ix) The women trainees will not incapacitate themselves on theaccount of pregnancy during the training. Pregnant womentrainees will not be allowed to join training.

x) In view of the rigorous nature of outdoor training, which awomen trainee is expected to undergo and if she is pregnantor become pregnant during the period of training would notbe allowed to continue the training but will have to proceedon leave with or without pay as per her entitlement and joinin the subsequent batch.

19. INTER-SE-SENIORITY

The inter-se-seniority of the trainees within the batch shallbe based on the gradation being done by totaling the marks obtained inthe entrance examination and the marks obtained in the training at thePoliceTraining College.

(a) Frequent absence of the trainee from outdoor! indoorprogramme leading to a conclusion that he/ she is an 'un-devoted trainee and a habitual absentee, not likely to becomea good police officer.

(b) Submission of false Medical Certificate from any doctor foravailing leave or light duty or rest.

(c) Gross misconduct with the Indoor/Outdoor Instructors orwith other trainees/ staff.

(d) If the performance of a trainee in the monthly tests and mid-term examination is found to be very poor i.e. he/ she iscontinuously obtaining less than 40% marks in monthly test.

(e) If he/she commits any mischief or any crime involvinghis/her moral turpitude during his/her training.

(f) If any information submitted by the trainee in his/her jobapplication is found to be false, fabricated or manipulated togain employment.

(g) Any other ground which adversely reflects his/her behaviorand the officer is otherwise found unsuitable for Policeservices.

(vi) A trainee shall not be allowed to take final examination, until~e/ she has successfully undergone a stipulated period oftraining at Police Training School/College. 90% attendancein indoor/outdoor periods is compulsory, relaxable by 5% inexceptional circumstances by Principal/DCP in-chargeTraining, failing which he/ she will be debarred from takingthe final examination. He/she shall be considered fortermination of his / her services or ordered to further undergotraining with the next batch in all such cases where theattendance falls short of the requirement.

However, Joint Commissioner of Police/Training, Delhi canallow a further relaxation of 5% in deserving cases of shortattendance brought to his/her knowledge.

vii) No trainee shall be accepted ! allowed fOF training atPTS/PTC after 10 days of commencement of training exceptin exceptional circumstances and with the prior approval ofCommissioner of Police, Delhi.

viii) No trainee shall be declared confirmed without passing thebasic training.

(iii) Representations received against the result announcedshould be retained in a separate file for a period of threeyears from the date of announcement of final result. Theperiod can be extended beyond three years till the matter isfinally disposed off in specific cases. Applicationforms/ dossiers of selected/ appointed candidates may be sentto their respective places of posting for preparing theirservice record.

18. TRAINING OF CANDIDATES

(i) Candidates selected for enlistment as Inspector (Computer),Sub-Inspector (Computer) and ASI (DEO) in Delhi Policewould have to undergo a 04 (four) months basic trainingcourse as prescribed from time to time by the Commissionerof Police, Delhi and pass the same as per Standing OrderNo.336.

(ii) Candidates should be specifically directed In theappointment letter to report at the PTC/PTS for training.They may be attached to any Distt./Unit for pay purposes,but their lien with the Distt./Unit starts and end there. Theyshould be under the..' disciplinary. control of thePrincipal/PTS/PTC and they should not join any Distt./Unitunless they have passed out. In case any person is medicallyunfit then he/ she proceeds on leave without pay and shouldre-join with the next batch.

(iii) No trainee shall be passed into the ranks sent to theDistt./Units to which he/she is allocated for drawl of pay forany purpose whatsoever, unless he/she has successfullycompleted the training and has passed out of the PTS/PTC.

(iv) Ordinarily the services of those trainee who fail to qualifyfinal examination will be terminated under Rule 5 of CentralCivil Services Temporary Services Rules, 1965. A maximumtwo chances, including examination taking immediately atthe end of the induction course will be given and the servicesof any trainee who does not pass in all papers after availingthe second chance will be terminated.

