the Port Nicholson Yacht Club. Surprisingly, a few records remain from the 1900 to 1930 period with the most significant event, the Royal Charter, being granted to the Club in October 1921. In the following year, the Governor-General, Viscount Jellicoe, was selected to represent Wellington at the Sanders Cup in Dunedin. The Port Underwood race of the 1929–30 season was the first to be reported by radio. A wireless set was installed in Marangi by the Wellington Amateur Wireless Club and reports of the race’s progress were relayed through 2YA.In December 1930 the well-known 26ft 6in Club yacht, Windward, made a historic passage to the Chatham Islands crewed by experienced Club members I P Rollings, C A Steele, A H Irwin and D A Graham. Unfortunately Windward failed to reach Wellington on her return voyage. She was sighted sailing in heavy conditions in Palliser Bay and was believed to have been lost close to home.


The DepressionThe depression of the 1930s was felt by the Club, as it was by everyone else, and a serious decline in revenue resulted in the curtailment of many social activities and the reduction of prize money. This cast gloom over the Club’s 50th anniversary in 1933.Racing continued actively, however, with Rona winning the Alexander Turnbull Memorial Cup and Nigel Blair representing Wellington at the Sanders Cup in his yacht, Lavina. Ailsa and Nanette won the First and Second Class Championships for the third year running in 1934, while Nigel Blair again took Wellington’s colours to the Sanders Cup, this time in Lyttelton, again in Lavina.The Sanders Cup finally returned to Wellington in 1937 with Lavina skippered by J Coleman. Nigel Blair and Kitty kept the trophy in Wellington the following year.

World War IIWorld War II affected the Club greatly. In the first year more than 100 members were in the forces and more were joining. Several well-known members were taken prisoner by the Japanese when Singapore fell. They were Bill Mellor, Jack Maddever and Hugh Herd. Colin MacMillan and Geoff Inns lost their lives in the same theatre. Herb Dixon was captured in Hong Kong while M Stephens was shot down over Germany and imprisoned. When the American forces arrived in New Zealand in 1942 the Clyde Quay boat harbour was turned over to them and all craft other than those requisitioned for defence service had to be removed, which led to a marked depletion of the keeler fleet. Many of the launches still in the boat harbour today were fitted with machine guns on their foredecks. Throughout World War II the Club operated in temporary premises in Evans Bay and only returned to the old Clubhouse adjacent to the Freyberg Pool when the Americans left at the war’s end. By 1948 it was apparent that the old Clubhouse was not adequate for the Club’s needs and a sub-committee was formed to discuss new facilities. It proposed that a new Clubhouse be built on a site near the Clyde Quay Wharf. However, in view of the Americans having taken over the boat harbour and the old Clubhouse, Commander Coene of the US Marines proposed that the RPNYC be able to take over the premises as the new Clubhouse. In 1946 Norm Thomas’s Ilex crossed the Tasman to be the first New Zealand yacht to compete in the Sydney to Hobart race.

“New” BuildingsThe Club’s main concern in the early 1950s was to obtain a new Clubhouse and there was much fundraising activity including the selling of “Special Life Memberships” at £25 each. Tenancy of the Clubhouse was negotiated in 1956 and, after extensive renovations, the building was opened as the new Clubhouse on 1 November 1958. The opening of the Clubhouse in 1958 marked the beginning of the Club’s recent history and a sharp increase in the number of members and new boats. In 1966 the old Clubhouse, since refurbished to house the Sailing Academy, was converted to separate sheds to accommodate dinghies. Also the first Wellington Marina was constructed at Evans Bay providing much-needed sheltered berths for the growing fleet of keelers and large launches.The Club’s next major development was the construction of the slipway in the boat harbour, which greatly improved hauling out facilities. The start box at Point Jerningham was built in 1968.

Further Clubhouse DevelopmentIn 1983 the Club celebrated its centennial and so began another phase of its development. With centennial celebrations out of the way, the time had come to formalise the Club’s tenancy of the Clubhouse and its relationship with the Wellington Harbour Board. At that stage, the Club had no apparent legal title to the Clubhouse despite alleged “gentlemen’s agreements” concluded many years earlier. The Club finally purchased the Clubhouse in 1986 for $21,000 with a 60 year on-site lease.

No sooner had the ink dried on the lease document than plans were drawn up to completely rebuild the Club’s newly acquired, but ageing, building. The official opening by the Governor-General took place on 29 November 1987. In the space of four years the Club had progressed from being the tenant of a run-down 50-year-old ex-hostel with cash assets of less than $50,000 to the owner of a building valued at $1.3 million.

The Sailing AcademyIn 1991 the Club launched stage one of the “Sailing Development Programme” concept. The aim was to provide advanced training of yachtsmen and the first step in this programme was taken with the purchase of a 5.8 metre RIB, Te Aro, to support on-the-water activities. Stage two of the Sailing Development Programme was the opening of RPNYC Sailing Academy, a full-time sail training amenity for the Wellington region.Originally based at the north end of the Overseas Terminal, the Sailing Academy operates two purpose-designed and built Muir 8.2 keelboats for on-the-water tuition. In 1998 the old Clubhouse at the eastern end of Clyde Quay boat harbour was completely renovated and the Sailing Academy relocated there with purpose-built training and administrative facilities. Te Aro was replaced in 2001 by a new, purpose-designed, 8m Naiad RIB, Te Ruru, substantially funded by the New Zealand Community Trust.

Sailing in Recent YearsIn 1960 Pat Millar brought the Sanders Cup back to Wellington and defended it successfully for the next two years.Altair (Stan Moore) and Carina (Bob Holford) competed in the Sydney to Hobart race, while three Club yachts competed in the Whangarei to Noumea race with Takohe (Lance Gatehouse) being lost on the return voyage.Hugh Poole won the Sanders Cup for four consecutive years between 1967 and 1970.In the summer of 1968, the 45ft Matuku (Kem Cox) struck a whale in the Tasman Sea and sank. The crew were rescued after drifting in their life raft for five days.In 1970 the first Wellington to Gisborne race was sailed. Two years later seven Club keelers competed in the Auckland to Suva race, which was won by the Spencer 45 Whispers II (Geoff Stagg) setting the record.In 1975 nine Wellington yachts competed in the Whangarei to Noumea race and this time Geoff Stagg took Division A Honours in his Spencer designed IOR yacht, Whispers of Wellington.In 1976 Hugh Poole, Chris Urry and Gavin Bornholdt won the National Soling title in Auckland in Hugh’s yacht, Solitude, and went on to represent New Zealand at the 1976 Olympics, while Barnacle Bill (Ron Jarden) won a place in the New Zealand Admiral’s Cup team. At Olympic and national representative level, Hugh Poole and Hal Wagstaff have been members of New Zealand Olympic yachting teams and Hal Wagstaff was elected President of Yachting New Zealand from 1989 to 1991.In the early 1990s the Club had a large fleet of Elliot 10.5 and Young 88 and 11 yachts and sprint racing was introduced, which became very popular. Yachts such as Snap Decision (Ron Legge), Chain Reaction (Bryan Coleman), Flying Boat (Mike Calkoen), Nedax Backchat (Tony Phillips), The Butcher (Brian Cardiff, John Moody, Paul Rodie), Higher Ground (Eoin Fehsenfeld, Joe Porebski), Pork Chop (Mark Berry, Dennis Davies, K Gardner), Driving Force (Brett Bennett), Legacy II (Rob Dixon), Schizo (John Meade), Galeforce (John Benton), Rockstar (Graeme Hargreaves), Jet (Hugh Poole), One Way (Pat Millar) all featured prominently in this racing. This in turn led to two-handed racing, both harbour and offshore, which featured many of the aforementioned yachts.With the dwindling fleet numbers and the size of the boats racing towards the end of the 1990s, the Club introduced the President’s Division. This new division saw an increase in the number of yachts on the water and has had the effect of increasing fleet sizes in all divisions.

Offshore RacingThe advent of the IOR racing rule in 1975 began a decade of interest and participation in the Southern Cross Cup team racing. Skippers initially involved over this period were Geoff Stagg (Whispers of Wellington and Granny Apple), Brian Millar (Koamaru and Ngaruru), Del Hogg and Arthur Stewart (Thundercloud and Mardigras). Activity


