Minster’s Guidelines and Rules – Schedule 1 5. An administrative amendment to a PSP is an amendment that the local government is satisfied corrects or changes-

(a) an explanatory matter about the planning scheme or PSP; (b) the format or presentation of the PSP; (c) a spelling, grammatical or mapping error in the PSP that does not materially affect the remainder of the PSP; (d) a factual matter incorrectly stated in the PSP; (e) a redundant or outdated term in the PSP; (f) inconsistent numbering of provisions in the PSP; or (g) cross-references in the planning scheme or PSP.

PR-2 Planning scheme

policy – constructed lakes

Incorporate scope and objectives sections into new purpose section. 1.3 Purpose The purpose of this planning scheme policy is to ensure that lake systems in the Mackay region are designed to ensure long term sustainability as landscape assets. SC6.3.1.1 Scope This document sets out guidelines for the design of constructed lakes proposed within the Mackay region. A well-designed and sustainable lake system can add substantial value to the urban landscape. Lakes are primarily created for their visual amenity however they can also provide wildlife habitat and allow the community to understand, experience and engage with the water cycle. However, experience throughout Queensland has identified numerous problems with the sustainability of lake systems. The use of lakes as stormwater treatment systems, poor water inflows, long residence times, lower abundance of emergent

macrophytes and inadequate mixing (stratification) have resulted in lake systems experiencing algal blooms and becoming weed infested. In many cases, the burden of rectifying these lakes systems and satisfying community expectations has been incurred by Councils. As a consequence Mackay Regional Council does not encourage the creation of constructed lakes in urban settings. Whilst constructed lakes are not encouraged, Council will consider the application of a lake where it can be demonstrated the lake system is sustainable in terms of supporting the intended end uses, is appropriately managed and has minimal adverse impacts on surrounding environments. SC6.3.1.2 Objective To ensure that lake systems in the Mackay region are designed to ensure long term sustainability as landscape assets.

This Guideline planning scheme policy serves as a companion document to the AustRoads Guide extended to incorporate basic requirements for pathways. SC6.4.1.2 Objectives This Guideline aims to set standards and document requirements related to the provision of cycleways and pathways that encourage pedestrian activities and cycling for transportation and recreational purposes. Cycleways and pathways are to be safe and convenient and shall maintain a satisfactory level of service for all pathway users including users with disabilities and limited mobility.

(d) Provide for a quality product that minimises maintenance costs.

(g) Provide convenient parking for visitors.

3. The Designer must integrate all relevant design principles into the development of the road network. A careful balance is required between maximising amenity, safety and convenience considerations and those related to the drivers’ perception of driving practice.

4. This Guideline shall be read in conjunction with the reference and source documents listed in Section 1.3.

5. In the network planning of new residential areas, the Designer shall create a safe and pleasant residential area by considering the following matters: (a) Provide for safe pedestrian and cyclist

movement by catering separately for the demands of both using footpath or cycle networks or on-street facilities. Any new networks are to link into existing and proposed facilities identified by Council.

(b) The Designer shall reference Council’s Bike Plan and liaise with Council to identify the proposed footpath and cycleway network.

(c) Where demands cross minor collector streets (or higher classified streets), provision must be made to provide safe and appropriate crossing facilities to ensure equitable access.

(d) The connectivity of local access streets should not provide the opportunity for motorists to be able to ‘rat-run’ from one trunk road to another through the new residential area.

(e) The Designer shall liaise with Queensland Transport to identify current and proposed bus routes and bus stops. The Designer shall also refer to Table C1 (from the Road Hierarchy) to identify the form of any bus stop. Bus shelters are to be provided where required

For redevelopment areas, the on-site drainage system is to be designed in such a way that the estimated peak flow rate from the site for the design Average Exceedance Probability of the receiving minor system is no greater than which would be expected from the existing development. Further, it is not to be concentrated in such a way as to cause nuisance to downstream properties.