(v) The Principal/PTC/PTS shall be the competent authority forinitiating/ finalizing (if the trainee is still in the PTC/ PTS)disciplinary action against the trainee. He shall also be thecompetent authority to pass order regarding termination ofthe services of a trainee. In order to eliminate an unsuitabletrainee from the force at the stage of his / her training itself,anyone of the following grounds shall be sufficient fortermination of services:-

14. VERIFICATION OF CHARACTER & ANTECEDENTS

The verification of character & antecedents of the candidatesas above will be done through concerned authorities expeditiously. Ifneed be, special teams shall be sent to liaise with district authorities toexpedite the police verification.

Cases of selected candidates against whom any criminal case .is registered/pending investigation/pending trial in the court, will bekept pending till the finalization of the same and their cases will bedecided on merit after finalization of cases. As regards the cases ofdepartmental selected candidates against whom anyDE/PE/Cr1.Case/Vigilance Enquiry etc. is pending will also be keptpending till the finalization of the same and their cases will be decided onmerits after finalization of cases.

15. VERIFICATION OF GENUINENESS OF CASTE CERTIFICATE

The verification of the genuineness of caste certificate mrespect of each candidate selected against reserved vacancy ofSC/ST/OBC will be got done from the concerned authority.

16. PROVISIONAL APPOINTMENT SUBJECT TO VERIFICATION

Even where the prescribed certificates have been produced,the appointing authority should include a clause in the offer ofappointment as follows:- ,.

"The appointment is provisional and is subject to verificationof the caste/tribe certificate through proper channels and ifthe verification reveals that the claim of belonging toSC/ST/OBC, as the case may be is false, the candidate'sservice will be terminated forthwith without assigning anyfurther reasons and without prejudice to such further actionas may be taken under the provisions of the Indian PenalCode for production of false certificate".

17. MAINTENANCE OF RECRUITMENT RECORDS

(i) After evaluation and preparation of result sheets, theanswer sheets will be sealed and handed over to theDCP/Incharge of recruitment for safe custody. Applicationforms/ dossiers of candidates who fail in the examination andapplication forms/ dossiers of candidates who are included inthe merit list will be retained till the declaration of results ofthe next recruitment.

(ii) Application forms/dossiers of such candidates, whoseappointment has not been done for one reason or the other,should be retained for a period of 3 years or till such timethat the matter is finally disposed of. The master sheets willalso be retained for a period of three years.

(ii) TRADE TEST

All those candidates who will get minimum 50% marks inwritten test will only be called for Trade Test which will be conducted byAddl.CP jDCP assisted by ACP of computer cadre.

The Trade Test consists of a requirement of a speed of 10000correct key depressions per hour. The test will be conducted on apersonal computer and 15 minutes time will be given to each candidate.The entry would be done in MS Access.

The qualifying speed is 10000 key depressions per hour. Thetest will be conducted on a computer. The marking scheme for the speedtest would be as given below:-

(iii) INTERVIEW

CP as Chairman and 2 DCsP as members to benominated by the CP, Delhi will assess the general awareness, knowledgeof work, and knowledge of computer fundamentals etc.

(iv) FINAL RESULT

The final result will be prepared on the basis of marksobtained in Written Test (100 marks), Trade Test (40 marks) as well asmarks obtained in Interview (10 marks). Where equal marks have beenobtained by candidates their merit will be fixed as per date of birth. Theolder candidate will be given preference and in case the date of birth isalso the same, marks in the written test would decide the merit.

13. MEDICAL EXAMINATION

The candidates so selected shall be medically examined bydoctors in selected government hospitals in Delhi as per the prescribedstandards.

An interview board consisting of one Joint CP / Addl. CP asChairman and two DCsP as members to be nominated by the CP. Delhi,would test the programming projects done, packages developed, generalawareness, alertness, clarity of computer concepts, health andpersonality of the candidates. Speaking power, oral knowledge incomputer science and general ability on current affairs would be judgedby the Interview Board and appropriate marks would be allotted to eachcandidate.