in the IOR Grand Prix circuit was later carried on with participation in the Kenwood, Admirals, One Ton and Southern Cross Cups by well-known yachts such as Pacific Sundance, Dollar Equity, Fair Share and Kiwi with Club members Del Hogg, Arthur Stewart, Peter O’Neil, David Ross and John Benton to the fore in funding and organising these campaigns.Offshore racing also grew in popularity during the 1980s and early 1990s with yachts such as Not Guilty, Whispers II, Second Glance, Chinchilla, Young Nicholson, Frederick, Bobby Shafto, High Society, Silver Shadow, Cotton Blossom II, Flojo, Vendetta and Reckless popular competitors around New Zealand and elsewhere.Offshore racing has continued its popularity with the Wellington to Gisborne race record set in 1972 by Whispers II, which still stands whereas most other records are more recent. In the late 1990s 42nd Street competed in the Auckland to Fiji race (short-handed) and the Round the North Island Two Handed race. In 2002 Young Nicholson competed in the Round the North Island Two Handed race. Young Nicholson and ZZ Top (now Clear Vision) competed in the 2005 Round the North Island Two Handed race.In 1993 the Club became an active participant in the Whitbread Round the World Yacht Race for the first time. The launching of Grant Dalton’s New Zealand Endeavour jointly flagged out of RPNYC and the Royal New Zealand Yacht Squadron took place on 7 November that year. New Zealand Endeavour went on to finish as top maxi and fastest yacht overall in the 1993–94 Whitbread.In 1994 the Club ran the Tasman Triangle yacht race in conjunction with the Cruising Yacht Club of Australia and the Royal Yacht Club of Tasmania, with the race incorporating the 50th anniversary Sydney to Hobart Classic Yacht Race. This was the first time that RPNYC had participated as an organising club in a major blue water event. The Tasman Triangle attracted 11 entries with a significant showing from Wellington. The overall winner of the event was Lindsay England and the crew of Whispers II. Whispers II was also placed third in the Veterans Section of the 1994 Sydney to Hobart race.When Andrew Taylor brought the 55ft Davidson, Andiamo, to Wellington in 1997 she was the largest boat in the fleet and went on to take many line honours and handicap prizes. Andiamo represented the Club in the 1997 Sydney to Hobart, 1998 Coastal Classic and the 2000 Kenwood and Pacific Cups. In 1999 Stewart Thwaites brought another 55ft Davidson to town, Starlight Express, which has represented the Club in many inshore and offshore events, most notably winning the IRC overall and Division A at the 2002 Sydney to Hobart.Picton-based EZ Street competed in the 1999 Sydney to Hobart and 2001 Auckland to Noumea races. May 2003 saw the biggest Club blue water fleet since the Tasman Triangle leave Wellington for the Auckland to Musket Cove (Fiji) race. Starlight Express, Andiamo, Pretty Boy Floyd and Kahukura II all represented RPNYC. In 2003 Stewart Thwaites commissioned the 98 footer Zana, renamed Konica Minolta. After match racing with Skandia for the whole race, she came a close second in the 2003 Sydney to Hobart. In the 2004 Sydney-Hobart she was leading on the water until she retired with damage caused by the heavy conditions. She took line honours in the 2004 Auckland-Noumea and Auckland-Tauranga and the 2005 Auckland-Suva races, all in record time. Fresh from her 2007 Nelson Race win, Ran Tan II (John Meade) competed in the 2007 fully crewed Round North Island race, winning PHRF and coming second on line overall. Following this, she took line honours in the 2007 Whangarei-Vanuatu race, with an average of 12.4 knots over the four days and six hours of the race. Recently there have been two big two-handed races in which club boats participated. Clear Vision and Midnight Express entered the 2011 Round the North Island Two Handed race and Revs sailed the 2012 Round New Zealand race. Reasonable sized fleets, including some boats from Picton and Nelson, have competed in recent offshore series. Often these races have been followed by a raft up and “appropriate” social activity. Club boats currently regularly competing in the offshores include Andiamo, Nedax, Maraingi, Am Meer, The Guarantee, Prime Mover, Wedgetail, Montego Bay III, Gucci and Clear Vision.

Offshore CruisingOffshore cruising has always appealed to Wellingtonians with Catala, Syrah, Gulley Jimson, Koloa, Koamaru, Nirvana, Drumpeel and NZ Maid being well-known travellers throughout the South Pacific. Global navigators associated with the Club include Mike Hughes (Orebal) and Gill and Graeme Wallace (Shearwater) who left the Club in 1990 and returned in 1997 after many wonderful and traumatic experiences. The Wallaces were presented with a Yachting New Zealand Cruising Award as recognition of their 1998 voyage.Club member Roger Foley spent two years from 1995 in his Roberts 45 Shogun tracking west from Tonga to New Caledonia, then a year in the Solomons. In 2007 he and partner Julie Brixton spent a year in Vanuatu in Roger’s second yacht Tradition, a 47 foot Herreshoff, before exploring Indonesia and the jungle water ways of Kalimantan before coming to rest in Phuket, Thailand, where they competed in the Raja Muda, the King’s Cup and the Pang Nga Bay Regatta as club members.After completing the 2005 Fiji race, Brent Dewhurst sailed Gucci via Vanuatu to Queensland where he raced with Club members in the Hogs Breath and Hamilton Island race weeks before returning to Wellington. In April 2009 Brent and Gucci set off again via Raivavae to Tahiti and then the Cook Islands, Tonga, Fiji, Vanuatu and Noumea. After the 2006 Auckland-Fiji race, Dave Parsons cruised Ladymink around the Islands for six months, with a number of Club members joining them for various legs. Marangi (Carl Jackson) completed a circumnavigation of the South Island and cruised to Vanuatu, returning in mid-2007.In early May 2010 Distracted (Belinda Greer and Gavin Goddard) largely follow Gucci’s 2009 trip to Tahiti and then places west of there. Six months and about 6000 miles later they returned to Wellington at the end of October.

The Port Nicholson RegattaThe Port Nicholson Regatta, an event held over three days, attracts a good number of out-of-town yachts. Over the years there have been a variety of winners, though the MRXs have more than their share of the spoils. Aside from the Hong Kong based Transpac 52 Beau Geste and the 2010 winner, Georgia (Jim Farmer), winners have all been from Wellington. The 2011 regatta was notable for the inaugural presentation of the Ross Telford Memorial Trophy to Saucy Sausage.

Message from the Vice Commodore

I’m honoured to welcome you to another action packed season of sailing ahead. The 133rd season at RPNYC is shaping up to provide all the racing, cruising and merriment that you’ve come to enjoy.

Your dedicated team on the Sailing Committee have assembled a programme of inshore and offshore competitive and fun sailing events once again. I extend a warm welcome to all our skippers and crews to participate in as much activity on the water as they can in a competitive and sportsmanlike spirit. I also extend an open invitation to our neighbouring yacht clubs for skippers and crew to participate in any of the fantastic events on offer. Your presence at our club is welcome.

Our inshore racing championship will again be hotly contested all over the harbour and see the very competitive racing from last season start all over again, let the rivalries renew!

Our offshore programme is a solid series of over 500 miles of racing including all your favourites to Nelson, Brothers Islands and Kapiti Island. I’m also pleased to announce the reformation of a coastal series of shorter courses to provide a taster for those considering building experience for future full offshore programmes.

The ever popular Port Nicholson Regatta runs in February where we look forward to hosting competitors from all over to our Wellington waters for three days of non-stop action. We also see the second running of the original two-handed Central Triangle race hot on the heels of last season’s very popular fully crewed Central Triangle. The 750-miler will certainly attract a lot of attention on and off the water between Wellington, Akaroa and Napier.

Looking across the fleet I see the launches and powerboats very rarely having events created for them but I will be looking for events for their enjoyment.

I remind you that racing and social events don’t happen by accident; they’re coordinated with a pool of generous volunteers. So if you enjoy participating and wish to see that continue then step forward and join the port nic crew and help make club life a more rewarding experience. My sincerest thanks to all volunteers past and present and I look forward to seeing your great work around the club continue throughout the season.

We continue the drive for Wellington Ocean Sports graduates to stay involved in boating. I encourage all skippers to adopt grads onto your crews to learn from your experience and I encourage all members to extend a warm welcome to all grads in our club wardroom.

VHF channel 62 is monitored at all times during inshore racing, while VHF channels 14 and 16 are monitored where practical. PORT NICHOLSON ASSOCIATION RADIOPort Nicholson Association Radio Limited (PNAR) is a company owned by the Royal Port Nicholson Yacht Club, Lowry Bay Yacht Club, and Evans Bay Yacht and Motor Boat Club, and operates a VHF radio repeater (VHF channel 62) from Mt Kaukau, Wellington.Extensive VHF communications are provided for emergency, recreational and commercial marine operators within the Wellington, Palliser, Marlborough, Cook, D’Urville, and Kapiti areas. Wellington Harbour Radio (Beacon Hill) maintains a 24-hour listening watch on this channel.PNAR provides free access to the channel as the channel’s main purpose is to support Safety of Life at Sea (SOLAS). PNAR can provide a tax deductible receipt for any donations made to assist in providing the channel. Cook Strait InformationGeneralCook Strait is a natural wind funnel bordered by high geographic features on the North and South Islands and at times creates a formidable challenge for boats sailing to and from the South Island. The following information is provided to help you cross the strait safely.

WindWind direction in Cook Strait is normally NW or S to SE. Storm force winds occur on average about 25 times a year. Gale force NW winds are usually very localised but S gales affect the whole strait. SE gales are more pronounced on the western side of the strait.

Tidal StreamsTidal streams in Cook Strait generally flow towards the NW for 5 hours and SE for 7 hours, however they are unreliable and the surface currents are affected by prolonged periods of strong winds and the shoreline configuration which can cause counter currents if close inshore.High water occurs on the western side of Cook Strait about 4 hours later than Wellington at spring tides and slightly less at neap tides. This difference causes the strong streams. The streams are stronger during spring tides, which occur at two-weekly intervals, when high water Wellington is about 0600 and 1800.Tidal stream predictions for Tory Channel have generally been found to be very accurate.

SeaBroken water is experienced in different parts of the strait. This is caused by the cold north setting bottom current being forced to the surface on meeting the steep slopes of submarine canyons, which will also cause modification of the tidal stream. Broken water is also caused when the wind flow is against the tidal stream especially between Sinclair Head and Cape Terawhiti, off the eastern entrance of Tory Channel and in the vicinity of the Brothers Islands.

