Programme Details Each lecture in the G.S.Strategist is for a duration of two hours & forty-five minutes. Classes are conducted6-days a week except Sundays, national holidays and some other holidays declared by the institute. For registration, timing and thedate of commencement of the course, please refer to the programme schedule.

Study Material Each module is supported by two kinds of study material. One, the Learning Tools provided during the lecture.The purpose of such Tools is to enable you to concentrate on understanding and grasping the subject matter rather than using upyour precious time writing down all that has been said by the teacher. The intention is to add value to each lecture and make yourlearning efficient and lasting. Two, the Self Study Booklets provided for each module containing detailed background material forbroader and deeper understanding. These booklets also contain opinions, analysis and articles published in various newspapers,magazines and journals, suitably remodelled to best serve your interest. Moreover, ALS will provide you with some of the vitalbooks which are published by Competition Wizard, as part of the study material.

Regular Class Tests One of the most outstanding features of the Course is frequent class tests. Both descriptive as well asmultiple-choice tests are conducted at regular intervals. Short duration descriptive tests are conducted almost on a daily basis. Onefull-length descriptive test under simulated exam conditions, with UPSC compatible evaluation and feedback is conducted towardsthe end of each Module. For the Preliminary examination, tests are conducted on a weekly basis so that students can track theirprogress and evaluate their own performance in a systematic manner. Towards the end of the programme, several module-specificand full-length multiple-choice tests are conducted under simulated exam condition on OMR sheets with computerised evaluation.Thisgives the student a feel of the examination much before it actually happens. We at ALS strongly believe that Tests help students inthree ways: (i) Self-discipline – It induces a strong urge to study on a daily basis. (ii) Self-evaluation – It helps you knowwhere you stand. (iii) Constructive comparison – It shows where you are placed with respect to your peer group.

Special Essay Training Programme The Special Essay Training Programme is a module offered as a part of the GS Strategistcourse. It is aimed to equip you to manage a variety of topics that suit your writing style. Paper I - (200 marks) Duration : Two hours Current events of national and international importance. History of India and Indian National Movement. Indian and World Geography - Physical, Social, Economic

Geography of India and the World. Indian Polity and Governance - Constitution, Political

System, Panchayati Raj, Public Policy, Rights Issues, etc. Economic and Social Development -Sustainable

Development, Poverty, Inclusion, Demographics, SocialSector initiatives, etc.

General issues on Environmental Ecology, Bio-diversityand Climate Change - that do not require subjectspecialisation

General Science.

Paper II- (200 marks) Duration: Two hours Comprehension Interpersonal skills including communication skills; Logical reasoning and analytical ability Decision-making and problem solving General mental ability Basic numeracy (numbers and their relations, orders of

magnitude, etc. - Class X level), Data interpretation (charts,graphs, tables, data sufficiency etc. - Class X level)

English Language Comprehension skills (Class X level).

NOTE-1: Questions relating to English LanguageComprehension skills of Class X level (last item in the Syllabusof Paper-II) will be tested through passages from English language

only without providing Hindi translation thereof in the questionpaper.

NOTE-2: The questions will be of multiple choice, objectivetype.

NOTE-3: Penalty for wrong answers: There will be penalty(negative marking) for wrong answers marked by a candidate inthe objective type question papers except some of the questionswhere the negative marking will be in built in the form of differentmarks being awarded to most appropriate and not so appropriateanswer for such questions.(i) There are four alternatives for the answers to every

question. For each question for which a wrong answer hasbeen given by the candidate, one third (0.33) of the marksassigned to that question will be deducted as penalty.

(ii) If a candidate gives more than one answer, it will be treatedas a wrong answer even if one of the given answers happensto be correct and there will be same penalty as above forthat question.

(iii) If a question is left blank i.e. no answer is given by thecandidate, there will be no penalty for that question.

NOTE-4: Use black ball pen onlySince the answer sheets will be evaluated on computerisedmachines, candidates should exercise due care in handling andfilling up the answer sheets. They should use Black Ball Penonly to darken the circles and for writing in boxes. Since theentries made by the candidates by darkening the circles will betaken into account while evaluating the answer sheets oncomputerised machines, they should make these entries verycarefully.

