Politics at the Crossroads

2014 marks the end of 100 years which changed Europe drastically. Only after two devastating wars did Europeans strike a new path of cooperation and integration. 60 years later they seem to be prisoners of fatigue and doubt about the future. What can we learn from the history of the early 20th century in order to take the right decisions for the future? This question is especially pertinent in three domains: The EU needs a new narrative. An attractive and realistic new European narrative can only emerge bottom-up if we want to create new enthusiasm and commitment for European integra-tion. How can we innovate the EU and strengthen our democracies? The EU and its neighbours. To ensure stability and norm diffusion, the EU must again invest in its neighbourhood. Ten years ago such investment resulted in the greatest enlargement of the EU. What is Europe’s roadmap for a future enlarge-ment and neighbourhood policy? The EU in the global village. How do we tackle fundamental global challenges like population growth, climate change, external and internal insecurities or social imbalances?

2014 enden 100 Jahre, die Europa drastisch veränderten. Erst nach zwei zerstörerischen Kriegen beschritten die EuropäerInnen neue Wege der Ko- operation und Integration. 60 Jahre später scheinen sie gefangen in Müdigkeit und Zweifel über die Zukunft. Was können wir aus der Geschichte des früh-en 20. Jahrhunderts lernen, um heute die richtigen Entscheidungen zu treffen? Für drei Bereiche ist diese Frage besonders relevant: Die EU braucht ein neues Narrativ. Ein attraktives und realistisches Narrativ kann sich nur von unten her entwickeln, wenn wir neuen Enthusiasmus für die eu-ropäische Integration entfachen wollen. Wie können wir die EU neu definieren und unsere Demokratien stärken? Die EU und ihre Nachbarn. Um Stabilität und die Verbreitung von Nor-men zu garantieren, muss die EU in ihre Nachbarschaft investieren. Vor zehn Jah-ren führte diese Investition zur größten Erweiterungsrunde. Was ist die Strategie der EU für die zukünftige Erweiterungs- und Nachbarschaftspolitik? Die EU im Weltdorf. Wie können wir die grundlegenden globalen Heraus-forderungen wie Bevölkerungswachstum, Klimawandel, Unsicherheit und soziale Ungleichgewichte bekämpfen?

Philipp Hauß, ensemble member of the Burgtheater, reads various texts on language, homeland and identity by the renowned Ukrainian writer and essayist Oksana Zabuzhko, followed by a dialogue with the author about her work and current political, intellectual and cultural upheavals in Ukraine and Europe. Viennese musician and media artist Klaus Karlbauer will accompany the discussion with his self-constructed zither, along with familiar European sounds, ironically alienated by electronic beats.

Philipp Hauß, Ensemblemitglied des Burgtheaters, liest Texte über Sprache, Heimat und Identität der ukrainischen Schriftstellerin und Essayistin Oksana Zabuzhko. Anschließend spricht er mit der Autorin über ihr Werk und die politischen, geistigen und kulturellen Umbrüche in der Ukraine und in Europa. The ongoing crisis has hit many European countries, further aggravating severe social problems. The Southern Member States face the toughest challenges, from illegal migration to poverty reduction. Faced with these challenges, we have to ask how it will be possible to finance the welfare state in the long run. Indeed, these challenges show that the future of the entire European project depends on the strength of our social cohesion. How can we guarantee social stability in different European regions? How will we deal with migration in the future? Do we as Europeans share a common responsibility for those in need?

The EU’s fragile energy supplies increasingly depend on its neighbours, including Turkey. The Southern Corridor, aimed at diversifying the EU’s gas imports, highlights Turkey’s role as a transit country. Given the stalemate in Ankara’s accession negotiations, other ways of cooperation can be explored. How can the EU and Turkey work together to increase their energy security? Will Turkey play the role of an energy hub between West and East? Is Ankara interested in spreading European market rules across the region? Can the EU and Turkey find common ground for their climate policies?

Die anfällige Energieversorgung Europas hängt immer mehr von seinen Nachbarländern ab – so auch von der Türkei. Mit dem südlichen Korridor verfolgte man das Ziel, die Gasimporte der EU zu diversifizieren, und hob so auch die Rolle der Türkei als Transitland hervor. The 2013 Vilnius Summit delivered sobering results and the Ukrainian crisis has highlighted the tense and increasingly confrontational nature of EU-Russia relations. In addition, the EU’s Southern neighbourhood remains volatile and its response to the “Arab Spring” still needs to be assessed. We will analyse the current state of the EU’s relations with its geographical neighbours and discuss how to improve them.