Sailing InstructionsThe combination of broken water and strong wind gusts between Sinclair Head and Cape Terawhiti make it advisable to transit this section of the passage (commonly known as the RIP) at slack water. This section of your voyage is generally the most uncomfortable and should not be attempted by small craft or the inexperienced except in favourable conditions. Strong southerly winds with a SE setting tidal stream can make this area a real horror show and in the interests of safe boating and harmonious crew relations, should be avoided. The times given are assuming a speed of 6-7 knots.

Travelling WestboundLeave Wellington to arrive at Sinclair Head 1 hour before HW Wellington. You will then have a favourable tidal stream across Cook Strait.Alternatively, leave Wellington to arrive at Sinclair Head 1 hour before LW Wellington. You will have an adverse tidal stream across Cook Strait but this may be preferable in northerly winds. Tory Channel will be reached at slack water.

Travelling EastboundLeave Tory Channel 2 hours after the tidal stream commences setting E. You will have a favourable tidal stream in the Cook Strait – Cape Terawhiti – Sinclair Head area.Alternatively, in southerly winds leave Tory Channel as the tidal stream starts setting W. You will have an adverse tidal stream across Cook Strait but this may be preferable in southerly winds. Cape Terawhiti – Sinclair Head area will be reached at slack water.

Tory Channel Eastern EntranceShips make frequent use of Tory Channel and you must keep clear of the mid channel at the eastern entrance when large ships are present. All ships transiting the entrance are required to give a 10-minute warning of this on VHF Channel 19 (Port Operations Channel). Whether a warning is heard or not, the entrance should be navigated with caution at all times.Ferry and shipping timetables are subject to seasonal changes and skippers are reminded that they must keep clear of all shipping lanes at all times.Marlborough District Council Navigation Bylaws 2002 Part 3.3 - Tory Channel, in Subsection 3 requires that ”…every ship whether inward bound or outward bound shall broadcast or cause to have broadcast a radio message giving 10 minutes warning of transit of the eastern entrance to Tory Channel and failure to do so is a breach of Harbour Bylaws. …radio reporting procedures for Tory Channel are to be broadcast on VHF Channel 19. This frequency is the Port Operations frequency…” There are new procedures for vessels transiting Tory Channel operating at less than 15 knots. The broadcast to all ships shall be based on the following criteria:Inward Bound Vessels:When on an arc of 3 nautical miles to seaward centred on East Head Light make a broadcast on VHF Channel 19 advising of the intention to transit Tory Channel inward bound and providing the ETA at the Controlled Navigation Zone boundary as well as at East Head at the ship’s anticipated speed. Subsequent broadcasts, confirming pr amending ETA is to be made at intervals not exceeding 10 minutes.

Outward Bound Vessels:When abeam of Te Uira-Karapa (Clay Point) East light, make a broadcast on VHF Channel 19 advising all ships of the intention to transit Tory Channel outward bound and providing the ETA at the Controlled Navigation Zone boundary as well as East Head, at the ship’s anticipated speed. Subsequent broadcasts, confirming or amending ETA is to be made at intervals not exceeding 10 minutes.The above broadcasts may be repeated on VHF Channel 16.

RadioShips maintain a listening watch on the following frequencies:• Within Wellington Harbour limits VHF Channel 14• Within Marlborough Harbour limits VHF Channel 19• Cook Strait VHF Channel 16

Clearing MarksThoms RockThis is situated between Karori Rock and Sinclair Head and lies 0.35 miles (650 metres) outside a line joining these points. Inshore Notice of Race

The Organising Authority is the Royal Port Nicholson Yacht Club Incorporated (RPNYC)103 Oriental Parade Wellington | PO Box 9674, Wellington | Tel (04) 939 7069 | Fax (04) 939 7031

1 Event1.1 This Notice of Race covers all racing except: Offshore Races; Coastal Races (including the Fitzroy Bay

Race); the Port Nicholson Regatta; Corporate Races; match-racing events; races organised by the Port Nicholson Yachting Trust; and any other race or series that the Organising Authority may at any time specify.

1.2 For any race or series, the Organising Authority may issue a separate Notice of Race that may replace, modify or supplement this Notice of Race.

2 RulesGeneral and Safety Rules2.1 All racing will be governed by the ‘rules’ as defined in The Racing Rules of Sailing along with the

Wellington Regional Navigation and Safety Bylaws.2.2 For the purposes of the preamble to Part 2 of the Racing Rules of Sailing, the government right-of-way

rules include Maritime Rule Parts 22 and 91, and the Wellington Regional Navigation and Safety Bylaws, to the extent that they provide for right-of-way.

2.3 Compliance with Safety Regulations:(a) All yachts shall comply with Part II of the Yachting New Zealand (YNZ) Safety Regulations,

Category 5 upgraded to include a VHF transceiver, bosun’s chair and Wellington Harbour Chart NZ 4633.

(b) Alternatively, trailer yachts may comply with Part V of the YNZ Safety Regulations, Category C upgraded to include a VHF transceiver and Wellington Harbour Chart NZ 4633. In addition, YNZ Safety Regulations Part V paragraphs 2.1 to 2.5 will apply to trailer yachts.

(c) Alternatively, sports boats may comply with Part VI of the YNZ Safety Regulations, Category A upgraded to include a waterproof VHF transceiver, one ‘First aid kit–basic’ (as described in the YNZ Safety Regulations Appendix A), at least 10 litres of fuel and Wellington Harbour Chart NZ 4633. In addition, YNZ Safety Regulations Part V paragraphs 2.1 to 2.5 will apply to sports boats.

(d) Alternatively, E6 class yachts may comply with the following:(i) Crew members shall wear buoyancy vests or lifejackets in good repair properly secured

about their persons and complying with YNZ Safety Regulations Appendix 4, at all times while afloat;

(ii) Yachts shall carry a waterproof VHF radio;(iii) Yachts shall collectively provide a dedicated support vessel, which shall carry a suitable

first aid kit, and be crewed by a minimum of two crew.

(e) Yachts complying with paragraph 2.3(a), (b) or (c) shall carry a serviceable inboard or outboard engine and propeller capable of driving the yacht in smooth water at a speed exceeding

28.3)( ×mLWL knots.2.4 There will be a moving prohibited zone extending to 100m astern and 100m to each side, and continuing

at such width to 500m ahead, of every vessel larger than 500 GRT.2.5 Crew shall wear lifejackets at all times, unless the person-in-charge of the yacht considers that conditions

are such that there is no significant increase in the risk to safety to any person through not wearing a lifejacket, and expressly gives permission for lifejackets not to be worn.

2.6 Yachts and crew shall comply with any guidelines published by the Race Committee regarding the wearing of lifejackets.

2.7 Yachts may be required to carry a tracking device provided by the Organising Authority. If so required, yachts shall follow the operating instructions provided by the Organising Authority.

Special rules for E6 class yachts and sports boats2.8 E6 class yachts may enter and compete at the Race Committee’s discretion. The Race Officer may direct

E6 class yachts not to compete in a given race. A decision to allow or prevent such a yacht to enter or compete will not be grounds for redress. This changes rule 62.1(a).

2.9 E6 class yachts shall not sail south of the No 1 leading light (but may use the No 1 leading light as a rounding mark).

2.10 Sports boats that do not comply with paragraph 2.3(a) or 2.3(b) shall not sail south of the No 1 leading light (but may use the No 1 leading light as a rounding mark) unless at least two support boats are available. The second support boat will be provided by the Organising Authority. The failure of the Organising Authority to provide a second support boat will not be grounds for redress. This changes rule 62.1(a).

2.11 The Organising Authority will not set a course that requires sports boats to sail south of the No 1 leading light (but may use the No 1 leading light as a rounding mark) for any race in the Spring Series, Alan Martin Series, Autumn Series, or At Home Series.

IRC and PHRF Rules2.12 The IRC Rules 2015 Parts A, B and C apply to yachts competing under IRC.2.13 IRC rules 22.4.1 and 22.4.2 will not apply.2.14 For the purposes of IRC rule 21.1.5(d), this racing is not on consecutive days and the sails carried need

not remain the same.2.15 IRC and/or PHRF certificate compliance measurement may be conducted at any time.

Changes to Racing Rules2.16 Racing rules will be changed as follows. The changes will appear in full in the Sailing Instructions. The

Sailing Instructions may also change other racing rules.(a) Yachts with lifting keels shall have keels locked in the down position and not moved whilst racing.

This changes rule 51.(b) Yachts with movable ballast, in the form of a canting keel or water ballast, may move that ballast

to increase or decrease weight, or to change trim or stability. This changes rule 51.(c) Rule 52 will not apply to the adjustment of a canting keel or water ballast.(d) For protests where only a rule of Part 2 or rule 31 is alleged to have been broken, an arbitration

hearing may be offered prior to any formal protest hearing.


Duty Yachts2.17 All entered yachts will be rostered as a ‘duty yacht’ for up to six twilight and weekend race days. Rostered

duty yachts shall each supply one volunteer to assist in the start box, on a support boat, or with hospitality as determined by the Race Committee, regardless of whether the yacht actually races on that day. Until Opening Day, and subject to availability, yachts may choose which days they will provide volunteers for. On Opening Day, the Race Committee will allocate yachts to all remaining days on the duty yacht roster.

2.18 The Organising Authority may require a yacht to conduct compliance checks on another yacht. Compliance checks may comprise safety, measurement and/or membership checks.

3 Advertising3.1 Yachts may be required to display advertising chosen and supplied by the Organising Authority.

4 Eligibility and EntryEligibility4.1 Racing is open to all multihull and self-righting monohull yachts.4.2 Entries will be accepted from yachts registered on the RPNYC Yacht Register (RPNYC yachts) and from

visiting yachts. The Organising Authority may, but is not required to, permit a yacht on the RPNYC Yacht Register to enter as a visiting yacht.