The main Examination is intended to assess the overallintellectual traits and depth of understanding ofcandidates rather than merely the range of their informationand memory.The nature and standard of questions in the GeneralStudies papers ( Paper I I to Paper V) will be such that awell-educated person will be able to answer them withoutany specialized study. The questions will be such as totest a candidate’s general awareness of a variety ofsubjects, which will have relevance for a career in CivilServices. The questions are likely to test the candidate’sbasic understanding of all relevant issues, and ability toanalyze, and take a view on conflicting socio- economicgoals, objectives and demands.The candidates must give relevant, meaningful andsuccinct answers.The scope of the syllabus for optional subject papers(Paper VI and Paper VII) for the examination is broadly ofthe honours degree level i.e. a level higher than thebachelors’ degree and lower than the masters’ degree. Inthe case of Engineering, Medical Science and law, thelevel corresponds to the bachelors’ degree.

PAPER-IEssay: Candidates will be required to write an essay on aspecific topic. The choice of subjects will be given.They will be expected to keep closely to the subject of theessay to arrange their ideas in orderly fashion, and towrite concisely. Credit will be given for effective and exactexpression.English Comprehension & English Precis will be to testthe English language Comprehension and English préciswriting skills (at 10th standard level).

PAPER-IIGeneral Studies- I: Indian Heritage and Culture, Historyand Geography of the World and Society. Indian culture will cover the salient aspects of Art

PAPER-VGeneral Studies-IV: Ethics, Integrity, and AptitudeThis paper will include questions to test the candidates’attitude and approach to issues relating to integrity,probity in public life and his problem solving approach tovarious issues and conflicts faced by him in dealing withsociety. Questions may utilise the case study approachto determine these aspects. The following broad areaswill be covered. Ethics and Human Interface: Essence, determinants

and consequences of Ethics in human actions;dimensions of ethics; ethics in private and publicrelationships. Human Values – lessons from the livesand teachings of great leaders, reformers andadministrators; role of family, society and educational

institutions in inculcating values. Attitude: content, structure, function; its influence

and relation with thought and behaviour; moral andpolitical attitudes; social influence and persuasion.

Aptitude and foundational values for Civil Service,integrity, impartia lity and non-partisanship,objectivity, dedication to public service, empathy,tolerance and compassion towards theweakersections.

Emotional intelligence-concepts, and their utilities andapplication in administration and governance.

Contributions of moral thinkers and philosophers fromIndia and world.

Public/Civil service values and Ethics in Publicadministration: Status and problems; ethical concernsand dilemmas in government and private institutions;laws, rules, regulations and conscience as sources ofethical guidance; accountability and ethicalgovernance; strengthening of ethical and moral valuesin governance; ethical issues in international relationsand funding; corporate governance.

Probity in Governance: Concept of public service;Philosophical basis of governance and probity;Information sharing and transparency in government,Right to Information, Codes of Ethics, Codes ofConduct, Citizen’s Charters, Work culture, Quality ofservice delivery, Utilization of public funds, challengesof corruption.

Case Studies on above issues.

PAPER-VI & PAPER VIIOptional Subject Papers I & IICandidates may choose any optional subject fromamongst the list of subjects given in para 2 (Group 1).

However, if a candidate has graduated in any of theliteratures of languages indicated in Group-2 , with theliterature as the main subject, then the candidate can alsoopt for that particular literature subject as an optionalsubject.

A Divis ion of ALSALS AlternativeLearningSystems

The candidate will be interviewed by a Board who willhave before them a record of his/her career. He/she will beasked questions on matters of general interest. The objectof the interview is to assess the personal suitability of thecandidate for a career in public service by a Board ofcompetent and unbiased observers. The test is intendedto judge the mental calibre of a candidate. In broad termsthis is really an assessment of not only his intellectualqualities but also social traits and his interest in currentaffairs. Some of the qualities to be judged are mentalalertness, critical powers of assimilation, clear and logicalexposition, balance of judgement, variety and depth ofinterest, ability for social cohesion and leadership,intellectual and moral integrity.

The technique of the interview is not that of a strictcross-examination but of a natural, though directed andpurposive conversation which is intended to reveal themental qualities of the candidate.

The interview test is not intended to be a test either ofthe specialised or general knowledge of the candidateswhich has been already tested through their writtenpapers. Candidates are expected to have taken anintelligent interest not only in their special subjects ofacademic study but also in the events which are happeningaround them both within and outside their own state orcountry as well as in modern currents of thought and innew discoveries which should rouse the curiosity of welleducated youth.