The OSCE is the only common security framework comprising all of Europe – East and West. In the 21st century, the relevance of the OSCE has sharply declined, while the conflicts remain unresolved. In particular, Europe’s protracted disputes (Georgia, Moldova, Kosovo) constitute serious obstacles to peace and prosperity on the continent. In addition, the gap between a resurgent Russia and the West has widened in recent years. Has the OSCE become irrelevant or can it again become an important player in Europe’s security architecture, bridging gaps and resolving conflicts between East and West?

Die OSZE ist die einzige gemeinsame Sicherheitsgemeinschaft, die ganz Europa – Ost und West – umfasst. Im 21. Jahrhundert ist die Bedeutung der OSZE stark zurückgegangen, während die Herausforderungen geblieben sind. After years of rivalry and war, Europe has found a common way to peace, wealth and the rule of law. The crisis of recent years, however, has fomented new fears and conflicts, raised doubts about the very concept of “European Union”, and led to calls for a dismantling of tasks and competences. This is about the future of young Europeans. What task has Europe been set by its young citizens? And how can Europe’s political aims be made more comprehensible? What can we do to ensure that Europe is not just seen as a continent with a great past, but instead much more as a continent with a great future?

The failure to “communicate” Europe is often cited as a reason for growing euro- scepticism among citizens. Indeed, European communication offers room for improvement, and campaigns and communication strategies alone will not be sufficient. There might be a need for a more emotional approach. What are the current difficulties of communicating Europe and would a new European narrative solve them? What kind of communication strategy wins citizens’ attention and support for the EU? Which new ideas do we need in order to establish a deeper connection among Euro-peans? And finally, how can we involve citizens actively in these processes?

We will analyse the main security transitions at Europe’s periphery. In particular, current security developments confront the Common Security and Defence Policy of the European Union with new challenges. Current hotspots, such as the civil war in Syria, or major political changes, such as those in the Arab world, show that we need to rethink security. Since regional conflicts and political crises do not stop at the gates of Europe, they constitute a major challenge for political leaders.

Wir werden uns mit den wesentlichen sicherheitspolitischen Veränderungen an der europä-ischen Peripherie befassen. Vor allem die aktuellen sicherheitspolitischen Entwicklungen könnten die europäische Sicherheits- und Verteidigungspolitik vor neue Herausforderungen stellen. In Verbindung mit aktuellen Brennpunkten wie dem Bürgerkrieg in Syrien oder den politischen Umbrüchen im arabischen Raum zeigt sich, dass Sicherheit neu gedacht werden muss. Da regionale Konflikte und politische Krisen auch nicht vor den Türen Europas Halt machen, sind die politisch Verantwortlichen besonders gefordert.

The EU’s enlargements have shaped our continent and ended decades of division. Today, all the states of the Western Balkans have a clear European perspective: Croatia has already joined the EU; Serbia has recently started accession negotiations. Austria actively supports this process. At the same time, “enlargement fatigue” is on the rise. We will analyse the achievements of the EU enlargement strategy and look at the chal-lenges and possible limits of future EU enlargements. We will discuss the topics from several perspectives (political, economic and civil society) and differentiate between the points of view of (new) members and candidate countries.

Die EU-Erweiterungen haben das heutige Gesicht unseres Kontinents geprägt und Jahr-zehnte der Trennung beendet. Heute haben alle Staaten des Westbalkans eine deutliche europäische Perspektive: Kroatien ist bereits Mitglied; Serbien startete vor kurzem Bei-trittsverhandlungen. Österreich unterstützt diesen Prozess aktiv. Gleichzeitig breitet sich aber vermehrt Unmut in Sachen EU-Erweiterung aus. This session will address the impact of long-term energy demands on the peaceful uses of nuclear energy and traditional nuclear non-proliferation policies. The Fukushima accident has had some impact in Western countries but less on nuclear power expansion in emerging markets. Will the transformation in the Middle East lead to a rethinking of nuclear energy projects in the region? Can we expect new or fewer conflicts over resources in 2030? Will export controls prevent or enable countries to embark on new technologies? Are renewables an alternative?