4.3 Visiting yachts will not be eligible for RPNYC trophies, but will be eligible for prizes.4.4 The Organising Authority may accept, reject or subsequently cancel the entry of a visiting yacht for any

reason.

Membership requirements4.5 For all races except Rum races:

(a) 80% of the crew of an RPNYC yacht shall be:(i) a Senior Member, Junior Member, Family Member, Veteran Member or an Honorary Life

Member of the RPNYC; or(ii) a General Member who is a current financial senior member of another YNZ and WYA

affiliated yacht club, provided that the person has sailed in fewer than 10 RPNYC races in the current financial year; or

(iii) a General Member who, not then being a member of RPNYC, completed a Wellington Ocean Sport Centre course within two months prior to application for membership, and became a General Member in the current financial year; or

(iv) a current financial member of an Affiliated Club, provided that the person’s details have been provided to the RPNYC by the Affiliated Club member.

(b) 80% of the crew of a visiting yacht shall be financial members of a club recognised by the crew member’s national authority.

4.6 No person who is not a financial member of a club recognised by the person’s national authority shall sail in more than three races (excluding Rum races).

4.7 The Organising Authority may exempt a yacht from the requirements of clauses 4.5 and 4.6. The refusal to exempt a yacht from the requirements of clauses 4.5 and 4.6 will not be grounds for redress. This changes rule 62.1(a).

4.8 There are no membership requirements for Rum races.

Entries4.9 Eligible yachts may enter by either:

(a) completing the entry form and sending it, together with the yacht’s IRC and/or PHRF rating certificates, safety declaration and the entry fee, to the Organising Authority; or

(b) completing the online entry process on the RPNYC’s website.4.10 Entries shall be lodged on the RPNYC website at least two hours prior to the scheduled start time of the

race or event in which the entrant wishes to participate. The Organising Authority may, but is not required to, accept a paper entry. A refusal to accept a paper entry will not be grounds for redress. This changes rule 62.1(a).

4.11 A late entry may be accepted by the Organising Authority at any time, including after a race has been completed. A refusal to accept a late entry will not be grounds for redress. This changes rule 62.1(a).

4.12 The Organising Authority may, at any time and for any race, require entrants to:(a) nominate one crew member to be the person-in-charge for the purposes of rule 46; and/or(b) provide name(s), contact details and details of club membership of the crew.

5 Fees

6 Schedule6.1 A representative of each yacht intending to race in the 2015–2016 season shall attend a pre-season

briefing in the RPNYC clubhouse at 1900 hrs on Wednesday 9 September 2015.

6.2 The racing schedule will be published in the RPNYC Almanac and on the RPNYC website.

7 Sailing Instructions7.1 The Sailing Instructions will be available on the RPNYC website no later than 1200 hrs on Wednesday 9

September 2015, and will be available at the pre-season briefing.

8 Venue8.1 The races will be held within Wellington Harbour including the south coast as far as Island Bay.

9 The Courses9.1 Windward–leeward, triangle and/or harbour courses may be sailed.

10 ScoringDivisions10.1 The Organising Authority may allocate yachts into divisions.10.2 Divisional racing will be for Division 1, Division 2 and Division 3. Fleet racing will be for the Combined

Division only. The Combined Division comprises all yachts.


10.3 A yacht will be eligible for the Classic Yacht Championship Series if she was built prior to 1940 or to a pre-1940 design using traditional materials and methods. The Race Committee may, where appropriate, permit other yachts to enter the Classic Yacht Championship Series.

Handicaps10.4 Except for Rum races and the Classic Yacht Championship Series, races will be scored on elapsed time

and for corrected time using IRC and PHRF ratings and the applicable General Handicap.10.5 Rum races and the Classic Yacht Championship Series will be scored on elapsed time and General

Handicap only.10.6 The General Handicap will be a formula-derived performance handicap that adjusts after each race based

on the performances for that race and any prior races. Different General Handicaps may be maintained for Fleet, Divisional, Twilight, Two Handed and Rum racing.

10.7 IRC and PHRF results will be calculated for all yachts with an IRC or PHRF handicap, unless the yacht advises the Race Committee that it is not sailing in its measured configuration.

The Season Championship10.8 The Season Championship will be scored on General Handicap, PHRF, and IRC.10.9 A yacht’s score will be the sum of her series scores for the Spring Series, Alan Martin Series, and Autumn

Series. If a yacht does not have a series score in one or more of those series, her score for those series will be the number of yachts in the Season Championship plus one.

10.10 No scores will be excluded.

10.12 When fewer than four races have been completed, a yacht’s series score will be the total of her race scores.

10.13 When four or more races have been completed, a yacht’s series score will be the total of her race scores excluding her worst score, with a further worst score to be excluded after eight and 12 races.

10.14 The minimum number of races to be completed is two.

Other series10.15 The following table shows each series that will be scored, the scheduled number of races in the series

and the minimum number of races required to be completed to constitute the series.

10.16 For the Regatta Warm-up Series:(a) When fewer than four races have been completed, a yacht’s series score will be the total of her

race scores.(b) When four or more race races have been completed, a yacht’s series score will be the total of her

race scores excluding her worst score.10.17 For all other series:

(a) One race per day is scheduled.(b) When fewer than all scheduled races have been completed, a yacht’s series score will be the

total of her race scores.(c) When all scheduled races have been completed, a yacht’s series score will be the total of her

race scores excluding her worst score.(d) A yacht will only be scored in a series if she has entered and come to the starting area in at least

two races in the series.

11 Prizes11.1 The Organising Authority may award trophies for the winners of specific races, series or divisions or

sections within a race or series. The Organising Authority shall issue a schedule of trophies prior to the end-of-season prize-giving.

11.2 RPNYC trophies may only be awarded to yachts entered as RPNYC yachts. If, but for this paragraph, a trophy would have been awarded to a visiting yacht, then the trophy will instead be awarded to the highest placed RPNYC yacht.

11.3 Eligibility for class trophies requires yachts to comply with their class rules.

12 Disclaimer of Liability12.1 Competitors participate in all races entirely at their own risk. Refer to rule 4. The Organising Authority will

not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the race.

13 Insurance13.1 Each yacht that races shall be insured with valid third-party liability insurance with a minimum cover of

$250,000.00 per event.

Offshore Notice of Race

1 RulesGeneral and Safety Rules1.1 All racing will be governed by the rules as defined in The Racing Rules of Sailing along with the

Wellington Regional Navigation and Safety Bylaws, the Marlborough District Council Navigation Bylaw 2009, and the Nelson City Council Navigation Safety Bylaw 2012.

1.2 All yachts shall comply with Part II of the Yachting New Zealand (YNZ) Safety Regulations, Category 3 modified as follows:(a) Yachts must start the race with at least 2.5 litres of fresh water per person for each 100 nautical

miles (or part thereof) of the course to be sailed.(b) Yachts must carry a liferaft in accordance with safety regulation 17.11.(c) Yachts must carry an additional lifebuoy and equipment in accordance with safety regulation

17.13(b).(d) Yachts must carry a storm jib in accordance with safety regulation 15.15(b).(e) Yachts must carry at least LWL(m) / 0.2 litres of engine fuel.(f) Yachts must carry fire extinguishers in accordance with safety regulation 17.01.(g) Yachts must store a copy of the ‘Communications Instructions’ near their VHF radio.

1.3 Safety checks of any yacht in any division may be made at any time.1.4 Crew shall wear lifejackets or be tethered to the yacht at all times, unless the person-in-charge of the

yacht considers that conditions are such that there is no significant increase in the risk to safety to any person through not wearing a lifejacket or being tethered to the yacht, and expressly gives permission for lifejackets and tethers not to be worn.

1.5 Yachts and crew shall comply with any guidelines published by the Race Committee regarding the wearing of lifejackets and tethers.

1.6 IRC and/or PHRF certificate compliance measurement may be conducted at any time.

IRC Rules1.7 The IRC Rules 2015 Parts A, B and C apply to yachts competing under IRC.1.8 IRC rules 22.4.1 and 22.4.2 will not apply.1.9 In accordance with IRC Rule 21.6.1(b), YNZ prescribes that a yacht may carry one more spinnaker than

shown on her current IRC certificate without an increase in rating. Racers: Note that the area of the additional spinnaker (or any other on-board) cannot be greater than rated SPA.

required, yachts shall follow the operating instructions provided by the Organising Authority.(a) Yachts may receive and use any information freely available to all yachts, and any publicly

offered internet or broadcast weather information from sources available to all competitors (whether on a subscription or free basis). Permitted sources of information must provide the same information to all competitors who seek it, and must not provide yacht-specific weather routing information. Competitors may use any means to retrieve information. This changes rule 41.

(b) Rule 78.2 will not apply.2 Advertising2.1 Yachts may be required to display advertising chosen and supplied by the Organising Authority.3 Eligibility, entry, and registrationEligibility3.1 The series is open to all multihull and self-righting monohull yachts.3.2 Each yacht must, in the opinion of the Organising Authority, be capable of safely taking part in the race.3.3 To be eligible to compete in this event, each crew member shall: (a) be a financial member of a club recognised by the entrant and crew member’s national authority;

and (b) be registered as a crew member on the RPNYC website.Entries3.4 Yachts may enter individual races or the entire series.3.5 Yachts must enter on the RPNYC website.3.6 Entries must be received by 1700 hrs on the day before the race briefing for the first race the yacht

intends to compete in. Entries lodged after the closing time for entries and up to 30 minutes prior to the scheduled start of the race briefing and accompanied by the late entry fee in addition to the regular entry fee may be received at the discretion of the Race Committee.