(iv) FINAL RESULT

The final result will be prepared on the basis of marksobtained in Written Test (200 marks), Practical Programming Test (90marks) as well as marks obtained in Interview (10 marks). Where equalmarks have been obtained by candidates their merit will be fixed as perdate of birth. The older candidate will be given preference and in casethe date of birth is also the same, marks in the written test would decidethe merit.

(III) ASSISTANT SUB-INSPECTOR (DATA ENTRY OPERATOR)

In accordance with Rule 12-C, Delhi Police (Appointment &Recruitment) Rules, 40% posts are to be fille'd by promotion failing whichby transfer on deputation and 60% by direct recruitment. The followingprocedure will be adopted for direct recruitment:- -:.....

(i) WRITTEN TEST AND EVALUATION OF ANSWER SHEETS

Those candidates who qualify Physical Endurance &Measurement Tests shall be eligible to appear in the written test to beconducted by a Board headed by a Joint CP / Addl. CP nominated by theCP, Delhi. The paper shall be of 02 hours duration and shall carry 100marks. The paper will be of objective as well as descriptive type regarding"qeneral awareness in computer handling. computer accessories andmaintenance of computer etc., knowledge of computer fundamentals andother general awareness about computers, security of data and problemdue to wrong entry of data in computer etc ,". The question paper shallbe set by an officer of the rank of Joint CP nominated by the CP, Delhi,who would ensure confidentiality in preparation of sufficient number ofquestion papers, their packing as per the sitting plan and will hand overto the Secrecy officer nominated by CP, Delhi personally in a doublesealed cover, on the day of the test. The Joint CP/Recruitment will makesitting and other arrangement for these tests and for invigilation byGOs/Inspectors under his supervision to prevent copying or use of other

prevent copying or use of other dishonest practice. Any candidate foundindulging in any unfair practice will be expelled from the written test andshould also be debarred from further recruitments. The answer sheetswill be collected by the Secrecy Officer who after evaluation will compilethe result and send the answer sheets alongwith result to theJt.C.P/ Headquarters.

The practical test will be conducted only in operatingsystems, databases and languages being used in Delhi Police at the timeof recruitment. The same will also be published in the advertisement.

Languages presently in use in Delhi Police:

O.S. ~ Unix, Linux, Microsoft Window Server..:2003/2008 and DesktopO.Ss.

Databases - Oracle 9i and log, MS SQL Server-8/2005 and MS Access-2003/2007.

Reports - Crystal and inbuilt report writers of databases.

Languages/Frontends -Visual Basic, ASP, VB.NET, ASP.NET, C#(Sharp), Visual Foxpro, Oracle Developer etc.

Desirable :-For this post, the candidates should be well versed with:

o.s. - Either Microsoft Windows Server 2003/2008 or Linux or higherversion operating systems.

Databases - Good experience on either Oracle9i or Oracle log or MS SQLServer or higher version and also to know how to take out reports frominbuilt report writers.

Languages/Front Ends -Should know either VB.NET/ASP.NET orOracle9i Developer.

(Hi) INTERVIEW

All those candidates, who will obtain minimum 50% marksin Practical Programming Test will only be called for Interview.

An interview board consisting of CP, Delhi/SpecialCP/Admn. as Chairman, two Joint CsP/Addl.CsP and one ComputerExpert System Manager of the rank of Under Secretary/Deputy Secretaryor Director Level from National Informatic Centre (NIC), Lodhi Road,Delhi as members, would test the programming projects done, packagesdeveloped, general awareness, alertness, supervision ability, clarity ofcomputer concepts, health and personality of the candidates. Speakingpower, oral knowledge in computer science and general awareness aboutcurrent affairs would be judged by the Interview Board and appropriatemarks would be allotted to each candidate.