Diese Breakout Session wird sich mit dem Themenfeld langfristiger Energienachfrage, den damit verbundenen Auswirkungen auf die friedliche Nutzung der Atomenergie und mit Fragen zu traditioneller Nonproliferationspolitik beschäftigen. The sustainable development agenda succeeding the UN MDGs will need to live up to the challenge of finding the right responses to achieve tangible development results. However, an important lesson learned from the MDGs is that achieving any sustainable impact on social and environmental challenges is extremely difficult in the absence of growth. How influential is the EU in devising international strategies to reduce poverty and reach higher levels of development? What are Europe’s core strategies in this con-text? What is the potential of private industry to cope with the current consequences of the economic crisis while achieving lasting prosperity for all?

Die nachhaltigen Entwicklungsziele der Vereinten Nationen (SDG), die auf die sogenannten Millennium-Entwicklungsziele (MDG) folgen, müssen der Herausforderung gerecht werden, richtige Antworten zu finden und konkrete Ergebnisse zu liefern. Eine der Lehren der MDG ist aber, dass eine nachhaltige Lösung sozialer und umwelttechnischer Herausforderungen ohne Wachstum besonders schwierig ist. On October 3rd, 2013, 366 refugees drowned at Lampedusa. This sort of tragedy repeats itself time and again. In December 2013, the film-maker Fabian Eder and his team set out for the waters of the southern Mediterranean in the small sailing boat “Europa”. The result was an essay film about the islands of Malta, Lampedusa, and Sicily, which embody the dilemma of European immigration and asylum policy. “Not Just an Island” delivers a feuilletonistic contribution which, rather than leering voyeuris-tically at the tragic destinies played out, instead devotes itself to the insights of those who are confronted with the refugee question on a daily basis – the people of Malta, Lampedusa, and Sicily, and the authorities and NGOs forced to deal with the flow of refugees. From his very personal perspective, the film-maker takes the viewer on a journey to the borders of the EU. Of all places, he finds understanding where you would expect the most rejection and uncer-tainty: on the island of Lampedusa, which for a long time has not been an island any more.

Im Dezember 2013 machte sich Filmemacher Fabian Eder mit seinem Team in dem kleinen Segelboot „Europa“ auf den Weg in die Gewässer des südlichen Mittelmeers: Dabei entstand ein filmischer Essay über die Inseln Malta, Lampedusa und Sizilien, an denen sich das Dilemma der europäischen Zuwanderungs- und Asylpolitik spiegelt. „Keine Insel“ liefert einen feuilletonistischen Beitrag, der nicht mit voyeuristischem Blick auf die tragischen Schicksale schielt, sondern sich den Erkenntnissen jener Menschen widmet, die tagtäglich mit der Flüchtlingsproblematik konfrontiert werden – den Menschen, die auf Malta, Lampedusa und Sizilien leben, und jenen Behörden und NGOs, die mit dem Flüchtlingsstrom zurechtkommen müssen. The small exhibition displays a documentation of the campaign “Emergency Rescue Programme” by the Centre for Political Beauty (ZPS – Zentrum für politische Schönheit). The centre has its origins in the lessons of the Holocaust, and considers itself an assault team for the creation of moral beauty, political poetry and human magnanimity. The Centre for Political Beauty stands for an extended form of art and theatre. Art has to cause pain, to antagonise and to provide resistance.

Die kleine Ausstellung zeigt eine Dokumentation der Aktion „Kindertransporte des Bundes“ des Zentrums für politische Schönheit (ZPS), das sich versteht als eine Sturm- truppe zur Errichtung moralischer Schönheit, politischer Poesie und menschlicher Groß-gesinntheit, entsprungen aus den Lehren des Holocaust. Das ZPS steht für eine erweiterte Form von Kunst und Theater: Kunst muss weh tun, reizen und Widerstand leisten.

We are constantly talking about Europe and the European Union – but do we real-ly know what it is and how it works? Prior to the Political Symposium, we invite our scholarship holders on August 22 and 23 not only to discuss the EU’s institutional structure in theory, but also to participate actively in the European decision making process. In a simulation game organised by CAP – Center for Applied Policy Research, we invite them to get involved in those procedures themselves by simulating the decision-making process around a specific topic.