Registration 3.7 Yachts intending to compete in a race must register on the RPNYC website by 1700 hrs on the day before

each race briefing. Registrations received after the closing time for registration and up to 30 minutes prior to the scheduled start of the race briefing may be received at the discretion of the Race Committee.


4 Fees4.1 Required fees are as follows: (a) Entry Fee (one race): $85 (b) Entry Fee (entire offshore series): $275 (c) Late Entry Fee: Entry fee plus $505 Schedule5.1 Unless excused by the Race Committee, a representative of each yacht must attend each race briefing.

5.3 If one or more races are abandoned, the Organising Authority shall conduct a Brothers race on the reserve day. The reserve day will not be used if none of the five scheduled races are abandoned.

6 Measurements6.1 No changes to PHRF and IRC rating certificates may be made after a race briefing except: (a) as a result of a rating protest, to correct rating office errors; or

(b) as a result of YNZ updating a yacht’s PHRF certificate as part of its PHRF review process.7 Sailing Instructions7.1 The Sailing Instructions will be published in the RPNYC Almanac and will be available on the RPNYC

website. A Race Appendix and Communications Instructions will be made available at or before each briefing.

8 Venue8.1 The races will be held in Wellington Harbour, Cook Strait, Queen Charlotte Sound, Tasman Bay, and the

Pacific Ocean.9 The Course9.1 A range of courses may be specified in each Race Appendix.

10 Penalty System10.1 The Scoring Penalty, rule 44.3, will apply.

Coastal Notice of Race

This notice of race is for yachts intending to race in the entire Coastal Series. Yachts that wish to enter individual races should refer to the separate notices of race issued for each event.

1 Rules General and Safety Rules1.1 All racing will be governed by the rules as defined in The Racing Rules of Sailing along with the

Wellington Regional Navigation and Safety Bylaws and the Marlborough District Council Navigation Bylaw 2009.

1.2 The series will comprise the Cook Strait Classic, the Wellington–Picton Race, and the Fitzroy Bay Race. These races will also be run as standalone events with separate notices of race. The standalone event and the Coastal Series event will share the same Sailing Instructions. Only yachts that enter the Coastal Series will be eligible for a Coastal Series result. Yachts that enter the Coastal Series will be eligible for both a Coastal Series result and a standalone event result. A separate event entry will not be required.

1.3 Yachts competing in the Fitzroy Bay Race shall comply with Part II of the Yachting New Zealand (YNZ) Safety Regulations, Category 5, upgraded to include a VHF transceiver, bosun’s chair and charts NZ 463 (Approaches to Wellington) and NZ 4633 (Wellington Harbour).

1.4 Yachts competing in the Cook Strait Classic and the Wellington–Picton Race shall comply with Part II of the Yachting New Zealand (YNZ) Safety Regulations, Category 3, modified as follows:

(a) Yachts must start the race with at least 2.5 litres of fresh water per person. (b) Yachts must carry at least LWL(m) / 0.2 litres of engine fuel. (c) Yachts must carry fire extinguishers in accordance with safety regulation 17.01. (d) Yachts must carry a copy of the ‘Communications Instructions’ and store it near their VHF radio.1.5 Safety checks of any yacht in any division may be made at any time.1.6 IRC and/or PHRF certificate compliance measurement may be conducted at any time.

IRC Rules1.7 The IRC Rules 2015 Parts A, B and C apply to yachts competing under IRC.1.8 IRC rules 22.4.1 and 22.4.2 will not apply.1.9 In accordance with IRC Rule 21.6.1(b) YNZ prescribes that for the Cook Strait Classic and the

Wellington–Picton Race, a yacht may carry one more spinnaker than shown on her current IRC certificate without an increase in rating. Racers: Note that the area of the additional spinnaker (or any other on-board) cannot be greater than rated SPA.

Sailing Instructions may also change other racing rules.

(a) Yachts with lifting keels shall have keels locked in the down position and not moved whilst racing. This changes rule 51.

(b) Yachts with movable ballast, in the form of a canting keel or water ballast, may move that ballast to increase or decrease weight, or to change trim or stability. This changes rule 51.

(c) Rule 52 will not apply to the adjustment of a canting keel or water ballast.

(d) For protests where only a rule of Part 2 or rule 31 is alleged to have been broken, an arbitration hearing may be offered prior to any formal protest hearing.

(e) Any yacht that does not have a representative attend pre-race briefings for the Cook Strait Classic and the Wellington–Picton Race will be scored Did Not Compete (DNC) without a hearing in that race. This changes rules A4 and A5.

(f) Yachts may be required to carry a tracking device provided by the Organising Authority. If so required, yachts must follow the operating instructions provided by the Organising Authority.

(g) Yachts may receive and use any information freely available to all yachts, and any publicly offered internet or broadcast weather information from sources available to all competitors (whether on a subscription or free basis). Permitted sources of information must provide the same information to all competitors who seek it, and must not provide yacht-specific weather routing information. Competitors may use any means to retrieve information. This changes RRS 41.

2 Advertising2.1 Yachts may be required to display advertising chosen and supplied by the Organising Authority.

3 Eligibility, entry, and registration3.1 The series is open to all multihull and self-righting monohull yachts.

3.2 Each yacht must, in the opinion of the Organising Authority, be capable of safely taking part in the race.

3.3 To be eligible to compete in this event:

(a) for the Cook Strait Classic and the Wellington–Picton Race, each crew member shall:

(i) be a financial member of a club recognised by the entrant and crew member’s national authority; and

(ii) be registered as a crew member on the RPNYC website.

(b) for the Fitzroy Bay Race, 80% of the crew must be a financial member of a club recognised by the entrant and crew member’s national authority.

Entries3.4 Yachts must enter on the RPNYC website.3.5 Entries must be received by 1700 hrs on the day before the race briefing for the first race the yacht

intends to compete in. Entries lodged after the closing time for entries and up to 30 minutes prior to the scheduled start of the race briefing and accompanied by the late entry fee in addition to the regular entry fee may be received at the discretion of the Race Committee.


Registration3.6 Yachts intending to compete in the Cook Strait Classic and the Wellington–Picton Race must register on

the RPNYC website by 1700 hrs on the day before each race briefing. Registrations received after the closing time for registration and up to 30 minutes prior to the scheduled start of the race briefing may be received at the discretion of the Race Committee.

4 Fees4.1 Required fees are as follows:

(a) Series Entry Fee: $125

(b) Late Entry Fee: Entry fee plus $50

5 Schedule5.1 Unless excused by the Race Committee, a representative of each yacht must register and attend the

briefings for the Cook Strait Classic and the Wellington–Picton Race. All race briefings will be held at the RPNYC clubhouse.

Inshore Sailing Instructions


1 RulesGeneral and Safety Rules1.1 All racing will be governed by the ‘rules’ as defined in The Racing Rules of Sailing along with the

Wellington Regional Navigation and Safety Bylaws.1.2 For the purposes of the preamble to Part 2 of the Racing Rules of Sailing, the government right-of-way

rules include Maritime Rule Parts 22 and 91, and the Wellington Regional Navigation and Safety Bylaws, to the extent that they provide for right-of-way.

1.3 Compliance with Safety Regulations: (a) All yachts shall comply with Part II of the Yachting New Zealand (YNZ) Safety Regulations,

Category 5 upgraded to include a VHF transceiver, bosun’s chair and Wellington Harbour Chart NZ 4633.

(b) Alternatively, trailer yachts may comply with Part V of the YNZ Safety Regulations, Category C upgraded to include a VHF transceiver and Wellington Harbour Chart NZ 4633. In addition, YNZ Safety Regulations Part V paragraphs 2.1 to 2.5 will apply to trailer yachts.

(c) Alternatively, sports boats may comply with Part VI of the YNZ Safety Regulations, Category A upgraded to include a waterproof VHF transceiver, one ‘First aid kit–basic’ (as described in the YNZ Safety Regulations Appendix A), at least 10 litres of fuel and Wellington Harbour Chart NZ 4633. In addition, YNZ Safety Regulations Part V paragraphs 2.1 to 2.5 will apply to sports boats.

(d) Alternatively, E6 class yachts may comply with the following: (i) Crew members shall wear buoyancy vests or lifejackets in good repair properly secured

about their persons and complying with YNZ Safety Regulations Appendix 4, at all times while afloat;

(ii) Yachts shall carry a waterproof VHF radio; (iii) Yachts shall collectively provide a dedicated support vessel, which shall carry a suitable first

aid kit, and be crewed by a minimum of two crew. (e) Yachts complying with instruction 1.3(a), (b) or (c) must carry a serviceable inboard or outboard

engine and propeller capable of driving the yacht in smooth water at a speed exceeding knots.

1.4 Harbour bylaws, interference with harbour traffic: (a) All yachts shall comply with the Wellington Regional Navigation and Safety Bylaws. (b) There will be a moving prohibited zone extending to 100m astern and 100m to each side, and

continuing at such width to 500m ahead, of every vessel larger than 500 GRT.

(c) A yacht will be disqualified without a hearing if a vessel larger than 500 GRT reports to the Organising Authority, to the Harbour Master, or to Maritime New Zealand, that the yacht has either:

(i) entered her moving prohibited zone; or (ii) impeded her navigation (including but not limited to requiring her to take avoiding action). This changes rule 63.1. 1.5 Crew shall wear lifejackets at all times, unless the person-in-charge of the yacht considers that conditions

are such that there is no significant increase in the risk to safety to any person through not wearing a lifejacket, and expressly gives permission for lifejackets not to be worn.