12. METHOD OF RECRUITMENT

(I) INSPECTOR (COMPUTER)

In accordance with Rules 12 (D)of Delhi Police (Appointment& Recruitment) Rules, 30% posts are to be filled by direct recruitmentand 70% by promotion failing which by deputation. The followingguidelines will be adopted for direct recruitment of Inspectors:-

(II) PHYSICAL ENDURANCE TEST FOR ALL THE POSTS

(A) FOR MALE CANDIDATES :-

11600 metres Race I 08 minutes 30 seconds (Qualifying)

(B) FOR FEMALE CANDIDATES :-

I 800 metres Race I 06 minutes (Qualifying)

Note:- There shall be no appeal against disqualification in Race.

(III) PHYSICAL MEASUREMENT

Physical Measurement Test shall be taken only of those whoqualify the endurance tests.

9. BOARDS FOR PHYSICAL ENDURANCE & MEASUREMENTTESTS FOR ALL THE POSTS :-

Physical Endurance & Measurement Tests as prescribed inthe eligibility condition shall be done by Boards headed by DCsP andassisted by ACsP. The subordinate staff for assistance will be detailed byconcerned DCP. The endurance tests and physical measurement shall berecorded on the spot by the DCPIACPI Incharge in his own hand writing.No over-writingIerrors should be made under any circumstances. The

-; PE&MT test sheet and all legitimate corrections -made would bepersonally attested by-the DCPIACP;concerned with his name in capitalletters in brackets and his office stamp with date.

10. APPELLATE BOARD FOR PHYSICAL MEASUREMENT &ENDURANCE TESTS

One Joint CPIAddl. CP and one ACP shall be nominated bythe Commissioner of Police, Delhi to constitute the appellate board. TheBoard will consider' the cases of such candidates who files an appealagainst the Physical Measurement on the same day. There will be noappeal in race, long jump and high jump.

11. CHECKING OF ORIGINAL DOCUMENTS/CERTIFICATES FORELIGIBILITY CRITERIA

All the original documents Icertificates pertaining - to age,education, caste, hill areas, NOCI discharge certificate (in case of Ex-serviceman),sports certificates, proof of avail age relaxation aswidow/ divorced/judicially separated woman, would be checked at thetime of bio-metrics of all the candidates declared successful in PE&MT.The candidates will also be required to submit attested photo copies of alldocuments Icertificates.

7. CONSTITUTION OF RECRUITMENT BOA~D

Recruitment of Inspector (Computer), Sub-Inspector(Computer) and Assistant Sub-Inspector (Data Entry Operator) in DelhiPolice will be done by a Recruitment Board to be constituted by theCommissioner of Police, Delhi under Rule 8 of Delhi Police (Appointmentand Recruitment) Rules, 1980 which will consist of one Joint C.P/Addl.CP assisted by two DCsP

8. (I) PHYSICAL STANDARDS FOR ALL THE POSTS

(A) Height :-

Male Candidates: - 165 ems, relaxable by 5 ems for :-

(i) Residents of hill areas i.e. Garhwalis, Kumaonis, Gorkhas,Dogras, Marathas and candidates belonging to states ofSikkim, Nagaland, Arunachal Pradesh, Manipur, Tripura,Mizoram, Meghalaya, Assam, Himachal Pradesh, Kashmirand Leh & Ladakh regions of J&K (Candidates claiming thisrelaxation would have to produce a certificate (Hill AreaCertificate) to this effect issued from the competent authorityi.e. DC/DM/SDM or Tehsildar of their place of residence withthe application and at the time of Physical Endurance &Measurement Tests).

(ii) ST candidates.

Female candidates :- 157 ems, relaxable by 5 ems for :-

1. INTRODUCTORY

This Standing Order deals with the direct recruitment againstthe posts of Inspector (Computer), Sub-Inspector (Computer) andAssistant Sub-Inspector (Data Entry Operator) in accordance with Rules-12(D), 12(A)& 12(C) of Delhi Police (Appointment & Recruitment) Rules-1980.

Recruitment will be carried out by a Recruitment Board, asprescribed in Rule 8 of the Delhi Police [Appointment and Recruitment]Rules, 1980. Candidates from all parts of the country will be eligible toapply.