Ständig ist die Rede von Europa und der Europäischen Union – aber wissen wir wirklich, was sie ist und wie sie funktioniert? Im Vorfeld der Politischen Gespräche laden wir am 22. und 23. August dazu ein, nicht nur wie üblich über die Theorie der EU Institutionen zu sprechen, sondern die Entscheidungs-findungsprozesse in der EU selbst zu erleben. Im Zuge eines vom CAP – Centrum für angewandte Politik-forschung organisierten Planspiels werden diese Vorgänge anhand eines aktuellen Themas simuliert.

In August 2013, Pavel Kabat, Director of the International Institute for Applied Systems Analysis (IIASA), and Franz Fischler, President of the European Forum Alpbach, jointly launched the Alpbach-Laxenburg Group. This initia-tive was presented to the UN Secretary General, Ban Ki Moon, and discussed at a special meeting during the European Forum Alpbach 2013 with the President of the European Commission, José Manuel Barroso, Austrian Federal President Heinz Fischer and senior United Nations officials. The Alpbach-Laxenburg Group includes some of the best minds in today’s world from academia, government, business and civil society; people who, independent of national and financial interests, are willing to place their col-lective knowledge, expertise, experience, and reputation at the service of the world community at this pivotal point in Earth’s development. The group will strive to support global economic and social transformations towards sustainability by creating and communicating positive narratives for sustainable development and business opportunities, grounded in cutting edge international systems- science. Results of the initiative’s first meeting will be presented at the closing plenary of the Political Symposium 2014.

Allesamt Menschen, die unabhängig von nationalen oder finanziellen Interessen bereit sind, ihr Wissen, ihre Expertise, ihre Erfahrun-gen und ihr Ansehen in den Dienst der Weltgemeinschaft an diesem Wendep-unkt der globalen Entwicklung zu stellen. Die Gruppe wird an wirtschaftlichen und sozialen Veränderungen in Rich-tung Nachhaltigkeit arbeiten. Ziel ist es, basierend auf den Erkenntnissen der modernen Systemwissenschaften, mit positiven Erzählungen die gesellschaftli-che Entwicklung und die Wirtschaft nachhaltiger zu gestalten. VENUES AND TRANSLATION

The plenary sessions take place in the Congress Centre Alpbach. The breakout sessions are held in the Alpbach Secondary School (Hauptschule) and in different hotels. For further information regarding the venues, please observe the current programmes mentioned above.The plenary sessions taking place in the Erwin-Schrödinger-Saal and the Liechtenstein-Hayek-Saal are translated simultaneously into English and German. Earphones and receivers can be obtained at the door – please hand them back after the plenary session. Our special thanks go to the interpreters who, out of the affinity to the forum, kindly forego their usual fee and instead translate for a small daily compensation. Information about the language of each plenary session can be found online, through our app and in the printed conference programme.

ACCESS BADGE

The access badge received upon registration entitles you to participate in the events of the European Forum Alpbach 2014 during the indicated period. The badge has to be carried visibly and is not transferable. Please return the badge to the registration desk upon your departure, so that we can ensure its environmentally-friendly re-use.

ALPBACH BY PUBLIC TRANSPORT

From and to Alpbach there is a daily public bus line (bus line 4074), as well as a free shuttle service (from Wörgl via Alpbach to Inneralpbach). In addition, there is a free night shuttle from Böglerhof bus-stop to Inneralpbach-Reith-Kramsach-Brixlegg. The shuttle service is offered free of charge thanks to the support of our partner the ÖBB-Postbus GmbH. Upon registration at your accommodation you will receive the Alpbachtal Seenland Card which enables you to use the public bus free of charge during the entire duration of the Forum.The Alpbach cab company Taxi Moser offers special rates to the participants of the European Forum Alpbach. CHILDCARE

As in previous years, we offer professional childcare for children from the age of 2 whose parents are registered participants in the European Forum Alpbach. GREEN MEETING ALPBACH

Green Meeting Alpbach is a project initiated by the European Forum Alpbach and the Congress Centre Alpbach, in order to make our events more sustainable and ecologically responsible. As a result of this commitment, the European Forum Alpbach was the first conference organiser ever to be awarded the Austrian ecolabel for Green

Meetings. Please help us to make our event more environment-friendly.

INTERNET ACCESS

We offer free internet access at the internet café, which can be found on the ground floor of the Primary School building (Volksschule). It is equipped with 20 computers (web access) and printers. Opening hours: 9am – 7pm. In addition, free W-LAN is available in the Congress Centre Alpbach, the Primary School (Volksschule) and the