1.6 Yachts and crew shall comply with any guidelines published by the Race Committee regarding the wearing of lifejackets.

1.7 Yachts may be required to operate a smartphone based tracking device at the yacht’s own cost. If so required, yachts shall follow the operating instructions provided by the Organising Authority.

1.8 Yachts shall report the following incidents which occur while racing to the Race Committee as soon as possible:

(a) man overboard; (b) an injury requiring treatment from a doctor, nurse, ambulance, or in a hospital; (c) contact with another yacht during a race causing serious damage; (d) loss of a keel, rudder or mast, or damage which materially adversely affects the seaworthiness of

the yacht; (e) an inrush of water into the yacht.

Special rules for E6 class yachts and sports boats:1.9 E6 class yachts may enter and compete at the Race Committee’s discretion. The Race Officer may direct

E6 class yachts not to compete in a given race. A decision to allow or prevent such a yacht to enter or compete will not be grounds for redress. This changes rule 62.1(a).

1.10 E6 class yachts shall not sail south of the No 1 leading light (but may use the No 1 leading light as a rounding mark).

1.11 Sports boats that do not comply with instruction 1.3(a) or (b) shall not sail south of the No 1 leading light (but may use the No 1 leading light as a rounding mark) unless at least two support boats are available. The second support boat will be provided by the Organising Authority. The failure of the Organising Authority to provide a second support boat will not be grounds for redress. This changes rule 62.1(a).

1.12 The Organising Authority will not set a course that requires sports boats to sail south of the No 1 leading light (but may use the No 1 leading light as a rounding mark) for any race in the Spring Series, Alan Martin Series, Autumn Series, or At Home Series.

1.13 Every sports boat that does not comply with instruction 1.3(a) or (b) must be inspected by the Race Committee before racing for the first time.

IRC & PHRF Rules1.14 The IRC Rules 2015 Parts A, B and C apply to yachts competing under IRC.1.15 IRC rules 22.4.1 and 22.4.2 will not apply.1.16 For the purposes of IRC rule 21.1.5(d), this racing is not on consecutive days and the sails carried need

not remain the same.1.17 IRC and/or PHRF certificate compliance measurement may be conducted at any time.


1.18 Yachts that are sailing in a configuration that does not comply with their IRC or PHRF certificate shall advise the Sailing Committee on VHF channel 62 not later than 15 minutes prior to the start of a race.

Changes to Racing Rules1.19 Racing rule 51 will be changed as follows: (a) Yachts with lifting keels shall have keels locked in the down position and not moved whilst racing. (b) Yachts with movable ballast, in the form of a canting keel or water ballast, may move that ballast

to increase or decrease weight, or to change trim or stability.1.20 Rule 52 will not apply to the adjustment of a canting keel or water ballast.1.21 All entered yachts will be rostered as a ‘duty yacht’ for up to six twilight and weekend race days. (a) Until Opening Day, and subject to availability, yachts may choose which days they will provide

volunteers for. On Opening Day, the Race Committee will allocate yachts to all remaining days on the duty yacht roster.

(b) Rostered duty yachts shall supply one volunteer to assist in the start box, on a support boat, or with hospitality as determined by the Race Committee, regardless of whether the yacht actually races on that day.

(c) If a yacht races on the day it is rostered as duty yacht but does not provide a volunteer, then the yacht shall be scored Disqualification Not Excludable (DNE) without a hearing. This changes rules 63.1, A4 and A5.

(d) If a yacht does not race on the day it is rostered as duty yacht and does not provide a volunteer, then the yacht shall be scored Disqualification Not Excludable (DNE) without a hearing in the next championship race it competes in. This changes rules 63.1, A4 and A5.

1.22 From time to time the Organising Authority may require a yacht to conduct compliance checks on another yacht. Compliance checks may comprise safety, measurement and/or membership checks.

1.23 Spinnakers and multi-purpose sails shall not be used in Rum races unless the Race Committee advises that such sails may be used. A broadcast will be made approximately 15 minutes prior to the start time on VHF channel 62. A yacht that uses a spinnaker or multi-purpose sail in breach of this instruction will be disqualified without a hearing. This changes rule 63.1.

1.24 Rule 44.1 is changed to permit a yacht that has broken a rule of Part 2 or rule 31 to take a penalty after racing but prior to any protest hearing. The penalty will be a scoring penalty as calculated in rule 44.3(c) equal to 40% of the number of entries in her fleet or 50% of the difference between her finishing position and the number of entries in her fleet, whichever is less.

2 Notices to Competitors2.1 Notices to competitors will be posted on the RPNYC website and may be posted on the official notice

board located in the RPNYC wardroom.

3 Changes to Sailing Instructions3.1 Any change to the Sailing Instructions will be posted on the RPNYC website before 1000 hrs on the day it

takes effect, except that any change to the schedule of races will be posted by 1900 hrs on the day before it takes effect.

3.2 For any event, the Organising Authority may issue a separate set of Sailing Instructions that may replace, modify or supplement these Sailing Instructions.

4 Signals Made Ashore4.1 Signals made ashore will be displayed on the RPNYC flagpole. The existence of signals having been

made ashore may also be broadcast periodically on VHF channel 62.4.2 When flag ‘Y’ is displayed ashore, rule 40 (which requires lifejackets to be worn) applies at all times while

afloat. This changes the Part 4 preamble.73

4.3 The Race Committee may abandon a race prior to the starting signal by posting a notice on the RPNYC website. This changes rule 27.3.

5 Schedule of Races5.1 The schedule of races is detailed on the RPNYC website and may be printed in the Almanac.5.2 To alert yachts that a race or sequence of races will begin soon, an orange flag may be displayed with

one sound at least five minutes before a warning signal is displayed.

6 Classes and Class Flags6.1 Divisional racing will be for Division 1, Division 2, Division 3, and the Classic Yacht Division. Fleet racing

will be for the Combined Division only.

6.2 The Combined Division comprises all yachts.

6.3 The class flags are as follows:

7 Racing Areas7.1 All races will be held within Wellington Harbour including the south coast as far as Island Bay.

8 Courses8.1 The diagrams and course descriptions on the RPNYC website and printed in the Almanac show the

courses, the order in which marks are to be passed, and the side on which each mark is to be left.

8.2 Courses will be identified by displaying the course number as follows: (a) For Point Jerningham starts, the course for each division will be displayed above the division

indicator. For Combined Division races, the course will be displayed above the Division 1 indicator. (b) For RPNYC starts, the course for each division will be displayed in or underneath the start box

windows. (c) For on-the-water starts, the course number will be displayed on the Race Committee boat.

8.3 When flag ‘F’ is displayed, the course will be a special course and will be broadcast on VHF channel 62 approximately 15 minutes prior to the start time.

8.4 The location of the start is shown on the RPNYC website and may be shown in the Almanac.

8.5 Where the finish is listed as ‘FR’, the race will finish at RPNYC. Where the finish is listed as ‘FJ’, the race will finish at Point Jerningham.

8.6 When flag ‘R’ is displayed from the Point Jerningham Start Box, together with any of courses 1–15, then after rounding the final mark of the course and before finishing yachts will round mark number 9, and finish at RPNYC. If approaching mark number 9 from the north, yachts will take mark number 9 to starboard. If approaching mark number 9 from the south, yachts will take mark number 9 to port.


9 Marks9.1 The course marks are described on the RPNYC website and may be shown in the Almanac.9.2 A Race Committee boat signalling a change to a leg of the course is a mark as provided in instruction

12.1.9.3 New marks, as provided in instruction 12, will be orange cylindrical marks with a black band, or any other

mark as broadcast by the Race Committee on VHF channel 62.9.4 A round orange separation mark may be laid in the vicinity of mark 1. When laid, this mark is to be

rounded to port after rounding mark 1 and before rounding the next mark or finishing.9.5 The Race Committee may advise yachts of the approximate location of a laid mark on VHF channel 62. A

failure to so advise will not be grounds for redress. This changes rule 62.1.10 Areas that are Obstructions10.1 The following areas are obstructions: (a) the Mokopuna Island exclusion area (see instruction 19.2). (b) a line between Point Jerningham light and the nearest point of land at Point Jerningham.11 The Start11.1 Any race in which fewer than two yachts start will be deemed to have been abandoned.11.2 A yacht will be scored Did Not Start (DNS) if she starts later than the earlier of: (a) ten minutes after her starting signal; or (b) the preparatory signal for the next start. This changes rule A4.11.3 Yachts whose warning signal has not been made shall avoid the starting area.11.4 If any part of a yacht’s hull, crew or equipment is on the course side of the starting line at the start signal,

the Race Committee may attempt to broadcast her name and/or sail number on VHF channel 62. Failure to make a broadcast will not be grounds for a request for redress. This changes rule 62.1(a).

11.5 When two or more divisions are scheduled to start at the same starting time and starting line: (a) the Race Committee may use the Combined Division class flag as the warning signal for these

divisions and different courses may be signalled for each division; or (b) the Race Committee may use each division’s class flag, and start the divisions at intervals. If the

divisions are started at intervals, the normal starting order will be: Division 1 Division 2 Division 3 Classic Yacht Division11.6 The location of the starting line for each race will appear in the schedule of races, published on the

RPNYC website and may appear in the Almanac. The starting lines are: (a) RPNYC: A line between the start box flagpole and the starting mark laid to the north of the

clubhouse. If no mark is laid, the line is an extension of the line between the start box flagpole and the light on the outer end of the boat harbour entrance.

(b) Point Jerningham: A line between the main start box flagpole and the starting mark laid to the east of the start box.

(c) On the water: A line between an orange staff on the Race Committee boat at the starboard end and the start mark at the port end.

11.7 An inner distance mark may be laid at any starting line at which a starting mark has been laid. When the inner distance mark is laid to starboard of the starting mark, it shall be passed to starboard either when approaching the starting line to start or after having started. When the inner distance mark is laid to port of the starting mark, it shall be passed to port either when approaching the starting line or after having started.

11.8 The Race Committee may alter the start location by broadcasting the new location on VHF channel 62 not less than 45 minutes prior to the warning signal. The Race Committee may postpone racing in order to maintain the 45-minute notice required.

11.9 Mark Foy/Pursuit starts: (a) Start times will be posted on the RPNYC website, and may be posted on the official notice board,

not later than 1700 hrs on the day before the race. (b) For yachts starting after the limit yacht, a preparatory signal consisting of flag ‘P’ accompanied

by one sound signal will be displayed one minute before each yacht’s starting time. Each start will be indicated by the lowering of flag ‘P’ accompanied by one sound signal. This changes rule 26.

(c) The Race Committee may broadcast details of yachts due to start on VHF channel 62.11.10 In darkness or reduced visibility (as assessed by the Race Committee and advised to competitors by VHF

not less than 10 minutes prior to the warning signal), the start procedure in rule 26 is changed to:

12 Change of the Position of the Next Mark12.1 To change the next leg of the course, the Race Committee will lay a new mark (or move the finishing

line) and remove the original mark as soon as practicable. When, in a subsequent change, a new mark is replaced, it will be replaced by an original mark. Except at a gate, yachts shall pass between the Race Committee boat signalling the change of course and the nearby mark, leaving the mark to port and the Race Committee boat to starboard. This changes rule 28.1.

12.2 Alternatively, the Race Committee may announce a change of the position of the next mark on VHF channel 62. Such an announcement will include the approximate position of the new mark, or the approximate distance and approximate bearing from the previous mark. This changes rule 33.

13 Missing Mark13.1 If a mark is missing or out of position, the Race Committee may replace it and announce the new mark’s

description and approximate position on VHF channel 62. The new mark may or may not display flag ‘M’. This changes rule 34.

14 Shortening the Course14.1 Instead of displaying flag ‘S’ with two sounds, a race may also be shortened in accordance with rule 32.2

by an announcement on VHF channel 62. This changes rule 32.2.14.2 Alternatively, a race may be shortened by an announcement on VHF channel 62 directing yachts to round

a particular mark of the course and proceed directly to and cross the finishing line. In this case, rule 32.2 will not apply.


15 The Finish15.1 Finishing lines: (a) RPNYC: A line between the start box flagpole and the finishing mark laid to the north of the

clubhouse. If no mark is laid, the line is an extension of the line between the start box flagpole and the light on the outer end of the boat harbour entrance.

(b) Point Jerningham: A line between the main start box flagpole and the finishing mark laid to the east of the start box. If no mark is laid, or the finishing mark has been removed, or during the hours of darkness, the line is an extension of the line between the white and black pole on the hill behind the start box and the main start box flagpole, bearing 75° – 255° M. During the hours of darkness, the main start box flagpole will be replaced by one red light.

(c) On the water: A line between an orange staff on the Race Committee boat and the finishing mark laid to starboard of the Race Committee boat.

15.2 Any yacht that finishes after the time shown in the following table shall record its own finishing time (using GPS time). Declarations shall be made by email to [email protected].

15.3 A yacht recording its own finishing time shall use the laid finish line (if a finish line has been laid) or the transits provided for in instructions 15.1(a) and (b) if a finish line has not been laid or has been removed.

15.4 If the Race Committee records a finishing time independently of the yacht, then the Race Committee will use that finishing time for the yacht instead.

15.5 Any yacht recording its own finishing time in accordance with instruction 15.2 that does not provide a declaration identifying the yacht, the race and the finishing time within 24 hours of its finishing time shall be scored Did Not Finish (DNF) without a hearing.

16 Time Limits16.1 The Race Committee will not display the warning signal for a division unless at least 45 minutes have

elapsed since the first yacht in that division finished the previous race, or all yachts have finished, whichever is earlier.

16.2 Upon displaying the warning signal for a division, all yachts in that division that have not finished the previous race will be scored Did Not Finish (DNF) without a hearing. This changes rules 35, A4 and A5.

16.3 For races that finish on the water, yachts failing to finish within 45 minutes after the first yacht in their division sails the course will be scored Did Not Finish (DNF) without a hearing. This changes rule 35, A4 and A5.

17 Protests and Requests for Redress17.1 The protest time limit for a protest by a yacht is 90 minutes after the last yacht, regardless of its division,

has finished the last race of the day. The same time limit applies to all classes or divisions. This changes rules 61.3 and 62.2.

17.2 The protest time limit for a protest by the Race Committee or Protest Committee (extended protest time limit) is 48 hours after the end of the protest time limit. This changes rule 61.3.

17.3 If the Race Committee or Protest Committee intends to protest a yacht, it shall inform her within 48 hours of the end of the extended protest time limit. This changes rule 61.1(b).

17.4 For protests where only a rule of Part 2 or rule 31 is alleged to have been broken, an arbitration hearing will be offered prior to any formal hearing.

17.5 Protests will normally be held in the Noel Manthel Boardroom at the RPNYC clubhouse at 1800 hrs on the first Tuesday after the race unless otherwise notified. If the hearing is to be held at an alternative time and place, the parties will be advised of the changes as early as possible.

17.6 The Protest Committee may apply an alternative penalty to that of disqualification as provided for in rule 64.1(a).

17.7 Breaches of Notice of Race paragraphs 4.5 and 4.6, or instructions 1.3-1.8, 1.10, 1.11, 1.13, 1.18, 1.20-1.22, 4.2, 11.3, 15.2, 15.3, 19, 20.3, 21, 22, 23, and 26, or an equivalent rule in the Notice of Race, will not be grounds for protest by a yacht. This changes rule 60.1(a).

17.8 The Race Committee may protest a yacht for a breach of the instructions listed in instruction 17.7, or for any matter related to safety, on the basis of a report from an interested party. This changes rule 60.2(a).

17.9 Reopening a hearing: (a) On the last scheduled day of racing for a series, a request for reopening a hearing must be

delivered: (i) within the protest time limit when the party requesting reopening was informed of the

decision on the previous race day; or (ii) no later than 30 minutes after the party reopening was informed of the decision on that day. This changes rule 66. (b) For the purposes of the Season Championship, the last scheduled day of racing for a series will

be the last day of the series (Spring Series, Alan Martin Series, or Autumn Series) of which the race is a part.

18 ScoringDivisions18.1 The Organising Authority may allocate yachts into divisions.18.2 Divisional racing will be for Division 1, Division 2 and Division 3. Fleet racing will be for the Combined

Division only. The Combined Division comprises all yachts.18.3 A yacht will be eligible for the Classic Yacht Championship Series if she was built prior to 1940 or to a

pre-1940 design using traditional materials and methods. The Race Committee may, where appropriate, permit other yachts to enter the Classic Yacht Championship Series.

Handicaps18.4 Except for Rum races and the Classic Yacht Championship Series, races will be scored on elapsed time

and for corrected time using IRC and PHRF ratings and the applicable General Handicap.18.5 Rum races and the Classic Yacht Championship Series will be scored on elapsed time and General

Handicap only.18.6 The General Handicap will be a formula-derived performance handicap that adjusts after each race based

on the performances for that race and any prior races. Different General Handicaps may be maintained for Fleet, Divisional, Twilight, Two Handed and Rum racing.

18.7 IRC and PHRF results will be calculated for all yachts with an IRC or PHRF handicap, unless the yacht advises the Race Committee that it is not sailing in its measured configuration.

The Season Championship18.8 The Season Championship will be scored on General Handicap, PHRF, and IRC.18.9 A yacht’s score will be the sum of her series scores for the Spring Series, Alan Martin Series, and Autumn

Series. If a yacht does not have a series score in one or more of those series, her score for those series will be the number of yachts in the Season Championship plus one.

18.16 For the Regatta Warm-up Series: (a) When fewer than four races have been completed, a yacht’s series score will be the total of her

race scores excluding her worst score.18.17 For all other series: (a) One race per day is scheduled. (b) When fewer than all scheduled races have been completed, a yacht’s series score will be the

total of her race scores. (c) When all scheduled races have been completed, a yacht’s series score will be the total of her

race scores excluding her worst score. (d) A yacht will only be scored in a series if she has entered and come to the starting area in at least

two races in the series.19 Safety Regulations19.1 No yacht shall sail between Point Jerningham light and the nearest point of land at Point Jerningham.19.2 No yacht shall enter the ‘Mokopuna Island exclusion area’ formed by the straight lines between the

19.3 A yacht that withdraws or retires from a race shall notify the Race Committee as soon as possible.20 Equipment and Measurement Checks20.1 Any yacht or equipment may be inspected at any time for compliance with safety requirements, class

rules, rating certificates and/or the Sailing Instructions.20.2 A yacht required by the Race Committee to conduct compliance checks on another yacht is deemed to be

a Race Committee measurer.20.3 If required by a Race Committee measurer, a yacht must: (a) proceed immediately to a designated area for inspection; and (b) leave all equipment including sails, sheets and lifelines in the configuration in which it completed

the race.20.4 A yacht that is racing in a measurement configuration that is at variance to the issued IRC and/or PHRF

certificate or these Sailing Instructions may be subject to protest.21 Advertising21.1 Yachts may be required to display advertising supplied by the Organising Authority.22 Trash Disposal22.1 Yachts shall not put trash in the water.23 Radio Communication23.1 All radio communication between competitors and the Race Committee shall be through VHF channel 62

unless the Race Committee determines otherwise.23.2 Yachts shall maintain a listening watch on VHF channel 62. The failure to receive a radio message from

the Race Committee will not be grounds for redress. This changes rule 62.1(a).24 Prizes24.1 The Organising Authority may award trophies for the winners of specific races, series or divisions or

sections within a race or series. The Organising Authority will issue a schedule of trophies prior to the end-of-season prize-giving.

24.2 RPNYC trophies may only be awarded to yachts entered as RPNYC yachts. If, but for this instruction, a trophy would have been awarded to a visiting yacht, then the trophy will instead be awarded to the highest placed RPNYC yacht.

24.3 Only yachts that comply with their class rules are eligible for class trophies.25 Disclaimer of liability25.1 Competitors participate in all races entirely at their own risk. Refer to rule 4. The Organising Authority will

Offshore Sailing Instructions


1 RulesGeneral and Safety Rules1.1 All racing will be governed by the rules as defined in The Racing Rules of Sailing along with the

Wellington Regional Navigation and Safety Bylaws, the Marlborough District Council Navigation Bylaw 2009, and the Nelson City Council Navigation Safety Bylaw 2012.

1.2 All yachts shall comply with Part II of the Yachting New Zealand (YNZ) Safety Regulations, Category 3 modified as follows:(a) Yachts must start the race with at least 2.5 litres of fresh water per person for each 100 nautical

miles (or part thereof) of the course to be sailed.(b) Yachts must carry a liferaft in accordance with safety regulation 17.11.(c) Yachts must carry an additional lifebuoy and equipment in accordance with safety regulation

17.13(b).(d) Yachts must carry a storm jib in accordance with safety regulation 15.15(b).(e) Yachts must carry at least LWL(m) / 0.2 litres of engine fuel.(f) Yachts must carry fire extinguishers in accordance with safety regulation 17.01.(g) Yachts must store a copy of the ‘Communications Instructions’ near their VHF radio.

1.3 Safety checks of any yacht in any division may be made at any time.1.4 Crew shall wear lifejackets or be tethered to the yacht at all times, unless the person-in-charge of the

yacht considers that conditions are such that there is no significant increase in the risk to safety to any person through not wearing a lifejacket or being tethered to the yacht, and expressly gives permission for lifejackets and tethers not to be worn.

1.5 Yachts and crew shall comply with any guidelines published by the Race Committee regarding the wearing of lifejackets and tethers.

1.6 Yachts shall report the following incidents which occur while racing to the Race Committee as soon as possible:(a) man overboard;(b) an injury requiring treatment from a doctor, nurse, ambulance, or in a hospital;(c) contact with another yacht during a race causing serious damage;(d) loss of a keel, rudder or mast, or damage which materially adversely affects the seaworthiness of

the yacht;(e) an inrush of water into the yacht.

1.7 IRC and/or PHRF certificate compliance measurement may be conducted at any time.IRC Rules1.8 The IRC Rules 2015 Parts A, B and C apply to yachts competing under IRC.1.9 IRC rules 22.4.1 and 22.4.2 will not apply.1.10 In accordance with IRC Rule 21.6.1(b) YNZ prescribes that a yacht may carry one more spinnaker than

shown on her current IRC certificate without an increase in rating. Racers: Note that the area of the additional spinnaker (or any other on-board) cannot be greater than rated SPA.

Changes to Racing Rules1.11 Racing rules will be changed as follows.

(a) Yachts with lifting keels shall have keels locked in the down position and not moved whilst racing. This changes rule 51.

(b) Yachts with movable ballast, in the form of a canting keel or water ballast, may move that ballast to increase or decrease weight, or to change trim or stability. This changes rule 51.

(c) Rule 52 will not apply to the adjustment of a canting keel or water ballast.(d) Between the hours of sunset and sunrise the International Regulations for Preventing Collisions at

Sea shall apply. This changes the rules of Part 2.(e) For protests where only a rule of Part 2 or rule 31 is alleged to have been broken, an arbitration

hearing may be offered prior to any formal protest hearing.(f) Any yacht that does not have a representative attend pre-race briefings will be scored Did Not

Compete (DNC) without a hearing in that race. This changes rules A4 and A5.(g) Yachts may be required to operate a smartphone based tracking device at the yacht’s own cost. If

so required, yachts shall follow the operating instructions provided by the Organising Authority.(h) Yachts may receive and use any information freely available to all yachts, and any publicly offered

internet or broadcast weather information from sources available to all competitors (whether on a subscription or free basis). Permitted sources of information must provide the same information to all competitors who seek it, and must not provide yacht-specific weather routing information. Competitors may use any means to retrieve information. This changes RRS 41.

(i) Rule 78.2 will not apply.1.12 Safety checks of any yacht in any division may be made at any time.1.13 IRC and/or PHRF certificate compliance measurement may be conducted at any time.2 Notices to Competitors2.1 Notices to competitors will be posted on the RPNYC website.3 Changes to Sailing Instructions3.1 Changes to the Sailing Instructions will be posted on the RPNYC website at least one hour before they

take effect.4 Signals Made Ashore4.1 Signals made ashore will be displayed on the flag pole at the Royal Port Nicholson Yacht Club.


5 Schedule of Events5.1 Yachts intending to compete in a race shall register on the RPNYC website by 1700 hrs on the day before

each race briefing. Registrations received after the closing time for registration and up to 30 minutes prior to the scheduled start of the race briefing may be received at the discretion of the Race Committee.

5.2 Every crew member shall be registered as a crew member on the RPNYC website.

5.3 Unless excused by the Race Committee, a representative of each yacht must attend each race briefing. All race briefings will be held at the RPNYC clubhouse.

13 Radio Scheds 13.1 Refer to the Race Appendices and the Communications Instructions for the timing of radio scheds and

radio sched procedures.13.2 A yacht that fails to report will either:

(a) incur a 1% elapsed time penalty (without a hearing) for every missed report; or (b) be protested by the Race Committee.

This changes rule 63.1. 13.3 For the avoidance of doubt, the penalty in instruction 13.2(a) does not bind a Protest Committee.14 Declaration Form14.1 Each yacht shall submit a finish declaration online or by email within 48 hours of finishing each race.15 Time Limit15.1 There is no time limit.16 Protests and Requests for Redress16.1 For protests where only a rule of Part 2 is alleged to have been broken, an arbitration hearing will be

offered prior to any formal hearing. YNZ regulation 4.5.5 will apply. This changes rule 44.1.16.2 Protests and requests for redress or reopening shall be delivered to a race official within the protest time

limit.16.3 The protest time limit is 48 hours after the last yacht has finished the race. The same protest time limit

applies to all protests by the Race Committee and Protest Committee about incidents they observe in the racing area and to requests for redress. This changes rules 61.3 and 62.2. Protest hearings will be held as soon as possible after the conclusion of racing.

16.4 The Protest Committee may apply an alternative penalty to that of disqualification as provided for in rule 64.1(a). The scoring abbreviation for a discretionary penalty imposed under this instruction will be DPI. This changes rule A11.

16.5 Breaches of instructions 1.2, 1.4–1.6, 1.11(f)–(h), 14.1, 18, and 21 shall not be grounds for protest by a yacht. Further restrictions on the grounds for protest by a yacht may be imposed in the Race Appendices. This changes rule 60.1(a).

16.6 The Race Committee may protest a yacht for a breach of the instructions listed in instruction 16.5, or for any matter related to safety, on the basis of a report from an interested party. This changes rule 60.2(a).

17 Scoring17.1 Races will be scored on IRC, PHRF, Offshore Handicap and Line Honours.17.2 Any race in which fewer than three yachts start will be deemed to have been abandoned.17.3 Three races will be required to be completed to constitute a series.17.4 When fewer than five races have been completed, a yacht’s series score will be the total of her race

scores.17.5 When five races have been completed, a yacht’s series score will be the total of her race scores

excluding her worst score.

17.6 The Offshore Handicap will be a formula-derived performance handicap that adjusts after each race based on the performances for that race and any prior races.

17.7 A yacht will not be scored in the Offshore Series unless it has started in at least two races. The number of entries for the series will be the number of yachts that have started in at least two races in the series. This changes rules A4 and A9.


18 Safety Regulations18.1 At the start of each leg, yachts shall carry sufficient food and water appropriate for the leg.18.2 Any yacht withdrawing from the race and/or leg for any reason must advise Maritime Radio as soon as

possible by the best means available.18.3 Each yacht shall, no less than 15 minutes prior to its warning signal, contact Port Nicholson Sports on

VHF channel 62 advising of her intention to race and the number of people on board.18.4 Radio watch: (a) Prior to the start, yachts shall maintain a listening watch on VHF channel 62. (b) After the start and while racing, yachts shall maintain a listening watch on VHF channel 16.19 Prizes19.1 Line and handicap prizes will be awarded.20 Disclaimer of Liability20.1 Competitors participate in all races entirely at their own risk.
